The New Jersey Highlands Water Protection and Planning CouncilThe New Jersey Highlands Water Protection and Planning Council is a regional planning agency that works in partnership with municipalities and counties to implement the land use management and natural resource protections of the Highlands Act.

New Jersey IAWGThe NJ Brownfields Interagency Working Group (IAWG) was formed to effectively deliver comprehensive assistance from state and federal agencies to municipalities struggling with brownfield redevelopment challenges. The core team consists of New Jersey Business Action Center’s Office for Planning Advocacy, U.S. EPA Region 2 Brownfields Program, NJ Department of Environmental Protection and the Center for Creative Land Recycling (CCLR).

The Center for Creative Land RecyclingThe Center for Creative Land Recycling (CCLR) promotes the sustainable, equitable and responsible reuse of underutilized and environmentally-impacted properties. We educate, advocate, assist and convene stakeholders to revitalize communities through land recycling. CCLR has successfully supported the revitalization of thousands of acres of land in our twenty-two years of work. At the intersection of business and the environment and with offices in the Bay Area and New York, CCLR helps local governments, non-profit community organizations and their private sector partners overcome obstacles to unlocking a community’s potential for land recycling. CCLR is the U.S. EPA Technical Assistance to Brownfield (TAB) Communities provider for eleven states, including the State of New Jersey. For more information, please visit www.cclr.org.

Herb August | Manager of Grants Administration | New Jersey Highlands Council

Herbert August has been the Manager of Grants Administration at the Highlands Water Protection and Planning Council for over 10 years. Prior to managing grant awards for the Highlands Council, Herbert worked in the private sector with the NJ DOT, NJ DEP, NJ Transit, and various NJ municipalities to further their goals of improving local and regional infrastructure while considering environmental regulations and bicycle/pedestrian initiatives. Herbert started his professional career at the Morris County Transportation Management Association, and later served as project manager and planning lead on land use projects in the New York Metropolitan area for an architectural firm in New York City.

The Honorable Michele Dale, Mayor of West Milford, NJMichele Dale is the Mayor of West Milford, NJ. She has a 20 plus year career and has acted as the Vice President of a Top 7 bank. She was elected Councilwoman for the Township of West Milford from 2014-2016 and then was elected Mayor and took office in November 2018. West Milford Township is 100% in the Highlands Preservation zone.

Darlene Green, PP/AICP | Senior Associate | Maser ConsultingDarlene Green is a Project Manager with Maser Consulting P.A. and is a licensed Professional Planner in New Jersey with a background in architecture. Ms. Green has won both County and State planning awards. She has guided municipalities through Highlands Plan Conformance and COAH substantive certification, and assisted with Declaratory Judgment Actions. Ms. Green has also prepared numerous area in need of redevelopment investigations and redevelopment plans.

Maryjude Haddock-Weiler, PP/AICP | Planning Manager | New Jersey Highlands CouncilMaryjude Haddock-Weiler is the Planning Manager for the Highlands Council. Maryjude has been with the Council since its inception. Prior to her Highlands Council position, Maryjude worked for the Office of State Planning, NJDEP, Hackensack Meadowlands Commission, and private consulting groups. She has over 30 years of environmental and regional planning experience in New Jersey.

Jean Hamerman | Deputy Director | Center for Creative Land RecyclingAs Deputy Director of CCLR, Jean manages the delivery of brownfield redevelopment assistance services under an EPA Technical Assistance to Brownfield (TAB) communities provider grant. Jean works to develop public-private partnerships and oversees communications, fundraising, and strategic initiatives for CCLR. Prior to CCLR, Jean was a banking and small business development professional, later developing expertise in energy-efficiency in the built environment.

Judy Karp | Legal and Compliance Officer | New Jersey Infrastructure BankJudy Karp has served as the I-Bank’s Legal and Compliance Officer since 2014. As the I-Bank’s LCO, Judy oversees the numerous Federal, State and regulatory compliance requirements that impact the I-Bank. In addition, she is responsible for compliance with disclosure requirements, monitoring legislative and regulatory changes, providing guidance on procurements and contracts, and assisting in the development and preparation of the I-Bank’s annual legislation. Judy has previous experience in commercial litigation and served as confidential law clerk to Federal District Judge Michael A. Telesca in the Western District of New York. Judy received a Juris Doctorate from Vanderbilt University and a Bachelor of Arts degree from Colgate University. She is a licensed attorney in the States of New Jersey and New York.

Kessel, P.E., LSRP is a Vice President and Chief Engineer with Brown and Caldwell in their Upper Saddle River, New Jersey office. Bill Linder | Manager, Office of Brownfields Reuse | New Jersey Department of Environmental ProtectionBill Lindner is the manager of the Office of Brownfield Reuse at NJDEP. He has an extensive background in redevelopment and site remediation having also worked as a contaminant hydrogeologist for many years. Schenine Mitchell | Brownfields Project Officer | U.S. EPA Region 2Schenine Mitchell has worked at U.S. Environmental Protection Agency (EPA) since 2000. At EPA, she functions as an Environmental Scientist, working in the Emergency and Remedial Response Division as a Brownfields Project Officer. She manages EPA grants, including Area Wide Planning, and Environmental Workforce and Job Development Training. Currently, Schenine serves on the Economic Recovery Support Function Team which is one of the key operating areas of assistance in the National Disaster Recovery Framework. The team supports local governments by fostering coordination among State and Federal agencies, nongovernmental partners, and stakeholders in Puerto Rico and the U.S. Virgin Islands.

With more than 35 years of experience in government and nonprofit leadership roles, Lisa’s background includes significant work in environmental policy and management. Her prior roles include serving as Deputy Director for Governor Phil Murphy’s Environment and Energy Transition team, Chief of Staff for the U.S. Environmental Protection Agency (EPA), Region 2, and Senior Advisor to U.S. Senator Frank Lautenberg on environmental issues in New Jersey.

George Vallone | Founder and President | Hoboken Brownstone CompanyIn 1980, George and his business partner, Daniel Gans, co-founded the HobokenBrownstone Company, (HBC). Together they have developed pioneering residentialand commercial properties valued at over a billion dollars. Yin Zhou | Counsel | Parker McCay PAYin is Chair of the Environmental Law department at Parker McCay P.A., and has extensive experience in site remediation, ISRA and brownfields issues, both in the private sector and as a former Deputy Attorney General representing the New Jersey Department of Environmental Protection. She regularly counsels both private and public entity clients on due diligence and the transfer of environmental risks in redevelopment projects and other corporate and real estate transactions.
