FINANCE MEETING NOTES

1. Multipurpose building for the following activities: a. Christmas Partiesb. Banking Trainingc. Conference Centerd. Concerts sponsored by BankersTo develop these activities they need a “Light Kitchen” as a support area.

2. They will use it 2 – 3 times per year for Regional Banking Training for 50 to 80 people.

3. The building has to have better acoustics and finishes.

4. Required furniture: a. Tablesb. Comfortable Chairsc. Podiumd. Projector & Screene. WI-FI for Internet Access

5. The building should not be over-sized but it has to have the ability to allow for future expansion.

6. This building can be used for massive vaccination, antivirus distribution and has to comply with FDA Requirements.

7. The building must have outlets to connect a portable refrigerator.

8. This building also can be used as a shelter, when firefighters come to town to fight forest fires.

ECONOMIC DEVELOPMENT MEETING NOTES

1. The Economic Development group stated that Buffalo is a community that is growing very fast.

2. The community building or multipurpose building has to have a minimum capacity of 600 people with expansion capabilities to 800 people.

3. Since there are so many activities scheduled year round it is necessary to have both heating and cooling systems.

4. The building needs an improved appearance and has to have better sound and lighting systems.

5. It is desirable to have WI-FI for internet connection.

6. This facility can be used as a convention center since the hotels in town do not have spaces for that purpose.

7. The Blue Grass Festival should be moved to the outdoor arena, using the grandstands as a sitting area with a portable stage.

8. It is necessary to improve the restroom quality and quantity.

9. People asked if it was possible to incorporate green concepts such as geothermal energy, natural light, solar energy, wind energy etc.

TOURISM MEETING NOTES

1. This group stated that it is necessary to have a multipurpose building to support events year round, and to be able to add more events in the future.

2. The building has to have multifunctional characteristics so that it can be divided to accommodate more than one activity simultaneously.

3. Event types and sizes will vary from banquets, weddings, conventions, etc.

4. It is necessary to have a commercial kitchen.

5. This building will open new markets for regional conventions.

6. The building has to have a better appearance than the existing community center and it has to have better sound and lighting systems.

7. This group stated that the RV campground at the Fairgrounds should be limited in size. Commercial campgrounds in the Buffalo area have been affected because many users prefer the fairgrounds campground since this service is free.

8. Improve quality of power for booths and WI-FI for internet connection.

STEERING MEETING NOTES1. They would like both indoor arena and multipurpose buildings. They do not know yet if they want to have those

buildings together or separate.

2. They would like to improve traffic flow inside the fairgrounds and improve accessibility from outside.

3. They would like better sound and light systems for the multipurpose building and internet connection capabilities. Improving the building appearance and multi-use capabilities is very important.

4. The King Road Project is something that should be considered for the Johnson County Fairground Master Plan.

5. It is important to determine if it is necessary to acquire more land; if so, where and how many acres.

6. It is important to develop a very well coordinated project construction phasing in order to not interfere with existing activities.

7. Parking spaces have to be increased, reorganized and relocated to improve traffic flow.

8. They would like to know what the next step is; when they are going to be able to see floor plan layouts.

9. All groups expressed interest about where the funds for this project would come from.

10. They would like to keep as much of the green spaces, existing vegetation and natural irrigation ditches as possible.

11. One of the steering committee members suggested to get information about Winfield, KS Fairgrounds, which has a similar layout to Johnson County Fairgrounds.

12. The Steering Committee wants to meet again with GSG after this interview process is done.

COUNTY AND CITY MEETING NOTES

1. This group thinks that it is necessary to have both facilities; indoor arena and larger community center (Multipurpose building).

2. Capacity for multipurpose building should be 600 to 800 people.

3. Multipurpose building has to have:a. WIFI for internet connectionb. Sound systemc. Acoustic treatmentd. Stage area (portable)e. Screen & projection capabilities for power point presentations

4. This new facility needs to allow for more scheduled events and activities.

5. They would like to be able to host multiple activities at the same time.

6. Building needs zoned heating and cooling to accommodate moveable partitioning for multiple activities.

7. The multipurpose building needs to be used in emergency situations. For example, to accommodate fire fighters, so additional showers and logistics are necessary.

8. They think both buildings function better as separate buildings since most activities have different users.

9. Blue Grass Festival should be moved to the grandstands and it is necessary to have a movable stage.

10. Traffic flow has to be improved inside the fairgrounds.

11. It is necessary to improve drainage at south-east corner of campus.

12. This group thinks that it is convenient to have access from the south side, by providing vehicle access to the King Road Project.

13. It is necessary to determine if the Grandstands is considered a historic building.

14. Signage to access the fairgrounds facility must be improved. It has to be visible to visitors from I-25 Business Road.

15. They would like to keep as many green spaces as possible.

FAIR AND CONCESSIONAIRES MEETING NOTES1. This group stated that Buffalo has to be a destination town. A place that visitors come to and stay not just drive by.

2. The multipurpose building has to have logistics for activities such as:a. Auctionsb. Wedding Receptionsc. Expo Showsd. Banquetse. Craft Showsf. Antique Shows

3. The existing community center is the only building in town to accommodate more than 100 people.

4. The new multipurpose building has to have WI-FI, projector & screen, sound system, acoustic treatment, and better electrical capacity.

5. It is necessary to have an industrial kitchen with dry and refrigerated storage.

6. People asked if it is possible to have “Satellite Warming Areas” for food distribution in the indoor arena and at the grand stands.

7. Standard booth size is 10’ x 10’. It is necessary to provide storage in this building for furniture and equipment in general.

8. RV campground and hook-ups must be expanded.

9. Since this is a multipurpose building it is desirable to have “multifunctional furniture”.

10. The ceiling and building walls should allow for decoration installation for wedding receptions.

4H & FFA MEETING NOTES

1. This group would like to have some spaces for classroom purposes. They prefer to have them close or attached to the indoor arena. They would like three groups of students varying in size from 30 to 50 people in each classroom. These classrooms should have projectors & screens and WIFI for internet connection.

2. They asked if the existing community center building will be standing after the new multipurpose building is built.

3. They would like to have the size of the indoor arena at about 150’ x 300’ if possible. They mentioned that they like Big Piney and Torrington’s indoor arena configurations.

4. They mentioned the following issues that should be fixed: a. Traffic Flow – Children currently cross roads from one exhibit to another or to the concession stands.b. Parking.c. Security – Lighting at night since they have some dark spots.d. Exhibit Organization.

5. The proposed building for the community center should have expansion capabilities.

6. This group thinks that it is convenient to have two different buildings, but still not clear if they have to be built “together”or “separate from each other”.

7. The classroom spaces they requested can be used for judging purposes.

8. They have many limitations to schedule additional activities, since they do not have an indoor arena.

9. They asked how the Architects are going to handle project phasing in order to not interfere with scheduled activities.

10. The proposed stalling for the indoor arena has to have all resources, such as a round pen.

11. This group requested more and better RV campground hook-ups.

12. Connection with King Road Project at south side of the fairgrounds will be beneficial because it will provide an additional access for trailers without affecting public access. At the same time it will allow better utilization of the land at the east side of the fairgrounds along I-25.

13. They would like to have possibilities for dog show activities in the indoor arena.

14. They stated that it is not a facility that competes with Johnson County Fairgrounds, so it creates a lot of potential for new types of activities to attract more visitors to stay in town.

VENDOR MEETING NOTES

1. This group participates in Rodeo activities and the Blue Grass Festival.

2. They said that all restrooms and facilities on the east side of the outdoor arena have to be improved.

3. Vender spaces under grandstands for beer sales have to be improved.

4. Playground area should be improved and verify if it is possible to relocate it.

5. This group also mentioned that the traffic flow needs improvements for vehicles, pedestrians and animals inside the fairgrounds.

6. Parking spaces and parking areas needs more definition and redesigning.

7. Some vendors also participate in indoor activities at the multipurpose building (Christmas Bazaar and Antique Fair) in which a kitchen is necessary.

8. Multipurpose building is used during local, state and national election days.

9. They mentioned that alcoholic beverages are allowed during rodeo times, but not during 4H activities.

10. Standard size for booths is 10’ x 10’.
