The Export-Import Bank of the United States (EXIM) is the o cial export credit agency of the United States. EXIM is an independent, self-sustaining federal agency that was created to support American jobs by facilitating the export of U.S. goods and services. EXIM has been reauthorized by large bipartisan majorities in Congress 16 times and supported by 13 U.S. presidents.

Since its inception 81 years ago, EXIM Bank has created or sustained jobs in every single state. EXIM has worked to empower U.S. exporters to succeed in a highly competitive 21st Century global economy. When businesses in the United States or their customers are unable to access private export nancing, EXIM has lled the gaps. We have equipped U.S. exporters with tools to secure working capital, reduce foreign buyer nonpayment risk, or responsibly extend credit to foreign buyers so that they can more readily buy American-made products.

EXIM has worked with a range of companies including large, mid-sized and small, but the majority of our customers are small businesses. Of the 3,700 authorizations EXIM completed in 2014, more than 3,300—or about 90 percent—directly served U.S. small business.

The Bank has consistently maintained a low default rate and closely monitors credit and other risks in its portfolio. As of September 30, 2014, EXIM’s active default rate was 0.175 percent.

Supporting Jobs, Serving Taxpayers

Increasing exports is a core part of creating American jobs, bolstering economic growth, and strengthening the middle class. Export-related jobs pay up to 18 percent more on average than non-export-related jobs, making them an important component in strengthening America’s middle-class and the U.S. economy.

Last year alone, EXIM authorizations supported 164,000 U.S. jobs and over the past six years, more than 1.3 million American jobs. At the same time, due to fees and interest we charge our customers, the Bank also generated a surplus of $675 million pro t for American taxpayers in 2014 above and beyond all costs.

The Global Landscape

EXIM does not exist to compete with the private sector. In fact, the private sector is Plan A for most U.S. exporters, EXIM is Plan B – and with Plan B taken away, Plan C is China. There are now approxi-mately 85 export credit agencies competing for deals and export-backed jobs throughout the world.

China and other foreign rivals will fill the void, putting American businesses and American workersat a disadvantage. China’s export financing grew by 40 percent in 2014, while the rest of the worldremained flat. As a senior official from China’s Export-Import Bank told reporters a couple of weeksago – “EXIM going away would be a good thing for China.”

Keeping America Competitive

American exporters are facing increasingly intense global competition. By equipping U.S. businesses with responsible, transparent, rules-based financing, EXIM has worked to level the playing field, so that U.S. goods and services have the opportunity to compete on free market factors such as quality and value rather than on cut-rate financing. In the pages of this report you will find examples of American businesses that have used EXIM to fill the gap, expand their exports to international markets and create jobs in their local communities. As these stories underscore, for more than 80 years, EXIM has been a vital tool for increasing opportunity for U.S. businesses, promoting American leadership on the global stage, and adding middle-class jobs here at home.
