What is Local Control Funding Formula (LCFF)?• New law signed by Governor Brown in June 2013• Changes allocation• Greater weight:
– High numbers of students in poverty– English Language Learners– Foster students
• Requires Districts to align budget with LCFF priorities• Local Control Accountability Plan (LCAP)

LCFF: Opportunity, but . . .• Chance to reboot, rebuild and redefine RCSD values• But, it is not perfect

Media Headlines Suggest . . .
• California has “fixed” public education
• Public schools finally have enough money
• Districts like ours are getting a lot more money

LCFF Reality Does not increase overall level of spending Does not restore schools to 2007-08 spending until at
least 2021 Affected by California economic performance (impacts
path to target) Prop 30 expires before target spending is reached in
2021

LCFF Reality• Does not significantly raise California’s low ranking in
per-pupil spending:– On average, Calif. per pupil spending Is $2,475 less than
the rest of the nation (Source: California Budget Project, “School Finance Facts”, October 2013. www.cbp.org)
• Does not remove regulatory and reporting requirements to county and state
• RCSD still does not have actual numbers for 2013-14
