Green Building Movement in India Climate Change Mitigation: Commitments and Actions Adaptation Technology transfer and Financing l l l l The Prime Minister of India has already committed that per capita emission of India will not exceed that of developed countries on any given day in future. CII is working with its members to voluntarily take leadership in climate-friendly technologies and operations, so as to contribute to India's low-carbon development. India can undertake mitigation commitments that are measurable, reportable and verifiable with support on technology and financial front from the developed countries. Mitigation actions enabled through international finance and technology would certainly be open to international scrutiny under multilateral and not bilateral framework. India's national communication as per recommendations of IGPCC (Inter-governmental panel on Climate Change) could provide the context to the international community in this regard. Business has an important role to play in financing and implementing adaptation measures in developing countries. This could be done by combining their technical expertise, managerial efficiency, entrepreneurial spirit and financial capability with social commitment of governments in undertaking adaptation measures. Many funding mechanisms, including carbon markets, already exist, and they could be improved and leveraged if governments increased their transparency, efficiency, and functionality and made their funding more predictable. Any new agreement should include reform of the Joint Implementation and Clean Development Mechanism (CDM) that provide the opportunities in some countries to finance clean technologies and implement climate change measures in emerging and developing economies. A post-2012 agreement must further stimulate investment and provide opportunities for companies to invest in the research, development, and commercial adoption of existing and future technologies. All technology options should be considered. National and international climate policies should support wider commercial use of existing technologies to increase energy supplies and improve demand and supply efficiency. Developed countries should take the lead and boost technology cooperation with developing countries. Technological co-operation, public-private partnerships, innovative financing, and capacity building are all needed to facilitate technology transfer and commerce and promote energy efficiency in emerging and developing economies. Global research and development in low-carbon technologies should be initiated in collaborative mode involving public and private sector both from developed and developing countries. Businesses from developing countries can commit to accelerate deployment of clean energy technologies, build capacity to access and internalise cutting-edge technologies and contribute to the international R&D initiatives.
