This reference aid provides an administrative directory of the Cuban Government and various official and mass organizations, with the names of incumbent key personalities. Brief biographi­ cal notes on selected personalities are included.
The information for this publication was com­ piled by an independent research group and judged to be of sufficient interest to warrant further distribution. The latest date of information is March 1973.
Hierarchical and alphabetical indexes of the official Cuban organizations are provided at the front of the Directory. At the end is an alpha­ betical index to the names.

On 3 October 1965, the Cuban news media announced the establishment of the Central Committee of the Communist Party of Cuba, made up of 100 members, the Politburo, the Secretariat, the Organization Secretariat and the follow­ ing auxiliary commissions: Revolutionary Armed Forces and State Security Com­ mission; Commission on Economy; Commission on Constitutional Studies; Commis­ sion on Education; Commission on Foreign Relations. The Commission on Revo­ lutionary Orientation (COR) was established a few days later. The Commission on Labor was created in February 1966; the Commission on Legal Studies was es­ tablished in late 1969 on a temporary basis. The latter is in charge of review­ ing the Civil Law Code and the Defense for the Society Code and of organizing a new judicial system.
On 26 July 1970, in the speech delivered by Major Fidel CASTRO Ruz at Re­ volution Square, Havana, he said that in his opinion, the Central Committee of the POC should have a Social Production Bureau in addition to the already existing political instrument of the POC in charge of coordinating the acti ­ vities carried out by every administrative branch.
Later on, the following five sectors were established at POC Central Com­ mittee level: Construction; Transportation and Communications; SUgar Harvest; Education, Culture and Science; Consumer Goods and Domestic Trade Industries. The following commissions were also established: Commission on Construction; Commission on Transportation and Communications; Commission on SUgar Harvest; Commission on Consumer Goods and General Services; Commission on Internal Edu­ cation; Commission for Servicing Central Organizations; Commission on Social Work.
Pursuant to the guidance of the Politburo of the Central Committee of the Communist Party of Cuba (PCC), on 24 November 1972 the Council of Minis­ ters, in a session held for an administrative reorganization of the GOC, re­ solved:
a) To create the Executive Committee of the Council of Ministers, com­ posed of the Prime Minister as Chairman; a First Vice-Prime Minister; and seven Vice-Prime Ministers.

b) To group all GOC administrative central organisations on the basis of their fundamental interrelations.
c) The Prime Minister retained the direct supervision of a group of these administrative central organizations; the President of the Republic retained the direct supervision of another such group; and the remaining administrative central organisations were group­ ed into seven different sectors.
d) The seven sectors in question are: Construction Sector; Transporta­ tion and Communications Sector; SUgar Harvest Sector; Consumer Goods and Domestic Trade Industry Sector; Education, Culture and Science Sector; Organizations Related With Foreign Affairs; Basic Industry Sector. Each of the newly appointed Vice-Prime Ministers were charg­ ed with the direction of one of these sectors.
e) The first five of the already mentioned sectors, which had already been created and politically established at FCC Central Committee level, were transferred to the administrative organization of the GOC to form a part thereof in line with the agreements adopted by the Council of Ministers during its session of 24 November 1972.
Of the original 100 members of the Central Committee of the FCC, three have been removed from their positions: Efigenio AMEIJEIRAS Delgado, on 17 March 1966; Ramon CALCINES Gordillo; Jose MATAR Franye, on 25 January 1968. Three died in Bolivia where they were operating as guerrillas: Captain Eliseo REYES Rodriguez, on 20 April 1967; Major Antonio SANCHEZ Diaz, on 2 June 1967; Major Juan Vitalio ACUNA Nunez, on 31 August 1967. One, Major Eddy SUNOL Ri­ cardo, committed suicide. At the time of his death, SUNOL Ricardo was holding the position of Vice-Minister for Political Affairs of the Ministry of Interior. The Central Committee of the PCC is now made up of 93 members.
Of the 93 members of the Central Committee of the PCC, 65 come from the ranks of the 26th of July Movement, 24 from the ranks of the Popular Socialist Party (PSP), and four from the ranks of the 13th of March Revolutionary Direc­ torate. Of the 69 members of the Central Committee of the PCC who are not old­ guard Communists, at least 10 were Marxist-Leninist sympathizers although they belonged to other revolutionary organizations during the struggle against the Batista regime.

Originally, he came from the ranks of the Cuban People's Party (Or­ thodox). Later on, he was the founder and top leader of the 26th of July Mo­ vement. He has been First Secretary of the Integrated Revolutionary Organiza­ tions (ORI) and of the United Party of the Socialist Revolution (PURS).
Second Secretary Major Raul CASTRO Ruz
Second Secretary, Secretariat of the Central Committee, FCC. Presi­ dent of the State Security and Revolutionary Armed Forces Commission of the FCC Central Committee. First Vice-Prime Minister and Minister of the Revolu­ tionary Armed Forces (PAR).
In the early 50's he was in contact with the Popular Socialist Party (PSP). He participated in the attack upon the Moncada Barracks on 26 July 1953. Founder and member of the National Directorate of the 26th of July Movement. Mem­ ber of the Granma Expeditionary Force. He has been a member of the Secretariat J of the ORI and PURSe
Member Osvaldo DORTICOS Torrado
President of the Republic of Cuba. Member of the Secretariat and Pre­ sident of the Commission on Econo~, FCC Central Committee. Minister of Econo~ and President of the Central Planning Board (JUCEPLAN).
He was a member of the Communist Revolutionary Union Party (PURC) which in 1939 changed its name to that of Popular Socialist Party (PSP). PSP leader in Cienfuegos, Las Villas Province. In 1956, he joined the 26th of July Movement and held the position of Coordinator of this movement in a section of the City of Cienfuegos. He was a member of the Secretariat of the ORI and PURSe
Member Major Juan ALMEIDA Bosque
Delegate of the Politburo of the FCC Central Committee in Oriente Province.
Originally, he came from the ranks of the Cuban People's Party (Orthodox). Founder and member of the National Directorate of the 26th of July Movement. His true name is Francisco CALDERIO Gonzalez. In 1930, he joined the Communist Party of Cuba in Manzanillo, Oriente Province. In September 1933, the Party transferred him to Havana and appointed him as Secretary-General of the FCC Havana District. In April 1934, he was appointed as Secretary-General of the PCC. Later on, he was Secretary-General of the Communist Revolutionary Union Party (PURC) and of the Popular Socialist Party (PSP) until 1960 when the PSP was officially dissolved. He vas a member of the Secretariat of the ORI and PURSe
Member Major Faure CHOMON Mediavilla
Member, Commission on Econom,y, FCC Central Committee; First Secretary of the PCC Territorial Committee that covers the former Tunas, Puerto Padre and Amancio Rodrigues regions, Oriente Province.
Founder and later Secretary-General of the 13th of March Revolutionary Directorate. He was a member of the Executive Bureau of the OR! and PURS.
Former Cuban Ambassador to the U.S.S.R. and Minister of Communications. Until 3 December 1970, he held the position of Minister of Transportation.

Has always been a Communist sympathizer. Belonged to the 26th of July Movement during the struggle against the Batista regime, fighting against this regime at the Frank Pais Second Oriental Front under the command of Major Raul CASTRO Ruz. Has been Organization Secretary of the Oriente Provincial Directorate of PURS.

PROVINCIAL COMMITTEES OF THE COMMUNIST PARTY OF CUBA (PCC)
The PCC has six provincial committees. Each provincial committee is made up of about 25 persons, among them the First Secretaries of the regional com­ mittees, and includes an executive bureau which is the real power in the pro­ vince.
The provincial committees exercise the leadership of the PCC in each province and they are subordinated only to the PCC Central Committee.
There are 51-regional committees of the PCC. These regional committees are subordinated to the aforementioned provincial committees, and in turn the municipal or sectional committees are subordinated to them. The regional com­ mittees are in charge of supervising, controlling and directing the municipal committees, sectional committees and PCC cells located in their territory, in accordance with the directives issued by the corresponding provincial commit­ tee.

There is an exception to the above~entioned structure, the so-called Amancio-Tunas-Puerto Padre Territory located in the area formerly occupied by the former Amancio Rodriguez, Tunas and Puerto Padre Regions. The new territory includes seven regions and four municipal districts which are con­ sidered at region level. The PCC committee in this territory is subordinated to the Oriente Provincial Committee of the PCC and the PCC committees in each region and municipal district of t~1s territory are, in turn, subordinated to the PCC Amancio-Tunas-Puerto Padre Territorial Committee.
