Requested Information

♦ Resume and one page PGM overview of the JOC program and the opportunities that the program presents. Please refer to the end of this section for a full resume of our proposed Project Manager. Resumes will include examples of each key team member’s experience on similar projects, as well as their JOC experience.

♦ Three reference clients (preferably schools and other public agencies) and/ or subcontractors for each. Please refer to Tab 6 for our ten requested references.

♦ JOC experience OJT or a JOC course. Please refer to the end of this section for a full resume of our proposed Project Manager. Resumes will include examples of each key team member’s experience on similar projects, as well as their JOC experience.

♦ Experience with ISD/USD’s and other public agencies (are they the same as the references?) Please refer to the end of this section for a full resume of our proposed Project manager. Resumes will include experiences with ISD/USD’s and other public agencies.

♦ Resumes for the other team members; (How long have they been with this fi rm?) Please refer to the end of this section for full resumes of key personnel assigned. Resumes will include examples of each key team member’s experience on similar projects, years with CORE Construction Inc., and their JOC experience.

♦ Marketing manager, what experience in marketing and with NCPA client members? ISD/USD’s, cities, counties, etc.? What success has he had in the past what and how was he successful? The marketing manager is a full time position. She is committed to marketing to ISD/USD’s and public agencies on a regional basis to ensure that all members have accurate answers to questions asked. We are 100% committed to marketing NCPA and ESC Job Order Contract to pursue business with ISD/USD’s and other public entities. We will advertise NCPA and ESC Job Order Contracts in all JOC handouts, on our website, at conferences and in face-to-face meetings. CORE has a full-time marketing and business development staff, committed to serving our clients existing clients and reaching new clients.

♦ Business manager, do they have the experience and multi- tasking skills required for JOC. Emerson Ward has been in the construction industry for over 10 years. Today, Ermerson is CORE’s Corporate Project Director for our JOC department. His broad knowledge and experience in the construction industry is to credit for his great leadership and job performance. Emerson will oversee all JOC operations from pre-construction through warranty.

♦ Quality Assurance/Quality Control Manager how will he implement the program and over a broad geographic area? CORE Construction has a Quality Assurance/Quality Control program that begins early in the pre-construction phase of a job order. CORE’s JOC Team works with the Owner, Architect (when applicable) and Subcontractors to make sure the products being recommended and priced, provide the “Best Value” to the Owner in quality and performance. To ensure quality of workmanship, CORE creates a subcontractor management plan for each trade. This plan includes contract documents, specs, shop drawings and quality control checklists, as well as responsibility for surveillance of work, acceptance, rejection, documentation and resolution of defi ciencies, trend analysis and corrective action, and interface with Owner’s inspectors. Each checklist is reviewed by the project superintendent and the subcontractor foreman. By creating this plan, all parties (Owner, Architect, CORE and Subcontractor) have a clear understanding of the work to be performed. This work is then inspected for quality, before job order contract closeout.

♦ Safety/Environmental offi cer, has he had the requisite OSHA training? Estimators/delivery/task order manager/s, have they had JOC experience? Have they had a course in JOC estimating? What is their general construction experience? Please refer to the end of this section for full resumes of key personnel assigned. Resumes will include specifi c training each member has obtained.

♦ If the Contractor has submitted on two separate regional contracts as prime, are the key personnel the same for each region? The key personnel proposed to service this contract are not the same for each region. Instead, CORE has chosen a proven team from each of the states we host branch offi ces in. Please refer to the resumes of the professionals that will lead their project team in each state. All operations and management decision will come from our CORE Arizona offi ce.

Corporate Resources and Commitments Corporate resources and commitments are important as an indicator of the commitment and ultimate success of the proposing company to the NCPA program. ♦ Has a corporate offi cer been assigned to the program? Does he understand his role in providing the corporate resources necessary for the program? Has the PGM been empowered by corporate to make immediate decisions in support of the program or is it a bureaucratic, slow and cumbersome process?CORE has assigned Emerson Ward as the Corporate Offi cer for this program. He fully understands her role in providing the corporate resources necessary for the program. Emerson is supported by a corporate JOC division that consists on a Marketing and Business Development Manager, Estimator, Project Coordinator, Senior Project Manager, Project Managers, Superintendents, and Warranty Manager. Emerson has been in empowered by CORE Construction, Inc. to make immediate decisions in support of the program. He is available to all State JOC Project Directors and their clients 24/7. Emerson fully understands the fast-track process that a JOC program must maintain to be successful.

♦ Does corporate understand the need for prompt payment of subcontractors? Do they understand the difference in management between JOC and hard bid estimating and the need to negotiate job orders with the client members?On average, Job Orders tend to be smaller scale projects, perfect for small business and local subcontractors. CORE Construction, Inc. understands the need for prompt payment of subcontractors, in order for subcontractors to stay ompetitive in this market. CORE Construction, Inc. understands the difference in management between JOC and hard bid estimating. CORE has a long, successful history of serving clients through alternative delivery methods such as CMAR, Design/Build and JOC. We work side-by-side with our clients and architects to negotiate contracts that result in delivering “Best Value” to the client.

♦ Does the company have orderly business procedures and a business manager assigned to this program that will conform to JOC?This program is supported by a Controller, Payroll and Accounting, Insurance and a Project Coordinator. All business procedures are also monitored by Tiffany Fisher, Corporate JOC Project Director.

♦ Have they made a commitment to work with small and disadvantaged businesses within the local community?CORE Construction encourages local subcontractor, small business and disadvantaged business involvement on every project. CORE maintains a database of businesses from all trades to ensure that local, small and disadvantaged businesses are sent solicitations to bid on job orders.

♦ Does the company have a working Quality Assurance /Quality Control program in place?CORE Construction has a Quality Assurance/Quality Control program that begins early in the pre-construction phase of a job order. CORE understands the right of NCPA to approve any proposed changes in key personnel for any reason.

To ensure quality is controlled on every project, CORE has adopted a four-phase quality control/assurance system modeled after the US Army Corps of Engineers program, as our quality management process. The four phases are: Pre-preparatory, Preparatory, Initial, and Follow-up.

CORE Construction, inc. has created and implemented a trademarked program called Operational Excellence™.This program contains specifi c metrics for tracking, managing, and maintaining exceptional (1)safety, (2)quality, (3)schedule, (4)cost control, (5)qualifi ed subcontractors, and (6)client relationships throughout the construction duration of each project.
