This booklet contains information on all the known officers killed in the line of duty from 33 counties of Region 57 as of April 2009. St. Clair County agencies are found in their own file. There may be officer information lost whom we have yet to uncover. History can sometimes hide such information. If a picture of the officer is available, it is included. If no picture is available the following art is used in place of the officer’s photo. This picture is courtesy of the Officer Down Memorial Page, Inc (www.odmp.org). The officers are listed in order of County and occurrence. The information presented is the information displayed on the Officer Down Memorial Page. It includes the officer’s name, agency and end of watch (death date). If available it also includes the officer’s age, tour of duty, badge number, cause of death, date of incident, weapon used and suspect information. A very brief description of the event is also included. That information was provided over the years by researchers, family, friends, fellow officers or a combination of those. Officer Dunker was shot and killed while attempting to arrest a man for disorderly conduct. The suspect was arrested by the county sheriff and removed from the area to avoid a lynching. The suspect was convicted of Officer Dunker's murder and sentenced to life in prison on February 21, 1893

Sergeant Jones was shot and killed while he and his partner investigated reports of an illegal card game. Coincidentally, as the drove to the location, two men entered the location and attempted to rob the players. The suspects were fleeing just as Sergeant Jones and his partner arrived at the scene. A shootout ensued between the victims, the suspects, and the officers. Sergeant Jones was struck in the head and killed instantly. Sergeant Jones had served with the agency for 8 years. He was survived by his wife and three children.

Investigator Lee Davis died as a result of injuries sustained in an automobile accident on Illinois 127 east of Sandusky in Alexander County. Investigator Davis and another investigator were returning from lake patrol when their department vehicle went off the road and into a ditch. The car struck a concrete culvert and Investigator Davis, who was the passenger, was thrown from the vehicle. He succumbed to massive head injuries the following day. Investigator Davis had served with the Illinois Department of Conservation for five years. He was survived by his wife and three children.

Flora Night Marshal Zachary Shipley was shot and killed as a result of his enforcement of the local liquor laws. Marshal Shipley was lured to a location on West North Avenue by a former mayor of the city who had discharged a shotgun to attract attention. When Marshal Shipley arrived to investigate the disturbance, he was shot in the neck and chin by the subject, killing him almost instantly. The suspect, who had previously operated a local saloon, was arrested at his residence by the sheriff the following morning. He was later convicted of murder and sentenced to 30 years in prison.

Trooper Frank Doris was shot and killed during a traffic stop. Trooper Doris had just finished his night shift working the desk at District 12 Headquarters. He was on his way home to Clay City when he pulled over a bright red Mustang for speeding on Route 45 near Flora. As he sat in his squad car issuing a ticket, Trooper Frank Doris was shot in the head by the speeder, who then fled. A reflex made the slain trooper's foot press against the accelerator, causing the car to overheat. Nearby residents pulled Trooper Doris' body from the car just before it burst into flames. He was taken to Clay County Hospital where he was pronounced dead on arrival. Troopers quickly located the assailant, a 60-year old ex-convict, who led officers on a three-county chase with speeds reaching as high as 130 mph. Troopers

were able to box in and apprehend the killer near Albion in Edwards County. In the car, they found Trooper Doris' ticket book and a .38 revolver that was used as the murder weapon. The killer was charged with murder. He was subsequently found guilty and died in prison while serving his sentence. Trooper Frank Doris was a 10-year veteran of the Illinois State Police - District 12, Effingham. He was also a World War II veteran and a local businessman before joining the State Police; He is survived by his wife and three sons.

Chief Wieter was shot and killed while walking a man to City Hall. The suspect suddenly produced a .25 caliber handgun and shot Chief Wieter to death. Chief Wieter was survived by his wife and two daughters.

Chief Deputy Hooker was shot and killed as he and another deputy attempted to arrest two burglary suspects. They located the two men based on a citizen's tip. The two suspects led the officers on a short foot pursuit until Chief Deputy Hooker caught them and ordered both to surrender. One of the suspects produced a .38 caliber handgun and shot Chief Deputy Hooker twice in the head and once in the chest, killing him instantly. The other deputy returned fire, wounding one of the suspects. Both suspects were able to escape after climbing a train but were arrested a short time later and sentenced to life. Chief Deputy Hooker had been with the agency for 21 years and was survived by his wife.

Sheriff Parker was killed when his patrol car was struck head-on by a drunk driver while he was involved in a pursuit of a stolen car. The drunk driver was arrested but committed suicide while in custody. The driver of the stolen car was also arrested several hours later. Sheriff Parker was survived by his wife and son.

Chief Fancil was shot to death when he surprised three attempted robbers of the Big John's supermarket as they were breaking into the store. He had detained two men and was beginning to search them when a third suspect came out and began firing. The chief emptied his revolver, wounding two of the three robbers, and was hit by return fire from the suspects. One suspect plead guilty to murder and burglary, another plead guilty to burglary, and the third was convicted of murder. Chief Fancil served with the Oblong Police Department for 11 months. He had previously served as a deputy sheriff. He was survived by his wife, two sons, parents, three brothers, and four sisters.

Sheriff Oren Smith succumbed to carbon monoxide poisoning after responding to a medical call where a couple had also been overtaken by carbon monoxide. Upon arriving at the scene, Sheriff Smith entered the house and pulled the couple outside. While doing so, he was exposed to a high level of carbon monoxide and had to be admitted to the hospital as a result. He died two days later as a result. Sheriff Smith had been with the Edwards County Sheriff's Department for 24 years, and is survived by his wife and two children.

Trooper Davis was shot and killed while making a traffic stop on I-57 near Effingham. Unbeknownst to him, the vehicle contained two escaped convicts. During the stop one of the suspects slipped a .357 caliber revolver into his waistband. As Trooper Davis frisked him he spotted the revolver and a struggle ensued. The second suspect ran up and held Trooper Davis down as the other suspect shot him. Both suspects were apprehended and sentenced to 100+ years in prison. Trooper Davis had served with the Illinois State police for 19 years and was assigned to District 12. Trooper Davis was a WWII veteran and survived by his wife and three children.

Deputy Kelly was shot and killed after arresting two juveniles who were harassing other passengers on a bus. Unbeknownst to Deputy Kelly, the two boys had burglarized a store two days earlier and were returning from St. Louis after disposing of the stolen items. Because they were juveniles, Deputy Kelly placed them both in the back of his patrol car and drove them to the jail. As he was pulling into the jail's garage one of the boys produced a handgun and shot Deputy Kelly in the back of the head. The two boys escaped but were captured by a district game warden following a massive manhunt.

Officer Terry Emerick was killed in an accident near the 57-mile marker, west of Vandalia, on Interstate 70 in Fayette County. Officer Emerick had stopped a semi-tractor trailer on the shoulder of the roadway when his patrol car was struck by another semi-tractor trailer, causing fatal injuries. Officer Emerick had served with the Illinois Commerce Commission Police for over two years. He had previously served with the Hillsboro Police Department for two years and as a deputy and probation officer in Fayette County. Officer Emerick was survived by his wife and 3-month-old son. In 2007, a portion of Illinois Route 185 between Hillsboro and Vandalia in Montgomery County was designated the Officer Terry J. Emerick Memorial Highway in his honor.

A vehicle attempted to make a left turn in front of Trooper Newman but stopped when the driver saw the trooper. Trooper Newman was unable to avoid the car and struck it broadside. He was transported to Moore Hospital where he succumbed to his injuries. Trooper Newman had served with the Illinois State Police for four years and was assigned to District 13. He previously had served as the Chief of Police of the Benton Police Department and was a U.S. Marine Corps veteran. Trooper Newman was survived by his wife and child.

Night Chief Paulk was shot and killed while investigating reports of a man being shoved into a taxi by another man. As he and another officer were at the scene of the incident the witnesses observed the cab driving on Route 37 and pointed it out to the officers. Night Chief Paulk and the other officer stopped the cab and as they approached the cab the driver opened fire, striking Night Chief Paulk in the heart. Chief Paulk and the other officer returned fire but did not strike the suspect. The suspect had stolen the cab from the regular driver, who was seated in the passenger seat. The man fled but was later arrested.

Trooper Frank R. Dunbar was killed in an automobile accident while patrolling Route 37 north of Benton. Trooper Dunbar was traveling south in his marked squad care when a 19-year old Benton man began to pass another vehicle heading north. The young man was driving straight into the path of Trooper Dunbar's squad.

Just as he noticed Trooper Dunbar approaching, he tried to veer back into the northbound lane, but was unable to keep the car under control. The vehicle flipped end -over-end into the oncoming trooper. The top of Trooper Dunbar's squad car was completely sheered off by the rolling car. Trooper Dunbar died en route to the hospital. The other driver was charged with reckless homicide, reckless driving and improper lane usage.

Special Agent Roy Zearfoss was shot and killed when he and another agent were investigating trespassers at a rail yard roundhouse near U.S. 51, about one mile north of Carbondale, Illinois.

At approximately 1400 hours, both agents came upon two suspected hobos in the rail yard. While questioning them, one suspect produced a .45 caliber automatic handgun from a satchel and shot both agents, striking Agent Zearfoss twice in the abdomen. The other agent was able to return fire, missing both suspects, who then took Agent Zearfoss' service weapon, which had fallen to the ground.

The suspects, after being joined by an accomplice nearby, commandeered a vehicle on the highway and fled. Agent Zearfoss was taken to a hospital and died three hours later, while the other agent

recovered from his wounds. All three suspects were captured early the following morning in West Frankfort, Illinois, by authorities who killed one suspect. Both of the other suspects were wounded and charged with murder. It was later determined all three suspects were ex-convicts who were planning a bank robbery in Dongola, Illinois, when approached by the agents. Agent Zearfoss had served with the Illinois Central Railroad Police Department for 20 years. He was survived by his wife, 7-year-old daughter, brother and sister.

Marshal Weiss was shot and killed while investigating several men who were trespassing in the Big Four Railroad yard in East Alton. As Marshal Weiss spoke to the men one of them produced a handgun and shot him in the chest, killing him. The shooting was witnessed by a local tramp and heard by a railroad worker. The worker immediately ran to the scene but Marshal Weiss had already succumbed to his wound. Nine suspects were eventually arrested in connection with the murder, but the tramp was unable to positively identify them as the trespassers. Marshal Weiss had served with the agency for just over 1 year. He was survived by his wife and three children.

Patrolman McCain was shot and killed by a suspect stopped in a stolen vehicle around 23:00 hours on Route 11. After Patrolman McCain had been alerted that a vehicle which had been stolen in Pontiac was seen in nearby Vandalia headed toward Highland, he and a private citizen began looking for it using the citizen's car. Patrolman McCain and the citizen passed two vehicles east of Pocahontas and turned around to follow them, stopping one of the vehicles driven by a woman who gave evasive answers when questioned, but was released. Proceeding back toward Highland, Patrolman McCain and the citizen passed another vehicle whose driver, attempting to evade them by turning around, backed into a ditch. As the suspect exited the vehicle, he feigned intoxication when approached by Patrolman McCain, but as the citizen was halting traffic, the glare from vehicle headlights

made Patrolman McCain a target and two shots rang out, striking the officer near the heart. Patrolman McCain returned three shots with his riot gun before directing the citizen to apprehend the suspect. An exchange of gunfire then ensued as the suspect headed toward a field before the citizen returned to Patrolman McCain's aide and transported him to a hospital, but was pronounced dead upon arrival. The suspect's bullet-riddled body was later found in the field and without any identification. When the body was claimed by the suspect's brother who was evasive when questioned how he became aware of his brother's fate, the supposition was made he had been notified by the woman initially stopped by Patrolman McCain and the citizen and that they had been traveling together. It was also learned that the suspect had been recently released on bond from Joliet Penitentiary while awaiting an appeal. Patrolman McCain had served with the Highland Police Department for 3 years and was survived by his wife, a daughter, father and three sisters.

His body was found in an Edwardsville cornfield 15 days later. He had been badly beaten and shot in the back eight times while lying on the ground. Although no suspects were ever identified, it was suspected that Officer Mayford interrupted a burglary and knew the suspects. It is thought that the suspects murdered him to prevent him from arresting them. Officer Mayford had served with the Alton Police Department for 18 years. He was survived by his wife and two children.

Although mortally wounded, Patrolman Miller was able to return fire and wounded the suspect, who was later arrested in Missouri. The suspect was convicted of murder and sentenced to 100 years in prison but released after serving only 24 years. Patrolman Miller was survived by his wife.

The motorcycle began to have mechanical troubles that caused him to lose control of the bike. He was thrown into a culvert and sustained severe injuries. He regained consciousness for a short time and explained what happened before passing away. Trooper Thomas had served with the ISP for one year and was assigned to District 11. Trooper Thomas was killed one day before he was to enlist in the U.S. Army and was survived by his fiancée.

Trooper McDonald died in an ambulance enroute to St. Elizabeth’s Hospital at Granite City. For unknown reasons, he is not listed on the Madison County Memorial but is listed on the St. Clair County Memorial.

At approximately 1000 hours, Marshal Oakes had delivered his order and turned to walk away when the keeper shot him in the back. Wheeling about, Marshal Oakes was able to fire three shots at the subject, killing him. Marshal Oakes died from his wound a little more than three weeks later. Marshal Oakes was filling the unexpired term of Marshal Gus H. Crouch who was shot and killed on February 7, 1901.

As Sergeant Descher spoke with one of the responding officers a tractor-trailer traveling on the road jack-knifed, striking Sergeant Descher and the Illinois State Police car. As he was being reprimanded for his behavior, the subject produced a gun, shot Night Marshal Kelley four times in the abdomen and fled the scene. Night Marshal Kelley was transported to Holden Hospital in Carbondale where he died two days later. Kelley was survived by his wife, daughter, stepson, sister, three brothers and mother.

Marshal William Watts died after being stabbed in the chest by a suspect he was attempting to arrest for disturbing the peace. The suspect had held a grudge against Marshal Watts for a previous encounter the marshal had with the suspect's brother and had proclaimed he would kill the marshal if he ever attempted to arrest him. On the day of Marshal Watts' murder, the suspect had become drunk and was walking on the village's streets professing his hatred of Marshal Watts. Marshal Watts appeared and attempted to arrest the man. The suspect, who was holding a pocketknife, stabbed Marshal Watts in the chest, severing an artery. Despite being mortally wounded, Marshal Watts was able to fire at the suspect, striking him in the leg. The man was arrested, convicted, sentenced to death & executed by hanging on June 16, 1882.

Cushman, who was an agricultural worker at the center, was found murdered after an inmate had stolen his pickup truck to make his escape. The inmate, who had been serving a 25 to 45 year sentence for murder at the time of the attack, was captured a few weeks later, convicted and sentenced to life. He hanged himself in his cell on December 12, 1988.

Corrections Employee Cushman had served with the Illinois Department of Corrections for 19 years. He was survived by his wife of 32 years, a daughter and four sons.

A convicted murderer, who had been indecisive about going to the recreation yard, was left locked in his cell by Correctional Officer Harbison until the other inmates returned later that morning. When Correctional Officer Harbison turned the crank to permit the other inmates back into their cells, the suspect charged him, stabbing him a dozen times with a shank. The inmate was convicted of murder and sentenced to death, but later committed suicide in his cell.

Correctional Officer Harbison had served with the Illinois Department of Corrections for six months and would have become certified within a few weeks. He was survived by his wife and daughter.

When Chief Jones arrived at the scene, he began to make contact with the victim but collapsed. He was transported to St. Clement Hospital where he was pronounced dead. Chief Jones had served with the Red Bud Police Department for 6 years, and had a total of 20 years in law enforcement. He is survived by his six children and sister.

Early on the morning of the wedding day, the suspect appeared at the home of the groom's parents, began threatening the family and demanding his daughter's return. After being unsuccessful, the suspect went to the Jankowski Saloon, going home only briefly to get his 16-gauge shotgun before returning to continue drinking.

The suspect shot at Marshal Leker twice, who returned fire wounding the suspect in the stomach, before dying from a blast to his chest. Turning to Sheriff May, the suspect fired once, killing him instantly with a blast to his head. The suspect was disarmed by the saloon's owner and died a couple of days later in a hospital.

The leader of the gang was sentenced to death and hung for another crime before he could be charged with Trooper Price's murder. Machine guns were mounted on the church during Trooper Price's funeral as a security precaution in case the gangs attempted more harm during his funeral. Correctional Officer Merle Clutts was killed when he was stabbed by an inmate with a homemade prison shank at the Federal prison in Marion, Illinois. The suspect was being escorted back to his cell after having a shower when another inmate slipped him a shank. The suspect then ran down the tier and attacked Correctional Officer Clutts who he had a vendetta against. By the time the officers got the suspect off Correctional Officer Clutts and him to safety he had been stabbed 40 times. The suspect was convicted of murder and sentenced to life in prison. Just eight hours later Correctional Officer Robert Hoffmann would be murdered in the same prison in an unrelated incident. Correctional Officer Clutts had served with the Federal Bureau of Prisons for 19 years.

Correctional Officer Robert Hoffmann was stabbed to death by an inmate in the Marion, Illinois Federal Prison. He and two other officers were escorting an inmate from a recreation cage back to his cell when another inmate slipped him a shank. He then attacked and began to stab the officers. Correctional Officer Hoffmann dragged one of the officers to safety after he was stabbed and then returned to the tier to save the second officer, who was still being attacked. As he rescued the second officer the inmate stabbed him as well. He was able to rescue the second officer also before collapsing into the arms of his son, who was also a corrections officer at the facility. Because of Correctional Officer Hoffmann's heroic actions neither of the other officers died of their wounds.

Deputy Johns was accidentally shot and killed when his department-issued shotgun discharged when he removed it from his patrol car at the end of his shift. The incident occurred when he attempted to secure the weapon for the night. The shotgun's trigger was depressed by his other equipment, which then caused the weapon to discharge. Deputy Johns was transported to Heartland Regional Medical Center where he succumbed to his wounds. Deputy Johns had served with the Williamson County Sheriff's Department for 22 years. He had been recognized Deputy of the Year in 2003. He is survived by his wife and three young children.
