Regional Center Report on the Start of the UNEP/GEF Project “Support to the Implementation of the POPs Global Monitoring Plan in the countries of Latin America and the Caribbean”

The Regional Workshop for the Kick-off of the UNEP/GEF Project “Support to the Implementation of the POPs Global Monitoring Plan in the countries of Latin America and the Caribbean” was organized jointly by UNEP Chemicals at the Regional Center for the Stockholm Convention in Uruguay. The workshop took place from the 4th to 6th of November 2009 at the Uruguayan Technological Laboratory, in Montevideo, Uruguay.

There were participants representing the countries that endorsed the Project, i.e., Brazil, Chile, Ecuador, Jamaica, Mexico, Peru and Uruguay (the representatives of Antigua and Barbuda could not arrive on time), representatives of the two SAICM QSP projects (UNEP): Bahamas, Barbados, Cuba and Haiti, invited by the Stockholm Convention Secretariat: Argentina, Colombia and Costa Rica, experts from the CSIC Laboratory (Spain) and air monitoring experts from Environment Canada, representatives of UNEP-DGEF, UNEP-Chemicals, UNEP ROLAC and the Regional Center of the Stockholm Convention in Uruguay. The Workshop followed the agenda attached to the report herein, as Annex II. The presentations were compiled in a CD that was handed out to all the participants upon completion of the workshop.

After the opening speech by the representative of UNEP Chemicals, Dr. Heidelore Fiedler gave an introduction to the project, explaining its objectives, the activities to be developed and the outcomes expected. Following that introduction the countries that participated in the UNEP/GEF Project and the SAICM projects gave presentations on their experiences in the monitoring of POPs in the air and mother milk and the status of the laboratories, both in terms of their infrastructure and their experience in the analysis of POCs. Experts on air monitoring, Dr Tom Harner, Environmental Canada and Dr Esteban Abad, CSIC gave presentation on the POPs. We also received the report for GRULAC’s Evaluation of the Efficacy, presented at POP4 (4th meeting of the conference of the parties

The plenary session debated the various stages of the Project, feasible dates, as well as the status of the various countries. The conclusions are presented in the table in Annex III.

We herein state that the direct distribution to the countries that participate in the Project reaches a total amount of USD 273,000 equally distributed among the countries, giving USD 34,125 to each. UNEP hires the experts in charge of training in each country, considering each country’s analytical needs, but always in the analytical line. Consumables will also be distributed according to each laboratory’s needs, since they depend on their analytical capacities.

We highlight the fact that the objective of the Project is to strengthen the POPs monitoring in the region. At a first stage the focus lies in strengthening the analytic capacities and not the sampling capacities.

The listing of pending tasks is presented in Annex IV.
