ABOUT SAVE THE CHILDREN

For at least 700 million children worldwide, and perhaps hundreds of

millions more, childhood has ended too soon. A childhood can end for

various reasons – poor health, conflict, extreme violence, early marriage,

early pregnancy, malnutrition, exclusion from education and child labour…

For nearly a century, Save the Children has been fighting to save children

from poverty and discrimination.

In West and Central Africa (WCA), we know that we are making progress

in areas such as under five mortality and girls’ rights. We are campaigning to

ensure Every Last Child reaches their full potential, and specifically to ask

governments to invest in ending child marriage, education in emergencies,

girls’ rights and child migrants.

Our WCA Regional Office’s first ambition is to identify needs and prioritize

support across our 9 countries, Burkina Faso, Democratic Republic of Congo,

Ivory Coast, Liberia, Mali, Niger, Nigeria, Senegal, and Sierra Leone, as well as

have the capacity to provide routine surge support to resolve complex

problems.

We aspire to improve our ability to demonstrate the quality impact of our

work and secure long term investment in our work.

Despite challenges in obtaining financial support, we are currently dedicating

significant management efforts to strengthen our leadership teams in all

contexts, and are also bringing energy to assure that our programs are of

quality, and are implemented in the most professional way.

Ambition 2030

Ambition 2030 is our global strategy which focuses on inspiring three specific

breakthroughs for children by 2030:

Survive: No child dies from preventable causes before their fifth birthday

Learn: All children learn from a quality basic education

Be protected: Violence against children is no longer tolerated

CULTURE & PEOPLE AT SAVE THE CHILDREN WCA HUMAN RESOURCES

The WCA Regional Office HR team actively supports Country Offices to ensure that we effectively and efficiently manage and leverage our human capital to achieve SCI WCA strategic objectives and meet the needs of our employees. CULTURE

SCI has a shared culture, shaped by values (Accountability, Ambition,

Collaboration, Creativity, Integrity), where we are all fully aligned in delivering our ambition for children. To achieve this we will: Reinforce internal communication, design and deliver training for Managers

on Performance Management (process, delivery,) to enforce performance culture for all COs within the region.

Support COs in ensuring all Line Managers have a “People Management Objective” indicating clear actions for their staff performance management and provide close monitoring and regular checks on performance management process quality, Performance Improvement Plans, etc.

Align induction program for all COs to SCI standards to ensure excellence in the integration Process, thereby fostering SCI image as employer of choice.

Support COs in the monitoring of mandatory trainings on PSS, COC, CSG, and fraud with COs so all staff understand, identify and comply with our values.

Ensure all COs formulate clear and concrete action plans from Share our View results so that staff within the region are reassured their voices are heard.

Develop a Regional Diversity Policy that is transparent and inclusive of all employees in spite of race, ethnicity, religion, gender, age etc.

What are our CORE ambitions for our WCA countries?

Have 4 mega countries by the end of the decade (Mali, DRC, Nigeria, and

Niger?) and 5 stable smaller countries (Senegal, Sierra Leone, Liberia, Burkina, Ivory Coast)

Stabilizing key management changes/people & structures by developing talent

management and by having strong management in place in all COs

Focus on operational excellence on the field by having global systems rolled out

and ensuring effective delivery of Top 20 projects

Making sure KPIs targets are met and risk management is integrated in all

critical decision making choice

Supports four thematic workstreams that are Girls Education, Children on the

Move, Adolescent Sexual and Reproductive Health/Ending Child Marriage

Simplify our internal processes but also strengthen a culture of adherence to

process, risk management and strong internal controls

Increase Donor engagement by working on proactive scoping plans and

upcoming on proactive scoping plans and upcoming perspectives

TALENT AND LEADERSHIP DEVELOPMENT Our de s i r e i s t o improve p e r f o r ma n ce , morals, explore staff potential, attract, develop and retain talent creating a learning, questioning culture that drives innovation by:

Developing an L&D strategy for the region with clear guidelines,

recommendation and tools (training plans, TNA and budgeting guidelines) that is effectively rolled out in WCA.

Enforcing the use of LMS for personal learning and identify L&D programs that will supports WCA’s strategic direction.

Supporting COs in conducting effective Talent review and succession planning with concrete Individual Development plans done for SMT and key positions status.

Rolling out of MHP, SMDP, LDP training programs to build management and leadership capacity in the region.

We are working towards an HR function that goes beyond administrative support to the forefront of driving WCA organizational strategy and objectives through:

Collaborating with the Centre to conduct employee satisfaction survey on HR service delivery in WCA.

Conducting an HR technical Competency assessment for all WCA HR team with concrete development plans following results.

Removing the Administration/Support Services (guest house/ office management, travel, logistics etc.) from the HR in all COs for better focus on HR management.

Developing a compliance checklist to ensure HR practices in the region align to SCI Essential Standards.

OPPORTUNITY OVERVIEW Reporting to the Regional Director for West and Central Africa with a dotted line to the Chief People Officer in London, this exciting career opportunity that will suit someone with significant ambition, high potential and passion for making a difference in the lives of children.

Position Profile

As a key member of the regional senior management team, the SCI HR leadership team and the global HR leadership team, you will lead and facilitate the development of a highly effective, strategic HR function in WCA Region to ensure the organization has the right structure, culture and talent needed to deliver on its objectives across the region. You will be the trusted partner of the Regional Director and the Regional Senior Management Team, and, globally, the Chief People Officer on all people related matters. You will support and enable countries in the WCA Region to manage and develop their people as well as ensuring that quality standards in Human Resources are met across the region. You will be accountable for the implementation of the Global HR People Strategy within the WCA region. Flexibility to travel is essential for this role.

Candidate Profile

Key Skills and Attributes

HR leadership experience across multiple countries with experience of working within a complex and matrix organisation structure.

Demonstrable track record of leading substantial change – maximising benefits and minimising risks.

Cultural sensitive, with highly developed interpersonal and communication skills including influencing, negotiation and coaching.

Able to create ‘attractive expertise’ which encourages senior managers to seek help and counsel in resolving people matters maturely and with minimal disruption.

Proven consulting and process facilitation skills at leadership levels. Strong coaching and conflict resolution skills.

Excellent and persuasive oral and written communications skills; professionally assertive with ability to influence without formal authority.

Experience of building personal networks at senior levels, resulting in securing significant new opportunities for the organisation.

Experience of solving complex issues through analysis, defining a clear way forward and ensuring buy in.

Ability and willingness to change work practices and hours in the event of major emergencies.

Willingness to work and travel in often difficult and insecure environments.

Commitment to Save the Children’s Child Safeguarding and other global policies, and to Save the Children values.

French and English language skills.

Knowledge and experience of working in the WCA region. An understanding of labour laws for the WCA region.

Qualifications

Qualified HR professional and/or substantial HR generalist experience including recruitment and selection, performance management, learning and development, reward and employee relations.

Key Accountabilities

HR leadership and management:

As a key member of the SCI HR Leadership Team, the Global HR leadership team and Regional Senior Management Team, be the trusted partner on all people related matters for the WCA region, provide HR leadership, advice, counsel and solutions in analysing people issues and challenges across the organisation.

Responsible for the regional and national HR capacity and capability for efficient and effective HR delivery at multi-levels and implementation and adaptation of HR global initiatives and practices across the region. Build HR knowledge, expertise, and capacity leveraging internal and external resources. Managing and developing the performance of the Regional HR team and supporting the recruitment and capacity building of HR staff across the region.

Lead the delivery of the global HR strategic choices (e.g., priority projects – Effort Reporting and HRIS, KPIs, resourcing, succession planning, talent development, performance management, people management, etc.) in WCA, at both the regional and national levels. Ensure consistency with the global strategy adapting for the region where necessary and drawing and building on developed best practice where this exists such that the organisations can deliver on the full spectrum mandate (development, humanitarian and early recovery programmes), business objectives and Quality standards are met.

Working closely with Child Safeguarding Director for WCA supporting creating a child safe environment across the region, and ensuring staff, consultants and partners are aware of and adhere to the Child Safeguarding Policies.

Working closely with the regional leadership to attract, recruit and retain the talented people we need and to identify and develop high potential staff.

Learning and Development:

Embed a culture of performance management across the organisation, where staff are held accountable and rewarded for high performance.

Support managers in the development and coaching of staff to optimise their potential in pursuit of Save the Children’s objectives.

Analyse on an ongoing basis the organisational staffing profile and, in conjunction with the Regional Senior Management Team, advising on job holder competencies and skills in light of changing contexts and content.

Ensure delivery of management and leadership development programmes (e.g., Managing High Performance, Senior Management Development Programme) for agreed management groups.

Ensure Regional and Country Offices have adequate L&D budget, an annual L&D plan and a focal point for L&D to embed Quality standards for Learning and Development.

As part of the global L&D team, contribute to the thinking and development new Save the Children L&D programmes and interventions.

Talent Management:

Champion and lead the implementation of talent identification and development across Regional and Country Offices in the region.

Coordinate talent development mechanisms across the region (including secondments, exchanges, work shadowing, temporary deployments and the Accelerated Coaching Programme).

Implement the global compensation and benefits framework in the WCA Region.

Manage competitive total compensation in line with the global framework.

Manage Benefits for National and International contract

Humanitarian response:

Advice and support country offices on the HR mechanisms and processes around scale up and scale down during humanitarian responses, ensuring they are detailed in Emergency Preparedness Plans.

Lead on initiatives to increase our capacity to support humanitarian responses in the region including development of regional rosters, secondments, cross learning initiatives etc.

REGIONAL DIRECTOR PRESENTATION

Jim is the Regional Director for West and Central Africa since April 2017; He is a senior international development and humanitarian executive with significant experience across Africa, Asia, Eastern Europe and the Americas. He has extensive governance and leadership experience in complex global organizations working as a Chief Executive, Secretary General, Chief Financial Officer in several NGOs, including Plan International, ChildFund Alliance and VSO International.

Jim has also led field operations at local, national and regional levels, overseeing programme development, design and quality; policy and advocacy; and humanitarian interventions in many difficult and challenging contexts. Jim has lived and worked in developing countries, in remote village, conflict and disaster areas and urban slums for over 25 years.

GLOBAL CPO PRESENTATION

Chet joined Save the Children International in October 2016 as the group’s Chief People Officer and a member of the Senior Leadership Team. Chet brings to Save the Children International global human resources and business expertise from iconic global brands like Starbucks Coffee, Nike and McDonald’s. His leadership positions include senior business partner roles that cover complex geographies, business structures and new market development. He has a successful track record of building and sustaining business performance through employee engagement. His leadership philosophy is grounded in

principles of Servant Leadership, and in the fundamental belief that exceeding employee expectation through clarity of purpose and roles is critical to business success. Under Chet’s leadership, the People & Organization team have made significant progress in CD Retention and Stability, Talent Development, Succession Planning, Talent Acquisition and Rewards. In addition, the Child

Safeguarding team has delivered process improvements related to Awareness, Reporting and Response. His focus in 2018 will continue to be CD Stability and Talent while making further improvements in Child Safeguarding programming, harassment, gender pay gap and company culture. Chet has a MS in Statistics from Marquette University and a B.Sc. in Statistics and Economics from the University of Bombay.

CHILD SAFEGUARDING Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
