1. Providing diagnostic services Terms of Reference

• To provide diagnostic testing facilities, and, where appropriate, scientific and

technical advice on disease control measures to OIE Member Countries

• To store and distribute to national laboratories biological reference products and any

other reagents used in the diagnosis and control of the designated pathogens or

diseases;

• To use, promote and disseminate diagnostic methods validated according to OIE

Standards;

Diagnostic testing for other OIE MCs (in 2015)

Any challenges for RLs to provide such service?

Why MCs do not utilize RLs more? How to encourage MCs to do so?

Any challenges to distribute biological reference products/other

reagents used in the diagnosis and control of diseases?

2. Providing technical training

Scientific and technical training to other MCs

11

To provide scientific and technical training for personnel from OIE Member Countries;

To organise and participate in scientific meetings on behalf of the OIE;

Terms of Reference

Yes No

Any challenges preventing OIE RCs from providing the training?

How to overcome such challenges?

Collaboration between OIE and RCs

Trainings/ Field activities under the collaboration

Training course at the RCs (NIAH, NVAL, CADC, CVRI,…) ,

Field activities (NIAH, Hokkaido Univ., …)

Invite OIE experts to scientific meetings

OIE Focal Point Seminars, OIE Technical Meetings,

Representing OIE in other meetings

3. Establishing laboratory networks

12

• To establish and maintain a network with other OIE Collaborating Centres

designated for the same specialty, and should the need arise, with Collaborating

Centres in other disciplines; (CC)

• To establish and maintain a network with other OIE Reference Laboratories

designated for the same pathogen or disease and organise regular inter-laboratory

proficiency testing to ensure comparability of results;

Terms of Reference

Global RL networks recognized on the OIE website:

Possibility to establish regional networks or networks by species?

Any challenges to share data/ information about designated pathogens/

diseases?

OFFLU, FMDV, Bluetongue, Rabies

• Sustainable enhancement of capacity and expertise by supporting a link between an

OIE RC (parent) and a national laboratory (candidate)

• Scope

• Project length is 1-3 years, for OIE listed diseases or topics

• All include essential generic topics such as biosafety, biosecurity and quality assurance

• Funding to support the link (except for equipment or salaries)

(“non OIE-funded” also possible)

Objectives and Scope

Share lessons learnt from experience of OIE Twinning Projects

How to encourage RCs (parents) and national institutes (candidates)

to participate in the programme?

5. Contributing to Standard Setting Procedure

14

To propose or develop methods and procedures that facilitate harmonisation of

international standards and guidelines applicable to the designated specialty; (CC)

To recommend the prescribed and alternative tests or vaccines as OIE Standards;

To develop, standardise and validate according to OIE Standards new procedures

for diagnosis and control of the designated pathogens or diseases;

To carry out and/or coordinate scientific and technical studies in collaboration with

other laboratories, centres or organisations;

To collect, process, analyse, publish and disseminate epizootiological data relevant

to the designated pathogens or diseases;
