Country Profile

Total surface area of 11,300 sq. km

Population of approximately 1.8 million (2013 census)

GDP: $918 million; Per capita income: $502

Economy driven mainly by agriculture, tourism, re-export trade

Agriculture accounts for 30% of GDP and employs 70% of labor

force

Biomass, including fuelwood, accounts for about 80% of the

national energy balance, and for more than 90% of household

energy consumption

Electricity Access Rate is about 40%

No country in the world has succeed in shaking loose from a

subsistence economy without widespread access to sustainable

energy services

Sustainable energy, particularly electrical energy has been identified

as one of the prerequisites to social development and economic

growth

Sustainable energy development must precede economic

development

Cognizant of the above mentioned importance of sustainable

energy to a country’s economic development, The Gambia

prioritized the provision of sustainable energy in the national

development strategy, Vision 2020

SE4ALL Process

•The Gambia joined SE4ALL Initiative in June 2012

• Conducted Rapid Assessment/Gap Analysis in September 2012 with support from UNDP.

•At SE4ALL Africa Hub meeting in Tunis (December 2013), The Gambia was selected as pilot country for development of AA and IP

•Through NEPAD, the Gambia received funding from the EU BizClim Facility for the development of AA and IP

• Other partners include UNDP and ECREEE

• PARTICIP was contracted by BizClim to help develop the documents

•The preparation of the AA & IP was done through a consultative process

Investment Prospectus

• Provides the approach to operationalizing the Gambia’s AA

• Establishes country priority projects

• IP includes 18 projects at various stages of development• 7 projects classified under Access to Energy

• 6 projects classified under Renewable Energy

• 5 projects classified under Energy Efficiency

• Total project portfolio is € 57million in terms of need for investment

• Targeted investors are both private and public

• At this stage, IP is a rolling document within 2-3 yr timeframe

• Identified projects/proposals need to be developed into bankable documents

What next for the Investment Prospectus

◦ Reviewing and updating the IP to comprehensively reflect all the

SE4ALL project and programs

◦ Create enabling framework for the active participation of private sector

On grid renewable energy investment

Reviewing feed-in tariff model

Off – Grid renewable energy investment

Developing regulatory framework and investment projects for green mini grids

◦ Mobilization of necessary resources for the implementation of IP

◦ Implementation of IP with the participation of all the actors

Main Challenges in Preparing IP

• As SE4ALL call for the participation of all the actors, in preparing

the IP, tremendous efforts were made to engage all the actors,

particularly women’s group, private sector, civil society, etc.

• Proper coordination of partners’ support was critical to avoid

duplication of efforts and ensure effective collaboration with all the

partners

• Putting together a comprehensive IP that would meet the

objectives of SE4ALL was not easy. Thus the need for periodic

review and update of the IP, a living document.

• In order for the people to take ownership of the SE4ALL initiative,

including IP, their views and concerns should be taken in to

consideration. That was the reason to go around all the 7

administrative regions of the country to consult the people who

matters the most

Key Lessons Learnt in the Process of Preparing IP

The sensitization campaign carried out on the SE4ALL was very

useful. It helped raised the awareness of the people and made them

much more interested and took ownership of IP.

The political commitment shown to the SE4ALL initiative was very

crucial in facilitating the process of preparing IP

Another useful lesson from the process of developing the IP was the

setting up of the multi-sectoral committee (including women bureau,

private sector and civil society) that coordinated the whole process

The Validation Workshop held at the end of preparing the IP was very

important. It provided the opportunity to all the actors who were

consulted during the process to review and comment on the final

product.

How IP will be integrated into the medium and long

term development planning

The Gambia is and will continue to integrate IP in the country’s

medium and long term development planning by mainstreaming

sustainable energy access in national policies and strategies and also

incorporating IP in the country’s development plans.

The IP will also be integrated in the national development plans by

mainstreaming sustainable energy in sectoral policies and programs.
