Re: Membership of Waterloo Region Crime Prevention Council (WRCPC) 2018 for Approval

Dear Chair Seiling and Members of Regional Council:

On behalf of the Waterloo Region Crime Prevention Council (WRCPC), it is my pleasure to present for your consideration and ratification the WRCPC membership slate for 2018 (attached). This slate was approved by WRCPC at its regular meeting on January 12, 2018. Election of the WRCPC Executive (Chair, Vice-chair & Facilitating Committee) will take place at the inaugural meeting on February 9, 2018. A broad and representative WRCPC membership that has access to key decision-making opportunities while maintaining strong grass roots connections remains an important strategic approach for the Crime Prevention Council.

On January 12, 2018, the WRCPC also approved the following governance policy changes:

1. Lifetime honourary members have the right to vote.

2. The Community at Large and the Neighbourhood sectors have a range of possible representatives: (1) Neighbourhood Sectors: 2-3 and (2) Community at Large: 4-5; to allow for flexibility.

Moreover, WRCPC approved the following new Sector Representatives: 1) Janice Oulette, Youth Sector; 2) Doug McKlusky, Community at Large and 3) Laurie Strome, Neighbourhood Development Sector.

Council accepted with regret the resignation of James Gormley, Youth Advisory Sector representative. WRCPC added the Youth Advisory Sector on a pilot basis for two years in 2017. With much of the focus of crime prevention remaining on our collective ability to engage youth especially those who feel marginalized, WRCPC opened up a position for a young person and James took on that challenge in 2017. The hope is that this position will be filled in the future to support WRCPC’s strategic goal of designing a strategy for marginalized youth. This is also in line with current research evidence that youth voices make a significant contribution to community work. I would like to take this opportunity to

2. Supply, installation, testing and commissioning of two (2) modulating gates at the Energy Dissipation Chamber, including control and communication equipment to suit the new gate controls;

3. Supply, installation, testing and commissioning of new structural supports and grating at the Energy Dissipation Chamber;

4. Construction of a spill containment and hauled waste maintenance connection at the Energy Dissipation Chamber;

5. Modifications and tie-ins to the Energy Dissipation Chamber and Flow Splitting Structure;

6. Inspection and refurbishment of the existing precast Influent Channel after construction and commissioning of the twin channel;

7. Supply, installation, testing and commissioning of new electrical service, instrumentation and control and SCADA systems;

8. Start-up and commissioning of all systems; 9. Civil works.

Construction is expected to start on February 19, 2018 and be substantially complete by April 30, 2019.

The final date of acceptance for this tender is April 18, 2018.

The Region’s approved 2018 Ten Year Wastewater Capital Budget includes $5,000,000 in 2018 and $1,600,000 in 2019 (total $6,600,000) for the Kitchener Wastewater Treatment Plant Influent Channel Twinning (project #08328) to be funded from the Wastewater Capital Reserve (72.8%; $4,804,800), Regional Development Charges Reserve Fund (6.6%; $435,200) and growth related debentures (20.6%; $1,360,000). The cost of this work is within the available budget. During detailed design, several construction options were evaluated and the selection of a large-diameter epoxy-coated steel pipe was preferred, which resulted in capital cost savings.

Debt servicing costs to be reflected in future wastewater operating budgets and recoverable from development charges for the $1,360,000 of debentures are estimated to be $100,100 annually over a period of 20 years on an estimated cost of borrowing of 4.0%.

The work of this contract includes the replacement of three booster pumps, a backwash pump and motors, installation of variable frequency drives, and upgrading of electrical equipment and control systems.

The New Hamburg Pumping Station supplies drinking water to the communities of New Hamburg and Baden, located in the Township of Wilmot. Several assessments have been completed and they include: a facility energy audit, a hydraulic assessment and a distribution system hydraulic model analysis. The Region’s consultant has recommended the complete mechanical, electrical and instrument and control system upgrades to the booster pumping component at the New Hamburg Pumping Station. This upgrade will improve electrical efficiencies, optimize the piping configuration and replace aging infrastructure within the facility.

An Electrical Safety Authority (ESA) approval is required prior to commencing work. All work to be completed under this contract will be in accordance with existing Water Taking Permits and Drinking Water Works Permits and Licences.

Subject to Council approval, it is anticipated that the contractor will commence work in April 2018 with completion by December 31, 2018.

The final date of acceptance for this tender is March 14, 2018.

Proposals were called for P2017-25 Well Rehabilitation and Well Pump Maintenance Program 2018-2019 and were advertised in the Record, on the Ontario Public Buyers Association website and on the Region’s website. One proposal was received. The proposal was opened in the presence of K. Belan, F. Smith, and J. Markovic.

Eleven plan takers registered for this proposal. Staff contacted plan takers to inquire why a bid was not submitted, and were advised that one (1) plan taker was too busy to submit, another found the document overly complex and the other plan takers did not perform this type of work as it is highly specialized and requires unique expertise.

The proposal was evaluated using pre-determined criteria consisting of work methodology, approach and understanding, project manager, professional & technical staff experience, contractor’s experience, equipment and labour capabilities, past experience on similar projects and price. Following the qualitative evaluation, the price envelope for Lotowater Technical Services Inc. was opened.

The following proposal was received:

Lotowater Technical Services Inc. Paris, ON $ 1,357,675.00

The work of this contract is for the implementation of the Well Rehabilitation and Well Pump Maintenance Program for 2018 and 2019, and includes planned rehabilitation of ten (10) wells selected from the Region’s 121 supply wells, and unplanned repairs to an average of 12-15 wells throughout the Region’s Water Supply System, as required.

The contractor will undertake the required well and equipment assessments for each planned well site and recommend corrective action. Subject to Regional staff review and approval, the contractor will proceed with the recommended well and equipment maintenance activities. Unforeseen or extra costs will be paid for from the contingency and provisional allowances.

It is uncertain how much unplanned work will need to be undertaken during the duration of this contract. For the sake of pricing the provisional items in this contract, a list of potential activities was provided to the proponents to price. The total provisional cost was based on the summation of all potential activities. Similarly to each unplanned site, the contractor will undertake the required well and equipment assessments for each unplanned well site and recommend corrective action. Subject to Regional staff review and approval, the contractor will proceed with the recommended well and equipment maintenance activities.

As an on-going strategy, the Region is continuously undertaking preventative maintenance and well rehabilitation to ensure the continued reliable availability of ground water from the well supply systems. The program identified in this proposal is a continuation of a multi-year well rehabilitation and well pump maintenance program.

No approvals from Regulatory Agencies are required to undertake this work. All work to be completed under this contract will be in accordance with the existing Water Taking Permits and Drinking Water Works Permits and Licenses.

Subject to Council approval, it is anticipated that the contractor will commence work in March 2018. The final date of acceptance for this proposal is May 22, 2018.

In 2017, the curbside collection policy change to bi-weekly garbage collection resulted in a substantial increase in participation in the Region’s green bin program, with the amount of green bin tonnes collected more than doubling. In 2018 and beyond, continued incremental growth is anticipated as the changes to the curbside collection program mature.

The work under this contract includes the hauling and processing of green bin material for the Region of Waterloo that is in excess of the Region’s existing maximum 20,000 MT per year supply agreement with the City of Guelph. The estimated annual volume of this tender is 3000 MT.

The final date of acceptance for this tender is April 15, 2018.

Corporate Strategic Plan:

The Planning and Works Committee recommends as follows:

1. That the Regional Municipality of Waterloo authorize the assignment and amendment of the Region’s existing Parking Licence Agreement and the assignment of the Line of Credit Agreement with Community CarShare Co-Operative Inc. o/a Community CarShare, to Virtue Transportation Systems Incorporated (VRTUCAR), to the satisfaction of the Regional Solicitor, and authorize the Commissioner of Transportation and Environmental Services to execute all necessary documentation for such assignments and amendments.

2. That the Regional Municipality of Waterloo take the following actions with respect to the Class Environmental Assessment for Highland Road Improvements, from Fischer-Hallman Road to Ira Needles Boulevard, in the City of Kitchener:

a) Approve the Recommended Design Alternative for the proposed construction and widening of Highland Road from Fischer-Hallman Road to Ira Needles Boulevard as described in Report TES-DCS-18-02 dated January 30, 2018.

b) Direct staff to file a Notice of Completion as required by the Municipal Class Environmental Assessment and place the Environmental Study Report on the public record for review for a period of 30 days.

c) Direct staff to undertake a review of the need for noise mitigation, in accordance with Regional Implementation Guideline for Noise Policies, one year after completion of construction of road improvements on Highland Road from Fischer-Hallman Road to Needles Boulevard.

d) Direct staff to report back on previous Regional Council reviews of the Regional Implementation Guideline for Noise Policies, to provide information for Regional Councils consideration of the need for a comprehensive review of this Guideline.

5. Discontinue expropriation proceedings or any part thereof, in respect of the above described lands, or any part thereof, upon the registration on title of the required documentation to complete a transaction whereby the required interests in the lands are conveyed or if otherwise deemed appropriate in the opinion of the Commissioner of Transportation and Environmental Services and the Regional Solicitor; and

6. Do all things necessary and proper to be done and report thereon to Regional Council in due course.

6. That the Regional Municipality of Waterloo forward Report PDL-CPL-18-02, dated January 30, 2018 to the Ministry of Municipal Affairs and Housing and the Ministry of the Attorney General as the Region’s response to the Province’s proposed regulatory changes relating to Bill 139, the Building Better Communities and Conserving Watersheds Act, 2017.

7. That the Regional Municipality of Waterloo authorize staff to schedule a public meeting under the Planning Act to obtain input from the community on a proposed amendment to the Regional Official Plan that would define the boundaries of the Countryside Line, and the Baden and New Hamburg Township Urban Areas in the Township of Wilmot, as outlined in Report PDL-CPL-18-03 dated January 30, 2018.

2. That the Regional Municipality of Waterloo approve the Diversity, Equity and Inclusion Policy, attached as Appendix A in report HRC-CIT-18-001, dated January 30, 2018; and

That the Regional Municipality of Waterloo approve the Multi-year Diversity, Accessibility and Inclusion Plan, attached as Appendix B in report HRC-CIT-18-001; and

The Community Services Committee recommends as follows:

1. That the Regional Municipality of Waterloo endorse the proposed changes to the Peer Program as outlined in Report PHE-HLV-18-01, dated January 30th, 2018.

2. That the Regional Municipality of Waterloo increase the 2018 Operating Budget for Public Health and Emergency Services/Healthy Living by $187,500 gross and $0 net Regional Levy for the Healthy Kids Community Challenge as outlined in Report PHE-HLV-18-02, dated January 30, 2018.

3. That the Regional Municipality of Waterloo approve the following actions with regards to the Mental Health and Addiction Housing Support and Rent Assistance Funding:

a) Increase the 2018 Operating Budget for Housing Services by $306,240.00 gross and $0 net Regional levy;

b) Authorize the Commissioner, Community Services, to execute such agreements and documentation necessary with the Waterloo Wellington Local Health Integration Network and the Ministry of Health and Long Term Care, upon terms and conditions acceptable to the Regional Solicitor, as may be required to advance funding for this program; and

c) Authorize the Commissioner, Community Services to determine local funding allocations and execute agreements in a form satisfactory to the Regional Solicitor, to ensure funding for this program is fully utilized.
