identifying goalsThe Regional Office of Geographic Information

and Cadaster (DSIGC) regulates activities related

to geodesy, cartography, and cadaster in the

Autonomous Region of Madeira, Portugal.

DSIGC also develops and coordinates the

implementation process for the INSPIRE

Directive in the region. The INSPIRE Directive aims

to create a European Union (EU) spatial data

infrastructure (SDI). This will help members of the

EU share environmental spatial information among

public sector organizations and better facilitate

public access to spatial information across Europe.

To comply with this directive, DSIGC needed

to update the geographic and cartographic

themes in its region. They also wanted to

implement a project geoportal that would allow

regional and local partners to publicize data

and services and reduce wait time to publish

official geospatial data as web services. The

complete project included establishing a single

repository for the geospatial datasets from the

region that would minimize the cost of creating

multiple geoportals for its individual partners.

RealiZing ResultsAfter a diagnostic study, DSIGC realized the

regional public administration needed a stronger

GIS application to meet its growing needs.

With the help of Intergraph®’s GeoMedia®

product suite, it formed a team network

known as Regional Infrastructure for Madeira

Geographic Information (IRIG-Madeira) to

create a public web portal for sharing data

and collaborating with its partners. With

this, any user has access to a SDI geoportal

that offers thematic geographic information

about Madeira. This geoportal offers a set of

standard OGC web services. Depending on

their specific privileges, users can search the

metadata catalog and access their desired

geographic information.

In the project’s first phase, Intergraph helped

DSIGC extend its collaborative capabilities

with its partners by granting them access to

the geoportal, where they can help manage

and distribute regional geographical information.

Based on a ticketing methodology, partners

can submit maintenance instructions on

specific content or request the integration of

new content to the IRIG-Madeira administration

team. This implementation promotes effective

participation for regional SDI content and

ensures data is centralized and consistent.

After completing this first phase, IRIG-Madeira

successfully implemented its geoportal and was

recognized at the European level with the

EUROGI/eSDI-Net Sub-national SDIs Best

Practices Award for 2011 in the category

of networking.

In the second phase, DRIG and its partners

will be focused on regional spatial datasets

maintenance and disclosure in its geoportal.

For its first objective, DSIGC created a set of

web tools to help various regional partners

submit new information and update available

data. These web tools included the following

thematic portals:

•CartographicUpdateandMaintenance

Platform – Using the GeoMedia Smart Client

platform, registered partners can maintain

and update diverse geographic themes in

the region such as addresses, transport

networks, geographical names, points of

interest, traffic signs, and 1:5k vector map

series of municipal cartography using

customized workflows. Notifications to different

user groups are generated by the workflow

engine for several types of events (e.g., new

available information, approval required).

This provides tools to better manage and

supervise each geographic theme

maintenance process. The business

process management approach gives better

monitoring and control of these maintenance

processes, and ensures that each registered

user only performs the right maintenance

operation intended for the specific step of the

workflow. Utilization reports can be

generated by administrators, which provides

information on the performance of each

organization or workflow activity, and identifies

potential improvement.

•RegionalUrbanLicensingPortal – The

primary objective of this portal is to speed up

the request, processing, validation, and

issuance of permits for urban development

operations. This system accelerates licensing

processes and ensures faster, smarter

decision-making by giving all of the

stakeholders involved (both internal and

external) easy access to information.

ABOUT INTERGRAPH

Registered citizens or their representatives can quickly identify the location and type

of urban development operation, and check whether proposed developments

conflict with any planning constraints or other restrictions. According to this information,

spatial analysis reports and location maps are automatically generated by the

system using up-to-date regional cartographic and spatial planning geospatial web

service available in the regional SDI. By allowing applicants to upload updated project

plans and technical drawings in association with the application form, they are able

to keep the 1:5k vector map series as up-to-date as possible.

•CadastralManagementPlatform– This restricted platform empowers DSIGC

users to process official cadaster management requests or Administrative Request

Processes (PRA) using GeoMedia Smart Client and GeoMedia Professional. Those

tasks are constrained by law and must follow a complex, strictly controlled workflow

to determine their legal viability and perform subsequent cadastral updates and validation.

The platform offers an easy-to-use environment and a harmonized official cadaster

database in accordance with the INSPIRE data model.

•IRIG-MadeiraGeoPortal – This geoportal is an open access to regional spatial

datasets and corresponding normalized web services produced by IRIG-Madeira’s

various partners. In addition to these components, this portal also includes a standard

geospatial metadata catalog and covers the submission and download of geospatial

data and metadata from partners. This system is enclosed in a collaborative web

portal that includes discussion forums and access to specific documentation of the

INSPIRE Directive.

DSIGC fully expects this project to promote coordination with its partners and better

manage the geographic information submitted into the system.
