First Nation communities fall within a complex and multi-jurisdictional health care system. The
responsibility for the protection of human health is shared between federal and provincial governments.
According to the Health Canada website, the following outlines the delivery of health care services:
Provinces deliver hospital, physician and public health programs to all Canadians, including First
Nations and Inuit, but, generally do not operate direct health services on-reserve.
Health Canada funds primary care in 85 remote/isolated First Nations communities, as well as
public health nursing, health promotion/disease prevention programming and environmental
health service, and home and community care in well over 600 communities.
Health Canada also provides eligible First Nations and Inuit, regardless of where they live with
supplementary health benefits for certain medically required services where these individuals
do not have coverage from other public or private programs (prescription drugs, medical
supplies and equipment, dental care, vision care, short-term mental health crisis counselling and
medical transportation).
First Nations and Inuit have taken on various levels of responsibility to direct, manage and
deliver a range of federally funded health services.
Territories deliver insured health services and programs to all their citizens, including First
Nations and Inuit. However, the First Nations and Inuit Health Branch (FNIHB) provides
additional funding for home and community care, health promotion, and disease prevention
programs to First Nations (including those that are self-governing) and Inuit in the Territories. In
the Yukon, FNIHB delivers the full FNIHB program to eligible First Nations, whereas in the
Northwest Territories and Nunavut, the program is delivered in partnership with the Territorial

Environmental health protection is provided through the Manitoba Conservation and Water
Stewardship department for all Manitobans. For First Nation communities, jurisdiction and responsibility
lies with Environmental Public Health Services, Health Canada. Environmental Health Officers (EHO’s)
“provide advice, guidance, education, public health inspections and recommendations to First Nations
and their leadership to help them manage public health risks associated with the environment. They
gather data required to analyze what steps can be taken to promote public health in First Nations
communities”.
Aboriginal Affairs and Northern Development Canada (AANDC) also plays a role in the protection of
human health through the provision of funding and technical services in the areas of housing,
infrastructure, maintenance management, emergency management and water and wastewater. Tribal
Councils and/or larger independent First Nations receive funding for fire safety, housing and
maintenance management.

risks that could adversely impact the health of community

Indian Oil and Gas Canada (IOGC) is an organization committed to
managing and regulating oil and gas resources on First Nation
reserve lands. It is a special operating agency within Aboriginal
Affairs and Northern Development Canada (AANDC).
IOGC is responsible for oil and gas on First Nation reserve lands
across Canada, but only a handful of reserves exist north of the
60th parallel. Therefore, practically all of IOGC's work is south of
the 60th parallel, with most of that in the Western Canada
Sedimentary Basin.
IOGC's general responsibilities are to:
• identify and evaluate oil and gas resource potential on
Indian reserve lands;
• encourage companies to explore for, drill and produce
these resources through leasing activity;
• ensure equitable production, fair prices and proper
collection of royalties on behalf of First Nations; and
• secure compliance with and administer the regulatory
framework in a fair manner.
IOGC operates pursuant to the Indian Oil and Gas Act and Indian
Oil and Gas Regulations, 1995, as well as other relevant legislation

First Nation reserve lands depends on agreements involving First

Aboriginal/Treaty Domestic Use Timber Harvesting Policy
In October 2010, Manitoba Conservation – Forestry Branch
updated the existing policy Domestic Use Timber Harvesting for
Aboriginal/Treaty Rights Holders to reflect Manitoba
Conservation's current understanding of aboriginal harvesting
rights including Métis rights.
The Forest Act
The Forest Act received Royal Assent in 2009 and was proclaimed
on March 1, 2011 with accompanying regulations. The Act
emphasizes: timber administration and pricing; timber tracking
and scaling; and enforcement, penalties and offences.
The Forest Act and the Forest Use and Management Regulations

Manitoba Conservation Forestry Branch staff held annual meetings
to present an overview of the Forest Act and the Forest Use and
Management Regulation changes to Quota Holders and Timber

The Manitoba Environment Act outlines an environmental assessment and licensing process for
developments that may have potential for significant environmental effects. Some developments may
require both provincial and federal environmental approval prior to proceeding. Under agreement,
Manitoba and Canada have agreed to co-operate and co-ordinate respective environmental assessment
processes, in order to promote an effective and consistent environmental assessment process in
Manitoba. Early consultation with Manitoba Conservation will help determine whether both federal and
provincial environmental approvals are required.
The Canadian Environmental Assessment Act (CEAA) 2012 includes provisions for cooperation and
coordinated action between the federal and provincial governments in situations where projects require
a provincial/territorial environmental assessment. To deal with these circumstances, CEAA 2012 includes
provisions for cooperation and coordinated action between the two orders of government. CEAA 2012
aims to achieve the goal of "one project-one review."
Substitution and equivalency provisions do not apply if a project is being assessed by the Canadian
Nuclear Safety Commission, the National Energy Board, or if the project has been referred to a review
panel.

The Canadian Environmental Assessment Act, 2012(CEAA2012)
and its regulations establish the legislative basis for the federal
practice of environmental assessment in most regions of Canada.
The purpose of CEAA 2012 is to:
• Protect components of the environment that are within
federal legislative authority from significant adverse
environmental effects caused by a designated project;
• Ensure that designated projects are considered and carried
out in a careful and precautionary manner in order to avoid
significant adverse environmental effects when a federal
authority is exercising a power or performing a duty or
function required for the project to proceed;
• Promote cooperation and coordination between federal and
provincial governments;
• Promote communication and cooperation with Aboriginal
peoples;
• Ensure that opportunities are provided for meaningful public
participation;
• Ensure that environmental assessments are completed in a
timely manner;
• Ensure that proposed projects on federal lands or that are
outside Canada and carried out or financially supported by a
federal authority, are considered in a careful and
precautionary manner in order to avoid significant adverse
environmental effects;
• Encourage federal authorities to take actions in a manner that
promotes sustainable development in order to achieve or
maintain a healthy environment and a healthy economy; and
• Encourage further studies of the cumulative effects of
physical activities in a region and the consideration of the
study results in environmental assessments.
When does the Canadian Environmental Assessment Act, 2012
apply?
CEAA2012 applies to projects described in the Regulations
Designating Physical Activities and to projects designated by the
Minister of the Environment.
When the Canadian Environmental Assessment Agency (the
Agency) is the responsible authority for a designated project that
is described in the Regulations Designating Physical Activities,
upon acceptance of a project description, an analysis is
undertaken by the Agency to decide if a federal environmental
assessment is required. This step does not apply to designated
projects regulated by the National Energy Board and the Canadian
Nuclear Safety Commission for which conducting an
environmental assessment is mandatory.

Dairy Farmers of Manitoba
Established in 1974, Dairy Farmers of Manitoba is responsible for:
• managing the supply of milk in the province;
• sSelling milk from Manitoba dairy farms to processors and scheduling its
transportation;
• representing the interests of Manitoba dairy farmers at the provincial and
national level;
• developing and implementing advertising and promotional programs for fluid
milk and real cream; and
• delivering nutrition and dairy agriculture education programs.
All dairy farms in the province are family-owned and operated. Manitoba dairy
farmers finance the organization and elect a nine-member board of directors
composed of dairy farmers. The board determines the direction and policies of the
organization.

Keystone Agricultural Producers
• KAP is a general farm policy organization that takes direction from its
members – including farmers and farm commodity organizations.
• Our mandate is to ensure primary production in Manitoba remains profitable,

Manitoba Beef Producers
Manitoba Beef Producers (MBP) is the exclusive voice of the beef industry in
Manitoba.
MBP represents roughly 7,000 beef producers across the province. MBP is a non-profit
organization with a producer-elected board that consists of 14 directors, each
representing cattle producers in a specific region or district of the province, along with
four full-time staff.
The mission of MBP is to represent all beef producers through communication,
advocacy, research, and education—within the industry and to governments,
consumers and others, to improve prosperity and ensure a sustainable future.

Manitoba Beekeepers’ Association
The goals of this Association are to represent and promote the welfare of the entire
Manitoba honey bee industry through; presentations to the federal and provincial
governments as required; participation on the Canadian Honey Council and other

Manitoba Canola Growers Association
The Manitoba Canola Growers Association represents farmers in our province that
grow canola. MCGA was incorporated on July 8, 1982 under the Manitoba
Corporations Act. At this time the organization was funded by a membership. In 1996,
MCGA was granted a check off of 50 cents per tonne for every tonne of Manitoba
canola sold. MCGA continued to be funded in this manner until 2008 when the check
off was increased to $1.00 per tonne.
MCGA represents approximately 9,000 members. MCGA uses the canola check off
dollars for “seed money” to grow the future. Every dollar spent is leveraged at the
local, national, and international levels, and studies show that every dollar invested by
growers results in an impressive return on investment.
Through the strategic, thoughtful investments of grower check off contributions,
MCGA ensures that our members are well positioned to take advantage of
opportunities to maximize their net income from growing canola.

Manitoba Chicken Producers
Manitoba Chicken Producers (MCP) is dedicated to representing the needs of hatching
egg and chicken producers of Manitoba by providing leadership in maintaining a viable
and stable chicken production industry.
We are a provincial, farmer-run, organization whose main responsibility is to ensure
that Manitoba farmers produce enough hatching eggs and meat chickens to meet the
needs of the marketplace. The system we operate under is commonly known as
supply management or orderly marketing.
Our organization is completely funded through levies paid by registered
farmers according to the number of eggs and kilograms of chicken marketed. We
do not receive any government subsidies, grants, or other taxpayer monies.

Manitoba Corn Growers
Headquartered in Carman, MB the Manitoba Corn Growers Association (MCGA) is a
not-for-profit organization representing over 1,500 farmers who grow corn in the
province of Manitoba. The MCGA is directed by a twelve-member grower Board of
Directors dedicated to advancing the corn industry in Manitoba in the areas of market
development, promotion, research and education.
For over 35 years, the MCGA has been helping farmers with their cash flow needs by
administering the financially guaranteed Advanced Payments Program (APP) offering
cash advance loans on corn and other special crops. Over the years, the MCGA has
added crops as needed. With the recent approval of Bill C-18, the Agricultural Growth
Act, we have added 15 additional crops including canola, wheat, barley and other
small grains.

Manitoba Egg Farmers (MEF) represents over 160 regulated egg and pullet farmers.
Egg farmers are the primary caregivers of over 2.3 million hens in Manitoba that
produce about 57 million dozen eggs each year. This represents 10.5% of Canada’s egg
supply.

Manitoba Pork Council
Manitoba Pork is the association of the province’s pig producers. As a
membership association, Manitoba Pork delivers a wide range of programs and
activities designed to benefit its farmer members and promote the industry as a
whole. Manitoba Pork in its current form was created in 1999.
Today, all producers have the option to market hogs through brokers or directly to
processing plants. They must also pay a levy of $0.80 per market hog and $0.19 per
weanling to Manitoba Pork.

Our mission is to represent Manitoba seed growers within the professional seed

Manitoba Sheep Association
The Manitoba Sheep Association (MSA) is proud to represent over 400 sheep and
lamb producers (both commercial and purebred producers) across the province. We

Manitoba Turkey Producers
Manitoba Turkey Producers (MTP) represents 58 farm families in the province of
Manitoba. Turkeys are raised year-round in Manitoba with an average farm
producing 7,000 turkeys, three times a year. In total, turkey producers raise
approximately 1.4 million turkeys annually. This represents approximately 11 million
kilograms of fresh turkey available for consumer enjoyment.
Manitoba Turkey Producers marketing board was established in 1968 under the
Natural Products Marketing Act. The province is divided into three production
districts.

National Farmers Union
The National Farmers Union is a direct-membership organization made up of
Canadian farm families who share common goals. Every member of the farm family -
including children ages 14 to 21 - are full voting members of the Union. This
structure recognizes that every family member contributes to the farm by working
on it directly, or indirectly through off-farm employment.
Member families of the Union believe that through an organization that represents
all commodities produced in Canada, it is possible to promote the family farm as the
most appropriate and efficient means of agricultural production. Our goal is to work

The National Sunflower Association of Canada (NSAC) is a national, not-for-profit,

Organic Producers Association of Manitoba
Is a not-for-profit organization that offers professional organic certification services
to Canadian clients wishing to market products in Canada, the United States of
America and Europe. OPAM is accredited by the Canadian Food Inspection Agency as
recommended by the Standards Council of Canada in order to provide organic
certification services. Membership numbers have increased, and the area served has
expanded to include Alberta, Saskatchewan, and Ontario. OPAM has not lost sight of
the most valuable resource in organic agriculture – the individual committed to the

The Prairie Fruit Growers Association (PFGA) is a voluntary non-profit organization
representing all Manitoba fruit crop growers since 1974. The Association is
represented by seven elected member directors and three advisors; one each from

and Manitoba post-secondary educational institution. The PFGA work with On-Farm
