Register a new user in the Union Registry

Before you can apply to open a account in the Union Registry or become an Authorised Representative on an existing account you must first register as an individual in the Registry. These instructions will guide you through that process. If you need further assistance with your registration please contact the Registry Team at:

Before you start

Please make sure you have to hand:

• Your mobile phone • Your proof of name document (e.g. your passport) and have located the document number

(e.g. Passport number) and its expiry date

We would also recommend that you read the whole of this document before you start to familiarise yourself with the steps you need to take.

Open the Union Registry home page

In your browser select the link

https://ets-registry.webgate.ec.europa.eu/euregistry/GB/index.xhtml

This will bring up the Registry home page. You may wish to bookmark this page so you can select it quickly each time you wish to log into the Registry. (Please note: the Union Registry is not compatible with outdated versions of browsers such as Internet Explorer 6. If you are using an outdated browser some pages may not display properly.)

Select the “First time user” link.

Create your ECAS account

ECAS stands for the European Commission Authentication Service and is a central login for all of the EU ETS Registries as well as other applications run by the European Commission.

If you already have an ECAS login, for example if you have already registered in another Member State’s Registry, you can skip to the next step (Register your personal details).

Select the “Create an ECAS Login” button.

On the following page you need to enter your first and last name, your e-mail address, indicate that you have understood the Privacy Statement and finally the letters/numbers/symbols in the Captcha box.

Once you have filled in all the details you need to select the “Submit” box.

You can now close your browser using the “X” in the top right corner whilst you wait to receive an automated e-mail which you need in order to complete your registration.

5 January 2012 V1.0

When you receive your automated registration e-mail either click on the link indicated or cut and paste the URL contained in the e-mail body into your browser.

6 January 2012 V1.0

Once you have accessed the link, ECAS will request that you reset your password in order to complete your Registration.

Enter your new password and click “Submit”.

It is very important that you do not close your browser down at this stage as you need to add a mobile (cellular) phone number to your ECAS login so that you can receive security codes via SMS.

To do this you need to click the Login link.

On the login screen select the “More Options” link and make sure the box to “View my ECAS account details after logging me in” is checked.

8 January 2012 V1.0

Enter the password you have just created and click “Login!”

9 January 2012 V1.0

On the next screen click the “Account Information” link.

Select the option to “Manage my mobile phone numbers”

Select the option to “Add a mobile phone number”

Enter your mobile phone number into the box and click “Add”. You will need to have your phone with you when you do this. You must enter the full international number for your phone and with no spaces. In the UK the prefix code for mobile phone numbers is +44 with the 0 removed from the mobile phone number.

13 January 2012 V1.0

Shortly after this you will receive an SMS with a confirmation code on the mobile phone number you entered above. Enter this code into the two boxes displayed and click “Finalise”.

You have now created the ECAS account you need in order to access the Registry.

Register your personal details

In your browser select the link below and select the “First time user”.

Select the “Login” button in the box where it says “I have an ECAS login”.

16 January 2012 V1.0

Enter your login details, including the SMS number, that you added to your ECAS account and click “Login”.

You will receive a confirmation message to your mobile phone. Enter the confirmation code into the boxes provided and click “Login!”.

On the next screen click “Proceed”

You will now arrive back at the Registry home page where you need to select the link “Fill in your personal details”.

The “First name”, “Last name” and “Default email address” will be pre-populated with the details you entered when creating your ECAS account. If you wish, you can modify those details. In the example below a different e-mail address has been entered.

Fill in the remaining details which include the document you intend to use as your proof of identity and a Secret Question and Answer which will be used whenever a Registry Administrator needs to confirm your identity.

Once you have completed all the fields click “Next”.

The next screen is a summary page. Check your application details are correct and click “Submit”.

22 January 2012 V1.0

Your registration is now complete.

Please make a note of the Unique Registry Identifier (URID) number displayed as it will be required during the Account Application process. Do not send any documents to the National Administrator at this stage. They should be sent as part of the complete package of documents sent when opening your account in the UK Registry.
