ASSOCIATION OF PHILADELPHIA AREA FIGURE SKATING CLUBS

The Association of Philadelphia Area Figure Skating Clubs is an organization that has been in existence since 1935, when at that time it awarded its first trophy at a competition between member clubs. This long standing association of figure skating clubs in the greater Philadelphia Area and within a 110 mile radius of City Hall, was formalized in 1965 with the adoption of its first by-laws.

Chairperson: Jerry Santoferrara E-mail: [email protected] Chief Referee: Sue Miller Chief Accountant: Terry FoleyWho May Compete: This competition is open to eligible skaters who are in good standing of clubs having membership in US Figure Skating and in the Association of Philadelphia Area Figure Skating Clubs or individual members of the USFS who reside in the Philadelphia Area. Entries from members of probationary clubs will be accepted provided the entry is accompanied by a signed certification by the skater that he/she is properly qualified to enter the events mentioned. ‘Philadelphia Area’ is defined as being within a 110 mile radius of City Hall.

Entries: Online entry with secure credit card payment is available at udfsc.com. Simply follow this link to the EntryEeze site. Deadline for online entries, without late fees, is no later than 11:59 PM March 22, 2013. Please note that there is a 3.8% convenience fee charged by UDFSC. The Local Organizing Committee (LOC) reserves the right to limit entries in each category and the right to combine, divide or cancel groups. No changes may be made to a competitor’s application once the deadline has passed. Late entries may be accepted at the discretion of the LOC and will require an additional late fee of $25. You may enter the category for which you have passed the required test or ONE level higher, but not both. Contested credit card charges will be assessed a $25.00 fee. Payment of the fee will be required before skater is allowed to participate in practice ice or events.

ALL ENTRIES ARE BASED ON TEST LEVEL PASSED AS OF ENTRY DEADLINE: March 22, 2013.

Events: The competition committee does have the right to cancel any event due to insufficient entries. If events are cancelled, those skaters affected will be invited to skate an exhibition if time permits or receive a refund. Skaters impacted will be notified prior to the competition date.

IJS Events: All IJS competitors must complete the Planned Program Content sheet. The form can be downloaded from www.usfigureskating.org. Changes may be made to the Planned Program Content sheet up to one week prior to the event but you must email a new form to: [email protected]

Rules: The competition will be conducted according to the rules in the 2013 Rule Book except as stated herein. The Juvenile through Senior FS events, all Short programs and Adult Gold and Adult Masters FS events will be judged using IJS. All other events (including Open Juvenile) will be judged under the 6.0 system. .

Registration: Registration will open 1 hour before the 1st event. Competitors should arrive at the rink 1 hour before scheduled event.

Rink Information: All events will be held at the University of Delaware Fred Rust Ice Arena. The ice surface measures 200’ x 100’. No smoking is permitted in the Fred Rust Ice Arena. No flash pictures permitted during events.

Music: Please bring two copies of your music on CD (CDs are the only media source accepted – NO tapes or Mini Discs). CDs must contain music for only one program. All music must be marked with the skater’s name, level and length of program. Music must be submitted at registration 1 hour prior to the event. Due to compatibility issues, CDRWs will not be accepted. All competitors must have a duplicate CD available at rink side during their event in case of a problem with the original disc. Please pick up your music promptly after your event has ended. All possible care will be taken, however, UDFSC assumes no responsibility or liability due to loss or damage to any music and assumes no responsibility for unclaimed music by the end of the competition.

Awards: Medals will be awarded to the 1st, 2nd, 3rd and 4th place winners in each event. In the event that multiple groups are needed in a Trophy Event, there will be a final round )consisting of the 1st Place skaters from each group in order to determine the Trophy Winner (see previous page for list of Trophies). There will be no other final rounds.

Schedule: Notification of competition and practice ice times will NOT be available by phone, mail, or email. Skater and Coaches schedules will be available via the web at udfsc.com. Follow the links to EntryEeze for schedule. The tentative schedule and individual group assignments with dates and times will be posted as soon as possible after the close of entries. Please check for schedule changes prior to traveling to the competition. An official schedule will be available at the registration desk. Please remember the chief referee makes the schedule for the competition, not the club or the chairpersons.

Practice Ice: Practice ice will be available through UDFSC. Practice sessions will be posted on the club website. The decision to hold practice ice will be determined by the LOC once all applications have been received.

Liability: (Rule #2300) US Figure Skating and the clubs or organizers of competitions undertake no responsibility for damages or injuries suffered by the skaters or officials. As a condition of and in consideration of the acceptance of their entries or participation therein, all entrants, their parents and guardians and officials shall be deemed to agree to assume all risks of injury to their person and property resulting from, caused by or connected with, the conduct and management of the competition, and to waive and release any and all claims which they may have against any officials, US Figure Skating, the club hosting the competition, and against its Officers, and their entries shall be accepted only on such condition.

Refunds: No refunds will be granted for any reason except events cancelled by the LOC or death in the immediate family. Under no other circumstances will a refund be given. (Rule # 3047).

Video Taping/Photography: A professional video service and photographer will be available. Those interested in videotaping for personal use will be asked to use the bleachers. Tripods are not allowed. YOU MAY ONLY VIDEO YOUR SKATER. Flash photography will NOT be permitted during events. Additionally, for future purchases, vendors may post pictures on their websites. All vendors abide by DE state law regarding web postings.

ShowcaseSHOWCASE Eligibility requirements are the same as for free skating. All showcase programs shall be skated on full ice with music, which may utilize vocals. There are no required elements. Emphasis is placed on the theatrical and entertainment value of the skater’s performance rather than on technical accuracy of specific moves. Therefore, only a presentation mark will be given. Costumes and props are encouraged to help illustrate the act. Props are limited to those that skaters can hand carry or push out onto the ice themselves in one trip. Their set-up should not be more than 30 seconds. Skaters may not be assisted during the set-up time nor assisted from off ice during the number. If the skater has any assistance getting their prop on or off the ice, a deduction of 0.5 will be taken. Props may not be flame or smoke-oriented nor may they be live. Deductions will be taken for anything left on the ice such as paper, feathers, glitter, or anything else that could cause harm to another skater. 6.0 Judging

Basic Skills EventsSpecial Notes about Basic Skills Eligibility: The competition is open to ALL skaters who are current eligible (ER 1.00) members in good standing of clubs having membership in US Figure Skating and in the Association of Philadelphia Area Figure Skating Clubs OR are individual members of the USFS and who reside in the Philadelphia Area OR are registered with a Basic Skills Program in the Philadelphia Area. In order to participate, skaters must be members of either the Basic Skills Program and/or full members of U.S. Figure Skating. To be eligible, skaters must have submitted a membership application or be a member in good standing. Members of other organizations are eligible to compete but must be registered with the host Basic Skills Program/club or any other Basic Skills Program/club in the Philadelphia Area. ‘Philadelphia Area’ is defined as being within a 110 mile radius of City Hall. .

Eligibility will be based on skill level as of closing date of entries. All Snowplow Sam and Basic Skills 1-8 skaters must skate at highest level passed or one level higher and NO official U.S. Figure Skating tests may have been passed including MIF or individual dances. For Free skate 1-6, eligibility will be based only upon highest free skate test level passed (moves in the field test level will not determine skater’s competitive level). Skaters may skate at highest level passed OR one level higher BUT not both levels in the same event during the same competition.

It is very important to the success of the competition that skaters are placed in the correct divisions. If, for whatever reason, the Local Organizing Committee discovers that a skater has been placed in a category that is below their class level, the chairman and referee will have the option to move the skater into the proper division, even if this has to be done the day of the competition. This will ensure that every event is as fair as possible to the competitors.

BASIC SKILLS SHOWCASE EVENTSArtistic/Showcase events are open to skaters in Basic, Free Skate, Limited Beginner and Beginner. Groups will be divided by number of entries and ages if possible. Skaters must enter at the same level as their free skate event or highest test level of skater’s in the group ensemble or production number. If a free skate event is not being entered, skaters must enter at their current test level or one level higher. Vocal music is permitted.

Skaters will be judged on musical interpretation and feeling, expression, and how the skating relates to the music. Show costumes are permitted, as long as they do not touch or drag on the ice. Props and scenery must be placed and removed by unaided singles and duet competitors within one minute and by unaided ensemble contestants within two minutes for setup and two minutes for removal.

6.0 Judging will be used. Deductions will be made for skaters including technical elements not permitted in the event description. A .2 deduction will be assessed by the referee against each judges’ mark for each five seconds in excess of the time allowed for the performance, for handling props and scenery and for scenery assistance.Categories include:

In consideration of the privilege of using the facilities associated with the Fred Rust/Gold Ice Arena at the University of Delaware (the “Arena”) and understanding that there are inherent risks in connection with the use of the Arena, the undersigned hereby releases and waives all claims it has or might ever have against the University of Delaware (the “University”) arising from any University act or omission, including those committed by any University officer, trustee, employee, agent or invitee (“University Personnel”), taken or caused to be taken by University Personnel in good faith in exercise of any right or performance of any duty under any rental agreement to use the Arena. The undersigned acknowledges that, pursuant to this paragraph, it is waiving claims of which it may not be aware and claims which may not have arisen and agrees that, so long as University Personnel have attempted such exercise or performance believing in good faith that such was permitted or required under any rental agreement to use the Arena, no claim shall be brought against the University and the University shall not be liable therefor.
