SPECIFICATION: TECHNICAL AND GENERAL REQUIREMENTS

1.01 SCOPE

A. General

This specification covers Technical and General Requirements for Procurement of

Operational Spares –69/13.8kV Substations.

“Equipment” shall include Materials, Goods and Services.

B. Associated Specifications

This Specification shall be associated with each of the Equipment Standards listed in

Appendix 1.

1.02 STANDARDS

A. Standards of General Application

Standards of General Application include – but are not limited to – the following

(Short Title):

ANSI C84.1 Voltage Ratings for Electrical Power Systems

IEC 617 Graphic Symbols for Drawings

B. Standards of Particular Application

Equipment shall be manufactured and tested in accordance with the Standards of Particular

Application, listed in Appendix 1.

C. Alternative Standards

The Bidder may propose alternative standards, provided it is demonstrated that they give a

degree of quality equivalent to that of the referenced standards. Acceptability of any

alternative standard is at the discretion of the Procuring Entity.

All equipment offered shall comply fully with the requirements of this Specification and the

Specification applicable to the item. Any minor departure must be disclosed at the time of

Bidding in the Non-Compliance Schedule included in each Specification.

1.04 COMPLIANCE WITH REGULATIONS

All equipment and accessories shall comply in every respect with the Regulations and Acts in

force in Guyana.

Bidders shall acquaint themselves with such Regulations. In case of difficulty, the Procuring

Entity will provide assistance.

1.05 SERVICE CONDITIONS

The equipment shall be suitable for installation in the 69/13.8KV Substations having the

characteristics described below:

Environmentally, the region where the equipment is being installed is tropical. It includes

coastal areas subject to high relative humidity, which can give rise to condensation, and on-

shore winds will frequently be salt-laden. On occasions, the combination of salt and

condensation may create pollution conditions for outdoor equipment including insulators.

Therefore, outdoor material and equipment shall be: A. Designed

The Supplier shall comply fully with the requirements of this Specification and associated

ASTM A123 or BS729 “Hot-dip Galvanizing” in the provision of the necessary corrosion

1.07 QUALITY ASSURANCE

A. Quality Assurance governing the Supply

Details of the Quality Assurance governing Supply of Equipment shall be submitted with the Bid

and shall typically include details such as:

The Structure of the Organization and the Independence of the QA function.

The System for Purchasing, Taking Delivery and Verification of Quality of

Materials;

The System for Ensuring Quality of workmanship;

Proposed Subcontractors who shall be Subject to Procuring Entity’s Approval

The System for QA of Sub-contractors equal to the Bidder’s

Hold and Notification Points;

Final Inspection and Test.

B. Manufacturer’s Certification

If Manufacturers are certified to a recognized Quality Management and Quality Assurance

Standards such as ISO 9001 or ISO 9002, such certification shall be submitted as part of the

bid documentation.

1.08 INSPECTION AND TESTING - GENERAL

Full details of proposed tests, including connection diagrams and drawings, shall be submitted

for the Procuring Entity’s approval, at least one month before testing.

In the case of components for which specific type tests or routine tests are not given in this

specification, the Supplier shall include a list and details of the tests normally required for these

components.

If the Procuring Entity does not indicate his intention to participate in the testing, the

manufacturer may proceed with the tests and shall furnish the results thereof to the Procuring

Entity.

No inspection or lack of inspection or passing by the Procuring Entity’s representative of

equipment or materials shall relieve the Supplier from his liability to complete the supply in

accordance with the order and this specification.

The Supplier shall submit to the Procuring Entity two signed copies of test certificates.

The test certificates must:

- Show actual test values, and not merely confirm that requirements have been met.

- Include the date on which the tests were carried out

- Include the Procuring Entity’s order No.

- For items with serial numbers such as bushings, etc., - give the serial numbers included in the

consignment and the serial numbers of the test samples.

No materials shall be dispatched until the test certificates have been received by the Procuring

Entity and the Supplier has been informed that they are acceptable.

All materials supplied shall have successfully met the Quality Assurance, Type and Routine

Testing and Other Requirements of this “General and Technical Requirements” Specification

and its associated Specific Equipment Specifications listed in Appendix 1.

The Supplier shall be responsible for the proper testing of the plant or materials supplied by

sub-Suppliers to the same extent as if the plant or materials were completed or supplied by

the Supplier.

The Procuring Entity shall have free entry at all times, while work on the order is being

performed, to all parts of the manufacturer's works, or sub-Supplier’s works which concern the

processing of the equipment ordered. The manufacturer shall afford the Procuring Entity without

charge, all reasonable facilities to ensure that the equipment being furnished is in accordance

with this specification.

The Procuring Entity may decide to have the equipment tested after reception. The supplier shall

co-operate with this inspection and shall provide to the Procuring Entity, free of charge, all the

facilities which the latter may require.

The Procuring Entity shall have the right, if he so chooses, to review Design Analysis and

Calculations (where, for example, in the opinion of the Procuring Entity, the adequacy of the

Design is not adequately demonstrated by other Submittals or by the Type or Routine Tests).

Prices for Type Tests, or Additional Type Tests, shall be quoted as a separate item, if

requested.

All routine and Special or Sample Tests required by this Specification shall be carried out at the

expense of the Supplier.

The Procuring Entity shall cover his own costs arising from attendance at tests.

1.09 TYPE TESTS AND ROUTINE TESTS

A. Type Tests

Type Tests are specified in the Associated Specifications listed in Appendix 1

A list of Type Tests completed, and copies of Type Test Certificates shall be submitted with the

Bid.

B. Routine Tests

Routine tests are specified in the Associated Specifications listed in Appendix 1.

A list of Proposed Routine Tests and Sample Copies of Routine Test Certificates shall be

submitted with the Bid

C. Special or Sample Tests

Special or Sample tests shall be at the Procuring Entity’s option. Such Tests shall be carried out

in accordance with the requirements of the specific Equipment / Materials Specifications and

Standards.

1.10 REJECTION

The Procuring Entity reserves the right to reject equipment or to demand modifications to

equipment if the test results do not comply with the values specified or with the data given in

the technical data schedule.

If more than 10% of a particular consignment fails to meet any of the requirements of this

Specification, the Procuring Entity shall be free to reject the whole consignment. On no

account shall any rejected consignment, or part thereof be again presented for test unless with

the written approval of and under conditions determined by the Procuring Entity.

In the event of disagreement arising between Procuring Entity and Supplier as to Quality of

Equipment or Material, the matter shall be referred to an Independent Testing Laboratory

mutually agreed upon for test under specified conditions. The Report of such Test shall be final

and the expense shall be borne by the party against whom the decision is given.

1.11 CORROSION PROTECTION

A. Corrosion Protection Standard

Given the highly corrosive environmental conditions, the highest importance is attached to

the adequacy of the Supplier’s Proposed Corrosion Protection Systems.

The Supplier shall use a recognized National or International Standard to define the

Corrosion Protection he proposes to meet these highly corrosive conditions.

B. Hot-dip Galvanizing

All ferrous materials and all ferrous components of accessories and fittings shall be hot-dip

galvanized, in accordance with the ASTM A123 or BS729: “Hot-Dip Galvanizing” – unless the

ferrous material is stainless steel.

High tensile steel nuts, bolts and spring washers shall be electro-galvanized.

C. Other Corrosion Protection and Painting Systems

Where Hot-dip Galvanizing of ferrous materials is clearly not feasible, other methods of

corrosion protection shall be proposed by the Bidder, for approval by the Procuring Entity

D. Confirmation of Corrosion Protection

The Supplier shall furnish a Statement, as a submittal forming part of the Bid, confirming that

the corrosion protection of all ferrous materials shall be by means of Hot-dip Galvanizing, except

as otherwise permitted above.

1.12 NON CORRODING FASTENERS

Nuts, bolts, and washers shall be of non corroding metal or metal alloy.

Ferrous bolts, nuts and washers placed in outdoor positions shall be treated by hot dip

galvanizing to prevent corrosion, – except high tensile steel bolts and spring washers – which

shall be electro-galvanized to service condition four.

Appropriate precautions shall be taken to prevent electrolytic action between dissimilar

metals.

Where bolts are used on external horizontal surfaces and where water can collect, methods of

preventing the ingress of moisture to the threads shall be provided.

Taper washers shall be provided, where necessary, and protective washers of suitable

material shall be provided front and back on the securing screws.

All nuts and pins shall be adequately locked.

1.13 SAFETY

Equipment shall not present Hazards to personnel involved in handling, installation, testing,

operation and maintenance.

1.14 HAZARDOUS SUBSTANCES

The Supplier shall give an assurance, in the following terms, that:

“There are no substances - in concentrations which could be classified as

hazardous under any applicable National, International or Other Codes or

Standards- in the Supply.”

In the event that hazardous substances are found in concentrations in breach of the above,

then:

The Supplier shall be responsible for any injury resulting from such hazardous

substances.

The Supplier shall accept responsibility for the return of the goods and disposal of the

hazardous substances.

There is an absolute prohibition on any PCB content whatsoever.

The Supplier shall submit safety data sheets for all substances in his Supply which could be

hazardous above certain limits.

1.15 SPARE PARTS

The Bidder shall give an assurance that spare parts, if required, will continue to be available

throughout the life of the equipment.

Spare parts shall be delivered suitably packed and clearly identified as to what they relate to

and, where applicable, with a designation number corresponding to a drawing or

corresponding to the spare parts list in the Operation and Maintenance instructions.

1.16 SPECIAL TOOLS

The Bidder shall provide a priced list of all special tools and apparatus required for erection,

commissioning and maintenance of the equipment.

1.17 PACKING SHIPPING AND DELIVERY

A. Delivery to a Designated Stores

The Supplier shall ensure safe transit from the Manufacturer’s works to a Designated Store or

Warehouse and shall be responsible for all associated costs and expenses, including off-

loading, delivery, and insurance.

B. Customs Clearance and Delivery to Site

Customs Clearance and Delivery from such Designated Store or Warehouse to Site shall be

carried out by GPL at their expense.

C. Packing Cases

Packing Cases shall be robust, wooden and non-returnable packing. Equipment and

accessories shall be packed and securely clamped within such cases.

D. Delivery Documentation

Delivery Documentation shall include the following, at a minimum:

- a clearly defined delivery docket number

- supplier’s name;

- contract number / order no.

- quantity of material, description and GPL Item No.

- packing list

A packing list in a sealed waterproof envelope shall accompany each case/drum or other delivery

configuration.

Two copies of each packing list shall be sent to the Procuring Entity prior to dispatching the

equipment/material.

E. Marking of Packing Cases or Drums

Each packing case ( or drum – for cables and conductor ) shall be indelibly marked, on two sides

- with the following:

- individual serial number;

- Procuring Entity’s name;

- contract number / order no.

- supplier’s name;

- manufacturer’s name;

- country of origin;

- description of contents; or

- conductor/cable details and length on drum

- case/drum measurements;

- gross and net weights; and

- all necessary slinging and stacking instructions.

F. Delivery Program

The Bidder shall state and guarantee a delivery time from the date of receipt of an official order

for the first consignment. He shall also clearly state the subsequent rate for dispatch of the

material on a per week/month basis.

1.18 LABELS

All apparatus shall be clearly labeled indicating where necessary, its purpose and service

positions

The material of all labels and plates their dimensions, legend and the method of printing shall be

subject to approval of the Procuring Entity.

Colors shall be permanent and free from fading. All labels and plates for outdoor use shall be

free of incorrodible material.

1.19 GUARANTEE

The Supplier shall provide a guarantee which shall include the following:

Satisfactory operation during the guarantee period of 18 months from the date of shipment.

Performance figures as supplied in the Technical Schedule.

No need for maintenance renewal of Corrosion Protection for at least five years from the

date of delivery.

1.20 SUBMITTALS WHICH SHALL FORM PART OF THE BID

The following Submittals, which shall form part of the Bid, shall be provided, in respect of

each item:

1. Schedules, duly completed:

- Technical Schedule

- Non-compliance Schedule

- Schedule of Type Tests Completed and Proposed Routine Tests.

technically. Where applicable, detail required for life-span costing – e.g. Losses, etc – shall be

provided.

Data must be specific to the item offered. Generic or General Data is not acceptable.

Submittals, must be in English or with an English translation provided.

1.21 SUBMITTALS AFTER CONTRACT AWARD

A. Technical Folders – Hard Copy

The Procuring Entity shall nominate items of equipment for which the Supplier shall provide

two bound Folders of Technical Particulars.

Information in respect of each nominated item shall include the following, insofar as applicable:

- Descriptive literature giving full technical details.

- Detailed dimensioned drawings.

Such folders shall be subject to approval by the Procuring Entity, who shall reserve the right

to call for additional information, if in his opinion such is required.

B. Technical Folders – Electronic Version

Suppliers shall provide an Electronic Version of the Technical Folders in addition to the hard

copy.

C. Drawings and Documentation

1. Schedule for the Production of Drawings

Within 10 days of placement of order, the Supplier shall submit for approval by the

Procuring Entity, a schedule of the drawings to be produced. The schedule shall also

provide a program of drawing submittals.

2. Drawings and Document Formats

All detail drawings submitted for approval shall be to scale not less than 1:20. All the

important dimensions shall be given and the material of which each part is to be

constructed shall be indicated on the drawings. All documents and drawings shall

become the property of the Procuring Entity.

All drawings and calculations, submitted to the Procuring Entity, shall be on

international standard size paper, A0, A1, A2, A3 or A4. All such drawings and

calculations shall be provided with a contract title block, which shall include the name

of the Procuring Entity and shall be assigned a unique drawing number.

Lettering sizes and thickness of lettering and lines be selected so that if reduced by two

stages to one quarter of their size, the alphanumeric characters and lines are still

perfectly legible so as to enable them to be microfilmed.

For presentation of design drawings and circuit documents, IEC Publication 617 or

equivalent standards for graphical symbols are to be followed.

3. Approval Procedures

The Supplier shall submit all drawings, documents and type test reports for approval in

sufficient time to permit modifications to be made if such are deemed necessary and re-

submit them for approval without delaying the initial deliveries or completion of the

supply. The Procuring Entity shall endeavor to return them within a period of

two weeks from the date of receipt.

Three copies of all drawings shall be submitted for approval and three copies for any

subsequent revision. The Procuring Entity reserves the right to request any further

additional information that may be considered necessary in order to fully review the

drawings. If the Procuring Entity is satisfied with the drawing, one copy will be

returned to the Supplier marked with “Approved” stamp. If the Procuring Entity is not

totally satisfied with the drawing, then “Approved Subject to Comment” status will be

given to it and a comment sheet will be sent to the Supplier. If the drawing submitted

does not comply with the requirements of the specification then it will be given “Not

Approved” status and a comment sheet will be sent to the Supplier. In both these cases

the Supplier will have to modify the drawing, update the revision column and resubmit

for final approval. Following approval, ten copies of the final drawings will be required

by the Procuring Entity.

Any drawing or document submitted for information only should be indicated as such

by the Supplier. Drawings and documents submitted for information only will not be

returned to the Supplier unless the Procuring Entity considers that such drawing needs

to be approved, in which case they will be returned suitably stamped with comments.

The Supplier shall be responsible for any discrepancies or errors in or omissions from

the drawings, whether such drawings have been approved or not by the Procuring

Entity. Approval given by the Procuring Entity to any drawing shall not relieve the

Supplier from his liability to complete the supply in accordance with this specification

and the conditions of contract nor exonerate him from any of his guarantees.

4. Electronic Versions of the Drawings & Documentation

Electronic versions of drawings and documentation shall be provided.

1.22 COMPLETENESS OF SUPPLY

All accessories or fittings not specifically mentioned in a Specification but which are

necessary or usual for similar equipment and for its efficient performance shall be

included in the Bid along with full details and price. The attention of the Procuring

Entity should be drawn to it.
