CALL MEETING TO ORDER The Administrator called the meeting to order at 3:08 p.m.

ELECTION OF CHAIR AND VICE CHAIR The Administrator (Corporate Officer) called for nominations for the position of Chair of the Ad Hoc Committee. Director Fairbairn nominated Director Macnabb. Director Macnabb was declared elected, by acclamation, as Chair of the Kalamalka Lake Ad Hoc Committee. The Administrator (Corporate Officer) called for nominations for the position of Vice Chair of the Ad Hoc Committee. Director Fairbairn nominated Director Gavinchuk. Director Gavinchuk was declared elected, by acclamation, as Vice Chair of the Kalamalka Lake Ad Hoc Committee.

NEW & UNFINISHED BUSINESS Letter from Citizen’s Coalition to Save Silver Star Provincial Park The Citizen’s Coalition to Save Silver Star Provincial Park (CCSSSPP) declined to take part in the committee, and instead suggested that they act in an advisory or consultative role to the committee. Moved and Seconded by Directors Fairbairn and Gavinchuk That the undated letter from the Citizen’s Coalition to Save Silver Star Provincial Park be received for information

CARRIED Chair Macnabb agreed to contact Randy Schellenberg of CCSSSPP regarding participation on the committee, and inquire as to whether there are any other societies supporting the same issues which may complement the committees’ goals. It was acknowledged by the committee that the amended Terms of Reference would require Board endorsement. The committee discussed several issues of concern regarding Kalamalka Lake which were identified during the SPrKL and CCSSSPP presentations at the April 7, 2010 Board of Directors meeting. It was determined that of the issues identified, the committee would begin by examining the scientific and technical basis of the proposed connection between Kalamalka Lake water quality and potential Silver Star effluent contamination. With respect to this issue, it was determined that the function of the committee was to review the multiple studies currently being conducted, gather data including copies of the Silver Hawk and CCSSSRR lab analysis for comparison, discuss the feasibility of conducting isotope and other testing, and recommend courses of action to the Board of Directors. It was acknowledged; however, that staff resources would be limited to providing existing public reports, or if required, providing direction on the acquisition of information from other sources. Moved by Louise Christie Seconded by Aaron Deans That, as its first and highest priority, the Kalamalka Lake Ad Hoc Committee explore the scientific and technical basis of the proposed connection between Kalamalka Lake water quality and potential Silver Star Effluent Contamination.

ADJOURNMENT It was determined that the last Tuesday of each month was a suitable date for everyone; therefore the next meeting of the Kalamalka Lake Ad Hoc committee will be July 27, 2010 at 3:00 pm. There being no further business, the meeting was adjourned at 4:21 p.m.

I had heard that MoE would be requiring Silverhawk to add a denitrification component to their system; however, sewage treatment first requires nitrification (usually accompilished with nitrifying bacteria in the trickling filter and aerated lagoons), followed by denitrification (usually an anaerobic process). If the permit were amended to meet the stricter criteria, a new treatment plant would likely be required, which is good news! Ideally, it should be an MBR plant, which is capable of much better nutrient removal than 10 mg/l (typically 1-3 mg/l) I have attached test results for the spray irrigation water (annually sampled in September), which is pumped from the exfiltration lagoon. Ammonia levels are 21.2 mg/l and total nitrogen is 28.0 mg/l. This demonstrates that the effluent has not been nitrified, most likely due to the low winter temperatures in the lagoons. Keep in mind that most of this wastewater seeps out of the lagoon into the Coldstream Creek and Vance Creek drainages. As the effluent surfaces in the various seeps, most of the ammonia converts to nitrate. I have also attached the 2007 and 2008 Silverhawk annual reports, which have some valuable historical water quality data for Coldstream and Vance Creeks. Silverhawk is required to sample Coldstream Creek at two seeps below the lagoons (SW3 and SW4), and also at Noble Canyon, Coldstream Lumber, Coldstream Cemetary, and Kirkland Drive. Data dates back to Feb. 2000. You can see that fecal coliforms are low at Noble Canyon and very high from the Coldstream Cemetary (just below the large feedlot) on down. They don't sample at School Road, which likely would show a dramatic rise in nitrate, due to recharge from the Antwerp shallow aquifer. I have also attached a 1994 Guiton Report which requested amending the permit to allow higher TSS and BOD. Here's an excerpt:

For interest's sake, I have attached two photos from 1978 of MacKay reservoir, which suggests that the lagoon has no liner (if you zoom in to the middle of the reservoir, it looks like wastewater is flowing in near the flooded road) . If you look on Google Earth, you'll see that as the reservoir filled up to the dams, water ended up on both sides of the dam at the north end (water seeped under or around the dam). Eventually, the dam was partially removed and a smaller dam was built further north. Notice the large fault to the east of the reservoir, which likely acts as a conduit for wastewater flow to Bailey's pond (at the corner of Bailey and Commonage Roads) and the flooded ravine behind it. This same fault also feeds Bailey Spring, which emerges below the flooded ravine, forming an algae-lined, nutirent-rich creek flowing into Kal Lake just south of the boat launch at Kekuli Bay. As MacKay reservoir filled, the level of Rose's pond also rose dramatically, flooding Commonage Road twice, which required raising the roadbed each time. Davidson pond also rose dramatically, which is why the trees surrounding both ponds have drowned. Boltres creek receives groundwater from this drainage, which explains why it is so high in nutirents and why it runs year-round. I have several aerial and perspective photos from the 1960's which show the Rose's pond level significantly lower. If the fracture matrix in the bedrock beneath the Commonage could be explored, we might gain a better understanding of how the wastewater migrates from MacKay to Kal Lake and to Okanagan Avenue. It appears as if most of the wastewater migration is fracture

controlled, with many of the ponds and streams in the Commonage being hydrologically connected. Regarding the ad hoc committee, I told Mike MacNabb that the Citizen's Coalition would be most effective by presenting information to the committe rather than being official members.
