CARRIED 4. DELEGATIONS AND PRESENTATIONS

4.1 Shirley Samujh, Senior Advisor, Stakeholder Relations, Strategic Planning and Public Affairs, TransLink and Matt Craig, Manager Planning, System Planning, TransLink, presented regarding the North East Sector Area Transit Plan, noting:

Northeast sector area transit planning;

Public consultation process and feedback;

Network priorities;

Service levels;

Infrastructure needs; and

Future vision for northeast sector transit. Discussion ensued relative to:

The current zone system;

The proposed Compass (transit debit card) system;

Bus schedule between Belcarra and Port Moody;

Park and Ride facilities; and

TransLink’s “Compass Team” being invited to present at an upcoming Regular Council meeting.

4.2 Jo Ledingham, 10 Tum-tumay-whueton Drive, spoke regarding heritage status for

Mayo Point Lodge, noting:

The history of activities and meetings with Metro Vancouver Parks and Environment Committee from February 2013 to present;

Belcarra South Preservation Society’s interest in preserving Belcarra Regional Park cottages; and

Belcarra South Preservation Society’s (BSPS) intention to apply for heritage status pursuant to the provisions in the Local Government Act.

Discussion ensued relative to:

Different reasons for heritage status, i.e. architectural and non-architectural;

Heritage designation not ensuring continued residency of cottages;

Costs of bringing cottages up to standards acceptable to Metro Vancouver;

Purported risks associated with limited oversight of activities in Park;

The value to the Park of maintaining occupants in the cottages;

The possibility of BSPS creating a program beneficial to park users; and

Metro Vancouver’s Park Management Plan and Picnic Site Expansion Plan.

5. REPORTS

5.1 Capital Cost Charge Calculation for Tax Exempted Properties Connecting to the Village of Belcarra Water Supply and Distribution System

Lynda Floyd, Chief Administrative Officer provided a report dated March 4, 2014, regarding the methodology for calculating the capital cost charges payable by tax exempt properties authorized to connect to the municipal water supply and distribution system, noting that:

there are tax exempt parcels within the Water Supply and Distribution Local Area Service No. 1 (LAS) which may wish to connect to the water system;

tax exempt parcels do not contribute to the general taxation which funded the prior fire protection water system and the project management and administration components of the 2006-2012 Belcarra potable water project;

tax exempt parcels do not pay the parcel tax to recover the potable water project capital costs from the LAS parcels;

the methodology proposed to calculate an exempt parcel equivalent capital cost contribution factors in the direct Belcarra potable water project costs, directly related municipal project management costs, overhead administration project costs and pre-2006 water system capital expenditures;

the capital cost contribution calculated as of December 31/13 is $31,711;

the contribution would be revised to reflect costs from Dec 31/13 to when the tax exempt parcel connects and charged as a condition of authorization to connect to the water system;

Sasamat Volunteer Fire Department (SVFD) wishes to connect the Belcarra Firehall to the water system and has requested all associated costs be waived; and

SVFD connection costs and user fees could be waived by providing grants from general revenue.

Discussion ensued relative to:

Anmore not having charged SVFD to connect the Anmore Firehall and does not charge SVFD the annual user fee;

everyone in the Village should contribute if fees are waived for SVFD to make it fair within Belcarra; and

grants from general revenue provide fairness as SVFD services benefit and are available for all parcels in Belcarra.

1. That capital cost charge calculation payable by tax exempt parcels authorized to connect to the municipal water system, using the methodology based on direct Belcarra Potable Water Project costs, directly related municipal project management costs, overhead administration project costs and past water system capital expenditures be endorsed.

2. That a one-time grant of $31,711 from general revenue to Sasamat Volunteer Fire Department equal to the capital cost charge to connect the Belcarra Firehall, located on the tax exempt parcel at 4082 Bedwell Bay Road to the municipal water system, be authorized.

3. That a one-time grant of $615.00 from general revenue to Sasamat Volunteer Fire Department equal to the water service connection application and inspection fee, be authorized.

4. That a grant on an annual basis from general revenue to Sasamat Volunteer Fire Department equal to the waterworks use fee, be authorized.

5.2 Port Metro Vancouver Land Use Plan Consultation

Lynda Floyd, Chief Administrative Officer provided a report dated March 6, 2014, regarding Port Metro Vancouver Land Use Plan Consultation.

That Port Metro Vancouver be requested to amend its Land Use Plan by: 1. including reference to the “Village of Belcarra” in the area identified as

Planning Area 3 (Indian Arm); and 2. adding under Goal 3 “Objective 3.4 - Protect the sensitive marine and

estuarine environments by ensuring that effective protective emergency response plans (ERPs) are established, managed, and maintained.”

5.3 Removal of Covenant and Annexed Easements on Lots A, B, and C,

Block 1, NWD Plan 75301 (4168 Marine Avenue and 4172 Marine Avenue)

Lynda Floyd, Chief Administrative Officer provided a report on table regarding Removal of Covenant and Annexed Easements on Lots A, B, and C NWD Plan 75301 (4168 Marine Avenue and 4172 Marine Avenue), noting that there is no further need for the easements and covenants to remain in place.

That the Mayor and the Chief Administrative Officer be authorized to execute the requisite documents for registration in the Land Title Office to remove covenants and annexed easements relative to waterworks on Lots A, B, and C, Block 1, NWD Plan 75301 (4168 and 4172 Marine Avenue). CARRIED

6. REPORTS FROM MAYOR AND COMMITTEES

6.1 Mayor’s Report

6.1.1 2013 Refuse and Recycle Report

Discussion ensued relative to:

Increasing contaminant levels in refuse bin (i.e. cardboard, drywall) and in recycle bin (i.e. car motors);

Challenges meeting reduced contamination levels, with target being 5% and Belcarra currently exceeding 10%;

Each year Metro Vancouver bans more banned materials;

Metro Vancouver establishing an organics ban in 2015, prohibiting food scraps from waste stream;

Centralized drop off of organics expecting to present problems with rotting, odour, and animals (i.e. bears, rodents);

Restricted access and video surveillance reducing some of the non-compliance;

Feasibility of staffing the facility to ensure compliance;

Anmore having switched to curbside pick-up with inspection; and

Belcarra potentially moving towards curbside pick-up in future.

6.2 Public Works & Planning – Councillor Ross

It was noted that staff have met with EXP Engineering to confirm the locations of the less than favourable Benkelman Beam rebound results;

This information will be used to plot out sections of Bedwell Bay Road and Main Avenue that will require asphalt grinding and re-grading or excavation to remove organic sub base prior to overlaying with new asphalt.

It was noted that all correspondence relative to Trans Mountain Pipe Line Expansion is being done by Mayor and Council.

Discussion ensued relative to Item 8.6:

Some roadways in the Village being too narrow to walk safely;

Improvements to Bedwell Bay being made when possible through Major Road Network (MRN) funding;

Private property improvements encroaching on municipal road allowances;

Some areas being geographically impossible to improve or being required for drainage; and

Making Village more walkable being consistent with community values.

Staff was requested to undertake a study of costs and implications of creating gravel walking shoulders on a patchwork basis.

10. PUBLIC QUESTION PERIOD

Jo Ledingham, 10 Tum-tumay-whueton Drive, queried feasibility of organics collection for composting. Maureen Jamieson, 4925 Robson Road, queried putting signage up at each of the bins at the Recycle and Refuse Facility. Debra Struk, 4575 Belcarra Bay Road, queried whether non-compliance with Recycle and Refuse Facility requirements is by newer residents. Dave Warren, 4925 Robson Road, queried the challenge of recycling organics given the non-compliance with current recycle and refuse requirements.

11. RESOLUTION TO CLOSE MEETING

That the March 10, 2014 regular meeting of Council be closed pursuant to the Community Charter section 90 (1) “a part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; and

(c) labour relations or other employee relations”
