Boe Meeting July 28, 2014 REGULAR MEETING BOARD OF COMMISSIONERS HOLIDAY ISLAND SUBURBAN IMPROVEMENT DISTRICT Monday, July 2B, 2014 The Regular Meeting was held at the District Office and was called to order by CHAIR LINDA GRAVES at 9:00 a.m. All stood for the Pledge of Allegiance. Present for roll call were COMMISSIONERS KEN BROWN, GREG DAVIS, LINDA GRAVES, DAVID MAKIDON, and KEN MILLS. A quorum was declared with 5 Commissioners present. APPROVAL OF AGENDA: COMMISSIONER MILLS moved to approve the agenda as written. COMMISSIONER BROWN seconded. Motion carried unanimously. APPROVAL OF MINUTES: none. APPROVAL OF FINANCIALS: COMMISSIONER MILLS moved to approve the June Financial Reports. COMMISSIONER MAKIDON seconded. Motion carried unanimously. DISTRICT MANAGER'S REPORT: ~ A) Water and Sewer: District Manager Dennis Kelly introduced WaterlWastewater Superintendent Dan Schrader for updates as follows: • The dewatering system at the Wastewater Treatment Plant is expected to be delivered the end of September. Matchpoint, Inc. is expected to resume work by August 11thwith flow studies. • All water leaks previously identified by Matchpoint, Inc. have been repaired. There are still 5 fire hydrants needing repairs. • The Serenity Lane lift station (off Rancho Vista) is currently down with one dead motor and the other damaged. Two new pumps will be needed as well as reconfiguration for better access in the future. Currently the well is being pumped out twice per day. B) Streets and Roads: District Manager Dennis Kelly introduced Roads Superintendent Kenny DeHart for updates as follows: • The Chip and Seal Program will begin in the next week or so by Hutchens Construction. Affected homeowners will be notified of the specific days of work. • A used bucket truck has been located nearby. $30,000 was allocated for a bucket truck in the 2014 budget. This 1994 truck will cost approximately $7500.00. C) Fire Department: District Manager Dennis Kelly introduced Fire Chief Jack Deaton for updates as follows: • The exterior on new Fire Station #5 will be completed in a few weeks. • The annual Triathlon will be August 8 th and they are seeking additional volunteers for traffic control. D) Golf Pro Shop: District Manager Dennis Kelly introduced Golf Pro Barry Storie for updates as follows: Page 1 of 2

REGULAR MEETINGBOARD OF COMMISSIONERS

HOLIDAY ISLAND SUBURBAN IMPROVEMENT DISTRICTMonday, July 2B, 2014

The Regular Meeting was held at the District Office and was called to order by CHAIR LINDAGRAVES at 9:00 a.m. All stood for the Pledge of Allegiance. Present for roll call wereCOMMISSIONERS KEN BROWN, GREG DAVIS, LINDA GRAVES, DAVID MAKIDON, andKEN MILLS. A quorum was declared with 5 Commissioners present.

APPROVAL OF AGENDA:COMMISSIONER MILLS moved to approve the agenda as written. COMMISSIONERBROWN seconded. Motion carried unanimously.

APPROVAL OF MINUTES: none.

APPROVAL OF FINANCIALS: COMMISSIONER MILLS moved to approve the JuneFinancial Reports. COMMISSIONER MAKIDON seconded. Motion carried unanimously.

-- • $12,000 was budgeted for this year for two new air conditioners. In lieu of one of them,doors at the Country Club will be re-built, gutters will be repaired, and some of the doorswill be repaired or replaced at the golf cart storage facility.

• A commercial for Holiday Island was produced by Channel 12 KODE, and can beviewed in the Joplin area. The commercial was played at the meeting.

E) Golf Maintenance: District Manager Dennis Kelly introduced Golf CourseSuperintendent Mark Mowrey for updates as follows:

• All of the Luber Brothers equipment has arrived. The Taro Equipment will arrive in 3shipments this week.

F) Administration: District Manager Dennis Kelly• Stated that the Golf Course Analysis Request for Proposal is ready and ads will be

placed soon. The Board requested an electronic copy of the RFP.• The monthly department head reports were reviewed (attached).

OLD BUSINESS:A) Regulation 2014-1. COMMISSIONER MAKIDON read the proposed Regulation by title.COMMISSIONER BROWN moved to aPcProve Regulation 2014-1 adding Section 2.224Limitation on Payment of Attorney Fees (2n reading). COMMISSIONER GRAVES seconded.Motion carried with 4 ayes, COMMISSIONER DAVIS abstaining.B) Regulation 23-2002 Amendment 3. The Board discussed several modifications to theRegulation. Action (1st reading) will be on the August 18th agenda.

~ NEW BUSINESS: none.

ANNOUNCEMENTS:• August 9th is the Friends of the Barn Luau.• August so" is the Fire Department's 40th Anniversary celebration.

COMMISSIONER COMMENTS:• COMMISSIONER MAKIDON said that Friday night some teenagers took golf carts at

the Rec Center. The Sheriff's Department was called but could not send a deputy asonly one was on duty. A deputy showed up on Saturday afternoon.

COMMISSIONER AGENDA SCHEDULING:• COMMISSIONERS BROWN and MAKIDON would like to discuss the Deputy's

Contract again at the next meeting.

ADJOURN: COMMISSIONER MAKIDON moved to adjourn. COMMISSIONER MILLSseconded. Motion carried unanimously. The meeting was adjourned at 12:43 p.m.
