    Steven Rubinsky, resident, asked what LOSAP was. Mayor Parisi answered that it was Length ofService Award Program. It was similar to a retirement program for volunteers; it was approved byreferendum years ago.

    On a motion by Councilwoman Drimones, seconded by Councilman Perin, the public portion

    was closed.

    BE IT RESOLVED by the Mayor and Council of the Borough of Englewood Cliffs that thefollowing transfers between the 2007 Budget appropriations be made:

    RESOLUTION 2008-38

    Whereas, the Mayor and Council of the Borough of Englewood Cliffs is desirous ofcomplying with NJSA 10:4-19; and

    Whereas, NJSA 10:4-19 provides for the right of the public to request advance notice ofschedules of meetings and changes in schedules of meetings of a public body; and

    Whereas, NJSA 10:4-19 also provides that a reasonable annual sum may be charged andpaid for in advance for such requests, with each annual request expiring on the 31st ofDecember of each year; and

    Whereas, the Mayor and Council of the Borough of Englewood Cliffs has set as areasonable fee for such service the annual sum of $50.00 to cover the costs associated

    with providing such notices of the various public bodies under the jurisdiction of theBorough of Englewood Cliffs.

    Now Therefore Be It Resolved, that the Englewood Cliffs Mayor and Councilauthorizes the Municipal Clerk to collect the annual sum for each requestor; and

    Be It Further Resolved that the clerk/secretary of each public body complies with therequest as provided by NJSA 10:4-19.

    RESOLUTION 08-39

    TITLE: AUTHORIZING INCREASE IN DEFERRED SCHOOL TAXES

    FOR LOCAL SCHOOL TAXES

    WHEREAS, the Division of Local Government services requires that the Governing Bodyof any municipality which has Deferred School Taxes must authorize any increase in the deferral of

    any additional amounts; and

    WHEREAS, the Governing Body has decided that an increase in Deferred School taxesis in the best interest of the Borough at this time;

    NOW, THEREFORE BE IT RESOLVED by the Governing Body that the following

    Deferred School Taxes be hereby increased for the year ended December 31, 2007 as follows:

    BE IT FURTHER RESOLVED by the Governing Body that a certified copy of this

    resolution be filed with the Director of the Division of Local Government Services.

    RESOLUTION 2008-40

    Title: PROPOSED BUS STOPS ON STATE HIGHWAY ROUTE 9W

    WHEREAS, the Borough of Englewood Cliffs, in the County of Bergen has received a proposal to consider certain prohibitions along State Highway Route 9W (SylvanAvenue); thereof,

    BE IT RESOLVED by the Englewood Cliffs Mayor & Council that in accordance withthe provisions of s.78, c.23.L.1951 (c. 39: 4-138,1), that certain parts ofState HighwayRoute No. 9W, described herein below shall be, and hereby are, designated andestablished as no parking zones where parking is prohibited at all time, and in accordancehereby requested to erect appropriate signs at the following established bus stops, and theCommissioner of Transportation be requested to adopt a regulation to effect thefollowing:

    RESOLUTION 08-41

    WHEREAS, Neil Vill, Recreation Director for the Borough of Englewood Cliffs has requested a

    leave of absence without pay from his duties as Recreation Director until further notice; and

    WHEREAS, the Mayor and Council of the Borough of Englewood Cliffs is desirous of granting

    said leave of absence.

    NOW THEREFORE BE IT

    RESOLVED, that the Mayor and Council grant Mr. Vills leave of absence with their very best

    wishes and appreciation of Mr. Vill as Recreation Director. Effective March 31, 2008.

    RESOLUTION 08-42

    RE: AWARD BID 2009 International Model 7400 Truck for DPW

    WHEREAS, the Borough of Englewood Cliffs has received bids for aInternational Model 7400 Chassis with Snow Removal Equipment and CentralHydraulics or Equivalent for use in the Department of Public Works; and

    WHEREAS, the bid received has been reviewed by the Superintendent of Public

    Works, and the Municipal Attorney; and

    WHEREAS, the Mayor and Council are desirous of awarding the contract to thebidder providing the lowest cost to the Borough; and

    WHEREAS, Deluxe International Trucks, Inc., has provided the lowest total costin the amount of $127,563.00 with $5,100.00 for Option #1 and $2,500.00 for Option #2for a total of 135,163.00 and Deluxe International Trucks, Inc. is the lowest responsiblebidder for the 2009 International Model 7400; and

    WHEREAS, it is the recommendation of the superintendent and the Municipal

    Attorney that the contract be awarded to Deluxe International Trucks, Inc.

    NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council doeshereby award the contract for the 2009 International Model 7400 to Deluxe InternationalTrucks, Inc. 600 South River Street, Hackensack, NJ 07601, in the amount of$135,163.00 and that the Borough Attorney is hereby authorized and directed to preparethe appropriate agreement therefor.RESOLUTION 08-44

    WHEREAS, the Borough of Englewood Cliffs has previously provided by OrdinanceNo. 2000-08 for contributions to be made pursuant to LOSAP; and

    WHEREAS, at the present time these contributions are $1,392.00 per eligible member;

    and

    WHEREAS, the Mayor and Council is desirous of increasing these payments based upon

    the increase of the Consumer Price Index for the year 2007, thereafter increasing the payments to$1,441.00, and the payments for the year 2008 shall be based upon any increase in the ConsumerPrice Index for the year 2008, over the year 2007.

    RESOLUTION 2008-45

    RE: APPROVAL OF RAFFLE LICENSEID#133-4-7504

    GUILD FOR SISTERS OF ST. JOSEPH OF PEACE

    WHEREAS, the GUILD FOR SISTERS OF ST. JOSEPH OF PEACE hasapplied for an On-Premise raffle license; and

    WHEREAS, the GUILD FOR SISTERS OF ST. JOSEPH OF PEACE hascomplied with all requirements as outlined in N.J.A.C. 13; and

    WHEREAS, the Findings and Determination has been certified by the Chief ofPolice;

    NOW, THEREFORE, BE IT

    RESOLVED, that the Mayor and Council of the Borough of Englewood Cliffsdoes hereby approve the issuance of an ON PREMISE 50/50 raffle license to theGUILD FORSISTERS OF ST. JOSEPH OF PEACE.

    BE IT FURTHER RESOLVED that raffle will be conducted on SEPTEMBER11, 2008, from 1:00 P.M. TO 2:00 P.M. at St. MICHAEL VILLA, 399 HUDSONTERRACE in the Borough of Englewood Cliffs.

    RESOLUTION 08-46

    TITLE: ACCEPT DONATION TO ENGLEWOOD CLIFFS POLICE DEPT.

    WHEREAS, Rema Foods, Inc. has donated $1,000.00 to the Englewood Cliffs Police

    Department; and

    WHEREAS, a check in the amount of $1,000.00 has been received by the Borough and has been

    deposited in the Boroughs Police Trust Fund account;

    NOW, THEREFORE,

    BE IT RESOLVED that the Englewood Cliffs Mayor and Council does hereby accept the

    generous donation of Rema Foods, Inc.

    RESOLUTION 08-47

    WHEREAS, Nancy Milne, Secretary to the Board of Adjustment for the Borough of Englewood

    Cliffs, has requested a leave of absence without pay from her duties as Secretary to Board of

    Adjustment until further notice; and

    WHEREAS, the Mayor and Council of the Borough of Englewood Cliffs is desirous of grantingsaid leave of absence.

    NOW THEREFORE BE IT

    RESOLVED, that the Mayor and Council grant Mrs. Milnes leave of absence with their verybest wishes and appreciation of Mrs. Milnes service as Secretary to the Board of Adjustment.

    Effective March 31, 2008.

    RESOLUTION 08-48

    TITLE: APPOINTTemporary Secretary to the Board of Adjustment

    BE IT RESOLVED, that the Mayor and Council of the Borough of Englewood Cliffsdoes hereby appoint Fran Marinuzzi to the position of Temporary Secretary to the Boardof Adjustment. The appointment is on a monthly basis, at a salary of $500.00 per month.

    BE IT FURTHER RESOLVED, that the Mayor and Council add the position ofTemporary Secretary with a monthly salary of $500.00, to the 2008 Salary Ordinance.

    Councilman Manolio moved the ordinance be given its first reading. So ordered.

    The Municipal Clerk read the said ordinance by title. Councilman Manolio moved the ordinance

    be adopted on first reading and published in the Press Journal on April, 2008.

    WHEREAS, trees can reduce the erosion of our precious topsoil by wind and

    water, cut heating and cooling costs, moderate the temperature, clean the air, producelife-giving oxygen, and provide habitat for wild life; and

    WHEREAS, trees are a renewable resource giving us paper, wood for ourhomes, fuel for our fires, and beautify our community; and

    WHEREAS, trees wherever they are planted, are a source of joy and spiritual

    renewal.

    NOW, THEREFORE, I Joseph C. Parisi Jr., Mayor of the Borough ofEnglewood Cliffs, do hereby proclaim April 25th as the 136

    thanniversary celebration of

    ARBOR DAY

    in the Borough of Englewood Cliffs, and I urge all citizens to celebrate Arbor Dayand to support efforts to protect our trees and woodlands; and

    FURTHER, I urge all citizens to plant trees to gladden the heart and promote thewell-being of this and future generations.

    COMMITTEE REPORTS:

    COUNCILMAN KASOFF: Legal, Transportation, Clean Communities

    Little League practice has begun, games begin April 12th. Total of 85 players for the two sections.

    COUNCILMAN PERIN: Sanitation, Lighting

    Two of four teams in soccer program made it to the finals. The three and four year old soccer clinic

    continues.

    COUNCILWOMAN NORTON: Fire, Finance, Recreation, Community Events

    Basketball concluded, great closing ceremonies. She participated in a drill with the police for trainingin a hostage situation in a school. Working on the budget. Budget meeting is this Saturday.

    COUNCILMAN PLAWKER: Police, Historical, Economic Development

    COUNCILWOMAN DRIMONES: Ambulance Corps, Beautification, Planning Board, BOE

    School Board election is coming up, she urged everyone to go out and vote. We are getting adiscount from Holy Name Hospital ambulance coverage due to their higher than anticipated

    insurance revenue.

    COUNCILMAN MANOLIO: DPW, Building & Grounds, Recycling, Bd. Of Adj.

    Board of Adjustment approved a rear yard variance on Jean Drive, they continued another hearing to

    next month.

    REPORT OF BOROUGH ENGINEER: Receiving bids on April 1st

    for the drainage project.As

    of this date 15 bidders have picked up specifications. We are anticipating an award at the end ofApril. Also beginning to meet with Mr. Bialko regarding 2008 Road Program.

    Mayor Parisi asked for a special meeting, if necessary, to award the bid for drainage project.

    REPORT OF POLICE CHIEF: Chief Bauernschmidt and several members of the policedepartment attended the senior citizen meeting. Brian Murphy demonstrated how to sketch a suspect.

    Officer Tracy gave information on EMTs and first aid. New officers introduced themselves. Officer

    Hill completed 13 years of service.

    REPORT OF DEPUTY CHIEF: Deputy Chief Cioffi thanked Councilwoman Lynn Norton for

    volunteering in the hostage drill. Residents of Englewood Cliffs have best chance of survival due to

    the extensive training of our police department.

    MAYOR PARISI: Englewood Cliffs successful in Citicorp tax appeal. The savings was almost onemillion dollars. Steven Muhlstock, Esq. and Jack Cattanach did a wonderful job. The Judge agreedwith their assessment. Englewood Cliffs is unique in its location and deserves a higher rate than

    municipalities located further away from New York. Also Citicorp is not just an office building.

    PUBLIC PORTION: On a motion by Councilman Manolio, seconded by CouncilwomanDrimones, the meeting was opened to the public. Carried.

    There were no comments from the public.

    On a motion by Councilwoman Drimones, seconded by Councilwoman Norton, the public portion ofthe meeting was closed. Carried.

    On a motion by Councilman Manolio, seconded by Councilwoman Drimones, the meeting was

    adjourned at 8:30 PM.
