July 21, 20168:30 A.M.

Newport, Oregon

The City of Newport Public Arts Committee met at the above date and time in Conference Room A of the Newport City Hall. In attendance were Catherine Rickbone, Cynthia Jacobi, Tom Webb, and Mary Peterson. Also in attendance were City Council Liaison Ralph Busby, and City Recorder/Special Projects Director Peggy Hawker.

CALL TO ORDER

Rickbone called the July 21, 2016 meeting to order at 8:30 A.M.

CHANGES TO THE AGENDA

It was noted that Kevin Greenwood, General manager of the Port of Newport, is unable to attend this meeting, and that the Port’s public art project update be scheduled in August.

It was requested that the “Before I Die” project, and the application for membership on the Public Arts Committee, be added to the agenda.

Hawker reported that an application for Committee membership had been received from John Burgund. The Committee requested that Burgund be invited to attend the August meeting to meet the Committee.

APPROVAL OF MINUTES – JUNE 16, 2016

MOTION was made by Peterson, seconded by Jacobi, to approve the minutes of the meeting of June 16, 2016, as amended. The motion carried unanimously in a voice vote.

“BEFORE I DIE” PROJECT

Rickbone distributed information related to the “Before I Die” project. She asked that Committee members keep this information for reference at a future meeting. She added that she would be sending a link to additional information.

REVIEW AND REVISION OF PERCENT FOR THE ARTS POLICY (RESOLUTION NO. 3589)

The Committee agreed to spend fifteen minutes reviewing and revising Resolution No. 3589. It was agreed to begin with Section 2(D.) at the next meeting. Hawker agreed to compile the changes for Committee review after the full document has been revised.

The eight final color selections were reviewed by the Committee. Artist, CJ Rench, participated by telephone, and weighed in on crispness of colors and edges, various aspects of the color selections, long term maintenance. The Committee chose the color selection submitted by Jacobi with the yellow accents. Rench agreed to prepare a mock up for Committee review.

BAYFRONT MURAL WALK – CONTINUED DISCUSSION

It was agreed to hold only one Bayfront mural walk, and that it be scheduled on August 25, 2016. It was agreed that a handout containing a map and photographs of the murals be available for all participants regardless of whether they were on a guided or self-guided tour. It was further agreed that the event would begin at 5:00 P.M., at the corner of Hatfield Drive and Bay Boulevard, with guided tours beginning at 5:00 P.M., and 6:00 P.M.

Hawker agreed to write to Bayfront restauranteurs to see if any wished to participate in the event by offering a discount to tour participants. Additional discussion included apprising the Chamber of Commerce of the event, press releases, checking with Bayfront galleries for interest in the event, and finding out from Committee Member, Bill Posner, what he might need to help in developing the brochure.

BAYFRONT MURAL PROJECT

It was decided that in the interest of time, that this item be discussed at the next regular meeting.

PUBLIC ART INVENTORY

It was noted that this item is an agenda place holder as it is an ongoing project that will require discussion from time to time.

COMMITTEE COMMENTS

Jacobi suggested a Mayoral proclamation for public art appreciation. Hawker agreed to find out if, and when, a national art appreciation week/day might be.

Jacobi reported that she had talked with Karen Murphy and Theresa Wisner regarding a piece of Bartow art for the city. She noted that the city is on the list as a recipient, but that there is no time frame for this to occur.

Webb reported that the Bartow show at the Visual Art Center contains 54 pieces that have been loaned by various people/groups.
