Asubmenunamed‘CHED-PP’hasbeencreatedinthemenu‘VeterinaryDocuments’.TheformatofaCHED-PPreferencenumberis:CHEDPP.II.YYYY.XXXXXXX,whereIIistheISOcodeofthecountry,YYYYistheyearofcreationandXXXXXXXistheCHED-PPreferencenumber.

II.1.1. exClusIon In sPeCIfIC Cases of addItIonal ConsIgnments

As for consignments under a re-enforced check procedure, it is now possible to exclude additionalconsignmentsappearinginthe‘AssociatedCVEDPtothisRe-enforcedCheck’table.TherequestforexclusionmustbesenttoTRACEShelpdesk([email protected])andcontaintheCVEDnumber,thecustomscodeoftheproductandthereasonsofsucharequest.TheCVEDstatusmustbe‘inprogress’.OnlyEC-ADMsareentitledtoexcludeaconsignment.

ThefollowingdatadisappearfromtheCVED:• thewarningmessageontheon-goingprocedure;• the ‘Re-enforced’ radiobutton indicating the ‘motivation’of the laboratory tests(box29 in the tab

‘Checks’);• the‘Re-enforcedCheck’taboftheHelpToDecision.Thatway,BIPsmaykeeponfillingintheirCVED,withouttheconsignmentbeingsubjecttotheprocedureimperatives.

Whenare-enforcedcheckprocedurehasbeenfulfilled,anotificationissenttoEC-ADMs,EC-userswithRASFFprofile,CCAsandBIPs.Non-EUCCAsareonlynotifiedof theprocedures concerning their owncountry.Thenotification e-mail is entitled ‘A Re-enforced Check procedure has been fulfilled’ and contains thefollowingdetails:thecommoditycodegrouplinkedtotheRECalongwiththename,addressandapprovalnumberoftheconcernedestablishment.

II.2.1. rejeCted ConsIgnments and nature of tHe BIPFromnowon,therejectedconsignmentsappearingunderthe‘SimilarRejected’taboftheHelpToDecisionarelistedaccordingtothenatureoftheBIP.Therefore,aconsignmentrejectedbyaportBIPonlyappearsforportBIPs.ConsignmentsrejectedbyaroadorrailBIParelistedforthesetwotypesofBIP.

Rejectedconsignmentsarelistedchronologically,fromthemostrecenttotheoldest.

AlltherejectedconsignmentsremainaccessibletoallBIPs,regardlessoftheirnature,viatheCVEDandtherejectedconsignmentsmenus.Notificationsonrejectedconsignmentsarestillsent.

II.2.2. reCalled Cveds

AsforCVEDswiththestatus‘rejected’,CVEDswiththestatus‘recalled’areaccessibleviatheCVEDmenutoallthecompetentauthoritiesoftheEU,oftheassociatedcountriesandoftheconcernedthirdcountry.ThirdcountryauthoritiesalsohaveaccesstoitviathehyperlinkintheclonedIMPORTcertificate.WhenthereisaRASFFnotification,theCVEDwiththestatus‘recalled’isalsoaccessibletoalltheEUandassociatedcountriescompetentauthoritiesandtotheconcernedthirdcountryviathehyperlinkinthisnotification.

In the tab ‘ImposedPhysicalChecks’,only the rateof checksmadeby theBIPand thecountryappears.

For goods for which exceptions have been applied by the legislation, it is now possible to validate aCVEDforwhichonlydocumentarycheckshavebeenconducted.Currently,inaccordancewithCommission Regulation(EU)No142/2011, 6onlywool–code5101–isconcerned.

II.4. sPlIt funCtIon

ItisnowpossibletosplitaCVEDwithonecodebutwithdifferentspeciesintosubsequentCVEDswiththesamecode,butwithadifferentnumberofspecies.IftheestablishmentselectedinaCVEDhasbeendeletedmeanwhile,itssplittingisnolongerprevented.

II.5. Horses for temPorary admIssIon

Tickingthebox‘TemporaryAdmission’intheadvancedsearchoptionsforCVEDAsallowsyoutodirectlylookforhorseswithtemporaryadmission.

‘The pending laboratory test conclusion for the following CEDs must be defined: …’

60daysafter thevalidationof theCED,aweekly reminder isalso sent to theCCAsof thisDPE.Thenotificationscannotbemanagedthroughthesubmenu‘ModifyUserProfile’.

ThecreationandvalidationofacertificatearethusregisteredaccordingtothelocaltimeandnottoBrusselstime anymore. TRAde Control and Expert System (TRACES)

isamanagementtoolfortracking movementsofanimals,productsofanimaloriginfrombothoutsideandwithintheEuropeanUnion.ItalsocoversimportstotheEuropeanUnionoffeedandfoodofnon-animaloriginaswell asplants, seedsand propagatingmaterials.

TRACES aims to improve the relationship between the private and public sectors, and to strengthen cooperation between EU parties. It aims to facilitate trade, to enhance the safety of the food chain and to protect animal health.

This system consolidates and simplifies the existing systems.It is a major innovation in improving the management of animal diseases and reducing the administrative burden on economic operators and competent authorities.
