MOTIVATION The terrorist attacks on Oslo and Utoya Island

The police operation … was poorly coordinated so it took longer than necessary. The understaffed Operations Centre … was overwhelmed by telephone calls. Communication problems causes resources to miss each other. Informal language usage and non-compliance with basic requirements for accurate communication in a crisis helped make a poor communication situation even more challenging.

The use of social media … give 22 July a unique simultaneity. Mobile phones, social media and swift news broadcasting meant that knowledge of the attack spread quickly from the crime sites to large parts of the population. Never before have the members of government personally received information by text messages, telephone calls and social media directly from victims, at the same time as they were supposed to be dealing with a national crisis.

A lack of information is a handicap for the ability to exercise control. Information is a prerequisite for being able to understand results and for the police force's real resource and expertise needs. It is also necessary to be able to optimise the use of human resources, to the scope of a mission and to be able to understand the practical consequences of new regulations and collective wage agreements.
