Basic Hydrogen Strategy 2017

From HP. of Prime Minister's Office

Hydrogen is an important option for renewable energy (R.E.);

Develop global liquefied hydrogen supply chains by 2030 (HESC Project). Focus on commercial-

scale production from low-cost sources (brown coal and R.E from overseas);

Promotion of fuel cell vehicles (800k by 2030) and hydrogen refueling stations (900 by 2030);

Commercialisation of hydrogen power generation and mass consumption of hydrogen (hydrogen consumption 5-10 million t/year, Power generation capacity 15-30GW).

On 26 December 2017, the Ministerial Council on Renewable Energy,

Hydrogen and Related Issues agreed on a Basic Hydrogen Strategy to

realise a world-leading hydrogen-based society.

1. Japanese Basic Hydrogen Strategy: towards hydrogen utilisation

On 23 October 2018, the Ministry of Economy, Trade and Industry (METI) and the New Energy and Industrial

Technology Development Organization (NEDO) will jointly hold a Hydrogen Energy Ministerial Meeting in

Tokyo. The meeting will bring together ministers from major countries, private companies and other stakeholders,

committed to realizing the hydrogen potential. Participants will exchange views on hydrogen developments in their

countries, share knowledge and explore international cooperation. They will also discuss future policies for the promotion of hydrogen utilisation globally.

(Whole of Government initiative)

CO2 emissions to produce 1Nm3-Hydrogen

[kg-CO2e/Nm3-H2] are comparable between

hydrogen produced from renewables and

hydrogen produced from brown coal with

carbon capture and storage (CCS).

Brown coal from Australia is key to achieving Japan’s 2030 clean hydrogen energy supply chain’s target

Gas turbine (GT) power generation will play an important role to enhance the stability of the electricity grid, by compensating intermittent power from renewables. KHI recently demonstrated a 100% hydrogen gas turbine. The Hon Tony Smith, MP, Speaker of the House of Representatives, attended the demonstration in April 2018.

Fuel substitution from natural gas (NG) to hydrogen can also address the intermittency of renewables with no CO2 emissions.

This will be complemented by hydrogen production from excess renewable power.

Hydrogen gas turbine

On 19 and 20 April 2018, KHI unveiled a world-first 100% hydrogen gas turbine.

This technological innovation is an important milestone that brings us one step closer towards the

realisation of KHI’s hydrogen vision.

It proved heat and power generation from pure hydrogen fuel.

Hydrogen Council

Composed of 39 leading companies in energy, transportation, manufacturing and trading sectors. 24 steering members (photo above, plus: 3M, Bosch, China Energy, Great Wall Motor, JXTG Energy and Weichai) and 15 associate members.

A global initiative which advocates the long term objective of integrating hydrogen in a new, carbon-free, global energy economy.

Understanding the importance of hydrogen for the global energy transition, the Hydrogen Council aims to create an effective action plan with Governments and other stakeholders.

Hydrogen Council: Vision 2050

Hydrogen market is forecast to reach 2.5 trillion dollars and create 30 million employment globally.

Contribute to 18% of energy demand and 20% of CO2 reduction

CO2 reduction of 6 billion t/year(50 billion t/year as of 2010 including feed stock).
