FINANZIARIA LIGURE PER LO SVILUPPO ECONOMICO
Il 25 maggio di quest'annoRenzo Piano, uno degliarchitetti più famosi del
mondo, ha presentato nel PortoAntico di Genova “l’affresco”:il suo sogno per il futuro dellacittà.
Un sogno estremamente concre-to, che individua le linee-guidadi sviluppo urbano per unaGenova in cui si lavori e si vivasempre meglio. Un sogno (di cuiB2L, riferisce dettagliatamentenelle sue pagine interne) cheera cominciato a maturare quan-do il Presidente di RegioneLiguria, Sandro Biasotti, chieseal grande architetto genovese direnderci tutti più padroni delnostro destino grazie a unaVisione condivisa e proiettatanel tempo. Renzo Piano lo hafatto, ma ad una condizione:che fosse un suo personale“dono” alla nostra gente.Qui di seguito riportiamo ledichiarazioni del PresidenteBiasotti che ha personalmentevoluto e saputo creare le condi-zioni perché tale prestigiosa“donazione” avvenisse.“Il mio unico merito - ci dice -è stato quello di bussare allaporta dello studio di RenzoPiano sei mesi fa, pregandolod i r i d i s e g n a r e i l p o r t o .Inizialmente la risposta fu un‘no’. Ma avevo capito che nonera un vero rifiuto ed infatti 15giorni dopo è diventato un ‘ni’.Poi un ‘si’.
Io cercavo qualcuno che risolves-se le attuali contraddizioni fracrescita del porto e città, rias-sunte in un Piano regolatore por-tuale che sui riempimenti a Voltriscrive tutto e il contrario ditutto, che vorrebbe spostare ilPorto Petroli ma non dice dove,con un aeroporto non più anorma e che funziona solo graziealle deroghe.
Ora, dopo sei mesi di elaborazio-ne, l’affresco di Piano rispettatutte le condizioni gli che indicaicome pregiudiziali e che lo stes-so Renzo Piano condivise. Cioè -innanzi tutto - il rifiuto di nuoviriempimenti.Grazie alla generosità intellet-tuale, al genio di questo archi-tetto genovese che tutto ilmondo ci invidia, abbiamo unprogetto dove non si perdonoposti di lavoro offrendo un qua-dro organico di razionalizzazio-ne. Un disegno che significherà- tra l’altro - grandi investimen-ti: 4 miliardi di Euro in diciottoanni, da Voltri alla Fiera.Investimenti - va ricordato - chesi aggiungono agli 11 già previ-sti per le Grandi Opere di infra-strutturazione: Terzo Valico,raddoppio autostradale delPonente ligure, nodo ferroviariogenovese, Pontremolese,by-pass di Voltri.Tra l’altro, un volanostraordinario di sviluppoper il nostro territorio”.
On 25 May this year PortoAntico in Genoa was thevenue for a presentation by
Renzo Piano, one of the world’s mostfamous architects, of “the fresco”:his dream for the city’s future.
An extremely concrete dream, settingout urban development guidelines fora Genoa that offer its inhabitants evenbetter working and living conditions.A dream (see inside pages of B2L formore detailed report) that wastriggered off when the President ofthe Regione Liguria (Liguria RegionalAuthority) Sandro Biasotti asked thegreat Genoa born architect to give usmore control over our destiny with ashared Vision projected over time.Renzo Piano complied with this request,but on one condition – that it be hispersonal “gift” to our people.The story is told below by PresidentBiasotti, who personally wanted andmanaged to create the ideal conditionsfor this prestigious “donation”.“I can only take credit”, he tells us,
“for being the one who knocked atthe door of Renzo Piano’s workshopsix months ago, asking him to
redesign our port. Initiallyhis answer was no. But Iknew this was not a realrefusal and in fact 15 dayslater it became ‘maybe’;
then ‘yes’.
I was looking for someone to resolvecurrent inconsistencies in the growth ofthe port and the city, summarised inan urban development plan full ofcontradictions regarding the Voltrilandfill site, which wants to move PortoPetroli without specifying where, with anairport that is no longer compliantwith the law and which is only inbusiness thanks to special dispensations.
Now, after six months processing,Piano’s fresco respects all the preliminaryconditions I laid down, which Renzo Pianohimself agreed upon. Above all, in otherwords, no more new landfill sites.
Thanks to the intellectual generosityand genius of this Genoa architect thatthe whole world envies us, we have aproject where no jobs will be lost andwhich offers an organic outline ofrationalisation. A plan that amongother things will call for greatinvestment: 4 billion Euros in eighteenyears from Voltri to the Fiera.Investments that must be added to the11 already scheduled for the GreatInfrastructure Works: the Terzo Valico(third mountain pass), doubling of themotorway lanes on the Western Liguriacoast, Genoa’s railway junction,Pontremolese, the Voltri bypass.Among other things an extraordinarydriving force behind the developmentof our territory”.REGIONE LIGURIA
Tutte le foto aeree scattatesopra l’avanporto, verso ilcanale di calma compreso
tra le dighe foranee e i bacini dellaLanterna, di Sampierdarena e del-l’aeroporto, indicano chiaramenteche la forma logica, quasi ovvia, delporto futuro non può essere chequella di uno scalo in linea, che sisviluppi seguendo l’andamento dellebanchine esistenti. Una volta realiz-zati i tombamenti previsti dalPiano RegolatorePortuale, una voltacompiuto il pro-cesso di dismis-sione delle acciaie-rie, si otterrà unalunga linea d’ap-prodi che incon-trerà, però, nel-l’aeroporto il principale ostacolo.Già oggi, infatti, l’operatività dell’a-rea compresa tra Ponte Canepa e lafoce del Polcevera è tenuta sottoscacco dal cono d’atterraggio degliaerei. Ancor più problematica sarà,quindi, la futura agibilità delle ban-chine che, a ponente, si renderannodisponibili in seguito alla soppres-sione delle attività industriali.
Ecco, dunque, che la traslazione amare della pista dell’aeroportocostituisce una scelta necessaria,quasi obbligata, se si vuole ottene-re un’efficace operatività portuale agrande scala. Con questa sola mossasi otterranno, infatti, diversi risul-tati di grande momento.In primo luogo si avrà uno sviluppo dibanchina, pressoché ininterrotto dicirca otto chilometri, dotato di ampiesuperfici di manovra. L’andamento ret-
tilineo del nuovoporto attrarrà final-mente le grandinavi post-panamache oggi disertanolo scalo genovese.Queste potrannofacilmente imboc-care a levante il
canale di calma esistente, effettuare leoperazioni d’imbarco e sbarco in tempiparticolarmente rapidi, quindi uscireagevolmente a ponente. Infine, tuttolo specchio acqueo portuale saràfinalmente svincolato dalle servitùimposte dall’aeroporto e, nel contem-po, la compattezza e la linearità del-l’impianto permetteranno una miglio-re accessibilità stradale e ferroviaria.
All the aerial photos takenover the outer harbour,towards the entrance
channel, including the area betweenthe seawalls and the Lanternabasins, Sampierdarena and theairport, clearly show that the onlylogical option for the shape of thefuture port is linear, to be developedfollowing the direction of theexisting quays. Completion of fillingin planned by the Harbour UrbanDevelopment Plan and closure of thesteel works will give a long line oflandings, with the only obstacle thenbeing the airport.In fact operationsin the areabetween PonteCanepa and themouth of thePolcevera arealready being heldin check by theaircraft-landing cone. Practicabilityof the quays that will becomeavailable for use to the westfollowing closure of the industrialarea will therefore become even moreproblematic in the future.At this point moving the airportrunway out to sea becomes anecessary choice, obligatory if we
want to achieve effective large-scaleharbour operations. In fact only bydoing so will various momentousresults be achieved.In the first place the quays will runpractically uninterrupted for almosteight kilometres, with plenty of roomfor haulage. The rectilinear course ofthe new port will finally attract thelarge post-Panama ships that for the
moment havedeserted theGenoa harbour.These will easilybe able to sailfrom the east intothe existingentrance channel,carry out rapid
loading and unloading and then setsail again without problems to thewest. Finally, the whole area of waterin front of the port will no longerhave to grant right of way to theairport and at the same time thecompactness and linearity of thecomplex will enable better road andrail access.

An Island for the Shipyards
L’attività della cantieristicanavale rappresenta per Genovaun comparto industriale di
grande importanza e in continuaespansione cui è indispensabilegarantire tutto il supporto logisticonecessario, sia in termini di spazi,sia in termini di accessibilità. Learee oggi occupate da tali funzionisono, tuttavia, strategiche per com-pletare il processo di riqualificazio-ne del fronte a mare cittadino.L’attuale localizzazione della cantie-ristica navale costituisce, infatti,una vera e propria anomalia urbani-stica che penalizza non solo la cittànel suo insieme, ma anche e soprat-tutto le stesseattività indu-striali interessa-te. Con l’intentodi risolvere taleanomalia è stataipotizzata lacostruzione diun’altra isolaartificiale, darealizzarsi con le stesse tecnologiepreviste per l’Isola dell’Aeroporto eda posizionarsi di fronte al Bacino
di Sampierdarena, nel tratto com-preso tra Ponte Libia e PonteRubattino. Anche questa sarà colle-gata alla terraferma con un tunnelsottomarino sufficientemente ampioda garantire l’accessibilità a tutti imezzi pesanti, e sarà protetta dalmare aperto da nuove dighe foranee.Quest’isola avrà una lunghezza didue chilometri e una larghezza dicentocinquanta metri, e avrà quindiuna superficie complessiva di circa300.000 metri quadrati, ossia ditrenta ettari.
Sulle due testate dell’isola potrannoessere localizzati bacini di carenag-
gio delle dimen-sioni atte allariparazione dellegrandi navi con-temporanee.

potrà essere attuato per gradi, cor-rispondenti alle varie fasi di costru-zione della nuova struttura.
The shipyard businessrepresents for Genoa anindustrial sector of great
importance, which is undergoingcont inual expansion that ca l l sfor guaranteeds u p p o r t f o rthe necessarylogist ics, bothin t e rms ofs p a c e a n da c c e s s i b i l i t y .However thisactivity currentlyoccupies areasthat are strategic for completingredevelopment of the city’swaterfront. In fact, the presentlocation of the shipyardsrepresents a true town planninganomaly that penalises not onlythe c i ty as a whole, but aboveall the industrial activitiesthemselves. In order to resolvethis, construction of a furtherartificial island has beenhypothesised, to be createdopposite the SampierdarenaDocks in the stretch between PonteLibia and Ponte Rubattino, using
the same technologies plannedfor the Airport Island. This toowi l l be l inked to the mainlandby an underwater tunnel; largeenough to guarantee accessibility for
all heavy trafficand protectedfrom the opensea by newseawalls. Thisisland will betwo kilometreslong and onehundred and fiftymetres wide and
will therefore have an overallsurface area of around 300,000square metres or thirty hectares.
The two ends of the island could beused for dry docks big enough forcarrying out repairs on modern daylarge ships.
Transfer of the shipyards fromtheir current location to theisland could be carried out instages corresponding to thevarious construction phases of thenew structure.

La scelta strategica, fonda-mentale, su cui s’imperniala nuova visione del Porto di
Genova consiste nello spostamen-to a mare della pista dell’aeropor-to, su un’isola artificiale, postadi fronte allapista attualee collegataalla terrafer-ma per mezzodi un tunnelparte sotter-raneo, partesottomarino.Questa nuova superficie potràessere realizzata in tempi relati-vamente brevi evitando i tradizio-nali riempimenti con terreno diriporto, ricorrendo invece ad unastruttura mista composta essen-zialmente da pali e da cassoni dicemento armato prefabbricati eopportunamente affondati. La nuova isola aeroportuale avràuna lunghezza di 3.620 metri euna larghezza di 390 metri.Dimensioni tali da garantire, per ilnuovo scalo aereo, l’attribuzionedella classe “D”, rendendo cosìpossibile un incremento dei volipari a circa il 30% del trafficoattuale. Oltre alle piste, agli han-gar, agli spazi e alle attrezzatureper gli aerei, troveranno postosull’isola, la torre di controllo eun terminal per i passeggeri inarrivo e in attesa d’imbarco.L’aerostazione vera e propria saràinvece localizzata non moltodistante dall’attuale, comunqueprossima ad altri spazi e attivitàurbane, in modo d’assicurare una
maggiore interazione con la città,sia in termini funzionali, sia intermini di accessibilità. Oltre ad essere dotata dei neces-sari parcheggi, costituirà essastessa il capolinea occidentale
della nuovamono ro ta ia ,r i s u l t a n d ocosì rapida-mente rag-giungibile siadal levante,sia dal centrocittadino. La
nuova aerostazione ospiterà nonsolo le attività connesse al traffi-co aereo, ma anche spazi apertialla città e al vicino porticciolo diSestri Ponente. Sarà inoltre inseri-ta in una cornice verde che, senzasoluzione di continuità, colleghe-rà al mare il grande parco degliErzelli in cui è prevista la realiz-zazione del Progetto Leonardo.
This new vision of GenoaPort revolves around thefundamental strategic
choice of moving the airportrunway out to sea onto anartificial island, positionedopposite the present runway andlinked to the mainland by atunnel that will be in partunderground and in partunderwater. This new surface area will be builtin a relatively short period oftime, avoiding the traditional useof filling material and using analternative mixed structurecomposed essentially of piles andprefabricated reinforced concretecaissons, sunk onto the seabed.This new airport island will be3,620 metres long and 390metres wide. These measurements will guaranteeclass “D” certification for the newairport, thus enabling an increasei n f l i g h t s o f a r o u n d 3 0 %of presenttraffic. As well asr u n w a y s ,h a n g a r s ,spaces andapparatus forthe aeroplanes,there will beroom on the island for the controltower and a new arrivals anddepartures terminal. The airport itself will however belocated not far from the presentone, near to other urban spacesand businesses, ensuring greaterinteraction with the city in termsof both function and access. As well as offering the necessarycar parking, it will represent thewestern terminus for the newmonorail, thus being rapidlyreachable both from the east andfrom the city centre. This new airport will host not onlyflight related activities but alsospaces open for the city and thenearby small port of Sestri Ponente.
It will also beinserted intoa green beltto form acontinual linkfrom the seato the largeErzelli parkwhere the
Leonardo Project is planned totake place.

Lo specchio acqueo corrispon-dente all’attuale Porto Petroli,compreso tra il Petrolchimico
di Multedo, l’area Fincantieri, gliapprodi della Lega Navale di SestriPonente e la pista dell’Aeroporto,rappresenta oggi un universo caoti-co, un ambiented e g r a d a t o emarginale.
La prevista tra-sformazione adusi portuali dellapista dell’aero-porto, offre lapossibilità di crearvi, sulla testataoccidentale, una nuova zona d’or-meggio per le petroliere.
In tal modo, gli approdi oggiusati allo scopo possono esseretrasformati inpa r te in unnuovo porticcio-lo turistico, perc i r c a 1 . 5 0 0barche, in partetombati per offrirea Fincantieri lenuove superficinecessarie all’e-spansione delleproprie attività.
Ciò porterebbe, inoltre, alla dis-missione delle aree occupate daicapannoni posti tra via Merano e la
ferrovia, che potrebbero essere cosìrestituite alla città come parcourbano.
L’insenatura in cui sfocia il torrenteChiaravagna, sarebbe poi in partecolmata e risistemata a verde
pubblico in mododa co l l ega r s ial grande parcoche scende ràda l l a c o l l i n adegli Erzelli.

sarà opportunamente imbrigliato edotato di un ampio invaso che, oltrea costituire un lago artificiale, avràanche la funzione di vaso d’espan-sione in caso d’alluvione.
Tale parco arri-verà direttamen-te sul bordo delmare affaccian-dosi sul nuovoporticciolo pre-visto per la LegaNavale e peraltri club nauti-ci, che avrà unacapacità di circa
1.500 posti barca e che sarà adiretto contatto con la nuovaAerostazione, nonché con la sta-zione d’arrivo della nuovaMonorotaia.
The area of water thatcorresponds to the presentday Porto Petroli, between
the Multedo Petrochemical works,the Fincantieri area, the NavalAssociation landings in SestriPonente and the airport runway, isat the moment achaotic universe;a deteriorated,e m a r g i n a t e denvironment.
P l a n n e dtransformation ofthe airport runway for port use offersthe possibility of creating a newberthing zone for petrol tankers at itswesternmost point.
In this way the berths currently usedfor this purposecan be partiallytransformed intoa new touristport for around1,500 boats, inpart filled in tooffer Fincantierithe new surfacearea necessaryfor expansion ofits activities.
Furthermore, this would lead toclosure of the areas occupied by theshed located between via Merano
and the railway, which in this waycould be given back to the city asparkland.
The inlet at the mouth of theChiaravagna torrent would then bepartially filled in and redeveloped
as a public greenbelt so that itlinks to thegreat park thatwill cover theslopes of theErzelli hill.
The sea mouthof the Chiaravagna will beappropriately harnessed andtransformed into a large harbourbasin that, as well as creating anartificial lake, will also act as anexpansion tank in the event of
flooding.
This park willreach right downto the shore,overlooking thenew harbourplanned for theLega Navale (NavalAssociation) andfor other sailing
clubs, with a capacity of around1,500 boats and in direct contactwith the new Air terminal, aswell as with the terminus for thenew Monorail.

Il lato occidentale del grande riempi-mento con cui è stato realizzato ilPorto di Voltri si presenta oggi come
una porzione di terreno accidentato,ingombra di rottami e di detriti, diffi-cilmente praticabile e comunquecaratterizzata da un diffuso degrado.Si propone, dunque, di estendereanche a tale zona l’intervento di boni-fica e di risistemazione a verde pub-blico già intrapreso sulla fascia dirispetto, creando inoltre una condottasotterranea che permetta il ricircolotra le acque del canale di calma, oggi
quasi stagnanti, e il mare aperto.
Sempre in tale zona potrebbe trova-re sistemazione un piccolo porto peri pescherecci, nei cui pressi dovreb-be essere edificato un apposito mer-cato del pesce.
Sull’angolo sud-ovest del riempi-mento del Porto di Voltri potranno,infine, essere realizzati cinquenuovi accosti roll on – roll off per leAutostrade del Mare, dotati deinecessari spazi di manovra a terra.
The western side of thegreat landfill site usedto create the Port of
Voltri is today a wasteland ofscrap and debris, totallyimpracticable and characterisedby widespread decay. Theproposal is therefore to extendthe reclamation plan to this zoneas well and to turn it into apublic green belt, with workalready underway on the bufferzone, also creating anunderground channel for re-circulation of the currently almoststagnant water in the entrancechannel and the open sea.
This zone could also have a smallfishing harbour built into it,with a building for a fish marketnearby.
Finally, five new roll on-roll offhaulage points for the Main SeaRoutes could be built on thesouth-west corner of the landfillsite of Port of Voltri, equippedwith the necessary space forland haulage.

Il Nuovo Lungomare Urbano tra il Molo Vecchio e la Fiera
La presenza dei cantieri navalisul Molo Giano è oggi insuffi-ciente ai bisogni delle ripara-
zioni navali, inoltre vincola l’usodegli accosti lungo le calate Gadda,Boccardo e Grazie, ma soprattuttoimpedisce di portare a termine l’o-pera di risistemazione del fronte amare della città, iniziatasi con lariconversione del Porto Antico. Oltrea ciò, l’attività cantieristica causaun notevole traffico di mezzi pesan-ti proprio in uno dei punti più deli-cati di tutto il sistema viabilisticogenovese. Sono dunque evidenti ivantaggi che lacittà avrebbedallo spostamentodei cantieri navalisulla nuova isola aloro dedicata. Ciò,infatti, permette-rebbe la creazionedi un nuovo gran-de porticciolo per la nautica dadiporto, ottenuto riconfigurandoCalata Gadda e allineando CalataBoccardo con Calata Grazie, in mododa collegare in linea retta la zona diPorta Siberia con quella dell’exBatteria Stella. Si avrebbe così unapasseggiata a mare che partendodalla Darsena, con percorso ininter-rotto, arriverebbe a Boccadasse.Una volta sostituita la Sopraelevatacon il tunnel sottomarino, si potreb-be poi studiare un’efficace connes-sione tra il nuovo lungomare e ViaMadre di Dio, la collina di Sarzano e
il Centro Storico. La riconversione diquesta porzione di porto permette-rebbe poi di affrontare il problemadella stagnazione delle acque inter-ne. Si prevede, infatti, di riavvicina-re il mare, quanto più possibile, alleMura di Malapaga, scavando sui duelati il Molo Vecchio, possibilmente
fino a scoprirne lemurature più anti-che. Con un con-dotto sottomarinosi potrebbe poicollegare lo spec-chio di CalataMarinetta conquello di Calata
Gadda; quindi, tagliando alla radiceil Molo Giano, si otterrebbe un col-legamento diretto col PorticcioloDuca degli Abruzzi e con quellodella Fiera.
I bacini di carenaggio disposti apettine lungo il Molo Giano potreb-bero essere quasi integralmentemantenuti in modo da consentire, inun primo tempo, un trasloco gra-duale delle attività cantieristiche,quindi l’attracco di vecchie navi daadibirsi, come avviene altrove, adusi alberghieri.

In addit ion tothis shipyard activity causesconsiderable heavy traffic preciselyhere in one of the most delicatepoints of the entire Genoa roadsystem. The city would thereforereap obvious advantages from
moving the shipyards to the newisland built specially for them. Thisin fact would permit creation of alarge new harbour for pleasurecrafts, achieved by reshaping CalataGadda and lining Calata Boccardoup with Calata Grazie, so as to linkthe Porta Siberia and the exBatteria Stella zones in a straightline. In this way a seafrontpromenade would be formed,starting from the Darsena andcontinuing uninterrupted toBoccadasse. Once the Sopraelevata(Flyover) has been replaced by an
underwater tunnel, studies could bemade for an effective link betweenthe new seafront and Via Madre diDio, Sarzano hill and the HistoricCity Centre. There, conversion ofthis area of the port would thenenable the problem of stagnation ofits internal waters to be tackled.
