The CC/PUWP Instruction "On Tasks, Authority, and Structureof Party-Political Organs as well as Party Organizations in theArmed Forces of the PPR" was introduced into the PPR Armed Forcesas of 1 September 1982 through Minister of National DefenseDirective No 30/MND of 5 June 1982 (Ministry of National DefenseJournal of Orders [Dziennik Rozkazowl, item 34).

At the same time the following lost their validity:

1. CC/PUWP Secretariat Instruction "On Tasks, Authority andStructure of Party-Political Organs, the Political Apparatus,and Party Authorities in the PPR Armed Forces" introducedinto the Armed Forces through Minister of National DefenseDirective No 32/MND of 30 July 1980 (MND Journal of Orders,item SO);

Organizations in the Armed Forces ot thePolish Peoples Republic

The Polish Peoples Armed Forces is a new, socialist-typearmy. At the source of its coming into being was the politicalthought of the Polish social left active in the country occupiedby the Hitlerites and in emigration in the USSR as well as theunyielding will of the working p eople' during World War II. It isthe perpetuator of the progressive and revolutionary, patrioticand internationalistic traditions 'of the Polish nation.. Activelyparticipating in the life of'the community, it makes a realcontribution to the consolidation of the socialist state, and isa durable link in the Warsaw Pact defense community.

The Polish United Workers Party, guided by the requirementsof the international situation and the needs and capabilities ofthe nation, determines the country s defense policy. Its leadingrole in regard to the armed forces is demonstrated in itsfunction as a political director, formulator of ideological-indoctrination policy, and exponent of personnel policyprinciples.

Party organizations in the PPR Armed Forces constitute anintegral part of the Polish United Workers Party. Commanders,the party-political apparatus, party authorities andorganizations as well as those of the youth in the armed forcesguarantee the pursuit of a consistent party-political line in thearmed forces and implementation of statutory resolutions of PUWPauthorities; they create conditions conducive to activation ofall military personnel for social service and activity; theyguarantee proper fulfillment by the armed forces of theconstitutional functions and tasks inherent in their membershipin the coalitional defense system of the Warsaw Pact.

The present instruction generalizes the experiences of manyyears in the field of party-political work in the armed forces;defines the goals, tasks, structure, and authority as well as thefunctional principles of party-political organs* in the armedforces in peacetime; and regulates the cooperation of the party-political apparatus with other organs of the armed forces.

CHAPTER I

GOALS, DIRECTIONS AND TASKS OFPARTY-POLITICAL ACTIVITY IN THE PPR ARMED FORCES

1. The goals, directions, and tasks of party-political activityin the PPR Armed Forces are defined'by:

1) PUWP statutes, PUWP congress resolutions, CentralCommittee and Political Bureau resolutions and guidelines,as well as decisions of the highest state authorities;

2) orders, directives, and guidelines issued by the Ministerof National Defense, chief of the Main Political

- Directorate of the Polish Armed Forces, as well as - -appropriate commanders and deputies for politicalmatters*--the chiefs of party-political organs;

3) resolutions of conferences, party authorities, and meet-ings of the basic party organizations of the armedforces--in accordance with organizational structure andauthority.

2. The essential goal of the party-political activity in the PPRArmed Forces is to propagate and intensify the socialistconsciousness and ideological-political solidarity of the armedforces; consolidate all elements of the armed forces combatreadiness through appropriate party-political activities; andinfluence soldiers to be socially active and show initiative anddedication.

* The terms "commander" and "deputy commander for politicalmatters" should be understood to include also chiefs,commandants, directors and their deputies for politicalmatters.

3. In order to attain the above goals the commanders, party-political apparatus, and party and youth organizations of the PPRArmed Forces are obligated to do the following:

1) In the field of shaping ideological, moral, patriotic, andcivic attitudes:

a) constantly raise the level of sociopolitical and civicknowledge of the soldiers, strengthen their trust inthe PUWP program and policy; promulgate socialistideology, publicize the theoretical attainments of theMarxist-Leninist classics, teach how to use Marxistmethodology in assessing all possible sociopoliticalphenomena;

b) teach the soldiers to think from the standpoint of thestate and nation; educate the. committed [soldiers] asactive, idealistically and socially, builders of thestate as well as the nonprofessionals as defenders ofPeoples Poland;

c) awaken the feeling of pride in the contribution ofPoles in the struggle for national independence,progress, and development of universal civilization;

d) deepen and spread the political knowledge and thehistorical consciousness of the professional cadre,their families, military conscripts, and militarycivilian employees;

e) propagate a scientific world outlook and secular viewsof the cadre, military conscripts, military civilianemployees, and military families;

f) form emotional attachment to progressive nationaltraditions and Polish culture, traditions of the Polishworkers movement, achievements of combat units andveterans of the struggles for freedom; respect for suchsymbols as state emblems, national colors, anthem,military banners as well as places of battles, and warand martyrdom monuments of the Polish nation;

g) educate soldiers in the progressive and revolutionarytraditions of the Polish nation and arms, andspecifically the. combat and peace traditions of thePolish Peoples Army as well as the present and futuretasks of building socialism;

h) consolidate internationalist consciousness and afeeling of community of the Polish nation with thenations of the socialist states, primarily the SovietUnion, and specifically firm up brotherhood in armswith soldiers of the Soviet Army and other armies of

-the Warsaw Pact;

i) perfect the ability to recognize forces hostile toPeoples Poland, analyze the strategy and tactics oftheir operations; train the cadre in forecasting thedevelopment of the politicomilitary situation and inplanning and organizing progress-oriented ideologicaland educational activities;

j) educate soldiers in the spirit of relentless strugglewith the enemies of socialism and of the Polish nation,sensitize them systematically to the constant threat topeace on the part of imperialism, intensify theirvigilance, adherence to principles, and resistance topolitical diversionary activity of the class enemy,actively resist attempts of hostile opinions and viewsto penetrate the armed forces;

k) observe consistently in daily life the moral andethical norms of behavior and community life containedin the "Principles of Professional Ethics of the PolishPeoples Soldier" and the "Proper Behavior ofProfessional Soldiers of the Polish Peoples ArmedForces

1) spread broadly-conceived culture, broaden the culturalinterests of the military community, instill motivationfor an all-round development of personality throughactive cultural participation, encourage development ofamateur creativeness, cooperate with area cultural,educational, youth, and sport institutions.

2. In the field of combat readiness and military disciplineand order:

a) strengthen the soldiers moral and political solidarityand firm up within the feeling of personalresponsibility for conscientious performance of tasksin the military service; provide ideological motivationfor the soldiers discipline and strengthen theirdeepest conviction on the necessity of a fullcompliance with their oath and military regulations;

b) strengthen [the principle of] one-man command, usingthe rational argumentation that it is the fundamentalprinciple of reliable functioning of the armed forces;

c) reinforce the consciousness of exemplary execution oftraining and educational tasks; create conditionsfavorable to the improvement of military and generalknowledge, acquisition of new military specialties;increase greater care of weapons and militaryequipment; popularize and enrich the spirit ofleadership and competition and inventiveness andinnovation; popularize the idea of soldier civilactivities;

d) formulate and deepen among the soldiers the compellingneed for attaining the best possible training results,and inspire soldierly and civic ambition, activity anddevotion to service;

e) implement all rational conclusions and proposals ofparty and youth organizations, social organizations andinstitutions, as well as of the individual soldiersaiming at ensuring exemplary execution of militarytasks, improvement of the training and indoctrinationprocess, improvement .of social and living conditions,and strengthening of military .discipline;

f) instill a sense of coresponsibility among soldiers andarmy civilian employees for effective and thriftyhandling of military assets; uncompromisingly combatmanifestations of thriftlessness and abuse of officialposition and social function for private gain;

g) participate actively in implementation of personnelpolicy; discriminately and objectively influence theselection and assessment of personnel, laying stressparticularly on ideological and moral criteria and onmilitary qualifications; show concern for popularapproval for decisions on personnel; publicize profilesof outstanding soldiers and civilian employees and theresults of their work and experience in the field oftraining, schooling, and civic activity.

3) In the field of developing socialist interpersonalrelations:

a) show constant concern for soldiers,. aid them in solvingtheir personal and family problems; develop--takinginto consideration their cultural background and mutualgood will--socialist relations among the soldiers,superiors, and subordinates, the older and the younger;suppress manifestiations of callousness and arrogance;examine thoroughly and resolve petitions, complaints,and suggestions in a friendly manner for the soldiers,families of cadre and civilian employees;

b) show concern for the refinement of command and control,combining strict demands with respect for personaldignity and recognition for military hardships; contestmanifestations of contemptuous or formal relations withpeople;

c) cooperate with appropriate official and social centersin order to provide the cadre; conscripted soldiers,civilian employees, and military families proper socialand living conditions and culture-enhancing recreation.

4) In the field of improving party-political activities:

a) observe consistently the Leninist principles and normsof party life and particularly socialist democracy anddemocratic centralism; encourage .criticism* and self-criticism; expose and denounce all negative phenomenaof military life;

b) induce constantly party members and candidates toenergetic activity in official and social affairs, andregularly assess the results of their efforts,particularly in training and in service;

c) improve the methods of recognizing and developing theattitudes of soldiers and make timely observation ofall tendencies indicating changes in this regard;increase the feeling of responsibility of the cadre forthe moral and political state and discipline, nurtureits sensitivity to negative phenomena; provide honestinformation to. superiors and subordinates on theexisting situation and show the sources and causes of a

bad situation; effectively initiate preventivemeasures;

d) apply in party-political activity the principle ofscientific organization of work and constantlysearch--through research and experimentation--effectivetraining methods;

e) inspire and propagate among commanders, party-politicalapparatus, and party and youth organizations the bestexperiences in training and indoctrination work;

f) learn and apply--in accordance with the needs of thePPR Armed Forces--experiences of party-political workof the Soviet Army and the other armies of the WarsawPact member states

g) improve the content and form of party leadership inyouth organizations and provide them with all-roundassistance in execution of their tasks;

h) conduct intensive political and indoctrinization workamong civilian employees of. the armed forces and themilitary families; cooperate in this matter with civicorganizations and institutions operating in thesecircles; influence the work of these organizations,benefit by their observations and opinions,. and conductappropriate consultations on decisions and resolutionswhich are to be formulated and which are very importantfor the military unit (institution)

i) organize a system of control and regularly analyze theeffectiveness of ideological and indoctrination workand utilize conclusions resulting from comprehensiveassessments for improvement of the effectiveness ofparty-political activity;

J) improve the preparedness of the party-politicalapparatus, party and youth aktivs for party-politicaland ideological and indoctrination work under combatconditions;

k) make certain that commanders, staff officers, andmilitary institutions directly participate inideological and indoctrination work conducted inmilitary units;

1) guided by the principle of cost-result correlation,handle efficiently and thriftily the material andfinancial means set aside for party-politicalactivities.

5) In the field of ties between the military and society:

a) benefit, for indoctrination purposes, from thetraditions of the Polish Peoples Armed Forces and theircontribution to: victory over Fascism and cocreationand preservation of the peoples authority;strengthening of the peoples state, development ofdemocracy and socialist renewal; as well as overcomingthe sociopolitical and economic crisis;

b) propagate information on defense tasks and militaryparticipation in building socialism in Poland;. showconcern for a high degree of military authority insociety; maintain and constantly strengthen contactswith the laboring people and particularly with theworking class;

c) develop civil activity of the soldiers in efforts onbehalf of society and the national economy; encouragethem to acquire and improve during their militaryservice skills which are useful in the nationaleconomy;

d) expand cooperation with area party and youth committeesand organizations, organs of state authority andadministration, communal-defense and combatantorganizations--chiefly in the field of patriotic anddefense indoctrination of the community;

e) broaden and intensify cooperation with creativecenters, particularly with the young creativeactivists; encourage them to take up the theme ofpatriotism and defense and enable them to have directcontact with military life and training;

f) incline the local mass information and propaganda meansas well as youth and social organizations to take upthe subject of patriotism and defense and to strengthensociety ties with the military;

g) develop cooperation with law and order organs,particularly the Citizens Militia and the VolunteerReserve of the Citizens Militia in the interest ofprotection of social property, providing security forthe citizens, and combatting violations of law andpublic order;

h) maintain regular contacts with reserve soldiers andretired cadre; cooperate closely in this regard-withthe National Defense League and Association of FormerProfessional Soldiers;

i) give assistance to families of deceased soldiers,soldiers injured in performance of their officialduties, as well as former professional soldiers who arehandicapped and alone.

CHAPTER II

PRINCIPLES OF SUBORDINATION AND AUTHORITY OFPARTY-POLITICAL ORGANS OF THE PPR ARMED FORCES

4. Direction for party-political and ideological andindoctrination work in the PPR Armed Forces is provided by thePUWP Central Committee through the Polish Armed Forces MainPolitical Directorate to which are subordinated the homogeneousparty-political organs.

5. The party-political organs penetrate into all phases ofmilitary life and use various forms and means of activity. Theirwork is directed by the deputy commanders for politicalaffairs--chiefs of political directorates, departments, branches,and sections.

6.. Party-political work in battalions (equivalents) is directedby deputy commanders for political matters, and in companies inwhich there are no deputies for political matters, the politicaland indoctrination work is directed directly by company(equivalent) commanders.

7. In organizational components of the armed forces in whichthere are no slotted party-political apparatus the party-political work is directed by secretaries of party committees(organizations) who at the same time function as non-TO deputycommanders for political matters. Together with the commandersthey bear the responsibility for results of such work.

8. Commanders (equivalents) together with deputies for politicalmatters are officially responsible for the moral, political, anddisciplinary status, ideological profile, and attitudes of thesoldiers, and for the combat: readiness of subordinate militaryunits (staffs, authorities).

9. Commanders have the authority and the obligation to definethe task of political and indoctrinational work within militaryunits (institutions) under their command.

10. Commanders and other persons functioning in leading positionsin military units (staffs, institutions) are under obligation toparticipate in party-political activities, coordinate the effortsof military duty elements with the work of party organizationsand authorities, actively participate in the formulation andimplementation of party resolutions, and systematically informthe basic party organizations about the tasks facing thesubunits, units, and other military units (staffs, institutions),and also about implementation of recommendations made within theparty in regard to the military duty elements.

11. Deputy commanders for political matters and chiefs ofpolitical branches in Central Institutions of the Ministry ofNational Defense are to specify the directions, tasks, andmethods of party-political activity in units under their commandand to analyze results of these activities.

12. Deputy commanders for political matters are from the militaryduty point of view subordinate to their direct superiors but inthe area of party-political activities- -to the chiefs of theirhigher party-political organs. In accordance with the principlesof military subordination they are the higher echelon of allother soldiers with the exception of other deputy commanders.Directives and guidelines issued by them and dealing with party-political activities obligate subordinate commanders, party-political organs, functionaries, youth council and youthorganization administrations, as well as social organizations andinstitutions.

13. Political branch chiefs in Central Institutions of theMinistry of National Defense are from an official standpointsubordinate to the chiefs of institutions but in regard to theirparty-political activity--to the First Secretary of the PolishUnited Workers Party Committee, Central Institution of theMinistry of Defense. Directives and guidelines issued by themand dealing with party-political activities obligate thesubordinate party-political organs, party and youthorganizations, as well as social organizations and institutionsactive in subordinate military units and institutions.

14. Political branch chiefs of the Ministry of National DefenseCentral Institutions together with the first secretaries of PUWPcommittees constitute the institutional collegium and theyparticipate in the activities described under point 15 of theinstruction; however, they do not sign the orders.

15. Deputy commanders for political matters and first secretariesof PUWP committees participate in passing judgment and draftingdecisions pertaining to appointments.to.and removal from militarypositions, selecting and awarding distinctions to cadre, militarydraftees, reservists and civilian employees, as well as releasingsoldiers from professional military service. Deputy commandersfor political matters together with the.commanders sign ordersand other documents pertaining to personnel matters. In militaryunits and institutions which do not have a staff deputy commanderfor political matters the party committee first secretaryparticipates in these activities, but he has no right to signorders.

16. Deputy commanders for political matters, chiefs of politicalbranches of Ministry of National Defense Central Institutions areunder obligation to participate in working out directions ofparty organization activities and tasks, to give them all-roundassistance in implementation of passed resolutions andapplication of most effective forms and methods of party work;they are obligated to inform party organizations about theexisting problems and tasks of party-political, ideological,indoctrinational, training, and social-living activities.

17. Deputy commanders for political matters and chiefs ofpolitical branches of MND Central Institutions may establishemergency working groups or problem handling commissions. Theirtype, composition, tasks, and operational principles are definedby guidelines of the chief of the-Main Political Directorate,Polish Armed Forces, or of chiefs of higher party-politicalorgans.

18. Mutual relations of commanders, deputy commanders forpolitical matters, chiefs of political branches of MND CentralInstitutions with party committee secretaries and also betweenthem and party authorities and organizations should be

characterized by devotion to ideology, honesty, adherence toprinciples, and political culture. The basis of these relationsis a common desire to ensure a high moral and political state,combat readiness, and an effective solution to ideological,indoctrinational, training, personnel, technical andadministrative problems.

19. PUWP committee first secretaries are subordinate from thestandpoint of military service to deputy commanders for politicalmatters (chiefs of political branches), but in the area ofinternal party work--to the first secretaries of higher PUWPcommittees.

20. First secretaries (secretaries) of party committees ofmilitary districts (branches of the armed forces), tactical largeunits, regiments, and battalions (equivalents) are transferredduring their terms in office to permanent party committeeassignments. In justified cases (at the request of theinterested individual or in connection with the necessity toremain in the occupied military position) the PUWP committee maypass a resolution approving the first secretary (or secretary ofPUWP military district and branch of the armed forces) to remainin his military position and may propose that another partymember be appointed to the party committee post. In such a casethe party function by option is performed jointly.

21. Table of organization secretaries -who do not run for newoffice or who failed to be elected- are placed in positions nolower than those they held previously. In other. cases theprocedure used is in accordance with that used in personnelassignments in the PPR Armed Forces.

22. Party committee secretaries in TO positions are rated bydeputy commanders for political matters (political branch chiefsof military staffs and institutions). This rating is reviewed bythe first secretary of higher party authority (executive).

PUWP committee secretaries of military districts, branches ofthe armed forces, Railroad and Highway Unit Groupings, andmilitary academies are rated by deputy commanders (chiefs,commandants) for political matters. The rating is reviewed by

Non-TO party committee first secretaries are rated onperformance of their military duties by their direct superiorsbut on their party activities by the first secretaries of thehigher-level PUWP committees (or executive).

23. Party committee first secretaries are TO deputy chiefs ofparty-political organs and are included in the headquarters ofmilitary districts, branches of the armed forces, tactical largeunits (equivalent), units and subunits, military school commands,and military institution administrations.

24. Chiefs of party-political organs of military districts and- tactical large units provide political direction to the work of

military judges and prosecutors and the Military InternalService, all of which are obligated to cooperate closely with theparty-political apparatus and party authorities, particularly inthe field of fighting crime, unusual incidents, and violations ofdiscipline as well as in connection with strengthening militaryorder.

CHAPTER III

TASKS AND AUTHORITY OF THE POLISH ARMED FORCESMAIN POLITICAL DIRECTORATE AND OF THE POLISH

ARMED FORCES PARTY CONTROL COMMISSION

25. The Polish Armed Forces (PAP) Main Political Directorate(MPD) is an organ of the Central Committee (CC) of the PolishUnited Workers Party (PUWP) organized and charged with directcontrol of party-political work in the PPR Armed Forces.

26. The chief of the PAF MPD is also subordinate to the Ministerof National Defense.

Directives and guidelines issued by the chief of the PAF MPDbearing on party-political, ideological, and indoctrinationalwork obligate all commanders, party-political apparatus, partyand youth authorities and organizations, as well as socialorganizations and authorities active in the PPR Armed Forces.*

27. The following are subordinate to the chief of the PAF MPD:

1) deputy commanders for political matters who are chiefs ofpolitical directorates of military districts, branches ofthe armed forces, and Border Guard as well as the FirstSecretary of the PUWP Committee of Ministry of NationalDefense (MND) Central Institutions;

29. Active within the PAF MPD are.

3) MND Social Science Council;

4) Central Council of Military Family Organizations;

5) PAF MPD Arts Council.

General operational principles of the organs listed above aredefined in documents confirmed by the Minister of NationalDefense. With concurrence of the Minister of National Defenseother (permanent) collegial organs not anticipated in thisInstruction may be organized. The chief of the PAP MPD mayorganize emergency work teams or problem-solving commissions anddetermine their tasks and methods of operation.

30. On the basis of [party] congress resolutions, CC andPolitbureau plenary sessions, and orders and directives of theMinister of National Defense, the PAF MPD determines the goals,directions, and tasks of the party-political work in the PPRArmed Forces and monitors their implementation. Its additionaltasks--outside of those mentioned in Chapter I-=are as follows:

1) study and assess the moral, political and disciplinarystate in the armed forces; popularize the bestexperiences, making recommendations on further activity ofthe -commanders, party-political apparatus, party and youthauthorities and organizations in this area; provideinformation to the First Secretary of the CC PUTWP and theMinister of National Defense about the existing moral andpolitical state in the armed forces, the ideological andpolitical work conducted, and the results attained in thissphere;

2) systematic conduct of analysis of work of commands, party-political apparatus, party, youth, and social authoritiesand organizations;

3) direct all phases of information and propaganda work inthe armed forces; program and organize combined armsideological conferences as well as the system ofdissemination of current political information in thearmed forces; direct the work of military editors of thepress, radio, and TV, and also induce civilian mass mediato popularize the armed forces and the defense problemsamong the public;

4) perform systematic assessments of the political andmilitary situation, morale status of the military andcivilian population of the enemy; initiate effectiveactivity in the field of special propaganda withsimultaneous counteraction to hostile psychologicalactivities and ideological diversion directed at thesocialist state and its defense forces;

5) work out the methodology of party-political work connectedwith the process of training, exercises, and attainment ofhigher states of combat readiness; direct organizationaland mobilizational activities of the military party-political apparatus; issue normative documents for theperiod of mobilization and war;

6) elaborate the ideological and political trainingprinciples and programs for all soldiers, including

reserve officer candidates undergoing military training aswell as students of military subjects in civilianacademies; direct the process of political officertraining, defining the direction of studies in theMilitary Political Academy, in the political profile ofhigher officer school studies, and in the PoliticalOfficers Training Center;

7) organize and conduct ideological and politicalindoctrination of MND Central Institution cadre, commandsof military districts, branches of the armed forces,Railroad and Highway Troops, and military academycommands;

8) play a leading role in coordination of activitiessupporting the implementation of a cultural developmentprogram in the armed forces; organize cooperation withappropriate civilian organs and agencies as well ascreative centers in the field of culture and higherlearning;

9) direct the political activities of organs of militaryprosecution, administration of justice, and the MilitaryInternal Service;

10) maintain close contacts and cooperation with the centralorgans directing political work in the Soviet Army and inother armies of the Warsaw Pact socialist states;

11) initiate and develop cooperation with the centralauthorities of social, youth, trade union, and otherorganizations in regard to popularization of the PolishPeoples Armed Forces, patriotic and defense-mindedupbringing of the citizens, and inspire them to organizesocial defense projects;

12) define personnel policies in relation to the party-political apparatus, based on general principlesobligatory in the armed forces;

13) issue instructional documents of the PAF MPD chiefpertaining to party-political activities in the armedforces;

14) direct the supply of the military with equipment,materials, and financial means and supervise themanagement activities of the party-political apparatus;

15) inspire the sociopolitical activity of the maindirectorates of social and defense organizations andparticularly: the National Defense League, Association ofFormer Professional Soldiers, Disabled VeteransAssociation of the PPR, as well as trade union movement inthe armed forces; grant them assistance in implementationof ideological and indoctrinational projects amongpreinduction youth, conscripts, reservists, and civilianmilitary employees.

PARTY CONTROL COMMISSION OF THE POLISH ARMED FORCES

31. The Party Control Commission of the Polish Armed Forces (PCCPAP) operates within the Armed Forces of the PPR. The PCC PAF isguided in its activity by party congress resolutions, PUWPstatutory provisions, and Central Party Control Commission (CPCC)regulations. It performs substantive and organizational controlsover the PCC of the military districts (branches of the armedforces). The composition of the PCC PAP is determined by theCPCC Presidium in coordination with the Main PoliticalDirectorate, PAP. Members of the PCC PAP are elected duringelection conferences of the military districts, branches of thearmed forces (equivalent) ,and military academies.

32. At its first session the Commission elects its chairman andthe presidium. The PCC PAP chairman because of the function heperforms is subordinate to the CPCC Presidium, and from themilitary standpoint--to the chief of the MPD PAF and is, in turn,the superior of the TO employees of the PCC PAP.

33. The CPCC Presidium supervises the adjudication of the PartyControl Commission of the Polish Armed'Forces.

CHAPTER IV

TASKS AND AUTHORITY OF MILITARY DISTRICT ANDBRANCHES OF THE ARMED FORCES PARTY-POLITICAL ORGANSAND OF THE PUWP COMMITTEEOF MND CENTRAL INSTITUTIONS

Party-Political Organs ofMilitary Districts and Branches o± the Armed Forces

34. Military district political directorates* together with theirelective PUWP committees, operating under. the same laws as do thePUWP provincial committees and the military district (branches ofthe armed forces) party control commissions, constitute uniformorgans directing all party-political activities in the militarydistrict. They implement the tasks and directions specified inChapters I and II of this Instruction. They also have thefollowing additional tasks;

1) preparing analyses of results of party-political activityand propagating and disseminating the experiences ofsubordinate political apparatuses and of party, youth, andsocial authorities and organizations;

2) organizing and conducting training among the leadingcommand and party-political cadre of the district anddivision (equivalent) as well as that of directlysubordinate units;

3) directing the party-political work of subordinate militaryschools and training centers; exercising supervision andcontrol over educational-instructional and social-defensive activities in the military studies and post-elementary schools;

4) directing the ideological-political and educational work

among professional soldiers assigned to perform tasksoutside the military;

5) conducting personnel activity, particularly in regard toprofessional soldiers of the party-political apparatusbased on principles applied generally in the armed forces;

6) spreading culture and education, developing self-education, reading habits, amateur art programs inaddition to general and professional studies amongconscripts which will be useful for the national economy;cooperating in these matters with the local organs ofgovernment and administration, cultural institutions, andsocial organizations;

7) improving the competence of the party-political apparatusduring exercises and combat training; maintaining closeties with the party-political apparatus of allied armiesand navies participating in training;

8) directing the information, propaganda, publication, andpublicity activities in the military district;

9) encouraging the work of the Military District YouthCouncil, Council of Military Dependents Organizations, andof other social and professional organizations.

35. A collegium operates within the political directorate of themilitary district, performing for the chief of the militarydistrict (branch of the armed forces) political directorate thefunction of adviser and consultant. The collegium consists of:

1) military district deputy commander for politicalmatters--political directorate chief and collegiumchairman;

2) military district (branch of the armed forces) PUWPcommittee first secretary;

3) political directorate deputy chiefs;

The military district political directorate chief has theright--in case of need--to invite other individuals to join thecollegium meetings. Collegium meetings are called as they areneeded, but not less than once every 2 months.

36. Authority of the PUWP district organization is the partyconference and during the period between conferences--the PUWPcommittee.

37. Military district PUWP conferences are called by. the PUWPcommittee in accordance with the election principles of theStatute and election regulations of the PUWP or on orders of thePUWP Central Committee, or also at the request of at least overSO percent of delegates elected at the last conference, or at therequest of one-third of the total party membership expressed inthe basic party organization resolutions and presented to higherparty committees.

38. Military district (branches of the armed forces) PUWPcommittees are the higher party authorities vis-a-vis thedivisional (equivalent) PUWP committees and any other partycommittees and organizations in the military district (branchesof the armed forces).

Their tasks--in addition to those enumerated in Chapters Iand II--consist of:

1) directing the activity of party committees andorganizations organizing theoretical and methodologicaltraining of divisional (equivalent) and unit PUWPcommittee secretaries;

2) initiating joint party committee and military councilmeetings for the purpose of solving crucial training,educational, social, and daily life problems,

- interpersonal relations, and others;

3) evaluating military and party work of party members and ofactivity of subordinate party committees andorganizations;

4) exercising supervision of party committee' records andmanagement.

39. Plenary meetings of the military district (branches of thearmed forces) PUWP committee should be called not less than onceevery 2 months. Resolutions of the military district PUWPcommittee obligate all members of a given military district(branch of the armed forces).

40. Military district PUWP committees ap point four among theirmembership permanent commissions and, when needed, appropriateworking groups in accordance with point 59, PUWP Statute. Tasksof the ad hoc [problemowe] commissions are defined by the workregulations of the military district PUWP committee.

Military District Party Control Commission (PCC)

41. Military district (branches of the armed forces party controlcommissions as well as members of the Polish Armed Forces PartyControl Commission, whose number is determined by the PAF PCCPresidium, are elected by the military district and branches ofthe armed forces PUWP electoral conferences.

42. The military district (branches of the armed forces) PCCoperates on the same authority as the provincial PCC. Themilitary district (branches of the armed forces) PCC is guided inits work by party congress resolutions, PUWP Statute provisions,regulations of the Central PCC and its other decisions, as wellas military district (branches of the armed forces) conferenceresolutions.

43. The Polish Armed Forces PCC supervises the adjudications ofthe military district (branches of the armed forces) and BorderGuard PCC.

44. Military district (branches of the armed forces) PCC are thehigher-level authorities in relation to divisional (equivalent)PCC.

Polish United Workers Party Committee of the Ministryof National Defense Central Institutions

45. The PUWP Committee of the NND Central Institutions togetherwith the Party Control Commission and the TO party-politicalapparatus constitute a unified party-political organ at themilitary district level in its relation with the MND CentralInstitutions and their subordinate military units. It directsthe overall party-political work in the NIND Central Institutions.It implements the aims and directions specified in Chapters I andII of this Instruction. Its additional tasks are:

1) see to it that the MND Central Institutions maintain closerelations with subordinate military and party-politicalcenters in order to extend to them help in formulating

4) direct the participation of the MND Central Institutionscadre and party aktiv in political actions and statecelebrations;

5) organize ideological-indoctrinational work amongprofessional soldiers assigned to perform tasks outsidethe military in the ministries (central offices);

_6) exercise supervision and control of the educational-instructional and social-defensive activities in militarystudies and post-elementary schools within the garrison ofthe capital city of WARSAW;

7) prepare analyses of the results of party-politicalactivity; propagate and disseminate experiences ofsubordinate party-political apparatus, and of party,youth, and social authorities and organizations;

8) encourage the work of the MIND Central Institutions YouthCouncil, the Council of Military Dependents Organizations,as well as trade unions, professional and socialorganizations operating in MND Central Institutions.

46. Within the MND Central Institutions party-political organ thefollowing are active:

1) MND Central Institutions Youth Council;

2) Council of Military Dependents Organizations.

General rules of activity of the above-mentioned institutionsare defined in the documents of the Main Political Directoratechief. Upon coordination with the PAF MPD chief, the MND CentralInstitutions PUWP committee first secretary may establish othercollegial organs or emergency working teams or ad hoc commissionsand determine their tasks and methods of work.

47. Authority of the MND Central Institutions party organizationsand of their subordinate units derives from the MND CentralInstitutions party conference and in the period betweenconferences--from the MND Central Institutions committee.

48. The MND Central Institutions PUWP conference is called by thecommittee in accordance with rules given in point 37 of theInstruction.

49. Composition of the MND Central Institutions PUWP Committee,the Executive Organs and Party Control Committee is similar tothat of the military district party-political organs. -

50. Plenary sessions of the MND Central Institutions PUWPcommittee are held not less than once every 2 months. MNDCentral Institutions PUWP committee resolutions and decisions inthe field of party-political work obligate all MND CentralInstitutions party members.

51. The MND Central Institutions PUWP committee appoint fromamong their members permanent commissions and, in case of need,appropriate working teams in accordance with point 59 of the PUWPStatute. Tasks of the ad hoc commissions are defined in theregulations of work of the MND Central Institution PUWPcommittee.

52. The MND Central Institutions PLWP Committee is the higherparty authority in relation to all ND Central Institutionscommittees and party organizations and units.

54. Directly subordinate to the first secretary of the PUWPcommittee for all MND Central Institutions are the chiefs of theMND Central Institutions party-political organs and, in regard tothe inner-party work, the first secretary of PUWP committees forindividual MND Central Institutions.

55. Political branches and elective committees of the PolishUnited Workers Party as well as the MND Central InstitutionsParty Control Commission direct the overall party -political lifeand activity in the institutions and in their subordinate units.They implement the tasks enumerated in Chapters I, II, and V.

CHAPTER V

TASKS AND AUTHORITY OF PARTY-POLITICAL ORGANS IN DIVISIONS(EQUIVALENT)

56. Divisional* political branches as well as elective PUWPcommittees (operating on the same authority as do the garrisoncommittees, city-garrison committees, city committees, andprecinct committees) as well as the party control commissionsconstitute unified party-political organs directing the overallparty-political life and activity in divisions. They implementthe aims, directions, and tasks enumerated in Chapters I and IIof this Instruction. They have the following additional duties:

1) determination of tasks of the party-political work intheir subordinate military units;

2) organization of party -political and ideological-indoctrinational work with officer candidates attendingtheoretical-practical courses and school training as wellas graduates of civilian higher institutions--officercandidates from reserve officer candidate schools;cooperation in this sphere with officers higher schoolsand training centers;

3) extending assistance to regimental (equivalent) party-political organs, party committees, youth organizationdirectorates, and social organizations and institutions;

4) conducting instructional-methodological work with thecommanders, party-political apparatus, and party aktiv inthe interest of increasing the effectiveness ofideological-indoctrinational work in the regiments andbattalions (equivalent).

57. Party-political organs of special and quartermaster units inthe military districts cooperate in the interest of tankimplementation with the chiefs of appropriate arms of troops andservices and--in justified instances--with the party-politicalchiefs and organs of the MND Central Institutions.

58. The party-political organ of the Railroad and Highway UnitGrouping implements the tasks specified in Chapters I, II and Vof this Instruction.

59. Divisional PUWP committees implement tasks specified in point38 of this Instruction.

60. Authority for the divisional party-political organization isthe divisional PUWP conference and in the period between theconferences--the party committee. The divisional partyconference is called by the divisional committee in accordancewith the electoral principles of the PUWP Statute and electoralregulations.

61. The divisional (equivalent) PUWP committee consists ofcommittee members and deputy members elected in accordance withprinciples contained in PUWP Statute and in party electionregulations. Provisions contained in these documents pertainalso to election of the first secretary and the executive organof the committee. The executive organ is also elected by PUWPcommittees of corps, flotillas, military academies, officershigher schools, railroad and highway units, special, territorialdefense, and quartermaster units, as well as training centers.The executive organs may--in case of need--be also elected bybrigade PUWP committees.

62. Divisional (equivalent) party conferences elect thedivisional (equivalent tactical large unit) Party ControlCommission (PCC).

63. At its first session the Party Control Commission electsdivisional (equivalent) PCC chairman and deputy chairman. Itoperates on the same authority as the city (precinct) PCC.

64. Divisional PCC direct their activity in accordance with PUWPStatute provisions, central PCC regulations, and resolutions ofthe divisional (equivalent) party conferences. They exercisesupervision over adjudications of PUWP committees at the regimentand basic party organization levels.

65. Party-political organs at the military academies, officerhigher schools, and training centers implement the tasksenumerated in Chapters I and II and in point 56 of Chapter V ofthis Instruction--in accordance with the specifics of theschools. In addition they have the following tasks:

1) instillment in their students, officer candidates, cadets,and trainees, of a fondness, habit, and skill forideological-instructional work with subordinates;

2) collection and propagation of experiences and clearidentification of tasks pertaining to improvement of theprocess of socialist indoctrination of thestudents--officer candidates, cadets and trainees;

3) initiation of scientific research called for by the needsof the armed forces and national economy as well asapplication of innovative solutions in soldier trainingand indoctrination;

4) organization of cultural and educational work and ofsociopolitical activity among the students and scientificcadre on behalf of own social circles.

66. The Military Internal Service (MIS) deputy chief forpolitical matters directs the party-political work at the MIS HQ

through the political department and- -in cooperation with thechiefs of military district (branches of the armed forces)political directorates--monitors party-political work in thelocal MIS centers.

67. Party-political organs of the provincial military staffsoperate in accordance with tasks specified in Chapters I, II andV (point 56) of this instruction. In addition they:

1) inspire and coordinate indoctrination effort (atprovincial level) involving preconscript youths in orderto prepare them properly for performance of their militaryduty; they also develop propaganda and informationactivity connected with recruitment of candidates forprofessional military schools;

2) in cooperation with the local organs of state authorityand administration .they organize and conduct politicalwork enabling efficient conduct of recruitment andmobilization; they inspire work plants, social and youthorganizations to organize festive farewells for recruitscalled to basic military duty and welcome to soldiersreleased to the reserves;

3) coordinate activity of all military units within the areaof the provincial military headquarters pertaining topatronage and coo peration of these units with the schoolsand work establishments;

4) organize additional needed general training of TerritorialDefense unit personnel and social-political work withreserve personnel;

5) inspire social, paramilitary, combatant, and youthorganizations in their work of patriotic and defenseeducation of society, chiefly youth;

6) coordinate the political and defense undertakings in theterritory of a province organized on the initiative of orin cooperation with the military, especially thoseespoused by the Association of Former Professional

CHAPTER VI

TASKS AND AUTHORITY OF PARTY-POLITICAL ORGANS IN REGIMENTS(EQUIVALENT)

68. Political sections and the elective PUWP committees in theregiment* constitute unified party-political organs directing theoverall party-political and ideological-indoctrinational work inthe regiment. They implement the tasks enumerated in Chapters Iand II of this Instruction. Their additional duties are;

1) implementation of tasks assigned by higher authorities inthe field of party-political activity in the regiment andspecification of forms, methods, and means of theirimplementation;

2) directing party-political work with officer candidates ofofficer higher schools sent to acquire training practiceand with reserve officer candidate school graduates onduty in the regiment;

3) systematic identification and development of politicalattitudes and actual positions, and satisfaction ofpersonal daily life needs of the soldiers and civilianemployees;

4) cultivation of discipline among the cadre, conscriptsoldiers, and civilian employees; systematic analysis ofthe effects achieved by the commanders, party-politicalapparatus, party and youth organizations, and socialinstitutions in the work aimed at strengtheningdiscipline;

5) initiation of use of different forms and methods of party-political and ideological-indoctrination work supportingefficient execution of tasks pertaining to attainment ofalert and mobilization readiness;

6) conduct of indoctrinational work, training and.instructional-methodological lectures involving regimentalcadre, party-political apparatus, and the party and youthaktiv of units;

7) maintenance of ties and cooperation with the local partyand government authorities;

8) inspiring the quartermaster apparatus for operationalactivities in the field of solving management problems ofa unit particularly: the conditions of social and dailylife of the cadre, .conscript soldiers, civilian militaryemployees; the state of sanitation and hygiene, work-safety and hygiene; general everyday culture as well aseffective and cost-conscious management.

69. Authority for the regimental party organization is thegeneral assembly of party members (assembly of delegates) and inthe period between assemblies-the regimental party committeeoperating on the same principles as the plant committee. Partycommittee resolutions obligate all members and candidate membersin the regiment.

70. The PUWP committee at the regimental level is elected inregiments, independent battalions (equivalent), and in othermilitary organizational elements numbering at least 75 partymembers and candidates and 3 basic party organizations. Ageneral party organization assembly of a regiment (and inregiments in which the number of members and candidates withinthe party organization is more than 150 -assembly of delegates)is called not less than every 3 months in order to specify theparty activity program in accordance with tasks faced by theregiment.

71. Regiments (equivalents) in which the number of PUWP membersand candidates is more than 150, or when the regiments are in thestate of permanent dispersal, may by permission of higher-levelPUWP committees elect party committee executives.

72. The regimental PUWP committee is obligated to penetrate allfacets of the military unit's life, to support through partyactivity fulfillment of tasks assigned to the unit, toparticipate directly in developing the ideological-moral state ofsoldiers, discipline, military order, and regimental combatreadiness.. The following are among the particular tasks of thePUWP committee.

1) directing activities of the basic party organizations;activities to ensure party members (candidates) a decisiverole in implementation of training-indoctrination tasks,party resolutions, and orders of higher authorities;

2) aiding party organization secretaries in conductinginternal party work through direct participation ofcommittee members in assemblies and other partyundertakings, organization of methodological training ofbasic party organizations and unit party organizationsecretaries;

3) maintenance of close ties with party members andcandidates as well as nonparty soldiers and civilianmilitary employees for the purpose of exerting directinfluence on their attitudes or positions;

4) study and implementation of suggestions, proposals, anddemands voiced by party and nonparty members and renderingaccount of their implementation to the regimental partyorganization and to those who have proposed them;

5) inspiring youth organizations and extending them all-roundassistance in the ideological-indoctrinational andcultural-educational work;

6) devoting attention to the correct maintenance of recordsand financial management in party organizations.

73. The numerical composition of the regimental party committee(operating on the same principles as the plant committee) isdetermined in each instance by the PUWP electoral assembly(assembly of delegates) in accordance with procedures containedin the party electoral regulations.

74. The regimental PUWP committee may in individual cases grantthe youth organization circles the right to express an opinionrecommending its members for party membership (in accordance withpoint 4 of the PUWP Statute).

75. The regimental PUWP committee first secretary is a member ofthe regimental command. He participates in the study of mattersconnected with the overall life and training of the regiment; heparticipates in military briefings and in other forms ofregimental command work during which he issues in the name of thecommittee his opinions and subunits suggestions.

76. The regimental PUWP committee first secretary is subordinatedfrom the military standpoint to the regimental deputy commanderfor political matters and from the standpoint of internal p&rtywork--to the divisional PUWP committee first secretary.

77. In case of military necessity to transfer the first secretary(secretary) to another post during his party term of office,agreement must be secured from the higher party authority afterprior consultation with the regimental PUWP committee. In thissituation, after solicitation of opinion.in the regimental basicparty organization, a new committee first secretary (secretary)is elected from among this committee's members. Changes in theregimental committee composition are made in accordance with theparty electoral regulations.

CHAPTER VII

TASKS AND AUTHORITY OF BASIC PARTY ORGANIZATIONSIN THE PPR ARMED FORCES

General Provisions

78. Basic party organizations (BPO) are organized in militaryunits, headquarters, and institutions (in which there are atleast five party members) on the basis of regimental (equivalent)PUWP committee resolutions and upon agreement of a higher partyauthority. In the case of units directly subordinate to themilitary district command or branches of the armed forces such anagreement is given by the military district (equivalent) partycommittee.

79. Activity of the basic party organizations is directed by theexecutive* elected in accordance with provisions of the statuteand regulations for election of authorities and delegates in thePUWP. The first secretary of the basic party organization iselected by the assembly from among members of the executive, inaccordance with the elective principles identified in point 21 ofthe PUWP Statute.

80. First secretaries of the basic party organizations areobligated to inform the commanders and their deputies forpolitical matters concerning the attitude, the most importantprojects, and the difficulties in internal party work as well asconcerning suggestions made by party members (candidates)pertaining to improvement .of the command, training andindoctrination process, refinement of interpersonal relations,and efficiency in management.

81. Work of the basic party organization executive is organizedby the first secretary. He represents the BPO externally,

maintains close contact with the commander (equivalent) anddeputy commander for political matters. He participates inundertakings organized by the command, presents opinions, andmakes suggestions on behalf of the BPO. He reports on hisactivity at meetings of the executive or at the party assembly.Together with members of the executive he establishes the workplan and the principles of its implementation; he sees to theimplementation of resolutions, and directly participates in thework of indoctrination.

82. In a military unit (institution) which does not have apermanent deputy commander for political matters, his duties inthe field of organization and conduct of party-political andideological-indoctrinational activity are performed by the BPOfirst secretary.

83. Party organization activities in newly organized militarysubunits and units (staffs, institutions) are directed, up to thetime party authorities are elected, by organizational commissions(composed of three to five party members) appointed by partycommittees of the regiments (equivalent), divisions, or militarydistricts. These commissions operate on the authority of BPOexecutives, but their activity may not last longer than 3 months.They submit at the first elective assemblies reports on theiractivities, and upon election of party authorities they aredissolved.

84. Civilian employees--party members (candidates) employed bymilitary units (schools, HQ, institutions)--may with permissiongranted by the divisional (equivalent) party committee formseparate basic party organizations, or joint BPO's with thesoldiers; they may also belong to local party organizations.

85. The BPO is dissolved upon deactivation of the subunit (staff,military institution); procedure in other cases (e.g.,reorganization of subunits within the framework of the same unit)is specified in point 40 of the PUWP Statute.

Tasks of the Basic Party Organizations

87. Basic party organizations in the PPR Armed Forces implementthe provisions of the PUWP Statute*; they provide leadershipparticularly in activities which enhance: strengthening the highmoral and political state, discipline, and military order;creating an atmosphere conducive to making high demands andhonest execution of tasks, orders, and instructions of thesuperiors; and observing military rules and regulations bysoldiers. They have also the following tasks:

1) broadening the patriotic and international consciousnessof PUWP members (candidates) and of nonparty soldiers;strengthening friendship and brotherhood in arms with the

- Soviet Army as well as other armies of Warsaw Pact memberstates; inducing fellow soldiers to conscientiousfulfillment of tasks inherent in the duty to defend thefatherland and the community of socialist states;

2) development of activity inducing soldiers to master thetechnique of using combat equipment; popularization of thespirit of leadership and competition, improvement andinventiveness, attainment of qualification ratings andspecialties; encouraging initiative in the sphere ofproper administration of military material assets, andtime and effort of the soldiers;

3) cultivation--particularly in higher military schools andscientific and research institutions- of a climatefavorable to creation of new and socially useful values;inspiration of scientific cadre to undertake researchproblems connected with our country's defense anddevelopment;

4) assuring the active work of social and trade unionorganizations and institutions in the military units(institutions).

88. The basic party organizations in military staffs andinstitutions perform tasks specified in point 87; in additionthey should:

1) display constant concern. for assuring active participationof party members and candidates in preparation ofindispensable data for commanders to make proper decisionsand for implementation of those decisions;

2) strengthen the sense of personal responsibility of partymembers and candidates for the results of staff(institution) work and combat all manifestations ofbureaucracy;

3) assure direct participation of party organization membersin political, ideological, and indoctrinational work insubunits; carefully consider and consistently attempt toimplement constructive suggestions made by soldiers whichaim at improvement of training, better management, andstrengthening of moral-political condition and combatreadiness of the troops.

89. Party members (candidates) have the right and duty toevaluate all negative phenomena surfacing in the life of amilitary unit and in the party organization, including improperbehavior of party members and candidates--without regard tomilitary grade or position occupied- -especially ideologicaldeformations, violations of party and professional ethics, partyand military discipline, drunkenness, favoritism, waste, abuse ofofficial position, and any other negative phenomena incompatiblewith socialist morality.

90. In case of need and due to 'existing conditions unit partyorganizations are formed in subunits and organizational sectionsof staffs (military institutions) on the basis of resolution of a.basic party organization or a higher-level party committee. Theymay not have less than five party members.

91. Subunits consisting of reserve soldiers or of otherindividuals called in for additional military training which haveat least five party members and candidates may form unit partyorganizations or party groups. Proposals pertaining tocomposition of party authorities are presented by the regimentalcommittee or basic party organization executive at a meeting ofthe unit party organization or the party group. Party membersand candidates referred to above are entered on a temporary listof one of the basic party organizations of a unit on the basis ofa written order or a party card. They avail themselves of thesame rights and assume the same responsibilities as other partymembers and candidates. They bear .party responsibility :for anyviolation of ethical norms or party discipline. In case ofimposing party penalties appropriate documents are transmitted tothe proper parish, city, or precinct PUWP committee.

92. Subunits and organizational sections having at least threePUWP members or candidates may form party groups. A group leaderis elected at the group assembly using either open or secretballots, depending on wishes of the group.

93. Candidate groups are formed in subunits having only PUWPcandidate members. Their work is directed by the BPO executivethrough a group leader selected from among the BPO members.

94. Party-youth groups are formed in subunits having less thanthree party members and candidates and less than five PolishSocialist Youth Union members. The group leader is appointed bythe BPO executive in coordination with the regimental chapter ofthe youth organization.

Admission to Party

95. Growth of party ranks in the armed forces should ensureproper distribution of party forces in subunits, units, staffs,institutions, and state enterprises subordinate to the Ministryof National Defense. In accordance with the PUP Statute the BPOshould develop activities designed to admit to the party the mostvaluable, ideologically mature, and politically active officers,warrant officers, cadets, students, NCOs, privates, and civilianemployees.

96. Organizations and party groups should show special interestin those nonparty privates and civilian employees withoutstanding personal virtues. This task should be entrusted toexperienced party members skilled in dealing with people and. indeveloping dedicated attitudes. -

97. Party cards should be delivered to the new members in solemnceremonies, during party meetings or in dayrooms in the presenceof the social-political aktiv of the unit. The presentation ofthe party card is performed by BPO first secretary or by a higherparty authority.

98. Examination of personal matters (punishment, removal fromthe roster, expulsion from party ranks) is performed inaccordance with rules prescribed in the PUWP Statute. Similarprocedure is used in cases involving examination of requests andsuggestions for revocation of party penalties.

Military Part Organizationsand Local Party Authorities

99. Soldiers--members of the party- may become members of localparty authorities in accordance with principles outlined by thePUWP Central Committee and the PAF Main Political Directoratechief. Upon election to membership in the local party committeesthey are obligated to participate actively in their activitiesand in execution of assigned duties.

100. PUWP members--professional soldiers--elected to staffpositions in local (plant) party or youth committees andorganizations are furloughed during their party office tenure orthey may be relieved of their military duties should they soagree or should they make such a request.

101. Party committees and basic party organizations may--uponcoordination with the chief of the regimental (equivalent) party-political organ--invite members of local party. authorities tomeetings of their party organizations in order to familiarizeparty members and candidates as well as nonparty soldiers withexisting problems in the province, city, precinct, or parish.Also invitations should be extended to veterans of the workersmovement, worker activists and distinguished combatants to attendbasic party organization meetings.

102. Participation of the military party aktiv in politicalactivities organized by local party authorities requiresclearance with party-political organs of the military district.

103. Party tasks connected with work in local sociopoliticalorganizations are assigned to party members and candidates aftercoordination with authorities of these organizations. The mostdesirable is participation of party members in organizationscharacterized as sociodefensive.

104. Problems arising from specific situations and necessities ofinternal party activities in the PPR Armed Forces or those nothandled in this instruction are regulated by'the PAF MainPolitical Directorate as well as by party-political organs of themilitary districts (branches of the armed forces).

105. Regulations on election of delegates to the party congressor conferences in military units and institutions not supervisedelectorally by the PUWP Central Committee are in each instancedetermined by the PAF Main Political Directorate in coordinationwith the Central Committee Secretariat.

106. Tasks planned in point 76 of the PUWP Statute in the armedforces are executed by the Central Auditing Commission and thearmed forces PUWP committees at all levels.
