Executive summary This report reflects on the experiences at a workshop held for the Councillors for Maoa-Mafubelu community council in Leribe from 27th to 31st May 2013. The stages covered were stage 4 and 5 in the Sesotho manual. Background Maoa-Mafubelu community council is in Mahobong constituency, about 23km north east of Hlotse town in Leribe which is a district in the north east of Lesotho. The buy- in took place in January 2013 and the workshop was delayed due to the Gender Based Violence Indicators study that took place in February to April 2013. There were 25 participants who attended the workshop, which included 12 women and 13 men. The workshop was conducted for five days, from the 27th – 31st May 2013, of which the first two days were dedicated to stage 4. The new COE training manual on gender mainstreaming in local government was used as a guide throughout the five days. The participants did an evaluation of the workshop at the end of stage five in order to assess the importance and the value of workshop and the summative workshop is attached at Annex D. Objectives The objectives of the workshop included: To progress from foundation gender concepts to gender planning concepts. To identify key gender issues in all the work of local government. To build knowledge and skills in key sector areas such as local government economic

development, climate change, HIV and AIDS, care work and GBV.

Apply the knowledge gained to the development of an action plan for the council that is aligned to the SADC Protocol on Gender and Development( although it has been pointed out that this would not take place at this particular workshop but would follow in the near future)

Build gender into policy and practice at local level. Process and activities The workshop was a follow-up from stage 4 and the participants continued with the rules and regulations as stated during the stage 4 training. The participants gave their expectations of the workshop. Then the objectives of the workshop were given. Then the recap of what was learned the previous workshop was done in which participants seem to have grasped a lot of what was done. Gender planning concepts On the third day, gender planning concepts were discussed such as the practical needs and strategic gender needs. Definitions of these concepts were given and an exercise was completed and the councillors could make the difference between the concepts. They commented that practical gender needs such as provision of water is the duty of every councillor to enable women to carry out their daily roles of keeping cleanliness in the homes. They also noticed that it is vital for women to form women’s groups that will provide simple

employment. Councillors also stressed that to provide for the strategic gender needs of women, councils must design programmes to fight GBV which hinders women’s progress and promote poverty. Gender mainstreaming Gender mainstreaming was discussed with the purpose of making councillors aware that it is vital to include men and women in policy and programme design and at implementation level so as to incorporate their concerns and so that they can benefit at equal rates and beat inequality. Emphasis was made that policies in the council must be gender aware policies that will recognise that men and women have an important role to play in society even if they have clashing interests. The need for statistics disaggregated by sex was emphasized in order to show the figures of men and women can be used to analyse any differences. Gender budgeting Even though the Councillors explained that they hardly have enough money for their programmes, it was emphasized that it is important to have a budget that represents the needs of women and men so that resources are used to impact on the lives of women and men alike. This information helped the participants to realize that policies must be tailored to respond to the needs of women, such as recognising the work carried out by care givers who are mostly women and ensure allocation of resources for psychological support and promote involvement of men in care and support of people living with HIV and Aids. Gender and the economy On the fourth day, we looked at gender and the economy and participants learned that women have multiple roles however their work is not waged because it is not called “work” but domestic work that takes little or no account of the great work done by women. This includes reproductive and domestic work of women including caring for the aged and the sick. To illustrate this, an Exercise on the job description of a housewife was done and the participants answered the questions. The participants learned that women do lots of work which is not waged and as such women spent time doing work which does not change their social and economic position. Care work This topic is a continuation of gender and the economy in that most of the care is done mostly by women. Participants agreed that women have always been abused in many ways and that women need empowerment to enable them to start self- employment and to move from their subsistence economy which is one of the reasons for their lower status and hence inequality between men and women remains a problem. Participants showed that care work in the council is no longer a problem since they now have men in the support groups and so care is not in the hands of women only. The only item that still remains a problem is care for babies as men are not prepared to baby sit. Most of the baby care is for women who are hired for that even when the father of the baby is not working. On the other hand women no longer trust men to look after babies especial small girls.

Gender and Local Economic Development Although it was noted that governance should ensure that women and men have equal chance to participate in and implement economic decisions and policies, the councillors indicated that resources are not accessible and as a result government policies are not practicable to allow women to benefit from productive resources. However they noted that lately women have abundant access to land. Some of the barriers are structural like poor roads and the infrastructure, like lack of lights or bridges that lead to the towns where women have to take their production. We discussed and noticed the effects of climate on women. Then lastly we discussed GBV causes and effects on women. The Gender Action Plan was done in the afternoon on the fourth day. Gender and climate change Councillors noted the several rapid climatic changes that are causing several problems and are affecting life as a whole. They noted also that this is a gender issue as it is affecting women and girls extremely than any other group as it threatens food security, water sources and increases stress for women. They therefore felt that they would undertake strategies to address climate change such as planting trees and digging pits for rubbish. They also learned about the 365 days of Action against gender violence and 16 Gender days for life. Councillors were not familiar with this campaign as well as the legal frameworks on gender. However they showed much interest to participate in any campaign and to carry-out an activity of their own. They needed support in organising this. Local Gender Action Plan The gender action plan was developed at another workshop and signed by the Chair. Outcomes By the end of the workshop, participants had learned a lot. They remarked how they had been unable to address gender issues, but they felt that because of the workshop they were empowered to handle some issues with more expertise. I personally feel that there has to be regular follow ups in order to check whether the council is managing to implement all what they learned at the workshop. Conclusions The councillors were very grateful to Gender Links for offering them such a great opportunity to learn about gender issues and that they would be teaching to their communities with confidence. Personally, I realized that mainstreaming gender in local government activities is the only best tool through which the majority of communities can be reached and empowered to change their attitudes towards the gender concept.

Way forward and recommendations There is need to visit the council regularly to check on the progress being made and challenges that they are meeting. It is most important to check the gender action plan to see how they are implementing

methods of dealing with gender based violence, such as through public gatherings and Conflict resolution because most of the councillors did not have skills on how to solve conflicts within the communities they serve.
