Executive Summary
This is a report on the proceedings of the Centres of Excellence for Gender Mainstreaming in Local Government stage five workshop held on 19 July 2012 at the Elephant Hills Hotel. The purpose of the programme was to:
- Introduce the new modules that had been included in the new COE process i.e. HIV/AIDS & Care Work, Local Economic Development & Gender, Climate Change & Sustainable Development.
- Integrate the new modules & align the already existing action-planning framework into the new action-planning framework.
See the full workshop programme attached at Annex A. The workshop was attended by council officials and councillors. In total 14 participants (12 men and 2 women); see Annex B for the full workshop participants list. The Victoria Falls Municipality Gender and Gender Based Violence Action Plan that the participants produced is attached at Annex C. The participants evaluated the workshop as having been helpful and enlightening workshop. A summarised version of the evaluation forms is attached at the end of this report as Annex D.
Welcome & Opening
The council Deputy Chairperson, Cllr Patricia Mwale welcomed all the participants to the workshop stating that gender mainstreaming was meant to empower both men and women as well as communities. She reiterated that Gender Links’ objective was to bring together the councils and the communities which they serve.She went on further to wish the GL staff a pleasant stay in the resort town.
Making Care work Count in Local Government
Definition of Terms
Primary Care work
Participants defined care work as a voluntary service within the community or family set-up.
Victoria Falls Municipality’s Care-work Initiatives
Victoria Falls Municipality mainly plays a facilitating role in regards to care work. There are agencies like Red Cross, National AIDS Council (NAC) and Matobeli AIDS Council who operate in Victoria Falls. Matobeli AIDS Council is responsible mainly for peer education initiatives. Though care work is mostly being done by the above mentioned agencies, the council is also giving care to the disabled under the Mayor’s Christmas Cheerfund. Participants highlighted that it is important that for council Ngqabutho Moyo explaining a point at the Victoria Falls

to have a budget that goes to care giving and awareness raising on HIV/AIDS.
Men & Care Work
Participants stated that care work was mainly being done by women, while there were fewer men. The problem was the stigma and discrimination associated with care giving. Tradition and culture has socialised women to undertake care work. While in the same vein, most women are not working in Victoria Falls thus their quantities in the field. Participants stated that, there was a need to formulate strategies that will better aid women to undertake carework.
Gender & Local Economic Development
Definition of Terms
Local Economic Development
Participants defined Local Economic Development (LED) as a process in which partnerships between local governments, community-based groups and the private sector are established to manage existing resources to create jobs and stimulate the economy of a well-defined territory.
Victoria Falls Municipality’s LED Initiatives
Victoria Falls Municipality is engaging in LED programmes meant to benefit the community. These include vegetable markets, curio markets and flea markets. The council also has designated spaces for women markets. Furthermore, the council provides factory shells where women have been allocated spaces and are currently building structures. The council is also partnering with individuals during events like the Zimbabwe Trade Fair (ZITF) so that to expose their talent.
In terms of land tenure, council is ensuring that housing forms are registered in both spouses’ names to ensure that women are not prejudiced of land. On the procurement front, the council has a procurement committee that is open, transparent and is non-discriminatory. The council encourages locals to come to tender in a bid to promote local growth. The council also promotes LED by engaging in business with only registered Small & Medium Entrepreneurs (SMEs).

Definition of Terms
Climate Change
The group defined climate change as the changes in weather patterns caused by human activity over a long period of time.
Sustainable Development
Participants defined sustainable development as development that is able to benefit the present and future generations.

Victoria Falls’ Climate Change and Sustainable Development Issues
The council has been encountering climate change effects particularly:
- Changing rainfall patterns.
- Higher and cooler temperatures.
- Dumping of waste.
- Indiscriminate cutting down of trees.
- Sand poaching.
- Veld fires.
- Duri crust
- Acid rain
Participants stated that there was a need to use alternative energy sources in order to curb climate change and sustainable development effects. The town’s challenge is load shedding. As a result people are resorting to firewood,”tsotso” stoves and saw dust. Council is looking to alternatively buy coal but this has also implications on the environment. Council has formulated a by-law that bans indiscriminate cutting down of trees. Council is also looking to partner with the forestry commission so that they embark on a tree replacing drive to curb climate change.
In regards to waste disposal, the council had no capacity to move waste in dumpsites, but there are voluntary cleaning teams in wards. Hotels are also helping in waste removal so that climate change effects are reduced. Victoria Falls is a tourist destination and as such the proliferation of industries is discouraged by agencies like the Environmental Management Agency (EMA) and Enviro Africa as this has a negative impact on the town’s business. In terms of sand poaching, people are recycling gravel (rubble) and reselling it.

In his closing remarks Councillor Nyamambi thanked GL for the workshop and the work they are doing to advance the gender mainstreaming agenda.

Group work was most useful because there was a lot of constructive criticism and input from all members.

The revised action plan would be put into day to day duties. Research further and implement programmes that are gender
sensitive.

In the budgeting formulation process to ensure its sensitivity. Will try to write a report to present to my supervisor and other
colleagues in the department as well as council as a whole.
4. Any other comments? The council is struggling financially I would appeal to GL to help with
a budget that can be used to initiate projects-as a pilot project.
GL should always be in touch with the local authority so that the work plan is put into action.
Follow ups are essential. There should be efforts to have a council resolution that would form
the basis of the feedback agenda.

Poor attendance owing mainly to the fact that the workshop was held within the town.
There is no clarity on who the GFP is, thus communication of the COE process is proving to be difficult. Deputy Mayor was asked to discuss the issue with the Town Clerk
