Your Committee on the Library begs leave to submit the following reportfor the past year.

For the fiscal year 1942-43, the Board of Trustees made appropriationsof $141.200 for the increase of the University Library as follows: General Libraryin Urbana, $115,000; Law, $13,500; Medicine, Dentistry, and Pharmacy, $12,700. Theappropriation of $115,000 was assigned to the various colleges, schools and depart-ments, etc., by the Senate Library Committee. There was also spent for books lastyear, out of Graduate School, departmental and other funds, $14,603.60. Most ofthese purchases were added to the Library, though some were kept in departmentaloffices.

WTo are still having difficulty with the binding of foreign periodicals,most of which are being held in the unbound state until missing numbers and partscan be obtained after the war. The Library is devoting considerable thought tothe acquisition of foreign publications upon the cessation of hostilities* Varioussteps, sono of those of a more or less confidential nature, have boon taken to pro-cure copies of books and periodical materials in the scientific fields useful tothe war effort, but as yet nothing has been done for the non.·scientific fields.

The outstanding purchase of the year was the acquisition of a collec-tion of nineteen editions of Miltonls works published within his lifetime, includinga copy of the exceedingly rare first issue of the first edition of Oom=s and a copyof the first issue of the first edition of Paradise Losto , he addition of thesepurchases makes our Milton Collection the outstanding working collection in thecountry*

A schedule of assignments for the purchase of books for the pasttwo years follows. The individual assignments are often approximately repeatedfrom year to year, though the amount for any one purpose or department has frequentlybeen changod by the Oommitteo when making the assignmentso The Committoo againauthorized. the Director to make necessary minor changes or adjustments among theseassignments during the year.

The purohase of sets of journals has continued whenever sets desirablefor a research library were availables Representative titles received during theyear are listed in Appendix I.

ITe have continued buying films and photostats of books, manuscriptsand articles not otherwise available. Appendix XI shows the general character ofthe photostats purchased and Appendix XII lists the representative films acquiredduring the year*

Through the generous interest of its many friends, alumni and.faculty, the University Library has been the reeipient of numerous gifts to thebook collection. A large number of these gifts come from organizations (e.g. corpor.ations, societies1 institutions) and in peace timer from governmental agencies inevery part of the world. During the year the Library sent 1i,876 copies of 160 Universityof Illinois publications to Libraries and other institutions on our gift andex-change lists; other offices on the campus in accordance with exchange arrangementsn,.de by the Library, mailed 62,259 copies of 120 additional publications. * ewe~:changes of publications were arranged with 20' additional institutions, and-exhanges were discontinued with 3. Regular exchange of publications is now carried

on with 1831 foreign and 1510 domestic institutions. Activities of the ExchangerDivision with European institutions have practically come to a standstill. We arecontinuing to address and store University of Illinois publications pending theoutcome of the war.

Because of the great reduction in civilian enrollment, it is onlyna-;;r:2.. that there should be a fairly corresponding reduction in the over-allcJciculation of books from the University Library. There has been a reduction ofabout 26% below last year s figure for the recorded use of the libraries. Thelargest reduction of recorded use occurred in the Agriculture Library where therewas a drop of 39%. In spite of the general decrease in circulation, some readingrooms and libraries show a slight increase because of continued demand or improvedse.r.iceo The Chemistry Library reports an intensified use of materials, and therplnneering Library also reports a significant increase in the use of its resources.Alost; all libraries on the campus report an increased use by army and navy men,bovh stationed here and at Chanute Field. All librarians are trying to keep informedof new developments in their various fields in order to keep step with the acceleratedpace of wartime living.

During the year, with the aid of a time-stamping device, a study wasmade by the Loan Department of the time consumed in securing a book for the reader.As a result of this study, the page service in the stacks was reorganized sothat the Loan Department now functions more efficiently and at less cost thanformerly. It was discovered that the average time necessary to secure a book atthe Main Library Loan Desk is four minutes, which compares favorably with the servicerendered by other University Libraries.

Toward the end of the first semester, plans were started to establishan undergraduate open shelf-reading room in the North Reserve loom of the Main Li-brary building. Due to the difficulty in securing and installing shelving, theroom was not ready for operation until the latter part of the semester, During thisperiod it had become apparent that the Army training program would require space inthe library building. In the beginning, seating accommodations were provided in theSouth Reserve Room for fifty members of the Special Training Assignment and 2eclassi-fication program of the Army. Gradually their needs increased and it finally becameadvisable to dispense with the South Reserve Room altogether for civilian students.Consequently, all books in that room were transferred to the North Reserve Poommwhich with the newly organized open shelves was converted into a room containing bothopen shelf and closed reserve books. She experience gained from this present experi-ment will betterenable the staff to establish the open shelf undergraduate readingroom in duo course of time,

T3he program of planned exhibits initiated last year has continued.The following oehibits were displayed in the Library foyer and center corridors Book-plates; Physical Fitness; Newspaper Qontributions to the War Effort; Corpus ofAmerican Architecture; Ohristmas in Art; Calendars and Almanacs; Victory BookCampaign Posters; 76th Anniversary of the University; Boulder Dam; Incunabula; Printsfrom the United States National Mfsoum; 50th Anniversary of the Illio; Oircusiana;Pictorial Advertising; Bibles; Songs of World War I and II; History of thV Libraryand Library School; Prime Ministers of England; Great Works of Music, Other exhibitshave been prepared in a number of departmental libraries. Members of the Librarystaff and University faculty have suggested subjects and assisted in the preparationof the material.

In addition to its regular service to the faculty and students, theLibrary has given service to a number of visitors to the campus. Permits wereissued during the year to 1049 people distributed thudr

In order to maintain a better check on the increased number of these rcquosts, thelibrary early in the year adopted a permanent application form and library card.Other request forms and permits were adopted for the users of the stacks, newspaperroom and special reading rooms*.

Yte have been fortunate in improving some of the physical equipmentat the Library. The Physical Plant was able to improve somewhat the inadequatelighting conditions at the Main Loan desk and the Public Shelf List. ITew armchairs

were purchased to replace obsolete and worn chairs in several of the reading rooms

of the Main Library. The improvements in the Natural History Library were completedduring the year, and ten wooden map cases were purchased to enable us to begin workon the organization of our large map collection.

The Library was assigned thirty fYA students at the beginning of theyear. There was considerable turnover and there were on the average nineteen studentsper month who worked 5020 hours and earned approximately $1750. This is the lastyear in which the library will have the advantage of supplementary student help.Most of the work done by the NYA students has become part of the regular work of theLibrary, andc is now being carried on by persons on appointment or paid from the wagesaccount.

There are appended to this report three statistical tables showing thesize, growth and the recorded use of the Library*
