From 24 July to 30 November OECD provided me a great opportunity to work as a

trainee at STD (Statistics Directorate) handling Balance of Payments and National

Account statistics for publishing some reports related to OECD members. I

fortunately passed oral tests by giving my straightforward view although I was not

sure I could communicate together at first. It seemed that the most important thing

for passing the exam was telling my own thought on why I was eager for working at

OECD, in particular STD, and what I was going to be in future career at that point.

My post was in Trade in Services at TBS (Trade and Business Statistics) section

which works on implementing IMTS (International Merchandise Trade Statistics),

MSITS (Manual on Statistics of International Trade in Services), BPM6 (Sixth

edition of the IMF’s Balance of Payments and International Investment Position

Manual) and SNA 2008 (System of National Accounts 2008). Normally our

operations were conducted in English though my colleagues could fluently speak

French as well as English. Our tasks were individually divided when we had

irregularly meetings each month. More precisely I did the following tasks.

1. Inputting trade in services code based on EBOPS 2010 (Extended Balance of

Payments Services 2010) into StatWorks software and cleaning up database.

2. Researching data source of Trade in Services derived from OECD members and

creating some documents related to OECD members’ Travel and Transportation

services for WPTGS 2010 (Working Party on International Trade in Goods and

Trade in Services Statistics 2010).

3. Checking error terms in OECD on International Trade in Services publications.

Except tackling these things, I had positively taken part in some activities

provided by OECD since our colleagues came back from their summer holidays.

Especially playing Basket ball and Tennis every week helped me blow off steam.

Moreover my colleague and I participated in tennis tournament called Trophée

BNP Paribas des Ambassades 2010.

According to lots of activities together, we have constantly communicated with each

other since I came back to Japan. I could enhance emotional strength for

communicating with my excellent colleagues and friends through this internship

program. This experience and knowledge will definitely help me to manage any

situation whichever profession I choose in the future. Needless to say I have

desired to work at global stage, especially the field of international finance and

trade since then.

OECD 本部でのインターンシップは、2 ヶ月という短い間であったが、私の人生に大きな

インパクトを与えてくれた非常に貴重な経験であった。いつか機会があればぜひ一度国際

機関で働いてみたいと思っていた私は、留学センターのウェブサイトからインターンシッ

プの忚募をみたとき、迷わず志願書類を出した。大学側の選考を無事に終わらせたあと、

ほぼ同時に OECD 教育局の２つの部署から連絡をもらった。連絡があった次の日に電話イ

ンタビューをしたため、準備する時間はほとんどなかった。1 回目の電話インタビューは

30 分ほど続いて、バックグラウンドとプロジェクト関連の知識について聞かれた。2 回目

のインタビューはそれより短く、スケジュール調整など簡単な質問が多かった。2つの部署

とのインタビューの後、自分の研究と関連がある高等教育プロジェクトに入りたいという

個人的な希望もあり、受入れ部署は最終的に CERI(Centre for Educational Research and

Innovation)に決まった。

OECD 本部はパリ市内の 16区に位置している。カンファレンスセンターがある通常シャ

トと呼ばれる本部以外にも、車で 10分くらいの距離で統計局などがあるデルタという新し

いビルがあり、そのほかにもいくつかの建物がオフィスとして使われている。教育局は、

事務総長がいるシャトとカンファレンスセンターに繋がっているマーシャルビルの 3,4 階

にあった。オフィスはとても快適な環境で、私はメキシコ国籍のコンサルタントとアメリ

カ国籍のスタッフと一緒に部屋を使った。みんなとても優しくて、私が早く OECD の雰囲

気に慣れるように気を使ってくれた。上司の部屋は同じ階にあったが、コミュニケーショ

ンは基本的なメールのやり取りだったので、毎日顔を合わせることはなかった。私が属し

ていた“Innovation Strategy in Education and Training"チームは、来年度新しい本の出版を予

定していたため、メインタスクは執筆中の本に必要な資料収集と図と表作り、簡単な分析

であった。フランス国籍の上司はとても親切な人で、忙しい中でもちゃんと時間を割いて

質問に答えてくれたり、食事に連れて行ったりするなど、色々と面倒をみてくれた。OECD

では、個人の裁量に任せた仕事スタイルをとっているので、出勤時間もお昼休みもかなり

自由であった。毎日上司に報告する必要もないし、特に締め切りがあるわけではないが、

その分、自分に任された仕事について責任感を持ってきちんとやることが何より大事であ

ることを、漂っている職場の雰囲気から自然に学ぶことができた。

OECD 本部には正規スタッフのほかにも、各メンバー国から来ている大学院生のインタ

ーン、国から派遣されている公務員、研究者が大勢いる。OECD で働く最も大きなメリッ

トは、普段は会えない色々な人に会えること、そして友達になれることだと思う。私の場

合、韓国の教育省から派遣されている課長、国の研究所で働いている先生に会って、自分

の論文と研究について貴重なアドバイスをもらった。家まで招待されて夕飯をご馳走して

もらうなど、交流を深めることができた。日本と韓国だけではなく、ドイツ、フランス、

イギリス、スペインからきたインターンとも仲良くなって、毎日のお昼休みは新しい人に

出会える楽しい時間であった。また、カンファレンスホールでは、いつも国際会議やワー

クショップ、重要な政策ミーティングが開かれていた。私の上司は、プロジェクト関連の

ものはもちろん、私の研究分野に関連がある何かがあったらいつでも気軽く行かせてくれ

た。そのお陰で、OECD がどうやって機能しているのか、国際機関の会議はどのようなこ

とが議論されるのか、どのようなプロセスを通じてプロジェクトが成り立つのか、尐しず

つわかることができた。もし私が OECD のインターンに選ばれなかったら、このような貴

重な経験はきっとできなかったと思う。

私は今までフランスを訪れたことがなかったので、地図を持って街を歩いたり、博物

館と美術館を巡ることも大きな楽しみであった。金曜日の夜仕事が終わったら、OECD の

友達とベルギー、イギリスなどの隣の国に旅行に行くこともあった。仕事の帰り道、美し

くライトアップされたエッフェル塔を眺めていたこと、セーヌ川の遊覧船に乗ったこと、

ルーヴルからシャンゼリゼ通りを歩いたこと、一生忘れられない思い出になった。

最後に、素晴らしい機会を与えてくれた留学センターの方々や受入れ部署を決めるとき

からアドバイスをしてくれた指導教官の黒田先生に心からお礼を申し上げたい。

I enrolled in Waseda to acquire further international experience and so I was extremely

motivated to apply for the Waseda-OECD Internship program. I am strongly interested

in the work of the OECD in promoting international co-operation and I was very

grateful for the opportunity to make my own contribution towards this goal.

The directorate of the OECD which hosted me during my internship was the Executive

Directorate. This directorate contains the various support services needed in the day to

day running of the OECD. My department within the Executive Directorate was Human

Resource Management. This department coordinates all HR functions needed for the

organization. I worked in the Strategy and Business Analysis Group and worked on the

implementation of a new recruitment system, renewal of the recruitment website and

assisted with the Job Profiling Project (an organisational wide exercise to standardise

the skills required into groups of jobs). I also worked on industry and product research

on Learning Management Systems and wrote a research report on the implementation of

competencies into recruitment, development and performance management processes.

I enjoyed the stimulating atmosphere at the OECD which came from the different

cultures and educational backgrounds of the employees. I had the opportunity to work

in this multicultural and team orientated environment on very interesting Human

Resource projects. Through this learning experience I became very comfortable

working in an international team in an international working environment. If possible I

would like to work in this kind of atmosphere again in the future in an international

organization.

My experience during my internship at the OECD was extremely valuable

professionally and personally. Professionally, I was able to work with experienced

professionals from all over the world in an international environment. I was able to

learn about the operations of the OECD as well as gain insight into the strategic Human

Resource Management of the Organisation. Observing and participating in the various

Human Resource Reform projects ongoing currently in the OECD was also extremely

valuable. The mission of the OECD is to promote policies that will improve the

economic and social well-being of people around the world. Working towards this

mission was very inspiring and personally, I received motivation and inspiration for my

future career.

Great internship at OECD

Global Information and Telecommunication Studies

It is one of my best luck to be selected as an OECD trainee because it is very difficult to

get an internship at OECD. The reason is that my major is not related to economics at

all. Moreover, one of the internship conditions is that the trainee must be a citizen of

OECD member country (my country, Vietnam, is not a member). I was surprised when I

knew that I had been selected after a document screening and two interviews.

My internship is from August 6th

to October 1st. Although it is quite short, I had a great

time at OECD Statistics Directorate. There are many divisions in the Statistics

Directorate. The division where I did my internship is Statistical Information

Management Systems division, which is responsible for the coordination and

development of the OECDs statistical Information System covering data and metadata

collection, processing & dissemination.

During my internship, I involved mainly in three different tasks. First, I worked on a

data mining project for the Perspective on Global Development 2011. I pulled data from

various progress related datasets and mapped them against the MDG 8 target – Internet

Users per 100 population. Second, I worked on training exercises in .Net to develop a

windows application and SQL Server database and exchange data between them. The

database was a normalized version of a multi-dimensional (star) schema that showed

how to store this kind of data generically in a small amount of tables. The application

displayed the data in response to query requests by the user. Third, I created a system to

run scheduled, unattended builds of .Net solutions. I also produced the system’s

documentation to introduce how to implement it.

One thing that I impressed me at OECD is that although I am a trainee, my boss let me

freely contribute my idea to the project. For example, while working on a data mining

project for the Perspective on Global per 100 population, we faced a difficulty in

finding the data of many variables in a time line. This is a very serious problem because

if we cannot find the data, we cannot prove what we are trying to show. To solve that

problem, instead of mapping data in a time line, I proposed a new method, in which we

map the data based on country name. I am very glad that my idea was selected and we

did solve the problem.

One of the things I like when doing internship at OECD is that working time is very

flexible. For example, I did not need to worry about going to work late; I can leave early

if I finish my tasks for that day. I think this culture helps me to reduce stressful at

working place and brings opportunity to utilize fully my ability.

At OECD, people are really nice and friendly. They provided me the best working

condition for me so as I had a valuable internship. I also had a chance to work with

many people from different countries such as England, America, France, Spain, Mexico,

etc so that I really experienced the multi-culture working environment.

In weekends, I visited Paris and some European countries. I really enjoyed time with

friends at OECD as well as at my living place in Paris. This internship brought to me a

great time in my student life that I will never forget.

早稲田大学インターンシップ 体験レポート

教育学研究科 博士課程

２０１０年８月９日から２０１１年１月３１日までの約６ヶ月間、OECD本部教育局でイ

ンターンシップを行った。この６ヶ月間は、仕事面、生活面共に毎日が新鮮で、とても充

実したものであった。将来、国際機関での就職という事を視野に入れ、博士課程の学生と

して、大学外で実際にどのような研究が行われているのか、とても興味があり、国際機関

での研究を体験したいと願い、この OECDインターンシッププログラムに忚募することにし

た。自分の今まで学んできた教育学を中心にして、OECDのどの部署に自分は、一番近いの

かを考えながら情報収集を行った。私は、特に教育学の研究の仕事を体験したいという強

い思いがあり、そういう点に考慮して、現在 OECDで進行中のプロジェクトについて調べた。

OECDでは、どのような手法が使われ、どのように分析されているのか興味があり、そのよ

うな最先端の実務を経験することは、これから自分が博士論文を書く事において、もっと

言えば将来に、良い影響を及ぼすであろうと考えた。

私が配属された部署は、教育局の Center for Educational Research and Innovation

(CERI) 教育研究革新センターと呼ばれる部であった。CERIは、教育学的研究を利用し、教

育現場に革新を図ることを目指しており、これからの教育の在り方を議論し、方針を提案

するという重要な部である。そのCERIの中で、私はInnovative Learning Environments(ILE)

と Effective Teaching Strategies(ETS)という２つのプロジェクトチームに配属された。

通常は、１つのプロジェクトチームに配属されるようだが、私の場合は、２つのチームか

ら依頼があり、かけもつことになった。両方のチームミーティングに参加し、両方の仕事

の〆切に追われる日々が続き、とても忙しかったが、両方のプロジェクトを体験する事が

でき、とても勉強になった。

インターンシップが始まった８月は、夏休み中のスタッフが多く、プロジェクトもゆっ

くりと進んでいた。最初の上司からの私への仕事は、過去の出版物やプロジェクトの概要

を与えられ、２つのプロジェクトについて深く学ぶことだった。コンサルタント１人、ア

シスタント２人の合計４人の部屋で、オフィスメイト達から、これから２つのプロジェク

トに参加する事にあたり、基本的な事を学んだ。この時期は、まだ本格的にプロジェクト

に交わっていなかった為、自由な時間があり、また、夏休み中という事もありのんびりと

した雰囲気で、周りのスタッフへも話しかけやすく、多くの人達と会い話をした。私のよ

うにインターンとして博士課程の学生が多く働いていた為、博士論文のテーマについて、

また進行状況など語り合う事が出来た。９月からは、ETSの上司の部屋へ移り、本格的に２

つのプロジェクトに参加した。

ILEプロジェクトは、学習環境を向上させるために、様々な国からの画期的な取り組みを

している学校を紹介したケースを集め、ケースについて分析しどのように教育機関は革新

を図るべきなのかを模索するプロジェクトである。仕事の内容は、ケース採択から始まっ

た。参加国から送られてくるケースを読み、まず、どのケースを使用するのか会議で決定

する。採用されたケースについて、説明が不足な個所を指摘し、ケースを提出したコーデ

ィネーターへ、追記を求める。私が、このプロジェクトに参加した時には、ケース採択に

ついては、ほとんど終了しており、最後の２ヶ国だけに参加する事が出来た。

ILEプロジェクトの仕事の中心は、１２月９日から１１日にドイツのハイデルベルグ大学

(Heidelberg University)で行われる ILEコーディネーター会議の準備であった。各国のコ

ーディネーター達が集まり、採用されたケースについて話し合うための会議である。この

会議の準備として、私へ与えられた仕事は、採用された１０９ケースの統合であった。具

体的に述べると、すべてのケースを読み返し、各ケースについてキーワードをピックアッ

プする。そのキーワードを使用し、今度はカテゴリー別にケースを分類するという作業で

あった。カテゴリーの分け方について、いろいろなアイデアがあり実際に分類してから、

メンバーと相談し、どの分類法が一番適切なのかを決めた為、何度も同じケースを読み返

し分類をやり直し、とても長い時間を費やした。また、すべてのケースが詳細に記述され

ているため量も多く、ケースを読み続ける毎日が、何ヶ月も続いた。しかしながら、教育

学を学んでいる者として、最先端とされる学習環境を知るという事は好奇心をそそるもの

であり、すべてのケースを非常に興味深く読み進める事ができた。また、ILEのウェブサイ

トがあり、まとめたケースをアップする作業も任された。実際に、ドイツの会議へ私も参

加させていただき、各国のコーディネーター達からケースについての詳しい話を聞くこと

が出来た。また、自分が作成したケースの資料についてアドバイスも頂いた。OECDの出張

(Mission)を、実際に体験する事ができ、意味深い経験であったと思う。

ETSプロジェクトは、小学校において「良い先生」とは、どんな先生なのか、また、教師

はどのように教授法を発展させることが出来るのかを模索することだった。たくさんの研

究者が述べているが、小学生という時期は、とても教師の影響を受やすい時期であり、こ

の大切な時期が学習についてのターニングポイントとなる。このプロジェクトは、始まる

前の段階にあり、プロジェクトを始める準備が私の仕事であった。まだ、メンバーも決定

していないため、上司と私のみで行われた。最初は、戸惑ったが、自分の意見を積極的に

上司に言う事ができ、これから作り上げるという事において、とてもやりがいを感じる事

ができた。仕事の内容は、先行研究を調べる事がほとんどであった。１１月１２日に、ハ

ーバード大学へ提出する、共同研究についての申し込みの概要を作成するため、先行研究

をまとめた。トピックは、算数嫌い（Math Anxiety）として算数の教授法や感情と学習の

関係についてまとめた。１１月１２日以降は、４月に行われる Governing Board Meeting で

新しいプロジェクトとして ETSが発表されることになっており、その準備として教師教育

についての研究をまとめた。これから博士論文を書く私にとって、多くの論文を読み、ま

とめるという作業は、とても大切なことであり、この仕事を通し、３００本以上もの論文

に目を通すことができた。

OECDでは、自分をアピールして、上司から仕事をやっと頂くという傾向にあり、私は、

そのような経験をしたことが無かった為、とてもいい刺激になった。短時間に良い質の仕

事をこなす事が出来るという事を上司へパフォーマンスする必要があると聞いた。なので、

あまり毎晩、遅くまで、オフィスで働かずに自宅に仕事を持ち帰り、秘かに仕事を行って

いるアナリストも珍しくないそうだ。私も、２つのプロジェクトを同時進行している為、

残業を否めなかったが、そのようなアドバイスがあり、集中して早く質の良い仕事をする

ように努力した。職場は、とても自由な雰囲気で、のびのびと仕事をしているという印象

を受けた。出勤や退社の時間など決まってはいるけれど、自由に自宅で仕事をしてもよい

と上司から指示された。そして、オフィスに何時間いても関係なく、仕事の質で評価する

と説明を受けた。

進行中のプロジェクトへ、途中から参加するという事は、知識面の遅れを取り戻す努力

だけにとどまらず、人間関係の構築など、とても大変なことである。なので、OECD のイン

ターンシップに参加する事が決定し、プロジェクトがわかったら、すぐに自分の参加する

予定であるプロジェクトについて調べておくことが大切だと思った。上司に文献を、前も

ってメールで送ってもらうようにお願いしたり、OECD の東京センターを訪ねてみたり、い

ろいろな方法がある。また、出来る限り、長期間の派遣を望むべきである。私の場合、派

遣期間６ヶ月間で、最初の約１ヶ月間は、プロジェクトへ参加する為の準備期間として使

った。その後、約３ヶ月間以上かかる大きな仕事をいただいた。

教育局は、パリ市内にある OECD本部にあり、国際会議なども多く行われており、その会

議を見学する事ができる。私も教育政策委員会(Education Policy Committee)や運営委員

会(Governing Board Meeting)など実際に見学した。そして、会議に訪れた、日本政府の方

を含め、たくさんの国からの関係者と、話をする事が出来た。教育局の中では、毎週月曜

日に、２時間程度、進行中のプロジェクトについて発表があり、出来る限り参加するよう

にしていた。CERI の会議は毎月行われ、プロジェクトリーダーが、プロジェクトの進行状

況を発表した。また、CERI では、皆でお茶を一緒に飲みながら、情報交換をしたり、夕方

仕事を早めに終わらせて、ワインを飲み楽しんだりしたこともあった。プロジェクト内で

は、ランチをしながら、会議をする事もあった。仕事外での、アクティビティも充実して

おり、週末にピクニックが行われたり、テニスやヨガなどいろいろなクラスが、昼休みや

仕事後に行われたりしていた。また、語学のクラスも盛んで、私はフランス語を、受講し

たかったが、出来ずに終わってしまった。仕事の合間に、出来る限りいろいろなことに参

加しようと努力したが、すべて興味深いもので、時間は限られており、どれに参加すべき

か迷う日々が続いた。インターンシップ期間中は、日本政府や一般企業から派遣された方

など、とてもたくさんの人達と会う機会がある為、名刺交換することが多く、たくさん名

刺を準備しておくことも必要である。

私生活では、週末を利用して、パリの街を楽しむことが出来た。美しい街並みを楽しみ

ながら、市内を歩き回り、有名な観光地へ出来る限り行くようにした。また、食事もとて

もおいしかった。しかし、パリの冬はとても寒いため、冬のパリを経験する予定の人は、

防寒対策の準備が必要である。地下鉄通勤の場合、パリは冬になるとストライキが多いた

め、午前中に会議がある時など大変である。家を探す時には、そういう点も考慮した方が

良い。

このインターンを通して、家族、留学センターの方、指導教授、CERI のメンバー、また

日本政府の方など、とてもたくさんの方たちに助けていただき、感謝している。皆の、お

かげで充実した OECD での６ヶ月が送れたのだと深く感じている。パリで過ごした６ヶ月間

は、毎日が充実していた為なのか、とても短く感じた。たくさん貴重な経験をした為、語

りつくせないほどである。自分の研究が遅れてしまうという理由から、このプログラムへ

の参加を最初は躊躇した面もあったが、今では、心から参加させていだたく事が出来て良

かったと感じている。そして、この貴重な経験を、自分の将来に活かすように心掛けたい。

この経験を通して、これからも、ぜひ多くの人達が、OECDインターンシッププログラムに

より、有意義な経験をして欲しいと強く願う。

Waseda-OECD Internship Programme has provided me the opportunity to work as an

intern at the OECD Development Centre, EMEA (Europe, Middle East, and Africa)

Desk, between the periods of 1 September 2010 to 25 February 2011. My experience

during my internship at the OECD was extremely valuable both professionally and

personally. Professionally, I was able to learn how an international organization such as

the OECD operates, how it feels like to work at the OECD and understand the tasks and

roles of the Development Centre. Personally, I am grateful to have been able to meet my

supervisors, colleagues, and friends, whom I still keep in touch today. The Development

Centre has an extremely friendly environment, and I enjoyed very much spending time

with them both in and outside of the office.

Ever since I entered Waseda University as an undergraduate, I have always been

interested in the field of development so when I discovered that I was given the chance

to work at the OECD as an intern, I was very excited to see what would await me in

Paris. The directorate of OECD which hosted me during my internship was the OECD

Development Centre. The role of OECD Development Centre within the OECD is to

help policy makers in developing countries to find the solutions in tackling the

challenges of development. It has 40 member countries, including 25 OECD member

countries and 15 non-OECD member countries, which make this directorate unique.

The main activities of the Development Centre include the annual production of reports

such as “Perspectives on Global Development,” which features different themes every

year, and the regional Economic Outlooks, which include the “South East Asian,”

“Latin American” and “African Economic Outlook.” The Development Centre also

organizes global forums to provide countries the opportunity to share their knowledge

on how to enhance development.

During my internship, I was given two tasks. One of them was to organize an “Expert

Meeting,” where we invite experts from all over the world to discuss how to form the

thematic chapter of the African Economic Outlook (AEO) 2011. The second task was to

draft two sections for the South African Country Note for the AEO 2011. The country

notes provide the most updated information on the economic and political situation of

51 African countries. Organizing the Expert Meeting has given me a better

understanding of how the OECD operates as an institution, and has given me the

opportunity to meet many people within and outside the OECD. It was particularly

exciting to have been able to meet experts and professors of whom we have been

reading their papers. From the experience from drafting the country note, I was able to

see the entire process of how an OECD publication is being produced. Not only was I

thrilled by the fact that I could actually draft a document that will be published by the

OECD, but it was also a valuable experience to have been able to personally contact

people from the South African Treasury, Central Banks, and other ministries to discuss

the content of the country note.

I feel fortunate that my first working experience was at the OECD Development

Centre. I was able to meet many colleagues with different backgrounds, whom many of

them became my friends. My supervisor was extremely understanding, encouraging,

flexible, and fun to work with. They have treated me as if I was one of their colleagues,

and not as just an “intern.” With the help and support of my supervisors and colleagues,

I was able to fully enjoy my 6 months at the Development Centre. I cherish all the

encounters I was able to make during this internship.

早稲田大学インターンシップ 体験レポート

公共経営研究科修士課程

早稲田大学とOECDのインターンシッププログラムを通じて、2010年9月1日から2011年2月

25日まで、OECD開発センターのEMEA (Europe, Middle East, and Africa)デスクでインタ

ーンとして働かせて頂きました。OECD開発センターでのインターンシップでは、業務、生

活共に非常に新鮮で貴重なものであり、私の人生に多くの影響と思い出を与えてくれまし

た。業務を通じてOECD という組織の総合的な機能や、OECDで働くとはどういうことなのか、

そして開発センターの役割を理解することができました。また、開発センターでは皆がと

ても優しく、親しみやすい雰囲気だったため、上司や同期とアフター５やオフを楽しく過

ごすことができました。彼らとの出会いは私にとってかけがえのないものとなり、今でも

多くの方と連絡を取り合っています。

学部の頃から開発学に興味を持っていたため、本インターンシッププログラムに参加で

きると知った時は驚いたと同時に、非常に嬉しく思いました。私をインターンとして受け

入れてくれた局は、OECD開発センターでした。OECD開発センターでは開発途上国が発展す

るためにはどうすればよいかという問いかけに対し、調査・研究を行い、開発途上国のニ

ーズに対して政策提言を行う部門です。また、メンバー国同士が開発問題に関する知識や

経験をシェアできる場も提供しています。開発センターでは、開発途上国もメンバー国に

なれるため、OECD本部とは異なり、OECD加盟国 25カ国と非加盟国 15カ国の計 40カ国で

成り立っています。主な活動内容としては、テーマ別に刊行される報告書 “Perspectives

on Global Development”の作成、地域別に毎年刊行される “South East Asia”・“Latin

America”・“African Economic Outlook”の作成、及び開発のためのグローバルフォーラ

ム開催等が挙げられます。

OECD での業務内容は多岐に渡りました。インターンシップが始まった直後は、Expert

Meetingの企画・運営を担当しました。Expert Meeting は、African Economic Outlook (AEO)

2011 の第 2 章にあたる Thematic Chapter のテーマを専門とする専門家を招き、どのよう

にこの章を構成するかという議論を行うために開催されました。インターンシップの後半

には、AEO 2011 の第 3 章にあたる South African Country Note のセクションのドラフト

を作成しました。第 3 章は 51 カ国の Country Note から成り立ち、その国における最新の

経済及び政治状況やデータが記載されています。Expert Meeting の企画・運営を通じて、

OECDが組織としてどのように機能しているかを知ることができ、また OECD内外のたくさん

の人々と出会うことができました。今まで実際に読んでいた論文の著者が、会議に参加さ

れた時は感動し、大きなやりがいを感じました。Country Noteのドラフト作成からは、OECD

の出版物がどのような手順で作成されているかを知ることができました。また、Country

Note を作成する際に、南アフリカ共和国の財務相や中央銀行の方と直接やり取りができ、

貴重な経験となりました。

今回のインターンシップを振り返り、初めての職務経験を OECD開発センターで終えるこ

とができて、大変幸運に恵まれていたと思いました。様々なバックグランドを持つ同僚と

知り合えただけでなく、友情を育むことができました。また、辛い時は励ましてくれ、何

にでもチャレンジさせてくれる柔軟さを持ち、何より一緒に仕事をしていて楽しい上司と

巡り合えることができました。開発センターでは“インターン”としてではなく、“同僚”

として扱ってもらえたのが、何よりも嬉しかったことです。彼らと会えたことがこのイン

ターンシップの中で一番の財産だと思っています。
