Provide a short description of actions taken at the national level to promote participation by CSOs and STIs in the Convention processes.

The Ministry of Natural Resources has entered into a Memorandum of Understanding (MoU) with Reserve Force as an encouragement for them to carry out afforestation, watershed management, soil conservation structures establishment works, The Rwanda Natural Resources Authority (RNRA) has embarked on a process of public forests co-management with private people/or entities as a way of better managing public forests eg Tea Factories, private forest harvesting companies and local associations. The Government of Rwanda has set up the Fonds National pour l'Environnement au Rwanda (FONERWA) which funds activities related to environment protection executed by CSOs on profit. The Government of Rwanda has set up Thematic and sector working groups which facilitate the participation and contribution of CSOs in the convention implementation process. The Government of Rwanda has embarked on STIs reform for better efficiency and quality of education The Government of Rwanda is in the process of increasing the number of STIs by ensuring proximity to the beneficiaries.

1. The Systeme d'Information et Evaluation Permanente (SIEP) is still under development and is being supported by the Kingdom of Belgium both financially and technically. Due to the fact that it is not yet operational, we can not determine which difficulties it will meet. 2. The RENVIS (Rwanda Environmental Information System) is established but not yet operational too and we can not yet know the difficulties it will encounter. It is funded by the government of Rwanda. 3. The Land Administration Information System (LAIS) is funded by Government of Rwanda and British Department for International Development (DFID). It is operational but has not yet covered the whole country. It is planned to have covered the whole territory in December 2014. Need of capacity building,lack of internet connection,delays in land transaction. 4. Land Use Planning Portal funded by the United States Agency for International Development (USAID) Not yet completed. It is still under construction. 5.Early warning System for Hydrometeorological hazards 6. Famine Early Warning System(FEWS)

Strengthening Sustainable Land Management (SLM),mainstreaming into existing investment framework in Rwanda, the case of Comprehensive African Agriculture Development Programme (CAADP). 4.Costing of Green Growth and climate resilience strategy(on going)
