On 7-19-131 was on duty in District 1 Thurston County. I was wearing a full WSP uniform and driving my fully marked patrol vehicle.

At approximately 0225, I was notified by WSP communications of a situation. on the Governor's Mansion grounds on the Capitol Campus. I was informed that WSP cadets had a subject detained for trespassing.

I arrived on scene and spoke with several cadets that had a white male in handcuffs. Cadet Mathew Parent . informed me that the subject was located near the Governor's Mansion, within the fenced .area. The cadets were performing a perimeter check and discovered the subject on the mansion grounds. See pictures attached for the location of the subject's discovery.

I spoke with the individual who identified himself as Seth Gideon. A driver's check on the individual showed him as suspended in the 3'0 degree. He also returned with 3 warrants for his arrest. The physicals and DOL photo that came with the return matched that of Gideon.

The only ~in-monitored access to this area would have been to jump a tall black fence. When asked if he knew where he was, Gideon stated "I'm at the capitol". When asked to specify, Gideon stated "I'm at the governor's mansion." He was then asked if he knew he was within a controlled area and Gideon stated "people were chasing me man".

As I continued speaking with Gideon, it became obvious that he was under the influence of some kind of drug. His pupils were very large, and his eyes were reddened. Gideon was very fidgety and he could not hold still. Gideon was sweating profusely and was very warm to the touch. Gideon was constantly staring into empty spaces looking .for something that did not exist. His speech was unrecognizable at times. Gideon stated several times that he was being chased by some people that he did not know. He was nervously looking around during the entire contact.

Once the scene was photographed, I cleared and transported Gideon to the Olympia Police Department. He was booked on a Malicious Mischief warrant. See attached.

Even while at the jail, Gideon was looking e\(erywhere expecting to find his pursuers.

I am a Sergeant with the Washington State Patrol who is the supervisor of the Trooper Cadets who provide security services for the Governor's Mansion.

On August 7, 2013 at approximately 0230 hours I received a phone call from Trooper Cadet J. Helmer#7092, advising me that there had been a security breach of the Governor's Mansion property and that they had placed Seth M. Gideon (08/07/1981) in custody. He also informed me that Trooper T. Gorzynski #560 had arrived on scene to complete the arrest of Gideon.

Cadet Helmer stated that he and Trooper Cadet N. Parent #7078 were working the night shift from 2200 hours to 0600 hours. He said they performed a camera sweep of the property at just after 0200 hours and then performed an interior security check of the Mansion and continued to an exterior security check of the Mansion grounds. He said everything was secured and undisturbed at that time. As they were exiting the basement of the Mansion from the exterior door they proceeded to do a sweep of the property counterclockwise starting with the back yard of the Mansion. As they approached Post 1 they heard a voice say, "Sir" and saw Gideon behind them with his hands in the air. They told me they put him at gun point and told him to get on the ground. Cadet Helmer then secured Gideon with handcuffs and called WSP communications for backup. Trooper Gorzynski then arrived and took over the arrest.

Both Cadets and Trooper Gorzynski stated that Gideon appeared to be high on drugs, was extremely paranoid and had stated that he thought people were chasing him. Trooper Gorzynski said Gideon had three warrants for his arrest and ended up booking Gideon into Olympia Jail on one of his warrants.

I e-mailed Matt Jones who is the supervisor for DES in charge of their video surveillance system, requesting a copy of the video of the incident from last night. Jones later provided me with that video which I reviewed. The video showed Gideon acting paranoid in front of the East Gate to the Mansion for a few minutes before climbing on the hand railing to the gate and then jumping over the gate onto the Mansion property. He then proceeded counterclockwise around the building banging on the windows and doors with his hands before catching up to the Cadets that were on their security sweep of the property and alerting them to his location.

Trooper Cadet Maloney notified me at approximately 0830 hours that Frances Munez-Carter, the Governor's Mansion Coordinator, had discovered a broken window in the front sitting room of the Mansion. Trooper N. Casto #451 was sent to investigate. I later arrived at the Mansion to look at the broken window too. The window was in an area that Gideon had passed by but that was not covered by the surveillance video. The window was also just checked minutes before by the Cadets doing a sweep of the interior of the Mansion and was not broken. I called out the WSP crime lab to investigate the incident and see if there was any trace evidence left at the scene. Jim Luthy later arrived at the Mansion and did find a fingerprint in the area of the broken window which he stated could later be processed and compared to Gideon's if requested.

I requested the assistance of Detective D. Noyes #D788 with the investigation. He assisted me with looking at the broken window at the Mansion and with interviewing Gideon. At approximately 1230 we arrived at the Olympia Jail and requested an interview with Gideon. Gideon agreed to talk with us and the interview was digitally recorded. Gideon told us that he was very high on drugs including methamphetamine and "spice" and was feeling very paranoid that people were chasing him. He said he decided to go to the Capitol Campus thinking he would feel better there because it would be quiet and no one would be there. He also said he felt that he could get away from the people who he thought were following him there. Gideon said that he saw the Governor's Mansion and knew that it was a secure facility. He said he decided to jump over the fence in an attempt to get away from the people he thought were chasing him. He also said he knew that there would be security at the Mansion and that they would help him to get away from the people who he felt were chasing him. He said he began banging on the windows and the doors to bring attention to himself. He said that he was so high that he may have accidentally broken windows but wasn't sure. He said he wouldn't be surprised if up to

five windows were broken. He said he was not trying to harm the Governor or gain access to the Mansion but just that he wanted help getting away from the people he felt were chasing him. Gideon said he was extremely high on drugs that night and couldn't remember all the details of the night. Gideon was polite and cooperative during the interview. He was very apologetic and I believe he was truthful in his statements to us.

Brian from D.K. Boos Glass provided an estimate of the repair costs for the broken window (see attached). Brian also said that the window had not been cut, but since it is an older window, it just appeared to be because that is the way it happens to break.

As Gideon was being released from Olympia Jail on his warrant charge, Trooper Casto was there to pick him up and book him into Thurston County Jail on charges of Malicious Mischief and Criminal Trespassing.

~ I am commissioned by the chief of the Washington State Patrol as a Washington State Patrol Trooper, authorized to enforce all laws in the State of Washington. I have been employed with the WSP for 14+ years.

On August 7, 2013, I was assigned to District 10, Detachment 18 assigned to the Capital Campus, in Thurston County. I was working 0600 - 1600 hours. At approximately 0630 hours, I was informed that at approximately 0220 hours this morning, Gideon, Seth M. DOB: 8-7-81 gained access onto the Governor's Mansion property. He was subsequently discovered and placed in custody by the two Trooper cadets working at the time. At approximately 0821 hours, I contacted the Governor's Mansion to walk around the grounds perimeter to locate a possible entty point Gideon used.

Although I discovered an unsecure bottom portion to the tall black chain-linked fence, I could not determine the exact spot Gideon used. I also made observations as to improving the integrity of the perimeter fence.

While still at the Governor's mansioi1, I was notified by Cadet B.M. Maloney of broken glass from the W cstside access door to the mansion. I observed a rough circular hole to one of the single glass panes to said door. With the exception of two small shards of glass, the majority of the broken glass was inside between the outer door and the inner screen door. Also, the screen door associated with this access point was ajar and according to mansion staff & Cadet Maloney should not have been opened. Furthermore, there was a small hole-less than the size of a penny-located in the screen mesh itself. I took photos of the broken glass pane, outer & inner doors from outside as well as from inside the mansion. Cadet Maloney stated he did not discover any type of rock or object inside the associated room that could have caused the damage. According to staff, nothing was disrupted or disturbed inside the room.

At approximately 0841 hours, I departed the mansion grounds and assumed the primary investigating officer role on this case. I was made aware that Gideon was currently booked into the Olympia City Jail for an outstanding warrant. He has two additional warrants out for his arrest out of Tenino for Theft & Tacoma for a suspended license.

At approximately 1000 hours, Sgt. T. Sharff, Trooper Woods and I contacted Dept. of Enterprise Services in the OB2 building to view the security camera video footage of Gideon climbing the fence. Gideon is clearly observed "casing" out the eastside stairs I access gate to the mansion. He is clearly seen grabbing onto and shaking the alarm wire attached to said fence. Next, Gideon effortlessly climbed over the east access gate fence, walked up the remaining stairs and immediately knocked on the eastside mansion door. The video shows him running around the front or North side of the mansion. Gideon eventually walks around the backside and nearly shadows the movement of the two cadets on their security round.

At approximately 1435 hours, I took custody of Gideon and transported him from the Olympia jail to Thurston County jail where he was booked for Criminal Trespass 2"ct & Malicious Mischief3'ct.

On August 7, 2013, at approximately 0225 hours, Seth Gideon, DOB 8-7-81, was taken into custody for trespassing on the grounds of the Governor's Mansion at the Capitol Campus. Mr. Gideon was later booked into the Olympia City Jail for an outstanding warrant. On August ·7, 2013, at approximately 1048 hours, I received a phone call from Sgt. Trisena Scharf, the supervisor of the Mansion Detachment, requesting my assistance with the investigation.

I arrived at the Governor's Mansion at approximately 1110 hours and met with Sgt. Scharf. On the west side of the building I observed a broken pane of glass in a door that led to the patio. A small amount of broken glass was visible on the patio near the bottom of the door. I did not observe any tool marks or finger prints on the remaining glass of the broken pane or surrounding panes. I went in the Mansion and observed the door and broken pane from within. The screen door behind the broken pane was open. Broken glass was on the floor along the inside of the door containing the broken pane. The broken glass was in a narrow strip along the bottom of the door indicating the interior screen door was in a closed position when the window pane was broken.

Later that day I went to the Olympia City Jail with Sgt Scharf to interview Mr. Gideon. The interview began at 1242 hours. An audio recording of the interview was made. Mr. Gideon was advised of his constitutional rights and agreed to provide a tape recorded statement.

Mr. Gideon stated he was in downtown Olympia prior to coming to the Governor's Mansion and had been doing drugs. He stated "I was all wacked out and I was amped up" and thought he was being followed by people so he went to the Capitol Campus because it is usually free of people during the night and he could get away from the people who he felt were following him. Mr. Gideon stated he was originally from the Olympia area and was familiar with the Campus. He stated while on the Campus he still felt he was being followed and he panicked and ran and tried to get away from "tree people, shadow people." Mr. Gideon stated he "jumped over the fence of the Governor's Mansion and just started fucking hitting the windows. " I asked Mr. Gideon "did you know that was the Governor's Mansion, those grounds?" and he answered "Yeah, I knew it." He stated he banged on the windows because security would come and whoever was following him would have to leave and that he may have broken one window. He later stated he may have broken as many as five windows but expressed difficulty remembering all the details of the night because he was under the influence of drugs. Gideon stated he did not try to gain access to the Mansion and that he was not stalking the Governor or trying to harm anyone he was just "running from the tree people."

Mr. Gideon was polite, cooperative, and appeared to answer all my questions truthfully. He apologized several times during the interview.

I am a Trooper with the Washington State Patrol assigned to the Capitol Campus Detachment. I am temporarily assigned as the Trooper in charge of the Capitol Detachment. On August 07, 2013 at approximately 0420 I was advised by Sgt. Sharff (who was the acting Lieutenant) that a subject had climbed the Governor's Mansion fence and had entered onto the grounds at around 0220. She went on to tell me that the subject had been arrested and was currently booked in the Olympia city jail for various warrants by an Olympia freeway Trooper. I was not yet on duty.

Sgt. Sharff advised me that she wanted me to contact the jail to retrieve the subject and book him into the Thurston County jail for Criminal Trespass. I asked her to e-mail me the subjects' information and told her I would be en route shortly. At 0500 I was on duty and contacted the Olympia Jail.

Upon arrival I was told by a correction Officer at the jail that the subject, Seth Gideon (08-07-1981), was extremely high and tweaking. She told me that she didn't believe that Thurston County would accept him in that condition. She told me he was going to be held at least until his arraignment at 1400 later that day. I cleared the jail and advised Sgt Sharff of the Gideon's condition and told her that I would call Thurston County Jail and check with them concerning their booking criteria with subjects under the influence of drugs.

I spoke with Lieutenant Klein at the Thurston County Jail. She advised me that the subject would have to be medically cleared by the Jail nurse in order to be accepted. If they didn't accept him, we would have to transport him to the hospital until they deemed him well enough to be booked into jail. She also told me that due to the charge only being a misdemeanor, if the subject was booked in he would be PR'd and not held.

I relayed this information to Sgt. Sharff and Captain Wilbur. I was informed by Sgt Sharff that a broken window was discovered at the Mansion. Trooper Casto and I went to look at the window. Trooper Casto took pictures. Sgt Sharff, Trooper Casto, and I went to OB2 to view video of the subject. We observed the subject climb the mansion gate and then proceed to walk around the Mansion. The subject was observed knocking on the windows and doors of the Mansion.

It was decided to let him stay in the Olympia Jail for a while until we could talk with the prosecutor's office for further guidance. I asked Trooper Casto #451 to contact the prosecutor's office and confer with them. This was the end of my involvement in th'1s case.

I am a Trooper Cadet with the Washington State Patrol. On Wednesday, August 7, 2013 I was performing security detail at the Governor's Mansion in Thurston County, Washington. I was wearing my department issued police uniform.

At approximately 0220 hours, Trooper Cadet J. Helmer #7092 and I were conducting a perimeter check of the mansion grounds. We had just finished on the east side of the mansion and were making our way towards the driveway near Post 1 when we heard someone yell out "sir". Cadet Helmer and I turned to see a white male, later identified as Gideon, Seth M. (DOB 08/07/1981 ), was standing directly south of our location (see attached map). At that moment, Cadet Helmer and I gave Gideon commands to keep his hands in the air. At gun point, I asked what Gideon what he was doing and then instructed him to go to the ground and Gideon complied. As we approached him, I told Cadet Helmer I would cover him as he cuffed the Gideon. Cadet Helmer detained the defendant and I holstered my weapon. After which, I handed Cadet Helmer my cell phone to call communications to request a Zone 4 or 5 trooper, I then proceeded to search Gideon for weapons. After searching Gideon, I concluded that he did not have any weapons nor any form of identification on his person. As Cadet Helmer was talking to communications I asked Gideon if he knew where he was, Gideon said "Yes''. I then asked him why he was on the Mansion grounds and he stated he was being chased multiple times and that he jumped the fence. I asked him what part of the fence he jumped and he did not reply. I asked the Gideon who was chasing him and he did not respond. I then helped Gideon to his feet and Cadet Helmer and I proceeded to escort Gideon to Post 3 so that we could meet the Zone 5 troopers. As we were escorting Gideon he continued to tell us that he was being chased by someone. At that point it appeared Gideon was looking around in a panicked manner. I asked Gideon if he was on any kind of drugs and he shook his head no. At approximately 0227 hours, Troopers Gorzynski (#560) and Howson (#661) met me, Cadet Helmer, and Gideon at Post 3. We informed the troopers of what took place and then handed Gideon off to Trooper Gorzynski. As I was talking to Trooper Gorzynski, Cadet Helmer contacted our immediate supervisor, Sergeant T. Sharff #121 to inform her of what happened. Trooper Gorzynski then placed Gideon into the back of his patrol car and cleared Post 3 at 0304 hours.

At approximately 0220 hours, Trooper Cadet N. Parent #7078 and I were conducting a perimeter check of the mansion grounds. We had just finished walking on the east side of the mansion and were making our way towards the drive way near post one when we heard someone yell out "sir" to us. I turned to look and a white male, later identified as Gideon, Seth M. (DOB 08/07/1981), was standing directly south of our position (see attached map) and with both of his hands in the air. Trooper Cadet Parent and I immediately took action and gave Gideon verbal commands to keep his hands in the air. At gun point, Trooper Cadet Parent asked Gideon what he was doing at the Mansion and told Gideon to get on the ground. Gideon complied and got down on the ground as we approached him. At approximately 0222 hours I moved in and took control of Gideon and placed him handcuffs. I instructed Gideon to remain on the ground while Trooper Cadet Parent searched him for weapons. No weapons were found, nor any form of identification. I then notified Olympia communications via the post one cell phone that I had one male detained and requested assistance from a zone four or zone five Trooper. Communications informed me that Troopers T. Gorzynski #560 and R. Howson #661 were en route our location and instructed me to remain on the line. During this time Gideon kept repeating that he was being chased. Trooper Cadet Parent asked Gideon who was chasing him and he stated he did not know. Trooper Cadet Parent then asked him if he knew where he was. Gideon stated "Yes". Trooper Cadet Parent then asked what he doing on the Mansion grounds and Gideon stated that he jumped the fence. Trooper Cadet Parent then helped Gideon to his feet and we escorted him around the eastside of Mansion and down the driveway towards the front entrance gate. At approximately 0227 hours, Troopers Gorzynski and Howson arrived on scene. We informed them of the situation and they handled from there. I contacted my immediate supervisor, Sergeant T. Sharff #121 to discuss what had occurred. During this time Gideon appeared to be disoriented and kept looking around with an expression of panic. Trooper Goryznski asked him if he had taken any drugs, but Gideon ignored him and kept looking around. Trooper Goryznski informed him that he needed to know for health concerns. Gideon shook his head no and continued to stare off into the distance. Trooper Gorzynski then took Gideon into custody and placed him in the back of his patrol vehicle. Trooper Gorzynski instructed Trooper Cadet Parent and me to go ascertain where Gideon may have jumped the fence. After a thorough search of the premises it was unknown where Gideon entered the Mansion grounds. I asked Gideon where he had jumped the fence and he stated he did not know. Gideon then looked behind me and seemed to be terrified. "This is crazy." He stated. "Do you hear that? The dogs and people," he asked. I said no and looked behind me. There was no one there. At approximately 0304 hours Trooper Gornyznski cleared the scene, ending my involvement with the investigation.

On August 7, 2013 I began my regular shift at the Governor's Mansion at 0600 hours. After arrival I was informed of a situation that occurred during the previous shift involving Cadet Helmer, Cadet Parent and suspect, Seth Gideon. (See Cadet Helmer and Cadet Parents Reports). After being informed of the situation I continued on with my normal daily Mansion activities.

At approximately 0815 hours Frances Munez-Carter Governor's Mansion Coordinator called Post 1 and informed me of a broken glass door on the west side of the mansion. I entered the Mansion and observed the damage to the glass door. I then advised Sgt. Sharff of the damaged door. At approximately 0836 hours Trooper Casto arrived on scene and photographed the damaged door. At approximately 1032 hours Sgt. Sharff and Captain Wilbur arrived on scene to observe the damaged door. I was advised by Sgt Sharff to keep everyone clear of the door and to preserve the scene till WSP Crime Lab unit arrived to finger print the scene. Jim Luthy from the WSP Crime Lab arrived at approximately 1236 hours to photograph and finger print the scene. I briefed Luthy on the situation, showed him where the damaged door was and escorted him inside the Mansion as well. Luthy photographed and fingerprinted the door from inside and outside the Mansion.

After Luthy cleared the scene, DES was advised that the scene no longer needed to be preserved and the damage could now be fixed and cleaned up. Mark Brunell from DES placed some temporary card board in place of the broken glass till the door can be properly repaired.
