• The Karnataka Veterinary, Animal and Fisheries Sciences University was established under the Karnataka Legislative Act No 9 of 2004 on 28.2.2004.

• Date of effective functioning 01.04.2005 with Headquarters at Bidar.

MISSION, GOALS AND OBJECTIVES• The Mission statement is - To strive hard and provide leadership in teaching,

research and extension education services related to veterinary, dairy and fisheries endeavours and to keep pace with new frontiers of science and contemporary developments to be socially and technically relevant.

• The major goal :–Education - To make education responsive to the growing needs of the

society in general and aspirations of the farming community at large by imparting education in the veterinary, animal, dairy and fisheries sciences.

–Research - To achieve sustained enhancement in animal productivity including fisheries with most efficient use of natural resources, ensuring equity in disseminating the research benefits to the poor farmers towards livelihood security and up scaling the commercial production by a total devotion towards efficient, decentralized and need based research.

–Extension - To have a well-knitted and committed extension programmes to transfer the research outcome and technologies developed in livestock, dairying and fisheries towards enhancement of food production duly providing livelihood security for the benefits of farming community.

(c) Doctorate – Ph. D. in 13 disciplines of Veterinary and Animal Science, 3 disciplines of Dairy Science and 5 disciplines of Fisheries science.

(d) Diploma in Animal Husbandry.Admission Criteria: B.V.Sc. & A.H.: Candidates should have passed Intermediate Examination (10+2) of any recognized

Board with 50 % of marks (40 % for SC, ST and CAT I) in Physics, Chemistry, Biology and English subjects and selection is made based on the marks scored in Physics, Chemistry and Biology in the Common Entrance Test (CET) conducted by Karnataka Examination Authority, Govt. of Karnataka, Bangalore.

B.Tech (D.Tech) and B.F.Sc: Candidates should have passed Intermediate Examination (10+2) of any recognized Board with the subjects of Physics, Chemistry, Biology and Maths.

Master’s and Doctoral: Candidate should have passed in concerned Bachelor’s degree and for Doctoral programme Masters degree in the concerned discipline subjects. The selection for Masters/Doctoral degree programme will be done on the basis of the student’s performance in Bachelor/Masters degree programme and the written test conducted by the University.

Diploma in Animal Husbandry: Candidates should have studied in Rural area and have passed SSLC.(General reservation policies as notified by GOK, ICAR and VCI are applied).

FACULTY AND OTHER HUMAN RESOURCES• The university has a total sanctioned faculty strength of 701 of which 330 (Professor-87,

Associate Professor-37 and Assistant Professor-206) are in position. In addition about 96 persons are working as contract teachers.

• The University has 718 sanctioned non-teaching cadre strength; out of which 407 posts are filled up and about 400 persons are working on contract and SR basis.

• During the last five years, the faculty have published 533 research papers, 96 extension publications, 43 practical manuals and have authored 6 books.

• For grievance redressal and the welfare activities of the employees, the university has a well-developed mechanism through a Grievance Committee of the Board, SC-ST Committee, SC-ST Cell and registered associations for Teaching, Non-Teaching Staff, SC-ST Employees and D Group & DRE Associations.

• Signed MOU’s with renowned institutes of USA, France, China, Bangladesh, Belgium and Sweden.

• Offering University of Minnesota TATA group scholarship and externship in Veterinary Clinical Science for the BVSc & AH students

• Participating in Purdue University’s Afghanistan capacity building efforts in a massive way. • MOU’s with ICAR Institutes namely: National Institute of Animal Nutrition and Physiology,

Bangalore; National Dairy Research Institute, Southern Region, Bangalore; Indian Veterinary Research Institute, Southern Region, Bangalore; Project Directorate on Animal Disease Monitoring and Surveillance, Bangalore; National Research Centre on Meat, Hyderabad and Central Marine Fisheries Research Institute, Cochin.

LIBRARY AND OTHER LEARNING RESOURCES • Central Library – is well equipped with a collection of 30,490

books, 11,961 bound back volumes, 3,982 reports, 2,733 thesis 819 advance and annual reviews, 168 journals (29 international and 139 national), VET-CD’s etc. are available.

• E-resource centres under CeRA connectivity – Bidar, Bangalore and Mangalore.

• Video Conferencing facility – Connects Headquarters, Bidar and Regional Campus, Bangalore – Used for adjunct faculty lectures, group interactions, farmers discussions, officers meetings and UG admission counselling.

• National Knowledge Network – National Mission on Education through Information and Communication Technology (NKN-NMEICT) scheme is adopted.

• Good physical facilities and student amenities available.

FINANCIAL RESOURCES

• The total budget of the University for the year 2011-12 was Rs.118.80 Crores comprising the share of State (80.84%), ICAR (9.50%) and 9.66 % from other sources. The current year’s budget is Rs.105.80 crores.

RESEARCH AND EXTENSION

• The University provides Staff Research Grant to motivate new recruitees.

• In addition to the regular research activities, 60 various projects are ongoing under the funding support from DBT, DST, GOI, GOK, RKVY, ICAR and Private Agencies with a total extra mural budget of Rs.11.08 crores.

• The University organizes training / refresher / skill development courses to up-date the knowledge of veterinarians under Continued Veterinary Education programmes. It also conducts short and long term courses to train trainers, farmers, farm women and bring out publications in regional language on new technologies and methods for the benefits of the farmers.

STRENGTHS OF THE UNIVERSITYTransfer of old colleges along with faculty, assets and

liabilities that have completed their existence of 25 to 50 years.

The senior core faculty transferred are really an asset in capacity building and putting a strong foundation.

Inclusion of IAH & VB along with its nine RDDICs and SRDDL is very unique in entire country, which functions as R&D wing of the University.

Mandatory nature of the Act did not deter the University from the threat of losing talented senior faculty, scientists and staff.

GROWTH AND DEVELOPMENT The University has undergone a considerable growth and progress to fulfil its

mandate and objectives. Has multidisciplinary faculties. To start with, had only four constituent colleges and added three more new

colleges to its academic basket. Had only six Research and Information Centres and has added three more to

its research basket. Did not had any KVK’s to begin with that made the University to re-coin the

research stations as Research and Information Centres. In addition, has established six Extension Education Centres attached to every constituent college to fulfil the mandates of extension.

On 30.08.2011, the University was successful to get KVK Mangalore – DK transferred from UAS (B) with intervention of the Council.

Innovations Canine Research and Information centre is an innovation to realise the

potentially of dog rearing as an Alternative Animal Husbandry Avenue towards Livelihood option for landless, agricultural labourers and SC / ST categories.

Institute for Wildlife Veterinary Research is a unique of its kind in Human Resource Generation to the Wildlife sector.

Animal Husbandry Polytechnique is yet another innovative thinking in developing middle level managers to the sector, to provide employability avenues and to retain the rural youth back in livestock activities.

GOVERNANCE APPRECIABLE University has set Goals and Objectives in relation to its novel “Rural Oriented and Farmer Friendly” mission. Libraries are well equipped with computer, internet, photocopying, scanning facilities and are undergoing the

automation. University has developed its vision 2025 dully identifying short and long range plans. Has a Project Planning and Monitoring Cell (PPMC) to keep a tract of various projects. Has its own official Website where in recruitment, admission and other related notifications are periodically

uploaded. Periodical backlog faculty recruitment drive by the University reflects about its concern in keeping social

justice. Arranging faculty foundation course for the new recrutees by the University is noteworthy. Provision of faculty up-gradation programmes like periodical CAS Assessment, Deputation to prosecute higher

studies is a motivating factor to the faculty. The promotions policies to the service personnel have motivated a sense of commitment among the

employees.

RECOMMENDATORY The KVAFSU Act 2004, needs to be modified to fall in line with ICAR Model Act. Immediate measures to fill up the vacant teaching and non-teaching positions is essential as only 47% of the

faculty cadres and 57% of the non-teaching cadres have been filled up so far. The vacant Professors and Associate Professors cadres are to be filled up on priority. The recruitment drive of non-teaching cadres taken up by the University has to be hasten and completed. The vacant Librarian post requires to be filled up although University has attempted to fill it up. The X-ray facility of Veterinary College, Bidar requires modifications in line with the Regulatory

recommendations of BAARC.

ACADEMIC APPRECIABLE

In addition, to regular UG & PG programmes University offers MBA in Food Business (Self financed programme), M.V.Sc. (Wildlife) and Diploma in Animal Husbandry.

Has implemented the VCI / ICAR recommendations in Toto for both UG & PG programmes. Interdisciplinary support between the constituent colleges is quite strong. Enrolment of girls students is on increasing trend with current enrolment of 27%. The faculty are well acquainted with latest developments and are doing good work. Academic support group arranges coaching for the students. Constituent colleges have adequate classrooms, laboratories, modern equipments,

instructional farms, hostels with associated facilities like gymnasium, playgrounds and health care centres.

RECOMMENDATORY Student counselling and placement cell are well established, except for College of

Fisheries. The postgraduate scholarship needs a revision to attract the young talents.

APPRECIABLE

The accounts of the University have been periodically audited by the State Accounts

department and reports have been submitted to the Government.

Preparation of Annual Reports is also periodical and upto date.

The financial system is fully automated with online core banking facility.

Delegation of financial and other powers have been decentralized to a great extent

towards good governance.

Provision for House building advance and Motor vehicle advance as a welfare

measure to the staff is well appreciated.

RESEARCH AND EXTENSION

APPRECIABLE University has launched its own “Frontier Journal of Veterinary and Animal

Science”.

RECOMMENDATORY Although University supports staff research grant to motivate young faculty

towards research, however more extramural research funding proposals should be made by the faculty.

Public private partnership mechanism to reach the unreached to be further intensified.

Directorate of Research and Extension needs to be further supported. The bi-annual “Frontier Journal of Veterinary and Animal Sciences” has to

be processed for NAAS rating as referred journal. The MOU signed with India Knowledge Corporation, Pune to be explored

for conduct of certificate courses. The new KVK sanctioned by ICAR to be established at Doornally, Shapur Tq.

of Yadir Dist. to be re-sanctioned under 12th Five Year Plan.

DEVELOPMENT STATE GOVT. SUPPORT To avoid the land encroachment and litigations the scrolling campus of Bidar has to be fully

secured by compound wall duly replacing the existing barbed wire fencing. The University Headquarters Bidar should a well built Auditorium for which grant support is

required.

ICAR SUPPORT Being nascent University has come forward to organize All India Agri Uni Sports in November

2012 for which the ICAR should extend a grant support of Rs.50.00 lakhs Existing Internet facilities needs to be amplified with the support of ICAR grants. The academic, hostel and library buildings at College of Fisheries, Mangalore are quite old

requiring renovations for which ICAR has to extend one time catch up grant to the University. Furnishing of newly built libraries to provide a comfortable reading zone to the commuters

requires ICAR grants support. University Headquarters Bidar requires an International Hostel for which ICAR has to support

programmes.

STATE AND ICAR SUPPORT The existing sports facilities needs up-gradation for which the Council and State Govt. should

extend financial support. The hostel facilities that are quite old require renovation and redressing which is being

attended by the University to some extent and to complete the same the State Govt. and ICAR should extend grant support.

Officers quarters and guesthouse are to be built for which the State Govt. and the ICAR should extend grant support to the University.

RECOMMENDATIONS After a through intensive review as detailed above the Peer Review

Team recommends that Karnataka Veterinary, Animal & Fisheries Sciences University, Bidar along with its constituent colleges namely Veterinary College, Bangalore; Veterinary College, Bidar; College of Fisheries; Mangalore and Dairy Science College, Bangalore be accredited for a full term of five years as per ICAR norms.

Further, keeping in view the full scale civil work for the construction of well-planned college Buildings, Hostels, Teaching Veterinary Clinical Complex, Instructional Livestock Farm Complex etc. with the present stop gap arrangements and recruitment of permanent faculty the following constituent colleges along with the degree/diploma programmes mentioned against each may be provisionally accredited for a period of two years. After the end of this period the ICAR may Peer review these colleges once again to ascertain the infrastructure facilities created for running the stipulated degree programmes.

The Peer Review Team also recommends that the University should make its allout efforts to strengthen various academic & physical facilities as pointed out in chapter III pertaining to its assessment. The Peer Review Team also suggests the University that it should commence the Post Graduate Programmes in the disciplines wherever it is lacking with due process of academic approval from the concerned authorities.

The Team further recommends that after the ICAR formally communicates the status of Accreditation, the University shall submit yearly report to indicate the steps taken and progress made in addressing the suggestions as made under chapter III.

The Education Division of ICAR may monitor and review the yearly progress achieve by the University and place the same to the Accreditation Board for its perusal. The Board after perusal of the progress, may also send an officer of ICAR or an outside expert, if necessary, to make on the spot study at the University on any specific issue(s) relating to the implementation of the Peer Review Teams recommendations.
