Dear Sir and Brother,

You are requested to attend the 121st Annual Meeting of this District Grand Lodge, to be

held at the Masonic Centre, Ringwood Drive, Pinelands, on Saturday 6th July 2019 at 11:30

(seated) for 11:45.

All District Grand Lodge regalia must be sent to the District Grand Secretary or produced at

the meeting in ample time for the investiture. Masters of Mark Lodges should wear the

regalia of their office.

An Assembly of Royal Ark Mariners in the District will be held prior to the above meeting at

10:45 (seated) for 11:00.

Dress code will be morning dress with short black coat and black tie or dark lounge suit and

black tie or Dinner Jacket and black Bow Tie.

PLEASE NOTE: ALL present Officers of District Grand Lodge must return the Jewels

and Regalia in their possession prior to the Annual Meeting.

OPENING

The Assembly was opened in due form by the District Grand Master, R.W. Bro. Pieter van den Berg assisted by R.W.

Bro. L.A. Martin PDGM as Senior Warden and V.W. Bro. W. Marcus PDGM as Junior Warden.

The District Grand Master, R.W. Bro. Pieter van den Berg was then saluted in accordance to ancient custom.

PRESENT

Holders of Grand Rank, Holders of District Grand Rank, Commanders, Past Commanders and members of various

Lodges were present.

IN MEMORIAM

The District Grand Master announced that for the first time in many years there were no names to be read out.

ROLL OF LODGES

Brother D.D. Alder called the Roll of Lodges. All Lodges in the District were represented.

MINUTES

Brother D.D. Alder on behalf of the District Grand Secretary W. Bro. J.A. Darné, proposed that the minutes of the

17th Assembly of Royal Ark Mariners held on Saturday 7th July 2018 having been circulated with the summons be

taken as read, approved and accepted and incorporated into the minutes of this meeting. This proposition was

seconded by W. Bro. H. Oates.

APPOINTMENT TO ROYAL ARK MARINER GRAND RANK

The District Grand Master announced that the M.W. Grand Master had been pleased to appoint W. Bro. P.H. De

Chatillon De Kock to Royal Ark Mariner Grand Rank and congratulated him on his well-merited preferment.

APPOINTMENT TO DISTRICT ROYAL ARK MARINER RANK

Re-appointment as District Grand Director of Ceremonies W. Bro. D.M. Buckingham

ADDRESS BY THE DISTRICT GRAND MASTER

Welcome

Good morning brother Royal Ark Mariners and a hearty and very warm welcome to you all, at this, our 18th

Annual District Assembly of Royal Ark Mariners of South Africa Western Division. The weather outside

might not be that great but I am sure we all have warm hearts and I am delighted to see such a wonderful

attendance here today. Unfortunately, the number for this meeting will only be available after the

proceedings and comparing it to the total number of our membership, the lodges are well represented and I

thank you all for your attendance and it once again gives me hope for the future of the Royal Ark Mariners

Degree in this District

Distinguished Visitors

I would like to take this opportunity to welcome our distinguished visitors in the East. I am not going to

mention their individual names at this occasion, as it will be done at the Mark Annual Meeting where I will

also give them an opportunity to respond. R.W Brethren and Brethren in the East, I thank you sincerely for

your attendance and trust that you will enjoy your time with us.

Membership

As mentioned in my last addresses, I know that we as members of this particular order, all look at the Royal

Ark Mariners Degree as one of those very special degrees which is loved by all its participants and I will

have something to add a little later in my address about this. Looking at the statistics, our membership as

at yesterday, has dropped from the same time last year by 5 members. I know that this was mainly caused

by the lodges cleaning up the dead wood on their books. Although very alarming, thanks to the hard work

of the brethren in some of the lodges such as Phoenix Lodge in Hermanus, who has a possible seven

candidates wanting to join, which should boost our numbers again. Another disturbing statistic is that our

average age has not changed since 2017 and remains at 66 years. Brethren I urge you again, to market this

lovely order of ours by getting candidates to join or brethren to re-join.

The Royal Ark Mariners Degree

As previously mentioned, this is a special degree as it has some mystery about it and is a piece of the whole

ancient Masonic puzzle. In “A Lecture on The Preparation of a Candidate for Initiation”, prepared by W.

Bro. Les Morgan with thanks to V.W. Bro. Rev. Neville Barker Cryer PG Chaplain Lancashire, that part

of the puzzle of the Royal Ark Mariners brings about how this degree forms part of the Craft Degree

Masonry. Brethren, with your indulgence I would like to read extracts from the paper to explain my

statement an I quote:

The Cable Tow: “He also has a cable-tow placed around his neck. What interest me is that it is not

called a rope, a cord or a halter. It is called a ‘cable tow’ which is a maritime term and seems so out of

place in a society which derives from men who build structures on land. Medieval masons used ropes

and cords and halters for their cart animals so why should we have a ‘cable-tow’ put around the neck

of an apprentice Freemason? The answer is significant. It connects with the same reasoning behind the

use of ‘doves’ on the top of most Deacons’ wands. What we see here is a very ancient connection with

the Bible story of Noah and the Ark. Without going into great detail here we should know that ancient

Freemasons were called ‘the sons of Noah’ because all the knowledge acquired by Adam was

supposed to have been kept in the Ark when the Flood came and so those who were able to receive the

ancient knowledge were the sons of Noah after the flood subsided. The idea of the Ark as the ship that

carried all those who obeyed and trusted God to safety was strongly believed in the Middle Ages. That

is why the main part of the church buildings that masons constructed was called a ‘nave’ which comes

from the Latin word for a ship, where the word navy comes from. Moses too created an Ark to contain

the things that brought the Israelites from Egypt in safety and that Ark at last was placed in King

Solomon’s temple. Perhaps you can now see the connection with us as Freemasons. The idea of Noah

as the father of knowledge and trust in God continued. That is why we have cable-tow from his Ark

and why, also, the old form of the penalty spoke of being buried in the sands of the sea a cable-tow’s

length from the shore. Apart from symbolising it the penalty indicated earlier, the cable-tow round the

new Mason’s neck is to teach him that he is setting out on a journey into the unknown as Noah did and

if he should fail then he will be lost at sea. The doves of Noah on the Deacons’ wands are meant to be

messengers of hope to the members of a Masons Lodge,” Unquote. Brethren, with this powerful

message, let us use this to try and promote the Mark and the Royal Ark Mariners within our craft

lodges.

Promotions

As you have heard earlier, this District with a zero allocation according to the Grand Lodge Policy, has

managed to get W. Bro. Pieter Hendrik Chatillon de Kock a promotion to Grand Rank and we congratulate

him on the honour conferred. He has worked hard for that honour and I trust that he will not back down

now that he has received it. Brethren, this District will continue to submit annually, justifications for

brethren that deserve that honour in our District, for consideration by Grand Lodge.

Our Director of Ceremonies for this year will again be W. Bro. Des Buckingham who will receive the

continued assistance of W. Bro.’s Gordon McMillan and I thank them for their past support and looking

forward to their continued support for the next year.

Lodge of Installed Commanders

Although some of the lodges requested assistance from the Lodge of Installed Commanders to assist them

with Elevations, I am very disappointed that the lodges have not made use of my previous appeal for

brethren to become members of this lodge and there was also no request from any lodge to the Lodge of

Installed Commanders to come and do the presentation appertaining to the explanation of the Tracing Board

as prescribed in the new ritual.

It is not a pre-requisite that you join the Lodge of installed Commanders to participate in its workings, you

will be accepted as a visitor, but should you join, it will definitely assist in keeping the interest and the

support of this lodge alive and will secure continued assistance to lodges. Dual membership fees and

reduced fees do apply.

Appreciation

Brother Royal Ark Mariners, the warm welcome that the District Officers always enjoy when visiting your

Lodges, is much appreciated by us all. I am also pleased to report that as you are aware, both my Deputy

and Assistant were helpful in assisting me, by carrying out the ceremony of Installation of Commanders,

when requested to do so by your lodges, and also when they were called upon by me to do the same. To all

of you as well as to my Deputy and Assistant and the members of the Executive Committee, I want to thank

you for your continued support, your assistance and your advice, it is much appreciated.

It is customary that the Past District Grand Masters would assist me in this ceremony by occupying the

positions of the various officers for this meeting, which is normally done in order of seniority. My personal

thanks go to the Past District Grand Master, R.W. Bro. Leslie Martin as the Senior Warden and the Past

Deputy District Grand Masters, W. Bro.’s Walter Marcus for standing in as the Junior Warden and Dan

Glad-Claxton as Senior Deacon; W. Bro. Reginald Garnet Marshall for assisting in the position of Junior

Deacon, as well as for the assistance of W. Bro. Ray Wainwright as Guardian on this occasion.

Closing

Thank you, brethren, for your attention, I bid you well and I trust that the Supreme Commander of the

Universe will support us, guide us and look after us, until we all can meet again in the month of July 2020

and I also trust that you will attend the Mark Annual Meeting that will follow shortly.

The District Grand Master, R.W. Bro. P. van den Berg, the Deputy District Grand Master V.W. Bro. R.F. Atkinson,

the Assistant District Grand Master W.Bro. H. Oates and the members of District Grand Lodge having assembled

outside the Temple, accompanied by Grand Officers entered the Lodge in procession.

The District Grand Lodge was then opened in due form by the District Grand Master R.W. Bro. P. van den Berg,

who was then saluted in accordance with ancient custom.

APPOINTMENTS TO GRAND LODGE

The District Grand Master announced that the M.W. Grand Master had been pleased to appoint W. Bro. P.H. De

Chatillon De Kock to the rank of Past Assistant Grand Director of Ceremonies and W. Bro. D.L. Lock to the rank of

Past Grand Standard Bearer. The District Grand Master congratulated these Brethren on their well-merited

preferment

All Lodges in the District were represented.

MINUTES Brother D.D. Alder on behalf of the District Grand Secretary W. Bro. J.A. Darné, proposed that the minutes of the

120th Annual Meeting held on Saturday 7th July 2018 having been circulated with the summons be taken as read,

approved and accepted and incorporated into the minutes of this meeting. This proposition was seconded by R.W.

Bro. L.A. Martin.

INVESTITURE DEPUTY DISTRICT GRAND MASTER

The R.W. District Grand Master then thanked V.W. Bro. R.F. Atkinson for his service as Deputy District Grand

Master and presented him with a badge of service award.

The District Grand Master announced the appointment of V.W. Bro. Daniel Lawrence Gadd-Claxton, PGJO,

PDDGM as Deputy District Grand Master Elect.

The District Grand Master invested the Deputy District Grand Master in due form and he was then placed in his chair

immediately to the right of The District Grand Master.

The Deputy District Grand Master was then proclaimed from the West by the District Grand Director of Ceremonies,

under whose direction he was then saluted (with five).

REPORT OF THE DISTRICT COMMITTEE OF GENERAL PURPOSES

V.W. Bro. R.F. Atkinson then proposed that as his Report of the District Committee of General Purpose

had been circulated with the summons, that it be approved and incorporated into the minutes of this meeting.

The proposal seconded by W. Bro. J.E. Lester and was unanimously accepted.

CONTRIBUTIONS TO CHARITY

V.W. Bro. R.F. Atkinson proposed that the following donations be made: -

1) Craft District Grand Lodge General Fund R3000.00

2) Masonic Education Fund R2000.00

3) District Grand Master’s (Mark) Discretion R3000.00

The proposals were seconded by W. Bro. H. Oates, V.W. Bro.’s J.R. Wainright and D.L. Gadd- Claxton

respectively. The proposals were adopted.

DISTRICT GRAND TREASURER’S REPORT

The District Grand Treasurer would like to report that the audited financials for the year 2018 to 2019, as

presented with this report, reflect an improvement on the previous year.

The District operated at a surplus this year of R6 106. This is a drop on last year’s figures, but our

investments increased and now total R 151 840. Most lodges have paid in full so far and only two Mark

and RAM lodges still need to make payment. Of the R 17 185 still owing to District Grand Lodge, R 12

625 relates to the current year and R 4 560 which is in arrears.

There was once off expenditure for the creation of an independent website and for the purchase of long

service pins and jewels. Half of the website cost was paid for in this financial year, the balance has been

settled in the next financial year.

The cashflow of the District remains healthy with our investments performing well over the last year. In

the most part, payments of dues by the lodges has improved and a big thank you to all the lodge Treasurers,

Secretaries and Master’s for their continued commitment to ensuring that District Grand Lodge is able to

meet the commitments to Grand Lodge. There has been a slight decrease on the provision for doubtful

debts this year and the outstanding amounts will be followed up with the lodges concerned.

Once we have settled our dues to Grand Lodge there will be a healthy surplus in our cash accounts.

There are no plans at this stage to increase the investments with Old Mutual, however should we establish

sufficient cash reserves, we will consider this option as and when required.

We have now resolved the delivery of the year books, which are now being couriered to the District

Grand Secretary, who then distributes them to Lodges.

We have made charitable donations totalling R15 000 this year. The functions we have had, were well

supported, especially by the Widows Sons. Dues for the coming year will remain unchanged at Grand

Lodge R140 and District R170.

In conclusion, our District Grand Lodge finances are sound, the outlook for the next twelve months is

positive and as such I propose that the District Grand Lodge Dues remain unchanged for 2019/2020.

Proposal

As the final Financial Report had not yet been passed by the Auditor, it was proposed that the draft financials

would be published now. Should the final Audited Financials reflect no changes when compared to the

draft figures, these Audited figures would be adopted. Should there be any changes, the final Audited

figures would be distributed and adoption thereof would be carried forward to the next Annual Meeting.

This Treasurer’s Report and proposal was proposed by R.W. Bro. P. van den Berg and seconded by R.W.

Bro. L.A. Martin. This was unanimously accepted by all.

ELECTION OF DISTRICT GRAND TREASURER

As there was only one nomination for Treasurer, the District Grand Master declared Bro. D.D. Alder

Treasurer for the ensuing year.

ELECTION OF AUDITORS

As there was only one nomination for the Auditor, the District Grand Master declared Bro. D.H. Fyfe as

auditor for the ensuing year.

ELECTION OF REPRESENTATIVES TO THE MASONIC EDUCATION FUND

It was announced that the Executive Committee are proposing W. Bros. J.J. van Rensburg and P.K. Smulik

as representatives of District to the Committee of the Masonic Education Fund and as there were no other

nominations, they were declared as duly elected.

ADDRESS BY THE DISTRICT GRAND MASTER

Welcome

Brethren, I welcome you all this afternoon at our 120th Annual Meeting of Mark Master Masons, South

Africa Western Division. A welcome that I trust is certainly much warmer than the cold spell most of us

experienced during the last week. When I look around, I once again experience a feeling of warmth and

great pleasure to see the faces of those who have travelled from so many parts of our lovely country to be

with us today. It really once again displays the commitment and support you all have to the Mark Order.

This year again we would have had the pleasure of the company of two of our Past District Grand Masters

in attendance, but unfortunately R.W. Bro. Nick Brown is currently in Australia with his children and has

sent his apologies. We therefore only have the pleasure to welcome R.W. Bro. Leslie Martin and to you sir,

please accept my appreciation for your attendance on us here today. To our distinguish visitors, I welcome

you all and more will be said later on.

Promotions

As mentioned earlier during the opening, it has pleased the MWGM at the Annual Investiture last month to

promote as first appointments, W. Bros. Pieter Hendrik de Chatillon de Kock to the rank of PAGDC and

David Leonard Lock to the rank of PGStB. Our congratulations to both of them for attaining these high

honours and I am sure you will agree with me that it is well deserved. To the two of you brethren, these

honours have not only been conferred upon you for what you have already done for the Order, but more so

for what you are still going to do for the Mark Degree. I congratulate those who have been newly appointed,

promoted or have agreed to remain in office for a further year. Once again, I have asked some brethren to

fill offices in Junior capacities, even though their duty has been fulfilled. It pleases me that they have

graciously accepted and I thank all these old stalwarts for their continued support.

Thank you and Welcome

Brethren, I am very fortunate to have the support of a wonderful team and I thank them for their efforts. I

am not sure whether you comprehend the amount of time and work that goes into successfully running a

District and therefore on behalf of both you and me, I wish to convey our sincere appreciation to the

members of the Executive Committee for their time, effort and continued support to myself and our Order

in the running of this District. To the President of the Committee of General Purposes, V.W. Bro. Rodney

Atkinson, our PDDGM, my special thanks to you for your assistance and support in keeping us on the

straight and narrow at the Executive Committee Meetings and I thank you sincerely for your support during

your term in office as the DDGM. Your retirement from that position does not mean that you are no longer

part of the District travelling team as you are well aware and it would please us all if you would continue

to support us. Our District Grand Secretary, a stalwart in this District, W. Bro. John Darné, I am still at a

lack for words on how to thank you for doing a job that goes without remuneration, with such efficiency

and dedication. All I can say to you is thank you as it will not be easy for me to replace you as the secretary

of this District. To Bro. Donovan Alder our Treasurer, I thank you sincerely for the manner in which you

have taken control of the finances of the District of which the proof is displayed in our Financial Accounts.

Most of the brethren might not know that you experienced a lot of personal problems these past couple of

months but still tried your best to attend to your duty as the Treasurer during this trying time. Also, to V.W.

Bro. Ray Wainwright the Inspector of Works, for his dedicated support, assistance and input and his

continued contributions to this order in particular. V.W. Bro. Walter Marcus, the sincerest appreciation

from both the Executive Committee and me personally for your continued support as the Assistant District

Grand Secretary and for the time and effort you put in every year into organizing the table arrangements,

seating plans, menus and everything associated with this meeting. Last but definitely not least, a warm

welcome to V.W. Bro. Dan Gadd-Claxton as our new DDGM. You have held this position before and I am

looking forward in working with you and I am sure that you will prove to be an asset within the running of

our District.

Finances

Brethren, as you can see from the unaudited presented accounts which you have received today, our

finances are sound. I will endeavour to keep it that way and make every effort to approve on it even further.

I have noticed that you all were very pleased with the announcement that there would be no increase in

District Grand Lodge dues for the forthcoming year again. This has mainly come about with the exchange

rate which Grand Lodge had informed us will be charged for the current year and also the notification of

what the charges would be for payment early next year. However, we are not sure that it will remain as

such as it is pitched at an average rate of our currency over a period of time and only the new year will be

able to tell.

To Bro. Dirk Hamish Fyfe in his absence, I wish to have our sincere appreciation recorded to him for his

willingness to be our official auditor and for his support and assistance.

Charity

As always, our commitment to charity has continued this year with numerous grants being made to worthy

causes through our Benevolent Fund with what we could afford. As the investments accounts that we have,

are doing well, the Executive Committee decided that some of the interest received from it, should be placed

into the Benevolent Fund in order for us to maintain supporting these beneficiaries. As you are all aware

our charity of choice is still the Western Cape Cerebral Palsy Association, and in particular the section that

looks after young adults with severe and profound physical and intellectual disabilities, called De Heide.

At our first event this year which was the spit braai, we were fortunate to raise a sum of just over R20,

000.00 and we thank all who attended and supported this function. It will be remiss of me not to thank the

Widows Sons for their support and generosity at this event, Mr Mike Schmidt of Versalec Cables for a most

generous donation of R7,500 and W. Bro. Keith Fielder, the legend Charity Steward of this District for

many years, who sponsored part of the spit braai event once again. We have donated whatever we could to

these worthy causes and I am sure that what we have donated will be faithfully applied. Our next event for

raising funds for the De Heide will be on the 8th September when we will have the Barn Yard Theatre event.

Notifications will go out in due time for this event but please put the date in your diary in the meantime.

The funds raised from the spit braai and the Barn Yard Theatre events, will be handed over officially to

them in November as was arranged with them previously.

Membership

Brethren, our membership is currently a concern of mine. Looking at the statistics, our membership as at

yesterday, has dropped from the same time last year by 11 members. I know that this was mainly caused

by the lodges cleaning up the dead wood in their books. Another disturbing statistic is that our average age

has not changed since 2017 and remains at 64 years. Brethren I urge you again, to market this lovely order

of ours by getting candidates to join or brethren to re-join. We do not grow when things are easy; we grow

when we face challenges and unless commitment is made there are only promises and hopes but no plans.

District Projects for Going Forward

As mentioned in my address last year, the Executive Committee thought it wise to set up a Recruitment

Committee to drive recruitment in the Mark Order under the chairmanship of V.W. Bro. Rodney Atkinson.

This committee has been hard at work to prepare a lecture which is now complete, has been presented to

the DGM of the Craft and he has given me his consent that it may be delivered in lodges as a lecture, after

the lodge has been called off. Brethren, I therefore urge you to actively promote this in your lodges in order

for it to become a reality. Also as previously mentioned, the next step thereafter would then be to hold an

open event for craft brethren who are not Mark brethren. This paper has also been prepared and will be

practiced at a meeting of the Cape Centenary Lodge of Installed Masters closer to the time and I hope and

trust that this will assist us in increasing our memberships and more particularly attracting the lower age

group. With the input from various brethren, a booklet was put together by W. Bro. Winston Schultz called

“The Mark Degree A Guide for a Newly Advance Brother.” This booklet has already been handed to

newly advance brethren and they were impressed with the contents thereof. Previously advanced brethren

have also asked if they could have a copy thereof. This booklet will in future be handed to all candidates

on the day of advancement and I would like to take this opportunity to thank W. Bro. Schultz for all the

hours he has spent in put this booklet together.

Closing

Brethren, before closing this address, I would like to welcome our eminent and distinguished Brethren from

our own Order, those of the other orders in Freemasonry in the English Constitution and then also in

particular the Representatives of our Sister Constitutions. Before I read their names out, I would like to

express my personal appreciation to them all for their attendance as Mark Members.

ANNUAL REPORT OF THE DISTRICT COMMITTEE OF GENERAL PURPOSES FOR THE YEAR

ENDING 30th JUNE 2019

As President of the Committee it is my privilege to present the annual report on the highlights of our Masonic year.

The annual meeting of the Mark and Royal Ark Mariners was held on the 1st of June 2017. It was opened by the

District Grand Master R.W. Bro. P. van den Berg, the Deputy District Grand Master V.W. Bro. R.F. Atkinson, the

Assistant District Grand Master W. Bro. H. Oates and officers of District Grand Lodge. This was followed by a

festive board luncheon which was well attended by Brethren of the Mark and Royal Ark Mariners and a number of

High-Ranking officers from Johannesburg and Natal.

During the course of the year it is always sad to hear when a brother has been called to higher service and we extend

our sincere condolences to all their families and friends.

During the year the District Grand Lodge Officers were invited to officiate in a number of Mark and Mariner

Installations and we particularly thank the country Lodges for their warm welcome and hospitality. I would however

like to encourage all Mark and Mariner Lodges to conduct their own Installations and I remind you that the Cape

Centenary Lodge of Installed Masters and The United Service Lodge of Installed Commanders are always at your

disposal, for help, demonstration, or practices. If any assistance is required please contact the secretary of the above

Lodge.

I am pleased to report that Mark Grand Lodge has approved the amalgamation of Union and Cango Mark Lodges.

This is in line with the thinking that it is better to have one strong Lodge, rather than two weak lodges and we wish

them every success

I am pleased to report that we had two very successful charity events. One being the traditional Mark braai and we

give sincere thanks to W.B Keith Fielder and his good lady Liz, for their continued generosity by sponsoring the spit

braai, at which we raised R15000.00. Our second event was at the Barnyard Theatre and R4500.00 was raised I would

like to thank our Charity Steward W. Bro. L. Leppan, for his dedication in ensuring that these important events are

once again a success and to all Brethren, friends and sponsors and on behalf of our preferred charity the De Heide

Special Care Centre. We sincerely thank you for your generosity, support and donations.

I would like to record our sincere thanks to our District Grand Secretary W. Bro. J.A. Darné for his dedication and

administrative ability in keeping the District up to date.

In addition, we would like to thank and congratulate our new District Grand Treasurer Bro. Donavan Alder and Bro.

D.H. Fyfe for auditing our accounts and financial statements and keeping the District finances well under control.

At our executive meeting, it was recommended that annual donations be made to the following:

1) District Grand Lodge General Fund R3000.00

2) Masonic Education Fund R1000.00

3) At the District Grandmasters Discretion R3000.00

I would like to thank the Right Worshipful District Grand Master Pieter van den Berg and members of the Executive

Committee for their support, assistance and dedication throughout the year in running the District in a very efficient

way.
