Status of Turkish NPP Programme-Akkuyu

• Owner is recognized by TAEK • Site activities has started in March 2011 • Site surveys has been conducted since 1976 • Site investigations for update of site parameters

will be completed in 2012. • Environmental Impact Assessment was started in

March 2011 and will be completed in 2012. • Construction license application is expected in

2013. 4

Second NPP Programme-Sinop • Sinop NPP Site in Northern Turkey

• Negotiations with Japan to build BWR • Frozen after Fukushima event

• Regulatory capabilities of TAEK • Developing further regulations • Developing human resources • Seek Assistance from TSO • Assistance from other national and

international organisations 5

Regulatory Infrastructure – TAEK

• Atomic Energy Commission (AEC) • Decision body on licensing issues • Advisory Committee on Nuclear Safety

(ACNS) • Advisory body on nuclear safety and licensing

issues • Nuclear Safety Department (NSD)

• Execution of licensing & inspection activities • Technical Support Organization (TSO)

• In-house, national or foreign technical support for regulatory activities

7

Licensing Approach-Directive 2010 • Licensing Basis

• A list of applicable regulations, codes and standards

• Prepared by applicant according to TAEK rules • Approved by TAEK

• Reference Plant • Acceptance of Reference Plant by TAEK • Submission of relevant safety analyses and

evaluation reports to facilitate the assessment of TAEK

8

Licensing Basis – Other Regulations

• Vendor country - Regulations • Laws and regulations on issues insufficiently

addressed by Turkish regulations and IAEA documents

• Codes and standards used in design • Third party country

• Regulations, codes and standards used in design • Suggested by vendor/designer • Subject to acceptance by TAEK • Similar approach for guides

NPP Inspection Philosophy

To establish a trust in ourselves that

Nuclear Safety is ensured by means of • Independent, • Selective and • Graded Confirmations.

9

Page 10: Report of The REPUBLIC of TURKEY Country Group 6

NPP Inspection Policy (draft)

• For any stage of the NPP and for any activity related to safety of the NPP, being aware of the fact that the authorized person (license holder) is ultimately responsible for the assurance of the nuclear safety; our policy is to ensure that the protection of the safety and health of the personnel, individuals and the public and protection of the environment by also means of regulatory inspections

Rules for Grading of MS Requirements

To deploy appropriate resources on the basis of; • Significance & complexity of activity or

product (SSC) • Hazards and the magnitude of the

potential impact(risks) with the MS elements

• Possible consequences if a product fails or an activity is carried out incorrect 11

Page 12: Report of The REPUBLIC of TURKEY Country Group 6

Grading of MS Requirements • Shall be applied to the products and

activities of each process

Approach to Grading • Categorization wrt Potential Hazards • Analysis and grading

12

Page 13: Report of The REPUBLIC of TURKEY Country Group 6

Application to Grading of the Licensing Process :Regulatory

Function • Site License,(updated specific site

survey/engineering report, approval of site parameters)

• (Limited work permit) Construction License, (Commissioning permit), • (Fuel loading and test operations permit)

Operation License • Decommissioning Permit

Release from regulation 13

Page 14: Report of The REPUBLIC of TURKEY Country Group 6

Application of Grading to Inspection and Enforcement:

• Planned & systematic inspections, • Focused on areas of safety significance, • Graded approach to unforeseen

circumstances, • Grading of enforcement actions severity

and impact on safety.

14

Page 15: Report of The REPUBLIC of TURKEY Country Group 6

Application of Grading to Management of Safety

• Type & content of Training • Level of detail & degree of review of

procedures • Testing, surveillance, maintanence

activities, • Type and frequency of safety

assessments, • Extent of safety review / reporting

15

Page 16: Report of The REPUBLIC of TURKEY Country Group 6

Application of Grading to Verification of Safety

• Frequency & scope of self assessments, • Number, size, composition & frequency

of meetings of utility management /reactor safety committee.

Page 17: Report of The REPUBLIC of TURKEY Country Group 6

Application of Grading to Site Evaluation

• Scope & depth of site evaluation studies & evaluation in accordance with the radiological risk [NS-R-3]

• Adequate level of conversatism in the design and siting criteria

• Seismic hazard evaluation (SL1, SL2) [IAEA SSG-9]

• Meteorological & Hydrological Hazards Evaluation [SSG-18],

• External Human Induced Events [NS-G-3.1] • Geotechnical Technical Aspects [NS-G- 3.6]

17

Page 18: Report of The REPUBLIC of TURKEY Country Group 6

Application of Grading to Design

• Defence in depth • Safety functions, safety systems,

structures and components importance to safety [NS-R-1]

• Classification of SSC (deterministic, probabilistic methods, engineering judgement)

• Codes and standards

18

Page 19: Report of The REPUBLIC of TURKEY Country Group 6

Application of Grading to Design

• Design basis • Design for Reliability (redundancy,

diversity, independence, fail safe design) • Design for commissioning • Inspection, testing, maintanence Types, frequencies, Provisions(accessibility, shielding, remote

handling,in situ inspection,self testing,easy decontamination, NDT)

• Controls of procurement 19

Page 20: Report of The REPUBLIC of TURKEY Country Group 6

Application of Grading to Design

• Design for emergency planning , decommissioning, radiation protection

• Human factors, ergonomic consideration, • Utilization and modification • Selection and ageing of materials(ageing

program) • Extended shutdown • Safety analysis
