This report provides a proposal to Council to update Alice Springs Town Council’s existing Christmas tree for the Christmas Carnival and display.

RECOMMENDATIONThat it be a recommendation to Council:

That Council supports the purchase of a new Christmas tree, providing direction on a preferred option.

REPORT

1. BACKGROUND

Alice Springs Town Council’s current 8.2 metre fir tree was purchased in 2009. The two-metre high base, on which the tree sits, was added in 2011 following vandalism to the tree. The current tree has been a focal point of the Christmas Carnival and holiday season for the last decade. Christmas tree is lit by local children at the Christmas Carnival, alongside a concurrent fireworks display, and is an exciting part of each year’s celebrations. The tree is normally up from late November until early January.

2. DISCUSSION

Council officers have identified the need to update the tree to ensure its effective continuation as an integral part of the Christmas celebrations for the community. Concerns regarding the tree include age of the tree, size, and resources required each year to erect the tree.

Age of treeThe current Christmas tree is over 10 years old, and needs replacement or significant repair, as after each use, the integrity of the tree diminishes. The branches of the current tree have started to fall off due to the heavy works involved in setting up, taking down, pest control, moving, and storing the tree each year. There are approximately 20 spare branches remaining. The lights are also damaged as they are permanently attached to the tree, and each year the connections between each section are compromised when packing down the tree.

It is important to note that the current tree will be difficult to repair to its original state because its age means that there is a lack of availability of spare parts, as the tree is no longer standard across Australia.

Resources usedAnother concern is the significant amount of resources required to put up and dismantle the tree.

Each year, various external contractors are employed to build the tree. A contractor from Queensland has been flown in over various years at a cost of over $6,500 per year to assist with repairs, installation and commissioning of the Christmas tree. Other local external contractors required are electricians, engineers, and pest control.

In addition to external contractors, there is a large demand placed on Depot staff in the installation, removal and preparation of the tree. In 2018, for example, excluding the use of the external contractor from Brisbane to set up the tree, the cost associated with the tree was $23,000 (similar to 2018). Depot works in 2018 started on 23 November, and included removing the tree from the shed to be sprayed, assisting with moving and installing the base, installing fencing around base, picking up the tree, implementing a Traffic Management Plan for installation and removal, installing the tree and assisting with decorations, etc.

Tree sizeThe Community Projects and Events Officer contacted several councils when researching trees, including Bathurst Regional Council, Broken Hill City Council, Orange City Council and City of Holdfast Bay. These councils have advised that they have updated their trees so they can be installed in-house, thus reducing the costs and time needed in managing their trees, especially where these resources may be limited. The regional councils consulted with all have trees approximately six metres tall, as from around eight metres (the size of the current Alice Springs Town Council tree) cranes are normally essential, which adds to costs and resources. The size of Alice Springs Town Council’s current tree also means that there are limited storage options available. The tree is stored at the boxing shed at Traeger Park, which is not fully enclosed, and can attract pests.

Council brandingIn 2018, new Australiana Christmas artwork was introduced. A new tree would allow Council to brand its tree in a way that remains traditional to Christmas with a fir tree, but embraces the uniqueness of Christmas in Central Australia, and its distinctive flora and fauna. This is also a focus of Council’s new Christmas branding.

Following on from conversations with other regional Councils, and research into trees currently available to purchase in Australia, the following options are being put forward.

OPTION 1: Commercial Christmas Services Outdoor Christmas Package (6m)

Commercial Christmas Services provide Christmas packages to various Regional Councils across Australia. Their most popular option for outside displays is the 20ft/6m traditional tree.

This is a traditional tree, with Christmas lights and baubles, but also incorporating LED Central Australian animals placed around the base of the tree to highlight Christmas in the Outback. This Christmas tree is supplied with a full quantity of decorations. The LED animals are produced in-house by Commercial Christmas Services.

PROS• The tree comes delivered on pallets which are reused for storage.• This type of tree is their most popular style with various councils across Australia• Easy set up• Able to be set up with Council's current resources.• Can be set up within a day

CONS• The impact of the Australian summer on the tree.• Smaller than current tree.

COSTS• External Feature Christmas tree, including themed red/orange/bronze/gold

decorations such as baubles, stars, snowflakes, candy canes, etc., external LED lighting, LED star topper $15,990

Base: Additional $10,000 budgeted to either re purpose existing base or create new base.

• Additional freight option: Purchase of ex-hire 20ft freight container and freight Sydney to Alice Springs Town Council via rail. Alice Springs Town Council then owns the container and this can be used to store the tree, instead of the current storage at the boxing shed, which is open and dusty. There is space at Depot to store the shipping container. $5,920

OPTION 2: The Christmas Tree Company (6m)

The Christmas tree Company provide artificial Christmas trees suitable for outdoor use to many Local Governments around Australia. Their most popular size tree is the 20ft/6m due to the ease of set up and pack down. The example below is Bathurst Council’s 6 metre tree, which was done by The Christmas Tree Company.

LED animals designed by this company are in the style of the below picture, but for the proposed new tree, would be Central Australian animals.

This is a traditional tree, with Christmas lights and baubles, but also incorporating LED Central Australian animals placed around the base of the tree to highlight Christmas in the Outback. This supplier advised that this is their most popular tree with regional Councils in Australia.

PROS• Popular tree with other councils around Australia.• Includes references to Central Australia with animals and colour scheme.• Easier set up and take down for Depot staff.• Cost saving.

CONS• The impact of the Australian summer on the tree.• Smaller than current tree.

This tree is the same as the 6 metre Commercial Christmas Services tree, but larger at 8 metres.

PROS• Size comparable to current tree.

CONS• More storage space required.• External suppliers will be required to assemble.• Added costs and resources for Council.• Trees of this size at normally in city squares and parks, and not commonly found

in smaller spaces.

COSTS• External Feature Christmas tree, including themed red/orange/bronze/gold

decorations such as baubles, stars, snowflakes, candy canes etc., external LED lighting, LED star topper $29,990

OPTION 4: Repair of Current Tree

Another option for Council is continue using the current tree, and doing yearlymaintenance on the tree with an external contractor until the point where the treecan longer be used, and spare parts no longer available (this type of tree is nolonger a standard one in Australia).

PROS• Up cycling of the tree.

CONS• Ongoing costs of flying in contractor from Queensland, approx. $8,000 each

year, which includes basic maintenance such as repairs to lighting cables, reassembly of components.

• No longer able to purchase branch pieces, down to only a few spares.• Will require new decorations, current ones now sparse (quote from The

Christmas Tree company is approximately $3,332 to produce 180 pieces of decoration).

• Extensive set up requiring several days of work, closing of roads, and a large use of Council’s workforce.

• Poor storage options available due to the size of the tree.

COSTS• New decorations of $3,332.• Total cost of works for the current Christmas tree around $23,000 annually

(including temporary repairs).

3. POLICY IMPACTS

A new Christmas tree would impact Council’s deliverables by supporting the below strategic areas:

4. FINANCIAL IMPACTS

There is $66,461 in the budget line 573 for the Christmas tree. This includes additional funding provided by Council to replace or update the current tree.

5. SOCIAL IMPACTS

By integrating a traditional European fir tree with the colours and animals of Central Australia, we can provide a Christmas with a local feel. A large fir tree decorated in baubles of different sizes of the colours reflective of our landscape; reds, oranges, browns and golds. Incorporating the plinth, light statues of rock wallabies, kangaroos, emus and perenties can be placed around the base of the tree.

7. PUBLIC RELATIONS

A Christmas tree provides a symbol for reflection on the year that has past, and hope for the year that is ahead. The Council Christmas tree has also become an important tradition in Alice Springs for many residents. As such, it is anticipated that a proactive approach to ensuring there is a sensible and sustainable Christmas tree solution for Alice Springs will be well received.
