SUMMARYNVM Ltd. have been requested by Sinead Whyte Arup Consulting to collect vibration level data from the existing environment at Parliament Street Dublin 2.

The scope of the survey is to complete daytime measurements at noted sensitive locations within the immediate vicinity to Parliament Street in particular properties 32 – 27 on the western side of the streets boundary.

The following report details the findings in regard to collected vibration levels.

The aim of the survey is to provide data which can then be used as a part submission for a further information request from An Bord Pleanala.

1.0 Introduction

NVM Ltd. have been requested by Sinead Whyte Arup Consulting to collect vibration level data from the existing environment at Parliament Street Dublin 2.The scope of the survey is to complete daytime measurements at noted sensitive locations within the immediate vicinity to Parliament Street in particular properties 32 – 27 on the western side of the streets boundary.

2.0 MethodologyDescriptionsThe following report details findings of the survey undertaken on Tuesday 26th of September 2017 during peak commuter traffic periods between 0750 and 1100hrs.

InstrumentationThe instrument logged vibration levels in PPV mm/s over 5 sec intervals for manual selected periods using an external geophone sensor. Monitoring periods ranged from 15 – 30 minutes in duration.

PPV The parameter normally used to assess ground vibration is the peak particle velocity or (ppv) expressed in millimetres per second (mm/s).

Frequency Measurement value for vibration = to the number of cycles per event

The instrumentation was setup in accordance with manufacturer’s guidance.The type of Instrumentation used during the surveys is outlined in in Table 1 below.

Weather

Met Eireann weather data during the surveys as reported from Dublin Airport can be found on the following link. https:// www.met.ie/climate/daily-data.asp Local weather conditions were noted as mild in temperature, no precipitation or high winds.

Overview of area where attended measurements were completed.

Parliament Street Dublin is sited in the heart of Dublin’s tourist district, located close to Temple bar, the street is houses several bars, restaurants and commerce 4 and 5 story premises. The street acts as vehicle and pedestrian access Grattan Bridge on to Dame Street which provides access to Trinity College, DIT, The Royal College of Surgeons, St Stephen’s Green and many of Dublin main business and retail districts.

The general environs during the monitoring period was that of passing commuter traffic including buses , commercial and delivery vehicles using the access form Grattan Bridge to Dame St and vehicles turning onto Parliament Street from Essex Gate. In addition there is a bus stop on the East boundary of the street and a noted constant run of pedestrians on both sides of the thoroughfare.

Monitoring was completed at property facades and boundaries, the following paragraphs detail in brief the monitoring locations:

V1 – Boundary of Paramount Hotel and Turks Head Bar and Restaurant.

The device was sited at the property boundary at ground level and was attended for the full monitoring period. For the entire duration of the monitoring period pedestrians and vehicular traffic including buses passed within ≤5m of the monitoring device.

Limits and Standards

Measurement results are based on existing vibration levels and therefore no limits apply for this survey. The resultant levels are used to provide additional information as part of an EIS submission.

In accordance with standard methodology the seismograph sensor was fixed using a light resin to set the sensor at ground level.

Competent Person

Noel Carr (NVM) conducted the noise surveys over the monitoring periods. Noel has over 15 years of experience in the field of environmental monitoring (noise, structural vibration monitoring and hydrology). Noel has been working for the last 14 years specialising in environmental monitoring with NVM Ltd. Noel has extensive knowledge in the field of production plant and monitoring assessments, vibration, environmental noise and water quality assessments, as well as having a broad understanding of lab analysis and calibration methods in these fields.

4.0 Discussion

Levels shown in the above tables are indicative of the climate at each of the monitored locations. For the measurement period commuter and commercial traffic including buses was the predominant source of vibration levels.Peak measurement values noted at V4 and V7 were directly correlated to portable fork trucks being used to off load deliveries to local premises.To conclude, the data tables from all measured results of this survey are provided in the attached excel spread sheet, (Vibration data Arup survey Parliament Street).
