Key Events and Findings
• The largest single marijuana seizure occurred in the RGV Sector where Kingsville USBP Agents seized
3,031.6 lbs of marijuana near Sarita, TX, from a 2004 Volvo tractor trailer. (Pg. 59)
• In the Laredo Sector, Webb Co SO Deputies seized 18 lbs of heroin concealed within 12 fruit cans. This
type of concealment method has been observed in five previous incidences, all occurring in the Laredo
Sector, except for one. (Pg. 39)
• On 14 NOV 2011, THP Panhandle seized $51,000 USD concealed within luggage in the trunk and rear
seat of a 2011 Chrysler 200, bearing OK registration, traveling from Tulsa, OK, to Ukiah, CA. (Pg. 87)
• The largest single cocaine seizure occurred in the RGV Sector where CBP Officers from the Anzalduas
POE seized 76 lbs of cocaine concealed in a false compartment located on the floor of a 2006 Honda
Pilot. (Pg. 58)
• On 16 NOV 2011, San Juan PD Investigators working with county, state and federal agencies, rescued
two kidnap victims in McAllen and arrested four men and two women. The victims had been crossed
from Mexico and were being held at various houses while suspects demanded ransom from their
families. (Pg. 51)
• On 11 NOV 2011, the Mexican government reported the death of Francisco Blake Mora, the Mexican
Interior Secretary, who died in a helicopter crash along with eight others. (Pg. 91)
• On 15 NOV 2011, El Siglo de Torreon, a newspaper in the northern Mexican city of Torreon, says it was
attacked by armed men. On 06 NOV 2011, armed men entered the El Bueno Tono (The Good Tone)
newspaper office in Cordoba, Veracruz. (Pg. 94)

Thirteen gang-related incidents were noted during this reporting period involving thirteen
arrests of members from eleven different gangs. There were four criminal arrests, nine
fugitive arrests, and three non-arrests. The incidents involved: Assault, Theft, Possession of
Marijuana, and Possession of a Controlled Substance.

that was concealed within the spare tire of a
2001 Chrysler Voyager.
Additional Information:
09 NOV 2011: El Paso PD Officers conducted a traffic stop on a Ford van carrying two
male subjects (VILLAFANE and NAVARRO). A search of the vehicle revealed 578 lbs
of marijuana, packaged in 550 one-lb bundles that were concealed inside wooden
boxes and packaged sent FedEx boxes.

In comparison to last week, the El Paso Sector experienced an increase in the seizure of
marijuana and methamphetamine, and a decrease in heroin and cocaine seizures. There were
no reported currency seizures during this reporting period. There was an increase in the number
of reported stolen vehicles (20 compared to last week’s 14), and an increase of recovered stolen
vehicles (5 compared to last week’s 2), as reported by El Paso PD and or El Paso Co SO.
Of the total 1,306 lbs of marijuana seized at the POEs, 460 lbs was seized at the Bridge of the
Americas POE (BOTA), 826 lbs at the Paso Del Norte POE (PDN), and 20 lbs at the Fabens
POE. There were no reported seizures at the Ysleta POE, Santa Teresa POE or in the
Lordsburg area. There were a total of 11 reported marijuana seizures across the POEs, and no
reported cocaine seizures.
The predominate concealment methods for marijuana during this reporting period were: vehicle
quarter panels (3), gas tanks (2), truck beds (2) and one each of the following: vehicle roof,
glove box, cargo area, seat, speaker box, and one body carry.
The El Paso PD reported 15 marijuana seizures totaling 585.327 lbs and 5 cocaine seizures
totaling 0.016 kilos. EL Paso SO reported 4 marijuana seizures totaling 2.924 lbs and 2
cocaine seizures totaling 1.8 kilos. Socorro ISD reported 1 marijuana seizure totaling 0.58 lbs.

El Paso City Wide Index crime continues to show a
decreased rate of 6% as compared to the same time
frame last year. There is a 275% increase (11) in
homicides, a 28% increase (45) in sexual assaults, a
3% decrease (13) in robberies, a 6% decrease (649) in
assaults, a 4% decrease (59) in burglaries, a 10%
decrease (133) in vehicle theft, and a 1 % increase
(23) in vehicle burglary.

For the week ending 29 OCT 2011, the County
Wide (sans the City of El Paso) Index Crime
demonstrates little to no change compared to the
same time frame last year. There is a 100%
increase (1) in homicides, a 10% decrease (11) in
sexual assaults, a 27% decrease (6) in robberies, a
1% increase (2) in aggravated assaults, a 3%
increase (11) in burglaries, a 29% increase (37) in
vehicle theft, and a 33% decrease (81) in vehicle
burglary.

Additional information
Seized 124.19 lbs of marijuana, 0.01 lbs of methamphetamine, one
handgun, and apprehended two USCs. The subjects and narcotics were
referred to DEA for federal prosecution. The firearm was released to ATF.
A Culberson Co SO Deputy attempted to stop a vehicle east of
Van Horn on IH-10. A pursuit ensued and continued eastbound
onto IH-20 into Reeves Co. DPS THP and Reeves Co SO were
notified and responded to assist. The vehicle was “spiked” just
west of Pecos, TX, on IH-20. Three subjects were apprehended
and other subjects fled on foot and escaped. The case was
referred to Alpine CID for investigation and prosecution. Also
assisting were the Pecos PD and USBP.
Sierra Blanca USBP Agents at the IH-10 Checkpoint…
Seized 0.2 lbs of marijuana, six firearms and multiple rds of ammo, and apprehended two
USCs. The subjects and marijuana were referred to Hudspeth Co SO for state prosecution. The
firearms and ammo were released to ATF.
CONTROLLED UNCLASSIFIED INFORMATION – LAW ENFORCEMENT SENSITIVE
An IA burglarized a ranch house 48 miles south of Marathon, TX, in
Brewster Co. The IA stole a Chevrolet Suburban and was
apprehended by Alpine USBP Agents at the US-385 Checkpoint.
The IA was referred to Brewster Co SO for state prosecution.

the first Alamito Creek Railroad
Bridge northeast of Presidio, TX. The
marijuana was referred to DEA for
destruction.

Additional information
Marfa USBP Agents seized 237.3 lbs of
marijuana and apprehended five IAs on the
Miller Ranch, 13 mi west of Marfa, TX. Three
subjects and the marijuana were referred to
ICE for federal prosecution. Two juvenile
subjects were processed for removal.
Marfa USBP Agents conducted an investigation at the Riata Motel in Marfa, TX. Agents seized

Marfa Unified Command Sector Assessment
Totals for narcotics seized and apprehensions increased this week. The Marfa Sector had three
large marijuana seizures this week. One of the marijuana seizures were made after vehicle
pursuits.
An increasing number of juveniles have been apprehended backpacking marijuana through the
area. This includes “federal juveniles” (under 18) and “state juveniles” (under 17). These offenders
are almost always returned to MX with no drug prosecution. Shortfalls in funding make it difficult to
address the detention and prosecution of “state juveniles.”
The small personal use seizures of marijuana and types of narcotics at the IH-10 Checkpoint
increased this week. Hashish continued to move east with 0.245 lbs of hashish and 1 oz of Liquid
Hydrocodone seized this week.
IA apprehensions increased this week to 61 compared to last week’s 41.
One vehicle was reported stolen in Brewster Co after USBP agents apprehended the an IA in the
stolen Chevrolet suburban ,northbound at the US 385 Checkpoint.
Criminal arrests decreased for this week with 69 arrests compared to last week’s 75.
Criminal activity was spread across the sector with backpacking continuing to be the most prevalent
method of smuggling. A passenger car, suburban and a recreational vehicle were used in three of
the large seizures from vehicles.

Southbound Operations
On 08 NOV 2011, USBP Agents and Maverick Co SO Deputies working outbound operations with
CBP-OFO Officers at the Eagle Pass POE, Bridge 1, referred a red 1993 Ford F-150 for secondary
inspection. Tampering on the gas tank was observed, and an inspection with a scope revealed
abnormalities. A thorough inspection of the gas tank revealed 273 boxes of ammo. A total of 5,460
rds of .223 cal ammo was discovered and seized. The ammo and driver were turned over to HSI-
ICE; the vehicle was impounded pending disposition.

Gang Activity
On 11 NOV 2011, USBP Agents on US-83 one mile south of La Pryor in Zavala Co,
observed a gray 1994 Chevrolet Suburban pass their location. The vehicle swerved
from side to side on the road and the passengers avoided eye contact with the Agents.
The Agents stopped the vehicle to conduct an immigration inspection. After
approaching the vehicle, they observed three subjects trying to hide under a cover in
the rear of the vehicle, and four passengers in the front. A field interview revealed that
the three subjects hiding under a cover were Mexican citizens in the US illegally, and
the four in the front were USCs. Two of the USC passengers were suspected gang
members; one affiliated with MS-13 and one with MEXICAN MAFIA. All seven subjects
were taken to the USBP Uvalde Station to be interviewed. Two of the subjects will be
prosecuted for alien smuggling; the other five subjects were processed per sector
guidelines.
On 15 NOV 2011, a Dimmit Co SO Deputy noticed a
suspicious subject walking on Pena St, Carrizo Springs,
TX. The subject had large tattoos on his body and
identified himself as a member of CRAZY STREET RAZA
(a local gang in Edinburg, TX). The subject was released

Additional informationOn 10 NOV 2011, USBP Agents, assisted by DPS Air 116, reported a campfire on the
Mexican side near a known crossing point, approximately 30 miles south of Del Rio, TX.
The Pilots used FLIR to identify vehicles and a number of subjects around the fire. The
Pilots continued their patrol back up the river to Del Rio. The Pilots provided aerial cover
to a PD Officer conducting a traffic stop, then returned to base.
On 09 NOV 2011, a DPS AVN Pilot was flying along the Rio Grande, south of Del Rio, in Val Verde Co.
The Pilot observed multiple inner tubes and six subjects on the Mexican side of the river. The Pilot notified
USBP and continued patrolling. USBP Agents began watching the subjects and witnessed two subjects
cross the river to the US side; the subjects stashed clothing and returned to the Mexican side of the river.
On 05 NOV 2011, DPS-THP Troopers arrested one male subject on US-83 and Antonio St, in
Uvalde, TX, for Possession of a Controlled Substance (0.049 lbs Cocaine). He was a passenger
in a brown 2003 Chevrolet Blazer.
On 13 NOV 2011, CBP-OFO Officers sent a maroon 1993 Buick Century
to secondary inspection at the POE, Bridge 1, Eagle Pass, TX. In
secondary inspection, a K-9 alerted to the vehicle. AT-CET Officers found
12.56 lbs of cocaine within a natural void behind the glove box. The
driver and the narcotics were turned over to DPS-CID. The vehicle was
impounded pending disposition.

On 05 NOV 2011, CBP-OFO Officers working primary at the Eagle Pass, POE, Bridge #2, Maverick
Co, noticed tampering on the spare tire of a 2011 Chevrolet Colorado bearing MX plates. Buster
readings were high, and VACIS revealed anomalies in the tire and quarter panels; a K-9 alerted as
well. Officers recovered 47.8 lbs of cocaine. The driver was arrested and turned over to HSI-ICE.

On 12 NOV 2011, USBP Agents at the Eagle Pass Checkpoint in Maverick Co performed
an immigration inspection on the occupants of an Eagle Pass tour van. One subject claimed
he didn't have any identification, and he didn't know where he was going even though the
van only goes to San Antonio. The subject was taken to secondary inspection and frisked.
Agents felt a brick-like object under the subject's shirt. Upon raising his shirt they saw he
was wearing a garter belt holding two black bricks of cocaine weighing a total of 4.9 lbs.
The subject and narcotics were taken into custody and turned over to the Maverick Co SO.
On 13 NOV 2011, USBP Agents observed
several subjects load packages into a white
1994 Oldsmobile Cutlass on Chick Kazew St,
on the Kickapoo Indian Reservation in
Maverick Co. The Agents approached the
vehicle and found 160 bricks of marijuana
weighing 332.65 lbs. Two subjects and the
narcotics were turned over to the DEA.
On 14 NOV 2011, CBP-OFO Officers at the Del Rio
POE were approached for inspection by a green
1995 GMC 1500. The driver became nervous when
Officers checked the spare tire. High buster
readings, a K-9 alert, and a VACIS scan led the
Officers to open the tire, which revealed 32.23 lbs
of marijuana. The subject and the narcotics were
turned over to HSI-ICE.

On 09 NOV 2011, a USBP Agent responded to a call from two survey workers
regarding abandoned narcotics in the brush near Palo Blanco Rd in Maverick Co. The
Agent recovered approximately seven duffel bags, which appeared to have been
abandoned for some time due to their deterioration and damage done by animals. The
duffels contained 18 bundles which tested positive for marijuana, weighing a total of
144.69 lbs. The marijuana was turned over to the DEA.

Constable attempted to perform a traffic
stop on a dark blue 1999 Ford Explorer on
SH-85 at FM-190. The vehicle failed to
yield, crashing through a fence and into the
brush. The driver absconded. The vehicle
was not reported stolen at the time of the
incident, but was registered out of Houston.
On 15 NOV 2011, USBP Agents at the Del Rio Checkpoint on US-277 were approached for
inspection by a silver 1999 Chevrolet Malibu. A K-9 alert and back scatter scan revealed 41.7 lbs of
marijuana concealed within the bumpers and rocker panels. The subject and narcotics were turned
over to the DEA.

On 15 NOV 2011, USBP Agents observed foot sign leading away from the Rio
Grande in Leonard's Orchard near Eagle Pass, TX. While tracking the sign,
Agents discovered a military style duffle bag and an illegal alien. The subject
admitted that he carried the narcotics. The bag contained 22 bundles wrapped in
brown cellophane tape which tested positive for marijuana; total weight of was
58.45 lbs. The drugs and subject were turned over to the Maverick Co SO.
On 14 NOV 2011, a USBP Agent observed three individuals wade across the Rio Grande near
Frontera Rd in Del Rio, TX. Shortly after, three more subjects with a raft also came across the river.
The Agent observed several bundles in the raft. A few minutes later, the subjects returned to
Mexico. A search of the area revealed six bundles of marijuana hidden under feed sacks inside the
open end of a barn; total weight was 451.8 lbs. The marijuana was turned over to the DEA.
On 15 NOV 2011, a USBP Agent observed a brown 1994 Chevrolet C1500 truck on Vega Verde
Rd, west of Del Rio, TX. The vehicle had mud on the side of the truck, and the driver displayed
overly nervous behavior. Due to the area being a high traffic region for alien and narcotic
smuggling, Agents stopped the vehicle for an immigration inspection of the driver and observed a
yellow sheet covering multiple square bundles, consistent with marijuana smuggling. A K-9 alerted
to the vehicle and inspection of the bundles revealed them to be 28 packages of marijuana
weighing 288 lbs. The driver was arrested; the driver and marijuana were turned over to the
HSI-ICE, and the vehicle was impounded pending disposition of the case.

The following stolen vehicles were recovered:
On 11 NOV 2011, Maverick Co SO Deputies received a report that a green 1996
Pontiac Bonneville was seen loading duffel bags on the side of US-277. Deputies
observed the vehicle and attempted to stop it for speeding. The vehicle refused to
yield and a pursuit ensued. The vehicle crashed on Ceyon St in Eagle Pass, TX,
and the subject was apprehended. Inside the vehicle were four white nylon sacks of
marijuana. The driver and 170 lbs of marijuana were taken into custody, and the
vehicle was impounded pending disposition of the case.

Del Rio Sector Unified Command Sector Assessment
This reporting period saw increases in most of the major categories. Weapons, ammo, and
accessories were down; however, we continue to have ammo seizures. This reporting period there
were 5,460 rds of .223 cal ammo seized. The method of concealment was the gas tank in a Ford
pickup. This is the first ammo seizure using the gas tank as a concealment method in this sector.
(The vehicle was a 1993 Ford F-150 and is factory-equipped with two gas tanks; the tank with the
ammo contained no fuel.)
Marijuana and cocaine were almost double the amounts for the last reporting period. Total cocaine
seized, year to date is 1,680.76 lbs. The total for 2010 was 920.71 lbs, 160.66 lbs short of double
the amount seized in 2010.
There was a major increase in recovered stolen vehicles with 12 recovered this reporting period.
Ten of the recovered stolen vehicles were in Dimmit Co, with one recovery in Zavala Co and one
recovery in Maverick Co. The Ford F-250 and F-350 continue to be the vehicles of choice, with
eight of the twelve recoveries being these makes/models. The remaining were three Chevrolets and
one Dodge.

On 08 Nov, USBP Laredo South Agents west of US-83S in Laredo,
TX, discovered two bundles of abandoned marijuana weighing a total
of 111 lbs. The marijuana was seized and no arrests were made.
On 08 NOV 2011, USBP Laredo South Agents seized 3.8 lbs of abandoned marijuana
from the FedEx Ground Warehouse in Laredo, Texas. The contraband was concealed within
a box wrapped in Christmas paper. The marijuana was turned over to DEA.
On 08 NOV 2011, USBP Laredo South Agents working near the De
Leon Ranch observed several subjects near the riverbanks. Agents
approached the subjects, and they absconded back into MX. Agents
located four bundles of abandoned marijuana weighing a total of
226.6 lbs. The contraband was turned over to DEA.

On 25 NOV 2011, Webb Co. SO Deputies apprehended one male undocumented alien on
Old Milwaukee Rd and US-359 in Laredo, TX, after committing a traffic violation. The male
subject was turned over to USBP .
On 01 NOV 2011, Webb Co SO Deputies initiated a traffic stop on a 1992 Cadillac sedan
traveling on Springfield Ave. The passenger was found to be in this country illegally. The
driver was cited for traffic violation and the passenger was turned over to USBP.
On 31 OCT 2011, Webb Co SO Deputies assisted Crime Stopper Unit in apprehending two
illegal immigrants at the Lomas Del Sur Suite in Laredo, TX. The undocumented
immigrants had two stolen handguns. Both subjects were turned over to USBP.
On 06 NOV 2011, Webb Co SO Deputies seized 1.1 lbs of abandoned cocaine wrapped in
plastic on the Cisneros Ranch after a concerned citizen reported it on his property. The
narcotics were seized.
Additional Information
On 08 Nov, Webb Co SO Deputies seized 18 lbs of heroin at the Turimex bus station
on IH-35 and Shiloh Dr in Laredo, TX. The heroin was concealed within 12 fruit cans
located in handbags belonging to a female subject. The female subject was arrested
and the narcotics were turned over to DEA.

On 09 Nov 2011, Jim Hogg Co SO Deputy was dispatched to the intersection of
Smith/Galbraith in Hebbronville, TX, regarding a male subject requesting a ride. The subject,
who was in this country illegally, was transported to USBP Hebbronville Station.
On 14 Nov 2011, Jim Hogg SO Deputies conducted a traffic stop on a white 1998
Ford Explorer in the 500 block of North Sigrid in Hebbronville, Texas. The vehicle
came to a stop and four male subjects absconded into the brush. USBP was

On 09 NOV 2011, Laredo PD Officers arrested a male subject at 2420
Boston St and charged him with possession of marijuana 0.723 lbs and
0.115 lbs of cocaine. The subject was remanded to the Webb Co Jail.
On 10 NOV 2011, Laredo PD Narcotics Unit recovered 0.144 lbs of
cocaine, 6.5 lbs of marijuana and $1,452 USD. Narcotics Investigators
will be following up on the case, and arrests are pending.

On 11 Nov 2011, USBP Laredo West agents working
near the Ben Hur Ranch on Mines Rd. in Laredo, Texas,
observed several subjects with bundles. As USBP agents
approached the subjects, they dropped the bundles and
absconded into the brush. Agents discovered several
bundles of abandoned marijuana with a weight of 330.4
lbs. The marijuana was turned over to DEA.

On 11 NOV 2011, USBP Laredo North Agents assigned to the IH-35 Checkpoint inspected a 2005
black Chevrolet Cobalt with two passengers. Agents discovered a duffel bag containing 11.2 lbs of
methamphetamine inside the trunk of the vehicle. DEA took custody of the subjects, vehicle and
the methamphetamine.

On 12 NOV 2011, USBP Laredo North Agents seized 61 lbs of abandoned marijuana from
Markley/Anna St in Laredo, TX. No arrests were made. The contraband was turned over to DEA.
On 16 NOV 2011, USBP Laredo North Agents encountered a white Chevrolet Silverado pickup,
with Union Pacific markings, attempting to circumvent the IH-35 Checkpoint. The vehicle stopped
by the railroad tracks and Agents observed five subjects bailing out. The five subjects were
apprehended, but the driver absconded into the brush. The vehicle, identified as a clone, was
seized. ANALYST NOTE: In the truck, Agents
discovered a reflective work vest, which is
common safety attire for rail workers. This
type of attire has been seen in three previous
incidences in the Laredo and Del Rio Sectors.

On 15 NOV 2011, USBP Hebbronville Agents working the FM-1017 Checkpoint recovered
1,887.02 lbs of marijuana concealed in the roof of a tan 1990 Salem travel trailer being
pulled by a white 2000 Chevrolet Silverado 2500. A male and a female were arrested. The
female passenger was in possession of $3,729 USD. The subjects, narcotics, currency, and
vehicle were turned over to DEA.

On 12 NOV 2011, USBP Hebbronville Agents assigned to TX-16 Checkpoint encountered a
tan 2005 Chevrolet Suburban. Agents noticed tampering on the bolts that anchor the seats
to the floorboard. Agents removed the bolts and located an aftermarket compartment which
contained 47 bundles of marijuana weighing 221.9 lbs. The driver and the passenger were
placed under arrest. The narcotics, the vehicle, and the driver were turned over to DEA.

On 15 NOV 2011, USBP Zapata Agents initiated a traffic stop on a white GMC pickup
traveling on US-83N towards Zapata, TX. The vehicle stopped and two subjects absconded
into the nearby brush. Upon further inspection of the vehicle, Agents discovered several
bundles of marijuana weighing 1,676.6 lbs. The narcotics and the vehicle were turned over
to DEA.
On 12 NOV 2011, USBP Zapata Agents conducted a traffic stop on a 2001 Ford Windstar
Taxi, traveling on US-83N in Zapata, TX. Agents seized 16 bundles of marijuana weighing a
total of 104.8 lbs. The female passenger (USC) was arrested. The subject and contraband
were turned over to Zapata Co SO. The taxi driver stated he was transporting his passenger
from McAllen, TX, to Laredo, TX. The driver and taxi were released.

502.9 lbs of abandoned marijuana on the Needmore Ranch in
Laredo, TX. No arrests were made. The contraband was turned

On 12 NOV 2011, CBP/OFO officers working
at the Lincoln Juarez Bridge, in Laredo, TX,
seized 1.76 lbs of marijuana concealed inside
two pair of shoes that were within luggage
belonging to a male passenger on an Expreso
bus. The male subject was arrested and
narcotics were turned over to ICE.
On 14 NOV 2011, CBP/OFO Officers seized 47.19 lbs of cocaine at the Lincoln-Juarez Bridge in
Laredo, TX. The cocaine was concealed in an aftermarket compartment, located in the dashboard
of a 2007 Mazda CX7. The female driver was arrested. The contraband and vehicle were seized.
Front quarter panels were removed to reveal compartment in dash board area.

Laredo Unified Command Sector Assessment
Overall IA apprehensions increased from 459 to 507. OTM apprehensions increased from 138 to
248, due to significant increases in Salvadorans, Guatemalans and Hondurans. Referrals from the
Unified Command increased from 54 to 55.
Reported stolen vehicles increased from two to 16 and recoveries from zero to four.
The largest single marijuana seizure this week was 1,887.02 lbs by USBP Hebbronville Agents.
CBP/OFO seized 47.9 lbs of cocaine at the Lincoln-Juarez Bridge. USBP Laredo North Agents
seized 11.2 lbs of meth at the IH-35 Checkpoint. Webb Co SO seized 18 lbs of heroin at the
Turimex bus station. The contraband was concealed within canned fruit.
USBP Laredo North Agents encountered a cloned Union Pacific truck attempting to circumvent the
IH-35 Checkpoint.
The Laredo Unified Command experienced a slight increase in marijuana seizures
this reporting period. Cocaine seizures increased by 14 lbs. Heroin increased
slightly, but methamphetamine decreased significantly. Currency decreased
drastically, but marked the sixth week for currency seized in our AOR.

Gang activity
The Hidalgo Co SO Gang Intelligence Unit reported 26 gang member arrests this reporting period.
These arrests were made by 12 different agencies in the RGV sector. The gang members were
arrested for offenses such as: aggravated robbery, assault causing bodily injury, parole violation,
possession of marijuana, public intoxication, burglary of habitation, resisting arrest, driving while
intoxicated, possession of marijuana, felony warrant and misdemeanor warrant. The arrestees have
gang affiliation with:

The Pharr PD in conjunction with CBP are conducting Southbound Operations at the

DPS CID is participating in a CBP OFO initiative at the Hidalgo, Pharr and Progreso
POEs targeting southbound traffic.

US authorities have taken action to seize a ranch approximately 25
miles due north of Rio Grande City, TX, that is believed to belong to a
man identified by the Mexican government as a Zeta lieutenant. In
forfeiture documents filed earlier this week by the IRS and the US
Attorney’s Office for the Southern District of Texas, authorities say
the 200-acre property near FM-2686 belongs to 38-year-old Carlos
Alberto “La Rana” Oliva Castillo. Carlos Ricardo Tamez Tirado, a
doctor who, like Oliva, is from Diaz Ordaz, is listed an owner. Oliva
was arrested by the Mexican military in the Coahuila state city of
Saltillo last month in connection with an ongoing investigation into a
Monterrey casino fire that killed dozens of civilians. According to the
Mexican federal government, Oliva was the former plaza boss for
Monterrey and surrounding cities. Oliva is under indictment in the
US for a number of drug charges. Court records show that the listed
value of the property was $125,000, but the actual price paid for it
was $400,000. Records show that Tirado didn’t take part in the
negotiations but was only a straw purchaser. The ranch was
allegedly used as a staging area for drug activities.
Jesus Rejon Aguilar, aka “El Mamito,” who was arrested in
connection with the 15 FEB 2011 ambush death of Jaime Zapata, had
kept horses at the ranch until he was forced off by La Rana after a
dispute.

On 16 NOV 2011, San Juan PD Investigators working with county, state and federal agencies, were able to
rescue two kidnap victims in McAllen and arrested four men and two women. The victims, a man and a
woman in their 20s, had been crossed from Mexico approximately three weeks ago and were being held at
various houses while suspects demanded ransom from their families and threatened decapitation. The
woman was 38 weeks pregnant when she crossed and recently gave birth. Investigators traced the victims
to the 2000 block of W. Ebony St. in McAllen, where they rescued the victims and arrested a group of
suspects. The families of the two victims reportedly paid the kidnappers more than $4,000, and
investigators recovered $3,400 from one of the suspects. Police believe there may be more victims
throughout the Rio Grande Valley, and continue to investigate. Kidnapping suspects are believed to
belong to the Gulf Cartel.
ANALYST NOTE: Recent cartel infighting and leadership changes, death of M3, and
recent Mexican Military actions, continue to create the possibility that kidnappings in the
US are increasing, due to lost loads/revenue and crossing organizations looking for

Cross-Border Violence Contingency Plan (CONPLAN) Activated
CONPLAN Cross-Border Violence: Initiated on 02 NOV 2011 in response to several cross-border incidents in the RGV Sector that occurred prior to the initiation. The RGV operated at Tier 1 until 07 NOV 2011.
DPS Air 108 providing border security flight in CONPLAN Tier 1 assisted DPS-THP Unit inpursuit of a black Ford Mustang on US-83E from La Joya, TX. DPS 108 intercepted thepursuit as the vehicle entered the City of Palmview, and assisted in advising the location ofthe Ford Mustang to all agencies. The driver bailed out and fled on foot east towardanother structure. The suspect (female driver) was apprehended by DPS Troopers aftershort foot pursuit. The black Ford Mustang contained approximately 225 lbs of marijuana.

DPS Air 108 responded to a pursuit north of US-83 on Abrams Rd and assisted THP
Troopers with advising the suspect’s location. The vehicle turned south on FM-492
towards US-83 and struck another vehicle while crossing through the intersection of
US-83. Two of the suspects bailed out and absconded. The driver of vehicle fled
northeast and was apprehended by officers. The Aircrew located the passenger in a
wooded area northwest of the crash scene and troopers were directed to his location; he
was taken into custody. A search of the vehicle revealed 900 lbs of marijuana inside
the vehicle.

DPS THP, assisted byDPS Air 108, pursued a white Ford pickup traveling on US-83W in the
Sullivan City area. The Aircrew intercepted the pursuit and assisted in calling the pursuit to all
agencies. The Aircrew observed the vehicle enter the eastbound lane driving west against
traffic. The vehicle turned toward the city of La Grulla where the driver lost control of the vehicle.
The driver and only occupant fled on foot running south hiding in brush. Troopers and USBP
Agents were guided to the brush area and arrested suspect. The Ford pickup contained
approximately 346 lbs of marijuana.

USBP Agents requested assistance from DPS Air 108 in reference to narcotics activity on
the Rio Grande. Agents advised that a boat was loaded with several bundles on the
Mexico side of the river and that several subjects were attempting to cross the load into
the US. The Aircrew located the boat on the Mexico side of the river and observed it
loaded with numerous bundles of what appeared to be marijuana and several more
bundles stacked on the bank near the boat. The Aircrew maintained an overhead
surveillance of the area and guided the Mexican Military toward the location of the boat.
The Mexican Military seized the marijuana. Military officials reported that the total weight
of the marijuana was approximately 1,000 lbs.

Aircrew observed several suspected IAs retreat back into MX after escorting several IAs
into the US. The Aircrew was able to guide ground agents, who apprehended a total of

USBP Agents, assisted by DPS Air 108, near Sullivan City, searched for 8 to
10 persons believed to be packing narcotics to a stash house from the river
area. The Aircrew searched from the river to the nearby residential area with
negative results. The search was called off by USBP since they believed the
narcotics made it into the residential area. The Aircrew was then called to a
THP vehicle crash scene to assist with a search that included State Prison
tracking dogs. The Aircrew was then advised that the suspect was no longer in
the area.
CBP Officers from the Brownsville Veterans POE inspected an inbound 2001 Ford F-150
with Texas license plates driven by a male USC. A secondary inspection of the vehicle
revealed 2.56 lbs of methamphetamine and 22.3 lbs of cocaine concealed inside the
vehicle’s bed liner. The driver was arrested and the vehicle was seized.

CBP Officers from the Anzalduas POE inspected an inbound 2006 Honda Pilot with MX
license plates driven by a male MX citizen. A secondary inspection of the vehicle
revealed 76 lbs of cocaine concealed in false compartment located on the vehicle floor.
The subject was arrested and the vehicle was seized.
Falfurrias USBP Agents seized 30.3 lbs of methamphetamine near Falfurrias, TX.
During a secondary inspection of a 2000 Chevrolet 1500. Agents seized the meth

THP Trooper conducted a traffic stop on a 2000 Tractor Trailer Freightliner on US-83 near
Penitas, TX. The Trooper made contact with the driver and observed criminal indicators.
Verbal consent to search the vehicle was requested and granted. The search revealed
107 bundles of marijuana weighing 1,975 lbs concealed inside the vehicle’s front wall.

Rio Grande City PD Officer was patrolling Aguirre St and observed a group of UA suspects
walking northbound. The Officer made contact with the group and observed that all of their
shoes were wet. The subjects stated that they were from MX. All 8 subjects were referred to
USBP.
Mission PD Officers responded to Donna street in reference to a Home Invasion that had just
occurred. Upon arrival, the victim stated that two subjects wearing dark masks and dark
clothing kicked in the front door and entered with long rifles. The victim stated that the
subjects pointed the weapons at her demanding money. Following the interview at the
residence, investigators determined that a family member had lost or stolen a drug
shipment and the owner of the drugs was trying to get it back.
Pharr PD Officer received information from a concerned citizen in reference to 20-30
undocumented aliens being stashed at a mobile home on Lovely Way in Pharr, TX. Officers
arrived on scene and observed several people lying on the floor. Officers entered the home
after several subjects began to run. Officers located the home owner in one of the bed rooms
and detained a total of 19 IAs. All IAs were referred to USBP Agents.
Brownsville PD Narcotic Agents responded to a local residence after repeated crime stopper reports were
aired regarding narcotics being sold from the location. Agents established enough probable cause to
secure a search warrant, and upon execution, seized 47 grams of cocaine, 1.01 lbs of marijuana, 2
Ecstasy pills, 5 Xanax pills and recovered a stolen handgun. Two subjects were arrested.
Brownsville PD SIU Agents received information in
reference to illegal drugs being sold from a residence on
Palm Blvd. Agents executed a search warrant and seized
1.8 grams of cocaine, 15 Ecstasy pills, .48 lbs of
marijuana, and $1,569 USD. One subject was arrested.

A THP Trooper attempted to conduct a traffic stop on a 2001 Ford Mustang on US-83 near La
Joya, TX. The driver refused to stop and a pursuit ensued. The driver pulled into a gas station
parking lot and bailed out. Trooper gave chase and apprehended the driver. The Trooper
conducted a search of the vehicle and found a total of 224 lbs of marijuana in the trunk area.

The driver refused to stop and a short pursuit ensued. The driver lost control of the vehicle and struck a
building. The driver bailed out but was apprehended a short time later in a nearby wooded area. The
Trooper conducted a search of the vehicle and found a total of 346 lbs of marijuana in the trunk area.
A THP Trooper conducted a traffic stop on a 2000 Chevrolet Lumina on FM-755 near La Gloria, TX. The
Trooper made contact with the driver and observed criminal indicators. The Trooper requested and
received consent to search the vehicle, where a total of 52 lbs of marijuana in 40 bundles was found
concealed in the gas tank. The driver was arrested.
A THP Trooper conducted a traffic stop on a 1997 Ford F150 on FM-77 near Raymondville, TX. The
Trooper made contact with the driver and observed criminal indicators. Trooper requested and received
consent to search the vehicle. Trooper located 17.6 lbs of cocaine in eight bundles concealed in the
vehicle A/C unit. The driver was arrested.
A THP Trooper conducted a traffic stop on a
2001 Saturn passenger car on US 83 near La
Joya, TX. The Trooper made contact with the
driver who stated he was carrying drugs. The
Trooper also observed several bundles in
plain sight. The Trooper conducted a search
of the vehicle and found 456 lbs of
marijuana in 20 bundles in the back seat,
front passenger seat and trunk area. The
driver was arrested.

Additional information (cont) DPS CID Agents received information that a suspicious
package was located at a local trucking company in
Harlingen, TX. Agents arrived on the scene and after
conducting an investigation and found a total of 1,000
lbs of marijuana concealed inside a wooden crate. The
marijuana was seized, no arrests have been made at
this time.
OPERATION
In a joint operation, the Texas Department of Public Safety (Ranger Recon Team, SWAT, AVN,
CID, THP, and BSOC), USBP, ICE, CBP, TPWD, Texas Military Forces – Special Operations
Detachment, and other local law enforcement agencies, targeted rural areas being exploited
by drug traffickers and alien smugglers in the Hidalgo Co area. The RGV JOIC provided
coordination efforts prior to, during, and after the mission.

OPERATION
On 14 NOV 2011 at roughly 19:34 hrs, THP attempted a traffic stop on a 2001
Lincoln LS and a pursuit ensued, ending at the intersection of FM-2521 and
US-83 in La Joya, TX. The subject(s) bailed out of the vehicle. A white 2002
Chevrolet pickup was identified as a scout vehicle for the 2011 Lincoln. Per DPS
Teletype, 245 lbs of marijuana was seized from the 2001 Lincoln LS. Two
subjects were arrested. The origin of narcotics was Roma, TX, and the
destination McAllen, TX.

On 14 NOV 2011 at roughly 22:53 hrs, a LPOP near Penitas, TX, reported one raft crossd the Rio Grande
approximately 9 times with 5-8 people in each load. USBP responded to the area and apprehended six
suspected IAs, five Mexicans and one Honduran.
On 15 NOV 2011 at roughly 18:00 hrs, USBP Agents observed a black Ford Expedition departing the river near
Bentsen State Park, south of Palmview, TX, at a high rate of speed. DPS Air, the Air National Guard RC-26
surveillance aircraft assisted. The driver bailed out of the vehicle and attempted to evade officers. The aviation
elements located and illuminated the subject. DPS Air deployed the QRF team to assist USBP Agents on the
ground with the apprehension. After searching the vehicle, 725 lbs of marijuana and the vehicle were seized.

A TPWD boat team reported the body of a
deceased male floating in the water along the Mexican
riverbank south of Havana, TX. USBP notified Mexican
authorities and remained on scene until a recovery team
arrived. ANALYST NOTE: The subject was wearing a knock-off “big
point” Polo-brand collared shirt, popular on both sides of
the border and often associated with members of drug
trafficking organizations.
A CBP boat team discovered the body of a second deceased male along
the US side of the riverbank nearby. The body was recovered a short time later by La
Joya Fire Department.

The RGV Unified Command agencies were responsible for the seizure of over 16,000 lbs of marijuana.
This is a 9% decrease from last week. Cocaine seizures decreased from 137.5 lbs reported last week to
115.9 lbs this week. A total of 32.86 lbs of methamphetamine was seized. There were no Heroin seizures
for the week. Currency decreased to a total of $1,569.00.
The US Border Patrol, CBP OFO, DPS Aviation, DPS THP, Texas Rangers and CID, Starr Co SO, San
Juan PD, Brownsville PD, Pharr PD, Mission PD, Palmview PD, and Rio Grande City PD contributed
significantly to the narcotic and currency seizures.
IA apprehensions decreased for the reporting period down from 1,244 to 1,115 this week. The OTM count
decreased from last week to a total of 492.
The Mexican Military had several engagements with the drug cartels that resulted in gun battles in the
cities of Matamoros and Reynosa. The Mexican authorities increased patrols in the western corridor to
target Zeta factions in the cities of Nuevo Guerrero, Ciudad Mier, and Camargo.
The USBP International Liaison Unit and the Mexican Military collaboration has resulted in the arrest of
DTO members and seizure of numerous tons of marijuana near the international border. Mexican Army
Aviation and ground units have responded to locations near the Rio Grande River after intelligence and
information was disseminated. This exchange has proven invaluable to operations.

Alice PD arrested one male and one female subject following an investigation into an
aggravated assault with a deadly weapon. The male suspect, a member of the RANCH
ALEGRE street gang, shot a male victim in the stomach and left abdomen, and
struck a female victim with the butt of a shotgun. The suspects attempted to flee the
scene but were apprehended by officers. The male victim is a confirmed member of the
RAZA UNIDA gang.
Alice PD seized 0.007 lbs of marijuana, 0.01 lbs of cocaine, 4.5 Clonazepam pills,
and arrested one male subject during the execution of a search warrant at a local motel.

Jim Wells Co SO, with assistance from DPS Air 103, attempted to locate several suspects involved
in the arson of a building. Officers responded to the location off of CR 1550. As the Officers arrived
they were struck by rocks being thrown by several suspects in the brush. Several patrol cars were
damaged during the incident. The Aircrew arrived on scene and began to search the area using the
thermal imager. The Aircrew search yielded negative results.
A THP Trooper, assisted by DPS Air 103, pursued a
vehicle north of Alice, TX, on US-281. The Aircrew arrived
on scene and was able to located a suspect approximately
0.5 miles east of the bailout location. The Aircrew then

THP Refugio Co seized 0.188 lbs of PCP concealed in
travel-size mouthwash bottles carried in the trunk of a 1997
Lincoln Mark 8 sedan. The male driver was traveling on
US-77S from Houston, TX, to Corpus Christi, TX.
Each bottle contained approximately 1 oz each or 0.188 lbs total.
THP Jackson Co seized $14,540 USD concealed in luggage carried in a 2009 Nissan Rogue
sedan. The female driver was traveling on US-59S from Lake Charles, LA, to Penitas, TX.
Additional Information
US Coast Guard reported 2.21 lbs of cocaine in two separate wash-up events during this period.
The first, a 1.102-lb brick of cocaine was in the waterline on South Padre Island, approximately 12
miles north of Beach Access Road 6. The brick was wrapped in green cellophane and had no
distinctive markings. The second, also a 1.102-lb brick, was located on South Padre Island National
Seashore near the Malaquite Beach RV park. The brick was wrapped in clear cellophane with an
inner liner and a picture of two women riding a motorcycle.
US Coast Guard rescued two people from a sinking sailboat off the coast of Port Aransas. The
rescue was conducted with a USCG helicopter and a rescue swimmer. The survivors were
transported to Naval Air Station Corpus Christi.

Marijuana seizures showed an increase in the Coastal Bend Sector over the last reporting period
from 339.55 lbs to 1,228.03 lbs. There was a decrease in cocaine seizures from 18.42 lbs to 6.77
lbs. Additionally, there was a decrease in methamphetamine from 0.065 lbs to 0.001 lbs. One
seizure of 0.19 lbs of PCP was also reported this week. Two currency seizures, totaling $14,610
USD, was a decrease from $157,150 USD reported in the Coastal Bend Sector last week. Criminal,
fugitive, and gang-related arrests as well as bailouts, IA, and OTM referrals all showed increases.
Firearms seizures, pursuits, and absconds showed decreases during this period. US-59S, US-77
N/S, and SH-358E were the locations of significant narcotic and currency seizures.
A review of the Falfurrias Checkpoint on US-281N indicated that between 9 – 16 NOV 2011, there
were 536.7 lbs of marijuana and no cocaine reported seized. This is a decrease from last week’s
total of 1,472.7 lbs of marijuana and 20.05 lbs of cocaine reported seized. In addition, the Falfurrias
Checkpoint seized 30.3 lbs of methamphetamine. The Falfurrias Checkpoint reported one tractor
trailer that was found with a marijuana load totaling 365.7 lbs attempting to pass through the
Checkpoint. Two commercial busses were found with marijuana loads totaling 44.1 lbs concealed in
luggage and on passengers.
A review of the Sarita Checkpoint on US-77N indicated that 5,159 lbs of marijuana and no cocaine
was reported seized. This was an increase from last week’s total of no marijuana but a decrease
from 25.7 lbs of cocaine reported seized. Three tractor trailers were found with marijuana a loads
totaling 5,038 lbs attempting to pass through the Checkpoint. No commercial busses were found to
be attempting to conceal contraband at the Sarita Checkpoint during this period. This period,
traffickers appear to have moved to US-77N away from US-281.

stop on a 2000 Volkswagen Jetta, bearing TX

consent to search revealed $9,782 USD, in a bag
in the passenger seat, as well as the passenger
floorboard of the vehicle. The cash was traveling
from Odessa, TX, to Dallas, TX.
08 AUG 2011 BOSA: Following a routine
traffic stop, and the discovery of two
questionable postal receipts, a THP Katy
Trooper notified the USPS conducted and
the packages were intercepted. A Federal
Search Warrant was obtained and executed,
resulting in the seizure of 26.8 lbs of
marijuana concealed within two
smokers. The packages had been mailed
from Houston and were destined for MO.

09 NOV 2011: THP Jourdanton conducted a traffic stop on a 2007 Chevrolet K25 pickup towing
a 1999 Traw horse trailer, both bearing TX registration. With the assistance of the DPS K-9 Unit,
a probable cause search revealed 630 lbs of marijuana, concealed within a false wall in
the horse trailer. The marijuana was traveling from Rio Grande City, TX, to Austin, TX.

10 NOV 2011: A 1993 Chevrolet Suburban, carrying seven
individuals, evaded Border Patrol Agents and a pursuit ensued.
The vehicle came to a stop at 9th and N. Lasseter in Odessa,
TX, and all seven subjects fled on foot but were later
apprehended. Two of the subjects are confirmed MEXICAN
MAFIA members (see below). A search of the vehicle lead to
the seizure of 288.95 lbs of marijuana. The vehicle
was attempting to travel from Marfa, TX to Odessa.

200, bearing OK registration. A consent to search was denied and the K-9 Unit
called to the scene. Following a positive alert, a subsequent probable cause
search revealed a total of $51,000 USD concealed within luggage in the trunk
and in the rear seat. The cash was traveling from Tulsa, OK, to Ukiah, CA.
12 NOV 2011: THP McLean conducted a traffic stop on a 2002
Chrysler CRM, bearing KY registration. A consent to search
was denied and the K-9 Unit called to the scene. Following a
positive alert, a subsequent probable cause search revealed a
total of 4 lbs of hydroponic marijuana within luggage in
the trunk of the vehicle. The marijuana was traveling from
TX to KY.

denied and the K-9 Unit called to the scene. Following a positive
alert, and the assistance of Oldham Co SO, a subsequent
probable cause search revealed a total of 25.24 lbs of
hydroponic marijuana and 0.87 lbs of hashish within
luggage in the trunk of the vehicle. The marijuana was traveling
from Los Angeles, CA, to Springfield, MO.

Significant Events in MexicoOn 11 NOV 2011, the Mexican government stated
that Francisco Blake Mora, the Mexican Interior
Secretary, died in a helicopter crash with eight
others. Initial reports indicate the possibility of an
accident due to heavy fog, but an investigation of
the crash is underway, with U.S. representatives
also taking part. Blake Mora was traveling to a
prosecutors meeting in the neighboring state of
Morelos when the helicopter went down in southern
Mexico City. The secretary of the interior is Mexico’s
top official after the president, overseeing internal
political affairs and security. Francisco Blake Mora
was appointed secretary in July 2010.
ANALYST NOTE: Two days prior to the crash on 09 NOV 2011, Mexican authorities arrested top Sinaloa
lieutenant, Ovidio Limon Sanzhez. In NOV 2008, the then-Mexican Interior Secretary, Juan Camilo Mourino, was
killed in a plane crash along with eight others in Mexico City. A few days prior to the crash, Mexican authorities
arrested Sinaloa top lieutenant Jesus Vincente Zamboda Niebla, the son of the Sinaloa co-founder, Ismael
Zamboda Garcia. *On Thursday, President Felipe Calderón appointed the head of the national intelligence
agency, Alejandro Poiré, as the new Interior Minister.

the world, communications media, and global multilateral
organizations:
Social media users in Northeast Mexico have recently released a "Twitter Manifesto" in reaction to
the latest killing in Nuevo Laredo on 09 NOV of a blogger identified as “El Rascatripas,” who
allegedly used internet forums to denounce cartel movements.
This murder is the fourth threat against bloggers that has occurred in less than two months….
The absence of information that derives from the silence of local newspapers and media and
municipal authorities at all levels… has led many citizens to inform themselves and take
precautions thru the use of social media (Twitter, Facebook, etc.), chats and citizen’s blogs…. In
Northeastern Mexico, this new social media has evolved into a form of self defense, conducted by
citizens to broadcast and denounce violent acts ….
ANALYST NOTE: Under the current climate, social media sites have become more and more popular as cartels
exert control on the Mexican media. More if not most of journalists have turned to this medium as a means of
reporting due to the threatening environment posed by cartels. Recent attacks on newspapers, radio and TV
stations, have forced journalists to rely almost entirely on the internet.
We, the Twitterers and bloggers of Northeastern Mexico release this
manifesto in response to the murder of our companion on
November 9, 2011 in the city of Nuevo Laredo, Tamaulipas. We
repudiate and condemn this criminal act that has provoked a state
of terror. We demand justice in the face of the national silence this
terror has imposed, and the state of amnesia and impunity it
portends.

CD. JUÁREZ – On 13 NOV 2011, the driver of public
transport bus number 564, of route 3-A, was shot and
killed as he began his shift. The homicide occurred at
the intersection of Ignacio Altamirano and Cadereyta
streets in colonia Mariano Escobedo. Witnesses said
two gunmen carried out the attack.
CD. JUÁREZ – On 13 NOV 2011, a young man was
shot and killed in front of several abandoned homes in
colonia Horizontes del Sur. The victim’s hands were
bound behind his back, and thirteen shell casings in
an unspecified caliber were recovered near his body.

shot and killed in a vacant lot in colonia
Kilómetro 29 near the Casas Grandes
Highway. The 22-yr-old victim, who’s head
was dissolved in acid, was identified by family
members. He had been kidnapped two days
earlier while returning from work.

COAHUILA – On 15 NOV 2011, a newspaper in the
northern Mexican city of Torreon says it was attacked by
armed men. El Siglo de Torreon's website says at least
three men drove up, set fire to the facade of its offices
and opened fire at its sales offices. The paper's assistant
editorial director says the attack is puzzling because more
than a year ago the paper stopped mentioning drug
cartels or reporting stories about organized crime. Other
media in the nearby border state of Tamaulipas also
practice self-censorship, but according to many reporters
"the media is still vulnerable." Mexican media
organizations and journalists have come under a rising
number of attacks in recent years as drug cartels have
confronted government forces. El Siglo de Torreon was
also attacked in 2009.
ANALYST NOTE: On 06 NOV 2011,
armed men entered the El Bueno Tono
(The Good Tone) newspaper office in
Cordoba, Veracruz, located in eastern
Mexico. Witnesses stated that the
perpetrators broke windows outside and
inside the building and then used
gasoline to set the building on fire.
CD. JUÁREZ – On 12 NOV 2011, Cd. Juárez Police Chief Julian
Leyzaola led an operation that resulted in the capture of Joel Noe
Roque Flores, who is linked with ordering and participating directly in
several executions, and is one of the leaders of the criminal gang Los
Aztecas, who are aligned with the Juárez Cartel. He is also accused
of extorting money from several merchants as well as being a major
retail drug distributor in the downtown area. He is linked to the
executions of several police officers and commanders from the Central

Significant Events in Mexico (cont)CHIAPAS - Soldiers discovered 140 undocumented Central American
migrants hidden inside a truck crossing the southern border state of
Chiapas, Mexico’s defense department (SEDENA) said on 14 NOV
2011. The migrants were found during a routine inspection at a
checkpoint set up near the town of Tonala as part of operations targeting
organized crime. Two people were arrested for transporting the Central
Americans in unsafe conditions, while the migrants were turned over to
Mexican immigration authorities for repatriation. An estimated 140,000 Central Americans enter Mexico
each year on their way to the US, walking part of the way or riding aboard freight trains, buses and cargo
trucks. The trek is fraught with danger, with criminals and corrupt Mexican officials preying on the
migrants, who often pay traffickers as much as $10,000 USD to get them to the US.
SAN LUIS RIO COLORADO - Mexican military seized
8,600 kilos (18,920 lbs) marijuana from a butane gas
tanker originating in Los Mochis, destined for Tijuana.
ANALYST NOTE: The BOSA has reported on eight
seizures in TX of marijuana transported in tanker
trailers. Six of them have been at the Falfurrias
Checkpoint in the Rio Grande Valley Sector. The
average size load in TX has been 3,700 lbs.

Sinaloa State Ministerial Police and Mexican army personnel arrested 32 officers and
commanders of the Ahome Municipal Police Force, including the Municipal Director of Public
Safety, Major Horacio Reyes, during a surprise operation on 14 NOV in the city of Los
Mochis. The police officials from Ahome had been summoned to a conference to discuss
operations in Northern Sinaloa by Jesus Antonio "Chuytoño" Aguilar Iniguez (at right), director
of state police and General Moises Garcia Melo, commander of the Ninth Military Zone. Once
the meeting was convened the Ahome police were disarmed and arrested. The Ahome police
were arrested for their alleged links to Los Zetas and local Beltran Leyva (BLO) cells that
operate in northern Sinaloa. After his arrest in MAY 2011, Geovanny Lizárraga Ontiveros, a northern Sinaloa BLO
leader, confessed that he and Isidro Meza "el Chapo Isidro" had the Ahome police force on their payroll. This
municipality and the municipalities of Culiacan, Mazatlan and Navolato are where most of the more than
1,800 homicides in the state in 2011, including more than 80 police officers, are concentrated. It is widely believed
that the Sinaloa cartel has deeply infiltrated the command structure of the state police forces in Sinaloa.
Chuytoño had already served as director of the state ministerial police during a previous administration but was
forced to resign when it was discovered ministerial police agents under his command were providing security for
the Rodolfo Carrillo Fuentes, the brother of the late Amado Carrillo Fuentes and current head of the Juárez cartel,
Vicente Carrillo Fuentes. Rodolfo, along with his wife, was murdered on 09 SEPT 2004 in Culiacan, Sinaloa. In
addition, ministerial police were allegedly providing security for other kingpins such as the Beltran Leyva brothers,
who at the time were key lieutenants in the Sinaloa Cartel. During his time with the ministerial police, there were
allegations that Chuytoño worked for the Sinaloa cartel to combat the Tijuana Cartel in the late 1990’s and early
2000’s. In 2004, a Sinaloa newspaper published an expose highlighting Chuytoño’s ownership of properties and
residences in Mazatlan worth millions of pesos. A state prosecutor was appointed to investigate charges of
corruption. However, the investigation was later dropped after the prosecutor’s boyfriend was executed by
gunmen. Chuytoño went into hiding in late 2004 while being investigated by SIEDO (Mexico’s federal organized
crime taskforce) for his connections to organized crime, after which the PGR (Federal Attorney General’s office)
put him on its most wanted list with a reward of 5 million pesos for his capture. After a federal court in 2009
granted him an “amparo,” a form of injunction blocking his arrest warrant and any further prosecution, Chuytoño
returned to Mexico and re-entered the law enforcement establishment.

GUANAJUATO – On 07 NOV 2011, Mexican authorities arrested Samuel Reynoso
Garcia, a leader of the Los Caballeros Templarios (CT), in the city of Celaya in the
state of Guanajuato, along with nine associates, including three former police officers.
Reynoso Garcia, aka alias Inocencio Carranza Reynoso, served as a police officer for
14 years in the neighboring state of Michoacán. The cell, which controlled street sales
of drugs in the area, is suspected of being behind at least 15 murders, the attack in JUN
2011 on police in Celaya that left an officer and two civilians dead, and numerous
kidnappings and extortion rackets. CT received assistance from Celaya officials,
including police officers and land registry employees, who provided information about
victims’ assets. The suspects carried out kidnappings, ran extortion rackets and
committed murders in Celaya and nearby cities, targeting business owners,
professionals and transport company operators, among others. A list of more than 500
people who assisted CT was found at one of the 15 safe houses raided by authorities.
CT documented all of its activities, keeping detailed records on the people it tortured
and beheaded. The suspects revealed important information to investigators that will
allow authorities to dismantle CT in Michoacán. Reynoso Garcia revealed that he
played soccer last weekend in Michoacán with Servando Gomez Martinez, aka “La Tuta,” founder of Los
Caballeros Templarios. Police found 250,000 pesos ($18,385 USD) in cash, marijuana, 460 doses of
cocaine, 72 doses of crack cocaine and 10 vehicles at the safe houses. Jorge Gallardo, Carlos Ricardo
Lara and Arturo Rodriguez, all former police officers, were arrested along with Reynoso Garcia. The other
suspects detained in the operation were identified as Cuautli Gonzalez, Juan Edgar Valdez, Martin Ivan
Valdez, Miriam Isabel Torres, Horacio Francisco Guerrero and Miguel Angel Medina. CT was created by
former members of the La Familia Michoacán (LFM) drug cartel. La Familia has been badly weakened
by the arrests and killings of several of its top leaders, and the creation of CT. The cartel began unraveling
after top boss Nazario Moreno’s death in a shootout with the Federal Police in DEC 2010. Gomez
Martinez shares the leadership of CT with Enrique Plancarte. LFM faction led by Jesus Mendez, who was
arrested in JUN 2011, has been fighting CT, led by Gomez and Plancarte.

SINALOA - On 10 NOV 2011, Mexican soldiers captured Ovidio Limon Sanchez in
Culiacan - the capital of Sinaloa state on the Pacific coast. He is accused of organizing
huge shipments of cocaine into southern California and of running a network that
distributes it throughout the US. He faces extradition to the US, which had offered a
reward of up to $5 million USD for his arrest. Limon Sanchez is alleged to be a close
ally of Joaquin "El Chapo" Guzman, the fugitive leader of the Sinaloa cartel, who is
Mexico's most wanted drug lord. According the Mexican Defense Ministry (SEDENA),
the detention of Limon Sanchez significantly affects the Guzman criminal organization in
its capacity to traffic cocaine, and weakens its ability to generate financial resources. He
was captured by the Mexican army without a shot being fired. Limon Sanchez allegedly
smuggled tons of cocaine into southern California and brought back millions of dollars to
Mexico in cash shipments, according to a notice on the US State Department website.
He is one in a series of alleged top drug traffickers to be killed or captured in Mexico
since President Felipe Calderon began deploying the military to fight the cartels in 2006.
The Mexican army captured Juan Gabriel Orozco Favela, aka "El Gasca," a leader in
Los Caballeros Templarios (CT). Orozco Favela is the alleged leader of CT in Morelia,
Michoacán and be a man close to Servando Gomez Martinez, aka "La Tuta.” He was
responsible for controlling marijuana trafficking, arms trafficking, extortion of merchants
and charges for timber and resin producers. Mexican Authorities allege that Orozco
Favela of the kidnapping and murder of 21 people on 08 JUN 2011 in Morelia,
Michoacán. He also ordered the placement of "narcobanners" in different parts of the city
and surrounding municipalities on 27 JUN 2011, as part of CT’s campaign against their
rivals La Familia Michoacán.

SINALOA - Over the weekend, at least another 11 execution-style murders and multiple armed clashes
occurred throughout Culiacan and neighboring communities. Since the murder of Francisco “Pancho”
Arce, aka "El Artista“ or “El Cuarto,” on 31 OCT 2011, a killing spree has rocked the Sinaloa cartel
stronghold of Culiacan. On 10 NOV, nine people were discovered executed. Arce was a high level grupo
Antrax criminal, reportedly being fourth in the group's hierarchy. Grupo Antrax is one of several
paramilitary-type organizations that are loyal to the Sinaloa Cartel. The murders and attacks that occurred
on 10 NOV may have been reprisals by Grupo Antrax members, but who the targets of the violence are is
uncertain. On 10 NOV, gunfights were reported in at least five different areas of the city. Local news
sources and the authorities reported that a gunfight in the colonia Felipe Angeles resulted in the deaths of
four men and the wounding of two others. Some residents of the area stated that the gunfight included
grenades, and lasted about an hour, and that the number of dead and wounded was higher. Three men
were executed in the colonia Miguel Hidalgo. The victims were shot at close range with AK-47's. The
decapitated bodies of two youths were found wrapped in plastic bags on a dirt road in the Tres Rios
area. Both youths had been abducted a day earlier from an OXXO convenience store.

OBS Weekly Assessment
Total Marijuana seizures were 26,741.76 lbs this week, an increase
from 25,375.21 lbs last week. The largest single seizure occurred in the
RGV Sector where Kingsville USBP Agents seized 3,031.6 lbs of
marijuana near Sarita, TX from a 2004 Volvo tractor trailer. In the
Coastal Bend Sector, THP Kleberg Co seized 1,162.45 lbs of marijuana
concealed in the hull of a 2003 DBW 20-foot outboard boat carried on a
boat trailer pulled by a 2004 Chevrolet Silverado pickup traveling on
US-77N from an unknown point of origin to Houston, TX. Historically,
seizures involving boat concealments have occurred predominately in
the Coastal Bend Sector. The total estimated street value for reported
marijuana seizures during this reporting period is $14.9 million.

During this reporting period, DPS CID Agents received information that a
suspicious package was located at a local trucking company in Harlingen. The
Agents arrived on the scene and after conducting an investigation, found a
total of 1,000 lbs of marijuana concealed inside a wooden crate covered in
polyurethane. Since MAR 2011, there have been nine reported seizures of
marijuana smuggled in wooden crates/boxes in the Rio Grande Valley
Sector. Cameron Co has had three seizures of wooden crates concealing
marijuana at a commercial freight company warehouse. Including this week’s
seizure, four of the crates had polyurethane used to cover marijuana bundles
wrapped in light green plastic wrap. Polyurethane has a variety of forms and
uses.
The smugglers may believe that it will cover up the smell of the marijuana
from K-9 detection.

Cocaine seizures were 239.44 lbs this week, an increase from 232.61 lbs last week. The largest single
seizure occurred in the RGV Sector where CBP Officers from the Anzalduas POE seized 76 lbs of cocaine
concealed in a false compartment located on the floor of a 2006 Honda Pilot. In the Del Rio Secter, CBP-
OFO Officers at the Eagle Pass POE seized 47.8 lbs of cocaine concealed inside the spare tire and
quarter panels of a 2001 Chevrolet Colorado bearing MX plates. In the Laredo Sector, CBP-OFO Officers
at the Lincoln-Juarez Bridge seized 47.19 lbs of cocaine concealed in an aftermarket compartment,
located in the dashboard of a 2007 Mazda CX7. The total estimated street value for reported cocaine
seizures totaled $6.8 million.
Heroin and methamphetamine seizures for this week’s reporting period totaled 19.77 lbs and 44.09 lbs
(valued at $1.7 million), respectively. In the RGV Sector, Falfurrias USBP Agents seized 30.3 lbs of
methamphetamine hidden within the muffler of a 2000 Chevrolet 1500.

observed in five previous incidences, all

Bulk currency seizures totaled $21,360 USD this week, a decrease
from $510,857 USD last week. On 14 NOV 2011, THP Panhandle
seized $51,000 USD concealed within luggage in the trunk and in the
rear seat of a 2011 Chrysler 200, bearing OK registration, traveling
from Tulsa, OK, to Ukiah, CA.
The street value of all contraband seized this week represents a loss to Mexican DTOs
and the criminal networks that support them of approximately $24.4 million.
Illegal alien apprehensions decreased from 2,182 last week to 2,100 this week. OTM
apprehensions decreased from 871 last week to 854 this week. There was two ASIC
apprehensions: two from Bangladesh in the Rio Grande Valley Sector.

Since JAN 2011, the BOSA has reported on ten incidences of theft of police equipment such as
uniforms, tactical gear, and weapons from law enforcement. The 22 JUL 2011 BOSA reported that
on 21 JUL 2011 in the RGV Sector, unknown subject(s) burglarized a US Marshals Deputy’s car
parked outside an apartment complex, and stole a bullet-proof vest, a blue windbreaker, and a blue
baseball cap, all with the words “US Marshals.” The USMS McAllen Division Office learned that
several individuals were attempting to sell a USMS ballistic vest. One of the individuals was an
undocumented alien who had previously been in custody for Illegal Entry. Information obtained by
the USMS indicates that members of drug cartels in Mexico are allegedly conducting surveillance
of Federal buildings in an attempt to identify Federal agents/officers and their vehicles. The
agent(s) are then allegedly followed to their residence(s) and their vehicle(s) are later burglarized.
BOSA Revisited: Theft of Law Enforcement Equipment
In DEC 2010, an FBI report noted that a Mexico DTO instructed US street
gangs to steal weapons from law enforcement vehicles. DTOs often utilize
military grade and law enforcement equipment in their encounters with
military and law enforcement as well as rival cartels in Mexico.
Last week, US Marshals received information that a group of 4-5 male IAs
from Piedras Negras, Coahuila, were targeting police vehicles (no specific
agency) to steal police equipment (i.e. body armor, weapons, radios) in the
San Antonio area. The group conducts surveillance on a LEO to determine
his/her place of residence. They return in the late hours or when an
opportunity arises to break into the vehicle. The group has been ordered not
to confront LEOs.
