Purpose

To advise Council of the community responses to the public exhibition of the Rizal Park Masterplan. History At its meeting of 7 July 2009, Council resolved to adopt the Landscape Masterplan for Rizal Park, and to place the Plan on public exhibition.

Report

As part of the public exhibition of the Masterplan, Council arranged for the distribution of over 200 letter box invitations to local residents with a copy of the Masterplan, a media release by the Mayor, and the placement of the Masterplan on Council's website. In response, 4 submissions were received, with the following comments and observations:

• Despite some initial misgivings by some nearby residents with the playground, very positive observations were made by the same residents regarding the use of the playground by the community and families

• Several residents raised concerns about security of the facilities, including locking of the carpark and toilet, as well as lighting

• Concerns about managing graffiti • Fire hazard concerns regarding the existing vegetation on the southern boundary

In summary, the overall response was very supportive, with an offer also received to be involved in the proposed community planting days.

Purpose

To advise Council of proposed watermain renewal works within the Campbelltown CBD.

Report

Sydney Water has provided advice to Council on proposed watermain renewal and upgrade works, which will also provide improved capacity for the future growth in demand within the CBD. The advice indicated that works would be commencing in October 2009. The works will impact on the CBD precinct bounded by Queen Street between Dumaresq Street and Allman Street, Allman Street, Dumaresq Street and Moore Oxley Bypass. This matter was raised at the Campbelltown Mainstreet Association meeting of 14 September 2009, in response there were specific concerns raised. Council staff provided these comments to Sydney Water on a number of issues, including:

• Interference with Fishers Ghost Festival activities • Impact on Christmas trading for local shopkeepers • Impact on bus operations in Dumaresq Street • Restoration of footpaths • Advice to shopkeepers • Impact on parking in Queen Street • Potential impact on major underground drainage assets in Dumaresq Street • Evidence of RTA concurrence for the works affecting Moore Oxley Bypass

In response to the issues raised, Sydney Water have advised that the works have been deferred to February 2010, allowing time for the various issues to be resolved in cooperation with other stakeholders, and to minimise disruption to local shopkeepers and the community.

Purpose

To advise Council of the proposed ownership and management arrangements for the new Macarthur Station Interchange. History At its meeting of 29 September 2009, Council was advised that tenders closed on 24 August of the Station upgrade, bus interchange and 80 space commuter carpark. Works are anticipated to commence November 2009, and be completed November 2010. As part of the ongoing design assessment of the proposal, which has been the subject of several reports through Traffic Committee, additional discussions have been held with the Transport Infrastructure Development Corporation (TIDC) to clarify and confirm the ongoing responsibilities for ownership and maintenance of various components of the interchange, including the existing pedestrian overbridge. At the briefing night 21 July 2009 further background information was provided to Councillors regarding the pedestrian bridge.

Report

A proposal has been received from TIDC that identifies the following key outcomes, with regard to ownership and maintenance of the interchange and associated carparking. This follows several discussions with representatives of TIDC, Railcorp, Landcom and Ministry of Transport. Pedestrian Overbridge The existing pedestrian bridge was constructed by the Business Land Group, a predecessor organisation to Landcom. Maintenance and cleaning of the structure has involved several organisations including Railcorp, Lend Lease and Landcom. In recent discussions, it was agreed that a single ownership arrangement was required, and in this regard Railcorp was the appropriate organisation, and Railcorp has indicated its willingness to accept ownership, subject to having the bridge repaired and upgraded to meet current standards, and to minimise ongoing maintenance.

In response to Council's representations, TIDC have proposed that project funds would fully fund the upgrade works as part of the interchange project. In summary, the proposal is that Railcorp would be the owner of the pedestrian bridge, and responsible for the maintenance and cleaning of the bridge, subject to the upgrade of the structure by TIDC. Bus / Rail Interchange As is the case for various interchanges throughout the City, Council will be the future owner of the footpath, bus shelters, landscaping and other associated infrastructure, following construction of the works by TIDC to Council's requirements. Commuter Carpark The 85 space commuter carpark located adjacent to the rail corridor immediately to the south of the interchange is proposed to be owned and maintained by Council, following construction of the works by TIDC to Council's requirements. Additional Commuter Carpark TIDC is currently investigating a further 450 space commuter carpark on the eastern side of Menangle Road. The proposed arrangements in this case are that Railcorp would own and maintain this carpark. Summary The proposed arrangements are considered satisfactory, and are consistent with prior agreements with Railcorp and TIDC, and are therefore recommended for acceptance.

currently planned for construction in close proximity to the Macarthur Gardens Estate.

3. That Council seek legal advice and representation to stop/injunct the construction of a car park over 500 metres from the nearest railway station and only 60 metres from the nearest house at the Macarthur Gardens Estate.

4. That Council write to the Member for Wollondilly and the Minister for Regional

Development the Honourable Phil Costa and the Minister for Planning the Honourable Kristina Keneally to ask:

a) Has a report been commissioned to asses the option of constructing a commuter car

park for Macarthur Station on the University of Western Sydney Campbelltown Campus side of the Station?

b) If so,

(i) What is the name of the Report? (ii) When was it commissioned? (iii) Why has it not been released to the public?

c) If not, why has the Member for Wollondilly told Macarthur Gardens residents that the option of constructing a commuter car park for Macarthur Station on the University of Western Sydney Campbelltown Campus side of the station has been assessed.

d) What other reports if any have been commissioned to assess alternate options for the

car park closer to the train station and; e) If so,

(i) What is the name of the Report? (ii) When was it commissioned?

f) Request that they adopt an appropriate measure of consultation and discussion with

the community prior to any construction. g) Inform Minister for Regional Development the Honourable Phil Costa and the Minister

for Planning the Honourable Kristina Keneally that Council is opposed to a car park so far away from the train station.

the car park (v) what protection to local residents will be provided in relation to noise, pollution

and safety (vi) what alternatives have been looked at (including copies of commissioned

reports if available) (vii) that the report be made public

6. That Council write to the Campbelltown Local Area Commander to seek his view on any

potential adverse impacts on the current proposal location. WON and became part of the Motion Council Resolution Minute Number 270 That the above amendment be adopted.

Sub Committee Note: Councillor Thomas asked the Manager Technical Services if she could be provided with an update regarding the trial of the E-Nose. Councils Manager Technical Services advised that he is awaiting feedback from Local Area Command and will provide information at the next Sub Committee meeting. CARRIED 7.2 Summary of Crime Statistics for the LGA Purpose To update the Committee of any crime trends or issues of concern. Report Representatives from Campbelltown and Macquarie Fields Local Area Commands will present a summary of crime trends for the LGA. An extract is also attached showing the latest data from the BOCSAR website on key crime results. Officer's Recommendation That the information be noted. Committee Note: Superintendent Mick Goodwin and Inspector Mark Brett provided the Sub Committee with a summary of crime statistic results for the Campbelltown and Macquarie Fields Local Area Commands. Most key crime measures show a slight decrease except for robberies potentially due to an increase in drug supply. There have been some peaks for break and enter dwellings/non dwellings and malicious damage, which have responded to with some targeted policing of key suspects. Report As discussed at the meeting of 14 May, the second Fear of Crime Survey has had an increased focus on improving the engagement with Aboriginal and CALD communities, and the initial evaluation has identified an improved response rate. Council's consultants reviewed the data to provide a final report. The project documentation is in the final stages of completion, due to be sent to the Attorney-General’s Department by the end of the month. Officer's Recommendation That the information be noted. Report Immobiliser Program The 2009 roll out of the Operation Bounce Back program is now complete. Results from evaluations undergone for program are listed below. Campbelltown City Council’s Operation Bounce Back program was evaluated using the following Performance Indicators, identified in the original Application for Funding: Number of engine immobilisers installed. Number of educational material distributed.

Number of engine immobilisers installed Campbelltown Council received 100 engine immobiliser vouchers from NMVTRC to give away to vehicles identified as “high risk”: All of which were distributed. Holden Commodore (1990–1994) Holden Commodore (1997–2002) Ford Falcon (1989-1995) Ford Laser (1986-1991) Hyundai Excel (1995-1999)

Council was successful in allocating all 100 immobiliser vouchers. Strathfield Car Radios reported to have installed 76% of the allocated immobilisers at their local Campbelltown Branch.

Number of signage erected Signage has been produced to be placed in railway stations’ commuter/consumer car parks in the LGA to address Motor Vehicle Theft and Steal from a Motor Vehicle. There is currently a delay in the installation of the signs, as there is extensive work being done on three (3) railway stations and their car parks in the LGA. There are 5 large and 10 small signs ready to be installed, and these will compliment the signage already installed from past Operation Bounce Back campaigns. An example of the signage ATTENTION VEHICLE OWNERS Is your car secure? Are the doors locked? Are the windows up? Did you protect it with a security device? Have you left valuables in your vehicle? Do you have a GPS? Remove all evidence of this device including the suction mark

Campbelltown City Council’s Operation Bounce Back evaluated the program using the following measures: Reduction in the levels of Motor Vehicle Theft The statistics show a slight increase in the number of vehicles stolen in January to February 2009, with a decrease in the month of March. Campbelltown Council launched Operation Bounce Back in March 2009 with promotion in the local media and a public awareness display in the Civic Centre foyer. As shown in previous years, reductions in incidents of Motor Vehicle Theft were more evident during the months of the Operation Bounce Back campaign.

Crime Trends for Motor Vehicle Theft The current trend for motor vehicle theft is stable, with no statistically significant upward or downward trend over the 24 month period, as reported by BOCSAR (Bureau of Crime Statistics and Research).

Reduction in the levels of Steal from a Motor Vehicle The statistics show a significant decrease in incidents of Steal from a Motor Vehicle over two (2) years, with a slight increase from February 2009 to March 2009. The public awareness campaign of installing signage in commuter/consumer carparks and promotion of safe vehicle practises in the local media appears to have had an impact on the figures for Steal from a Motor Vehicle.

Crime Trend for Steal from a Motor Vehicle The crime trend for Steal from a Motor Vehicle shows a statistically significant Downward trend over the 24 month period. The average annual percentage change was: -15.3%, as reported by BOCSAR (Bureau of Crime Statistics and Research).

Results of Immobiliser Recipients satisfaction survey Responses indicated that 88% of recipients were fearful of having their car stolen prior to the Operation Bounce Back Program. Of the respondents, 21% stated that ‘everywhere’ was unsafe for their cars to be left, with a further 33% fearful of railway stations and 23% shopping centres. Areas identified as being safe were mostly around the home (36%) and locked/patrolled car parks (25%). Since installation of the immobilisers, 95% of respondents stated that their fear has reduced and now feel safe leaving their car. Safe locations now include ‘anywhere’ (60%) and shopping centres (11%). Overall the recipients rated the educational material as useful (91%). Support for vehicle security workshops was also demonstrated (64%). Overwhelmingly 98% of respondents rated the program as useful. From the above all stated they were in support of the programs continuation or a similar program. On a whole, the respondents ranked the program as either ‘very good’ (85%) or ‘good’ (15%).

nominate any specific walkways across the LGA that require closing due to a high volume of anti social behaviour with supporting evidence for the nominated location.

2. Walkway Renault Place, Ingleburn – there has been 4 car fire bombings in June 2009. The

resident has been advised that this matter will be to be raised at the Community Safety Sub Committee.

UWS Pedestrian Access to Macarthur Station and Macarthur Square Concerns have been raise regarding the pedestrian access from UWS Campbelltown to Macarthur Station and Macarthur Square. Issues include the safety and security of the area and abandoned shopping trolleys. Correspondence with the resident indicates that a safety audit will be undertaken at the location with the date and time to be confirmed. Officer's Recommendation That arrangements be made with the Police for further advice on the matters raised. Contract Term A requirement of the Federal Government’s Stimulus package is that the entire project must be completed by May 2010, therefore the awarding of this contract at this stage is vital in meeting the project timeframe. The contract term for this contract will be from the date of acceptance until completion of the works including any defects liability/warranty period. Advertising of Tenders Tenders were advertised in The Sydney Morning Herald, The Macarthur Advertiser and The Macarthur Chronicle in the weeks commencing 24 and 31 August 2009. Tenders were also advertised on Council's website. The Ingleburn and Campbelltown Chambers of Commerce and Industry were notified. Tenders Received Tenders closed on Tuesday 15 September 2009. Four on-time responses were received from the following organisations: • Ace Constructions Pty Ltd • GMW Urban Pty Ltd • Printdome Pty Ltd t/as Qualiquick Industries • Rebuild Welding and Fabrication Pty Ltd One late response was received from S & L Steel Pty Ltd and was therefore not considered in the evaluation process. Evaluation Process The Evaluation Panel, consisting of officers from Assets and Supply, Building and Property Maintenance and Healthy Lifestyles evaluated the tenders against the following weighted assessment criteria:

This tender evaluation process was conducted in accordance with Council’s Procurement and Contract Management Policy and Procedures. Tender Evaluation GMW Urban Pty Ltd (GMW) provided the best overall response to Council. GMW was the second lowest offer with a differential in cost of $1,116.58 on a budget of $180,000. The Evaluation Panel believed GMW's experience which included similar works with City of Sydney, Ryde Council and Sydney Olympic Park and Campbelltown City Council in respect to the recently completed Blair Athol Centre was more significant than the lowest offer of Re-Build Welding and Fabrication. GMW also provided a suitable fabrication and erection program and confirmed completion of works in the required time frame. Re-Build Welding and Fabrication Pty Ltd (Re-Build) submitted the lowest offer however the lump sum price excluded vital components of the works. These costs have been confirmed at $2,040 and this amount has been included in the price schedules provided under separate cover. The Evaluation Panel considered that the response of GMW had more experience than Re-Build, provided better responses to OH&S and Environmental requirements, and warranted the additional expenditure of $1,116.58. Ace Constructions Pty Ltd (Ace) and Printdome Pty Ltd t/as Qualiquick (Printdome) detailed their suitable experience in similar projects, however the Tender Evaluation Panel did not see any advantage in recommending a more expensive tender. Printdome Pty Ltd t/as Qualiquick (Printdome) submitted a non conforming tender in addition to their conforming tender. The Tender Evaluation Panel deemed Printdome’s non conforming tender as unacceptable as it did not meet Council’s requirements and is therefore not recommended. Management of Works Council's Contract Manager will work with GMW Urban to ensure their occupational health and safety documentation is satisfactory and in accordance with Council’s contract management requirements prior to the commencement of the works. Due to the fact that this is a construction site, and that the Netball Association will continue competition during construction, GMW Urban Pty Ltd will be subject to safety management reviews whilst the work is carried out.

1. That Council accept the offer of GMW Urban Pty Ltd for the supply and erection of structural steel at a proposed building at Coronation Park, Redfern Road, Minto.

Purpose

History

The NSW State Government's Flood Prone Lands Policy is aimed at providing solutions to existing flood problems in developed areas. The policy also ensures that new property development is compatible with flood hazard, does not create additional flooding problems in other areas and is undertaken using ecological, economical and socially sustainable methods. The Policy requires a structured approach to this task. This includes the following:- The preparation of a Flood Study that undertakes the technical assessment of the extent of flooding (this has been undertaken by Council), and the preparation of a Floodplain Risk Management Plan (FRMP) that identifies options related to flood risk. The options are publicly exhibited for community comment. Council does not have the expertise to develop the FRMP. It is recommended that consultants be engaged that have a proven record in the provision of these services. Consultants experienced with FRMP must have the following skills:-

• a range of expertise to complete the FRMP • demonstrate substantial flood assessment knowledge • have considerable experience with town planning and ability to integrate the input into

Council's LEP and DCP • have strong community engagement skills for communicating on the impacts of flooding on

properties throughout the City. The FRMP is required to be undertaken fully in compliance with the Floodplain Risk Management Policy. This ensures that Council is covered by the relevant indemnity under Section 733 of the Local Government Act for the provision of flood information.

Tenders were also reviewed and recommendations endorsed by representatives of the Department of Environment and Climate Change (DECC) who are providing funding support. Tender Evaluation Despite tendering the lowest price for provision of the study, Webb, McKeown & Associates Pty Ltd t/as WMAwater is not recommended for the following reasons: • The proposed program and resources allocated were not as comprehensive as the

recommended tenderer, with 30% fewer resources allocated compared to the recommended tenderer

• The organisation was not able to demonstrate the same level of experience as the recommended tenderer, and have only been involved with 3 metropolitan Councils for the preparation of a Floodplain Risk Management Plan

• The nominated staff were significantly lower in experience when compared to staff of the recommended tenderer in the provision of similar works

• It was also noted that there were no specialist planning staff nominated for the project Parsons Brinckerhoff Australia Pty Ltd tendered a lower price than the recommended tenderer, however, they are not recommended for the following reasons: • The tenderer did not provide sufficient information to prove that they had extensive

experience in similar projects as the recommended tenderer • The tender response provided minimal information that supported extensive experience in the

preparation of Floodplain Risk Management Plans • It was the panel's opinion the nominated staff were significantly lower in experience when

compared to the staff of the recommended tenderer for similar works

Bewsher Consulting Pty Ltd provided the best overall response to Council and is recommended for the following reasons: • Provided comprehensive details of their extensive experience in similar works for numerous

councils, having completed 36 similar studies, particularly in the Sydney metropolitan area including Blacktown, Parramatta, Wollongong, Fairfield, and Sutherland, which has also included the Georges River FRMP (covering four councils)

• Dedicated an experienced project team with direct experience with Council’s current flood modelling software

• Submitted a realistic proposed program with an appropriate level of resources allocated • Demonstrated considerable understanding of the brief • Had superior referee comment on their community consultation methodologies • Provided a competitive price for provision of the services The prices tendered by Sinclair Knight Merz Pty Ltd, J. Wyndham Prince Pty Ltd, URS Australia Pty Ltd, Umwelt (Australia) Pty Ltd and Golder Associates Pty Ltd were substantially more expensive than the recommended tenderer. The Evaluation Panel did not consider there to be any additional benefit to Council for the increased cost. These tenders were therefore not considered further. Recommendation of Evaluation Panel Bewsher Consulting Pty Ltd provided the best overall response to Council and is therefore recommended for the provision of the Bow Bowing / Bunbury Curran Floodplain Risk Management Study and Plan. Management of Proposed Contract The Contractor will be regularly monitored in accordance with Council’s contract management requirements throughout the Contract term.

Purpose

To advise Council of funding provided for Fire Mitigation Works for 2009/2010 from the NSW Rural Fire Service for fire trail maintenance and hazard reduction works in the Campbelltown LGA.

History

The NSW State Bush Fire Coordinating Committee is responsible for ensuring that adequate fire prevention and mitigation measures are carried out in NSW. While land owners such as council are responsible for land under their control the Bush Fire Coordinating Committee makes available funds each year to assist with fire prevention and mitigation measures. Priorities for works to be funded are determined on a risk management based approach set by the local Bush Fire Management Committee from with the Bush Fire Risk Management Plan. In 2008/ 2009 Council was allocated $113,220 for works while in 2007/2008 Council received $57,881.

Report

The Bush Fire Management Committee is Macarthur based and bid for $468,135 for mitigation works with Camden receiving no funding and Liverpool receiving $11,200. The funding received was 13% of the requested funding with the allocation to the Macarthur area being 40% of the previous years allocation. The Macarthur Bush Fire Management Committee reviewed the priorities from an overall list of works assessed by each Council and from advice from the Rural Fire Service Volunteers for the Macarthur Zone identifying the high priority hazard reduction works required to improve protection to local communities.

In recent years substantial support was provided by the State Government through the Bush Fire Coordination Committee, the significant drop in funding is of serious concern. In light of the catastrophic fires in Victoria early in 2009 and the high level of fire activity in NSW the allocation reduction to this Council and other Councils in the Macarthur Zone is of particular concern. It is understood that similar reductions in funding allocated to other Local Government areas has occurred. The Commissioner of the Rural Fire Service has advised Council of the allocation for 2009/2010 for four projects covering fire trail and fire mitigation works in the sum of $50,907. The specific projects that Council has been successful in obtaining funding for are: Long Point $36,425 Upgrade the existing fire trail at Long Point that provides access for fire fighting resources along the back of properties in Wills Road. St Helens Park $238 The work proposed will involve the mechanical slashing of the Asset Protection Zone along the rear of properties. Leumeah - West Smith Creek $444 This work will be for a hazard reduction in west Smiths Creek to reduce the existing fuel loads in an area that cannot be mechanically maintained. Airds - Riverside Drive $13,800 The work proposed will involve the mechanical slashing of the Asset Protection Zone along the rear of properties along Riverside Drive adjacent to the Georges River Reserve and Woolwash. Total funding for the year is $50,907 Council is currently maintaining over 60 Asset Protection Zones sites together with the existing fire trail network including gates and locks. The recent presentation to Council by Inspector Jason Heffernan - Rural Fire Service Macarthur Zone highlighted the increased commitment and resourcing required by Council in developing and implementing a Bushfire Risk Management Plan. The decision taken by the State Government in significantly reducing the allocation for Councils within the Macarthur region has an implication on Council resources and demonstrates another cost shifting exercise with once again Local Government required to increase resources due to a State Government decision. In view of the significant reduction in funding allocation for 2009/2010 it is suggested that this serious issue be raised with the Minister of Emergency Service and support be sought from local state Members.

Purpose

To advise Council of the outcome of the Local Emergency Management Committee meeting held at Campbelltown on 24 September 2009.

Report

This meeting was the Campbelltown Local Emergency Management Committee (LEMC) and was attended by representatives of the Ambulance Service, NSW Police, NSW Fire Brigade, State Emergency Service, Rural Fire Service and Council. The key issues included

• Hydrant coverage for Hurley Street, Campbelltown • Update on Emergency Risk Management Project • Recommendations of Victorian Bush Fire Royal Commission • Progress of community awareness and education strategies • Bush Fire Risk Awareness Field Trip • Wedderburn Access • Neighbourhood Safer Place Project • Update on nationally adopted changes to Bush Fire Management

Reports from the attending agencies were also provided to the meeting. As detailed in the Minutes there are a number of issues being followed up. A special meeting is to be held on 16 October 2009 to discuss the Neighbourhood Safer Places project. The next joint meeting will be held at Camden on 10 December 2009.

Purpose

To advise Council of changes adopted regarding the delivery of messages to the community regarding Fire Danger Ratings and Bush Fire Alerts.

History

Following the release of the Interim Report of the Victorian Bushfires Royal Commission, a number of nationally agreed changes have been adopted. Changes to the way messages are delivered to the community, Fire Danger Ratings and Bush Fire Alerts are the first of the changes to be implemented.

Report

The system clearly outlines what residents should be doing in the lead up to the fire season, what they should be doing before a fire starts and after a fire starts. These three words PREPARE, ACT, SURVIVE embody the key principles of how the community should prepare for and react to a fire event. The policy of Prepare, Stay and Defend or Leave Early is still good advice for a regular bush fire and will continue to underpin our messages to the community, however, there needs to be a clear understanding by the community of the potential consequences of deciding to stay and defend their property. In Extreme and Catastrophic conditions there is the very real likelihood for loss of life and property and the advice therefore will be to leave early. Prepare All residents in bush fire prone areas need to complete a Bush Fire Survival Plan well ahead of a fire occurring. All members of a household need to know exactly what they will do should a bush fire occur. The decision of whether residents will Prepare, Stay and Defend or Leave Early needs to be made in this plan. If residents decide in their plan that they will leave early they need to identify when they will do this, where they will go and how they will get there. Leaving the day before or the morning of a Catastrophic fire day is the safest option. Part of the Bush Fire Survival Plan is for residents to prepare their properties to survive the impact of fire even if their plan is to leave early rather than staying and defending.

If residents decide in their plan to leave early, then they also need to have a plan for what they will do if a fire occurs near their house and they are unable to leave. Residents also need to know where to get information, which radio stations to listen to, which agency websites to review and which information numbers will have regular updates. Act Because fires can occur without any warning, residents need to be prepared to act with little or no warning. Residents need to be prepared to act decisively the moment there is danger. Knowing the fire danger rating for their area and watching for signs of fire such as smoke and flames are a part of being prepared for a fire and require residents to take decisive action. A Bush Fire Survival Plan needs to be put into place as soon as a source of danger exists. Residents need to act decisively not just “wait and see”. Residents need to look and listen for information on TV, radio, the internet, mobile phones and through speaking with neighbours. Survive The safest place to be is away from the fire as being involved in a fire could be one of the most traumatic experiences of a person’s life. Survival and safety depends on the decisions a resident makes and so they need to have a Bush Fire Survival Plan ready to be implemented the moment that decisive action is required. New Fire Danger Ratings To help residents assess the level of danger to themselves and their families, a new Fire Danger Ratings system is being introduced. The category of Extreme has been split into three separate categories to clearly communicate to the community what type of fire danger they can expect, should a fire occur. The process for declaring a Total Fire Ban will remain based on the Fire Danger Index. Severe (Fire Danger Index is 50-74) Under Severe conditions fires will be uncontrollable and move quickly. Flames could be higher than roof tops of houses. There is a chance that people may die and be injured. Some homes and businesses will be destroyed. Leaving is the safest option for a resident’s survival. A home will only offer safety if it and the resident are well prepared and the home is actively defended.

Extreme (Fire Danger Index is 75-99) Under Extreme conditions fires will be uncontrollable, unpredictable and fast moving. Flames will be higher than the roof tops of houses. There is a high potential for lives and properties to be lost. Only well prepared, well constructed and actively defended houses are likely to offer safety during a fire. Leaving ahead of the fire is the safest option for the survival of residents Catastrophic (Fire Danger Index reaches or exceeds 100) Under Catastrophic conditions fires will be uncontrollable, unpredictable and fast moving. Flames will be higher than the roof tops of houses. There is a very real likelihood that lives and properties will be lost. Even well prepared properties built to the highest bush fire protection standards may not be safe to shelter in during a fire as construction standards do not go beyond a Fire Danger Index of 100. The best and safest option is to leave the day before or morning of Catastrophic fire conditions. It is not recommended that people stay and defend their homes under these conditions. Bush Fire Alerts Three new levels of bush fire alert messages will be used this fire season to provide the community with as much information as possible during a bush fire. Residents still need to be ready to act decisively at any time in case a fire threatens suddenly and without warning. It is very important that residents do not solely rely on receiving an official message and always be aware of what is happening around them, so that they can make the safest decision possible for themselves. Bush Fire Advice Message An advice message will provide information on a fire that has started or is continuing to burn but is posing no immediate danger to residents or properties. This message is designed to provide general information to the community to keep them up to date with developments. Bush Fire Watch and Act Message A watch and act message indicates that there is an escalating fire danger situation. Residents need to be aware that a fire is approaching, the situation around them is changing and their lives may come under threat. They need to take decisive action to protect themselves and their family. Bush Fire Emergency Warning Message An emergency warning message indicates that residents are in danger and they need to take action immediately as they will be impacted by fire. This message may be used in conjunction with the Standard Emergency Warning Signal or the National Emergency Warning System.
