Purpose

To advise Council that Campbelltown Family Day Care will launch the revised Food Biz 4 Kidz guide at a training session for carers and parents on 4 March 2009 at Campbelltown Civic Centre from 7.30pm to 9.30pm.

Report

Campbelltown Family Day Care are committed to the provision of healthy foods that meet the nutritional, social and cultural needs of the children in care. Within the first few years of life eating habits will have been well established, whether good or bad. Healthy eating is not only important for growth and development but it can also reduce the risk of lifestyle diseases such as diabetes, heart disease and cancer. Ms Christine Wirtz from Macarthur Division of General Practice will be guest speaker at the training session, which will assist carers and parents to heighten their awareness of the latest developments relating to nutrition for children and families. The Food Biz 4 Kidz guide originally developed in 1997 by Campbelltown Community Health in collaboration with Council's Family Day Care is a much valued resource that provides practical nutrition ideas and possible solutions to problems parents and carers may encounter with young children. The guide has recently been reviewed by nutritionists from Sydney South West Area Health and will be launched at the training session. All Councillors will be invited to attend the launch of the revised Food Biz 4 Kidz guide.

Purpose

To advise Council of the Early Literacy and Parenting Program for the Pacific Community launch.

History

Council at the meeting of 11 December 2007, Community Services Committee Item 1.2 Early Literacy and Parenting Initiative Grants, endorsed an application to Housing NSW for a grant of $15,000 to develop a 'Teaching and Resource Unit' for Pacific Community families and their children within the Campbelltown community to encourage and promote literacy in the early years. In June 2008, Council accepted an offer of funding through the New South Wales Government's South West Sydney Families First Early Literacy and Parenting Initiative, under the auspice of Housing NSW for a one off grant of $15,000 to provide an Early Literacy and Parenting Program targeting the Pacific Community in the Campbelltown Local Government Area.

Report

The Early Literacy and Parenting Program for the Pacific Community will be launched on 10 March 2009 at the Campbelltown City Council Civic Centre from 10.00am to 12.00pm. Renowned New Zealand children’s author, Lisa Fuemana-Foa’I will be guest speaker and will talk to families about the importance of early literacy skills and the value of reading to children aged 0-8 years. All children who attend on the day will receive a free book. During 2009, Childrens Services will conduct three free workshops for the Pacific Community on speech development, reading to children and parent/child interactive reading. The program will provide families with access to information on the value of reading to children and the benefits of early literacy through the monthly distribution of books and resources to Pacific Community groups.

Purpose

To advise Council that the NSW Department of Community Services and Housing NSW have offered funding to sustain and expand the Mobile Toy and Book Library (MTBL) service.

History

The Benevolent Society in 2005 was successful in a funding application of $2.65 million from the Federal Government. Consequently, The Benevolent Society approached Council with a proposal to establish a Partnerships in Early Childhood project. The Benevolent Society then approached Council to further extend its existing partnership to express an interest through Childrens Services to run a fully funded mobile toy and book library for the Ambarvale and Rosemeadow communities. Council at the meeting of 7 March 2006, Community Services Committee Item 1.1 Approval of The Benevolent Society Partnership for Proposed Mobile Toy and Book Library, were advised that Council were the preferred partner to deliver the MTBL to the Rosemeadow and Ambarvale communities and that Council would receive $142,800 from The Benevolent Society beginning March 2006 and ceasing in March 2009.

Report

The MTBL service has been successful in linking into existing programs already operating within the Rosemeadow and Ambarvale communities and has continued to build on partnerships with The Benevolent Society and other non-government agencies. The current funding provided to the MTBL service auspiced by The Benevolent Society is due to expire in March 2009. Council has submitted several funding proposals to interested government and non-government agencies for funds to enable sustainability of the MTBL beyond March 2009. The Department of Community Services has offered $44,817 recurrent funds per annum from 2008/2009 under the Department's Children's Services Program to enable the MTBL expand to other areas in Macarthur, including Airds, Claymore, Minto and Macquarie Fields.

Housing NSW has also offered $24,000 over a two-year period from the following projects: • Macquarie Fields Building Stronger Communities Project $8,000 • Minto Renewal Project (Working Together in Minto) $8,000 • Claymore Building Stronger Communities Project $8,000. These funds would allow the MTBL to expand its service beyond the current location of Rosemeadow and Ambarvale. Access would be targeted at families who are vulnerable and do not currently access child care and/or other community services. The funding would also enable Council's MTBL Early Childhood Worker to form networks with new partnering agencies within the broader Local Government Area and reinforce the links for families and the services that are available to them. Council will be required to enter into a Memorandum of Understanding with Housing NSW which ensures the Department's funding in return for Council's in-kind support.

Officer's Recommendation

1. That Council accept the $44,817 recurrent funds per annum for 2008/2009 from the Department of Community Services to enable the Mobile Toy and Book Library to expand to other Department of Housing estates in Campbelltown.

2. That if required, the Funding Agreement from the Department of Community Services be

signed under the Seal of Council. 3. That Council accept the $24,000 from Housing NSW over two years to enable the Mobile

Toy and Book Library to expand to other Housing NSW estates in Campbelltown. 4. That the Memorandum of Understanding with Housing NSW be executed. Purpose

To update Council on the attendance at the 2008 Local Government Aboriginal Network Conference by Council's Aboriginal Community Development Officer.

Report

The theme for the 2008 Local Government Aboriginal Network Conference held in Armidale from the 25-27 November 2008 was “Community Strength, Sustainability and Resilience”. Keynote speakers included Professor Judy Atkinson, Director of the Gnibi College of Indigenous Australian Peoples (Southern Cross University), who spoke on ways we can work together to hold, nurture and strengthen governance at the local level for sustainable Aboriginal futures. Geoff Richardson, Branch Manager of the Families, Housing, Community Services and Indigenous Affairs Indigenous Leadership and Engagement Group also spoke about the role leaders can and do play in building stronger, viable communities and the many challenges Indigenous leaders have to face to advocate for their local communities. Workshops and interactive information sessions were held covering a range of topics including local government such as Community Resilience and Governance; Community Development – “Where we came from to where we are today” and Community Cultural Development – “What’s its value?” Employment issues were discussed - The Australian Employment Covenant (50,000 Indigenous jobs in 2 years), Aboriginal Employment in the Local Government Industry and Aboriginal Employment Strategies. Contemporary cultural topics such as Links With Traditional Culture; Native Title Services Corp and Supporting Traditional Custodians and Community were also included in the program.

The opportunity to network with Aboriginal and non-Aboriginal workers from across NSW was extremely valuable and provided Council's Aboriginal Community Development Officer with the opportunity to learn of programs and services which may be of benefit to Campbelltown and its local Aboriginal community.

Purpose

To seek Council’s endorsement of a funding application of up to $50,000 to the Indigenous Coordination Centre (ICC) to develop and implement an Aboriginal and/or Torres Strait Islander Elders Fitness and Health Program.

History

The Australian Government’s Indigenous Programs Grants are available to Indigenous organisations, individuals or groups and local government for the implementation of programs and/or activities to meet the needs of the Indigenous community. The ICC facilitates and coordinates the funding process. Campbelltown has a significant population of Aboriginal and/or Torres Strait Islander (ATSI) residents within the Local Government Area. Statistics indicate that ATSI people are significantly less healthy than the rest of Australians. Regular physical exercise and lifestyle changes are essential components of any program that seeks to improve health and life expectancy.

Report

It is proposed to apply for a grant to run an Aboriginal Elders Fitness and Health Program over a six-month period, culminating in an Elders Sports Day Event in Seniors Week 2010. This would extend the program developed for the successful Aboriginal Elders Sports Carnival held during Seniors Week 2007. The program would be open to all ATSI people 45 years or over, living in the Campbelltown Local Government Area. This is the accepted age group for Aboriginal people to be considered Elders or of senior status. To be eligible for funding, programs must be innovative and not already in place within the local community. The program would be developed in partnership with local Aboriginal organisations, groups and individuals and would promote healthier lifestyle change for local Aboriginal Elders to suit their individual abilities and needs. The program would be delivered to the Elders by suitably qualified service providers and would include sessions on the benefits of good nutrition, the importance of managing prescription medicines and maintaining an exercise regime. Participants would be able to showcase the fitness skills that they have developed over the period of the program at the Elders Sports Carnival to be held during Seniors Week 2010.

Links with the local Elders Groups, the Aboriginal community, NSW Department of Sport and Recreation, the Australian Sports Commission and the local Community Health Team would ensure a range of expertise and resources would support the program. Further expertise would be drawn from Council’s Healthy Lifestyles section. Current discussions with the agencies are focussing on ways of ensuring that the projects are continued beyond the initial funding period. Council's responsibility would be to support the coordination and implementation of the program through the Aboriginal Community Development Officer.

1. That Council endorse the funding submission of up to $50,000 to the Australian Government through the Indigenous Coordination Centre.

2. That if successful, the funding agreement with the Indigenous Coordination Centre be

Purpose

To provide Council with an evaluation report on Fisher's Gig 2008 which was held on 1 November 2008 at Bradbury Oval between 2.00pm and 9.00pm as part of the Festival of Fisher’s Ghost.

Report

Approximately 3,000 young people attended Fishers Gig, Council’s annual youth music festival that is recognised as a professional platform for aspiring musicians and provides a supportive environment for young people to develop skills in event management and performance. The performer line up was selected this year through a process of pre-selection heats, and the resulting line up was well received. Guest performers this year included international act Operator Please, and national acts Dead Letter Circus and Stealing O’Neal. Over forty young people volunteered in the running of the event including members of Council's Youth Advisory Sub Committee, SWAY magazine group members, members of the Youth Entertainment Working Group, work placement students, and young people interested in beginning careers in event management. There was great support for Fisher’s Gig 2008 from private media and business. Music promoter and street press Drum Media supported the Festival through major articles at decreased advertising rates, and local radio station C91.3 conducted a number of interviews with both local and headlining artists, most of which occurred in the highly popular ‘drive-time’ segments. Music website FasterLouder.com.au also provided a photographer, and provided post-event publicity free of charge. Total Show Productions provided sponsorship through decreased staging/production costs of up to $10,000, Ace Music Narellan contributed $800 to the event, $2,500 was received from Indent (MusicNSW), and subsidised branded event apparel from JEM Promotional Products.

Feedback from young people during the event was extremely positive, with over 93% of respondents rating the event favourably. All volunteers and bands that have been involved with a number of Fisher’s Gigs reported that 2008 was the most professionally run to date, with minimal operational problems on the day. All of the major touring acts emphasised the professionalism of the day, along with the enthusiasm and size of the crowd, with all acts commenting that they would be pleased to return to Campbelltown in the future. Both the Police and Security reported no major incidents connected with the event. Feedback from Fisher’s Gig 2008 has been incorporated into planning for both next year’s event and Youth Week 2009. All sponsors, volunteers and key stakeholders involved in the planning and coordination of Fisher's Gig 2008 will receive a letter of thanks and a certificate of participation.

Purpose

To seek Council's endorsement of a funding application of $1,000 for International Women's Day activities in 2009 to the NSW Office for Women.

History

International Women's Day is celebrated around the world each year on 8 March. It is an important occasion to celebrate the achievements and gains made by women and to focus on the job still to do in working towards equality for women around the world. The NSW Office for Women grants are only available to local Councils to encourage partnerships with community and non-government organisations to highlight the contribution women have made in the community. In 2008 Council received this funding for an event targeting young women 16-24 who were unemployed and/or single mothers living in the Rosemeadow Ambarvale community. The one-day event held at Tallowood Community Centre was aimed at assisting young women to develop new skills, which may provide them with future employment opportunities.

Report

Council has submitted an application to the NSW Office for Women to hold a women’s event at Council’s Civic Hall on Friday 6 March 2009 from 10.00am-1.00pm. This event will draw together women from all age groups across Campbelltown and will celebrate the diverse roles that women play in the community. Guest speakers will talk about issues that women face in their daily roles, and discuss ways in which women can share their roles in the community. The grant would be used for costs associated with the provision of refreshments, and guest speakers. The day will provide opportunities for friendship, motivation, support, awareness of services, and acknowledgement of women’s roles. Partnerships will be formed with local community organisations such as Macarthur Diversity Services Inc., WILMA, The Benevolent Society, and the Campbelltown Domestic Violence Committee.

Purpose

To update Council on the progress of establishing a Midnight Basketball program in Campbelltown.

History

Midnight Basketball is a program that focuses on crime reduction through a combination of life-skills education and competitive basketball. At the core of the concept is the notion of life-skills education of young people through carefully designed and delivered workshops. Each night before they play, participants attend a workshop dealing with topics such as drugs and alcohol, getting a job, staying healthy and anger management. The slogan “No Workshop, No Jumpshots” is used. Council at the meeting of 11 December 2007, Community Services Committee Item 2.3 - Midnight Basketball, resolved that Council submit an expression of interest to Midnight Basketball Australia and, if successful, commence a Midnight Basketball program in Campbelltown in conjunction with the project partners. Council was also informed at its meeting on 10 June 2008 that Council had received $15,000 in non recurrent funds from the Department of Community Services for the Midnight Basketball program. Following discussions with potential funding bodies sufficient resources are now available to commence the program.

Report

Midnight Basketball Australia advised Council on 10 December 2008 that they will contribute $10,000 ex GST (and a Tournament Start-Up Kit) towards the running of Campbelltown's inaugural Midnight Basketball tournament and a further $10,000 ex GST for a second tournament. Council staff have been working with local agencies and Midnight Basketball Australia to determine how a local program could be established. Other local services involved in the delivery and coordination of the project include the Commonwealth Bank, the Department of Community Services, YMCA, and Uniting Care Burnside.

Midnight Basketball will be held in both School Terms 1 and 2 of 2009 at Minto Indoor Sports Centre. The initial tournament will be 8 weeks in duration and will run during Term 1 on Friday nights from 13 February - 3 April from 7:30pm until Midnight. This would then be followed by a further 8 week tournament in Term 2. From 7:30pm attendees and their families will be provided with a nutritious meal, basketball and workshops for all participants will begin at approximately 8:00pm. The program includes transport to ensure that all participants arrive home safely. Up to 60 young people aged 12-18 from across the Campbelltown LGA will be recruited for the tournament through schools and service providers. The program will target young people who may be vulnerable to harmful or anti-social behaviour by providing, a safe, healthy and positive environment. History

Each year Council allocates funds to assist in the operation of local events to celebrate Seniors Week. Seniors Week is an annual statewide community event that celebrates the valuable contribution seniors make to their communities.

Events The Campbelltown 2009 Seniors Week Calendar currently has twenty-five events and activities organised by Council, community organisations and businesses to be celebrated across the month of March in the Campbelltown Local Government Area. Seniors Week celebrations will commence with the Seniors Tea Dance at the Arts Centre on Sunday 15 March. Other events and activities at the Campbelltown Arts Centre include the following: • The Ladyclass - Tuesday 17 March, an opportunity for women over 40 to work with

professional dancer Emma Saunders from The Fondue Set • Food Safari - Wednesday 18 March, seniors can enjoy a Food Safari through the gourmet

food stores of Campbelltown • Archibald Prize Winner Adam Cullen - Thursday 19 March, will host a landscape painting

class • Dora Fay Davenport Show - Friday 20 March, this humourous and interactive theatre

production reflects back on 1950’s Australia with an emphasis on the impact of Television during this period.

Council’s staff will again be coordinating the popular Seniors Concerts at local service clubs across the Campbelltown Local Government Area. A Sharing our Stories DVD launch will also be held on Thursday 19 March at the Civic Centre showcasing stories from Campbelltown seniors on their lives - growing up in Campbelltown, moving to the area or living life as a senior citizen in Campbelltown. As part of Seniors Week celebrations free passes will be provided across Council's Leisure Centres for local residents over 50 years of age. The passes will provide free entry for local seniors to fitness classes or pool entry during Seniors Week. Seniors Week events this year are also linked to other Council annual events including the Ingleburn Alive Festival and the Mount Annan Challenge Walk. Campbelltown Mall and Campbelltown Bowling Club will participate in Seniors Week celebrations for the first time this year. This expands on existing partnerships with Macarthur Centre for Sustainable Living, Campbelltown Senior Citizens Club, Campbelltown RSL Club, Campbelltown Catholic Club, Ingleburn RSL Club, Ingleburn Bowling Club, day respite groups and local nursing homes. The events and activities held will be free or low-cost to ensure they are accessible and affordable for local seniors. Ticketing for Council events will continue this year and tickets will be distributed from Council. A telephone booking service will also be available. Other key events will include: • Gardening workshop • Seniors team participation and focus in the Mount Annan Challenge Walk • Barefoot Bowls Open Day • Art workshops • ‘Quilting to Diversity’ project display Budget and Sponsorship The budget for Council’s Seniors Week activities is $10,500. This year Council received an additional $1,000 for Seniors Week activities from the Department of Ageing, Disability and Home Care towards the ‘Sharing our Stories’ DVD project and $3,000 financial support and $3,000 in kind support for the Dora Fay Davenport Show. Council has also been successful in securing in-kind support from local organisations and businesses. This support will be acknowledged accordingly on promotional material. Marketing and promotion Seniors Week events will be promoted across the Local Campbelltown Area through a variety of media formats including print, word of mouth, radio, community groups and seniors organisations. In addition over 2,500 Seniors Week Programs displaying events, times and accessibility of venues will be distributed across Campbelltown in conjunction with promotion through the local media.

Report

Council at the Extraordinary meeting of 30 September 2008 reconstituted the Youth Advisory Sub Committee and appointed Councillor Glynn as Chairperson and Councillor Greiss as Vice Chairperson. Following the placement of advertisements seeking community membership to the Sub Committee, Council at its meeting of 16 December 2008 appointed eight young people to the Sub Committee and noted that further applications to fill the remaining vacancies would be sought. Nominations have been received from a further five young people and it is proposed that the following be appointed to the Youth Advisory Sub Committee: Nikki McCall, Anthony Glynn, Bradley John Gavin, Maanav Ram and Al Kenneth Cervantes. The current guidelines for the operation of the Sub Committee allow for the Sub Committee membership to be made up of two Councillors and up to twenty community representatives. It is suggested that Council review the membership requirements and reduce the Sub Committee membership from twenty two to fifteen. This would allow for two Councillor representatives and thirteen community representatives. The reduction in membership should assist the Sub Committee in attaining a quorum at its meetings.

To inform Council that the Campbelltown Arts Centre will launch its 2009 Artistic Program on Friday 20 February at the Campbelltown Arts Centre.

Report

The Campbelltown Arts Centre’s 2009 Artistic program will include over 100 events that articulate the artistic direction of the Centre and are designed to engage, inspire and educate the diverse communities of South West Sydney. 2009 will mark the Centre’s fourth year of operations and the strength of this year's program is a testament to the Centre’s capacity to develop high level partnerships from across the arts, government and industry sector. The feature of the launch will be the presentation of the first commissioned dance work of the year The Hoofer, performed in the Campbelltown Arts Centre Amphitheatre. The Hoofer will be a one off performance event that will engage over 100 high school students from across the region. Schools involved in the performance include Campbelltown Performing High School, Camden High, Elderslie High and Plumpton High. The Hoofer is a relentless unison routine, which is part showgirl part metal head banger, and which becomes over time both a rhythmic soundtrack and test of endurance. The choreography is a cross between a ‘skank’ and a soft shoe shuffle that is stuck on the spot and stuck in time. The launch will include the performance of a commissioned piece of writing by renowned Aboriginal playwright, Romaine Moreton and a new work by Six Pound with Lady Lyric. The launch will also mark the opening of the Centre’s first exhibition of the year – No Identifiable Culture, which will bring together twenty artists from across Australia and will feature many emerging Western Sydney artists. Over the four years of operation, the Campbelltown Arts Centre has developed many new and retained many existing partnerships with organisations and individuals that contribute to the development of the Centre’s programs. Local Government partners include Blacktown City Council, Penrith City Council, Liverpool City Council, Newcastle City Council and City of Sydney Council. State Government partners include Arts NSW, Department of Ageing, Disability and Home Care, Parliament of NSW and the Federal Government through the Australia Council for the Arts.

The Campbelltown Arts Centre’s 2009 Contemporary Music Program will continue to build upon the Centre’s support for the development of new contemporary music works, education and community access. The program will feature newly commissioned works performed by Australia’s finest performers and will continue to build the Centre’s reputation for supporting the very best in contemporary music. The accessibility of the program is supported by ongoing audience development strategies that ensure that diverse sectors of the Campbelltown community have access to the program. The program will include the following key projects. Circa – Composer In Residence Program Circa is a composer in residence concert series developed and produced by Campbelltown Arts Centre. The Centre has commissioned Christina Leonard to create three programs of contemporary Australian music responding to key thematic central to the Centre’s 2009 Artistic Program. Each concert will premiere a new work by Australian composer Mary Finsterer. Three of Sydney’s finest music ensembles, the Sydney Soloists, Compass and The Collective will perform an exciting and accessible program. The Campbelltown Arts Centre has established a partnership with ABC Classic FM who will broadcast each of the concerts live across Australia. The program will include the following three concerts: Suburban Australia - 2 May 8.00pm The first concert presents works responding to themes and issues that lie at the heart of contemporary Australian suburban life and will be performed by the renowned Sydney Soloists.

Rivers - 4 July 8.00pm The second concert, Rivers incorporates worldwide concerns about water and the environment and will focus on the Georges River. The concert will be performed by Compass and will include collaboration with Sydney world music group Yellow Monday. Australian Voices - 26 September 8.00pm For the final concert, Australian Conversations, renowned Indigenous poet Romaine Morton will collaborate with composer Mary Finsterer and The Collective. The Song Company Subscription Series Campbelltown Arts Centre in partnership with the Song Company will present three concerts from the Song Company's subscription season. The Song Company is Australia’s leading vocal ensemble, embracing music from around the world and across the ages. The following three concerts will be performed: Kalkadunga Man - 27 February 7.00pm William Barton is a descendant of the Kalkadunga people. The area around Mt Isa is where his father lived, where William spent most of his childhood and where his uncle introduced him to the local stories and songs and the didgeridoo. In 2008 William Barton revisited Kalkadunga land with the acclaimed photographer Allan Chawner. The result is an absorbing sonic and visual experience of the Australian night and day as seen through the eyes of William Barton. Allan Chawner’s powerful images of Kalkadunga land will be projected throughout a program of evocative vocal music and William Barton’s didgeridoo. This collaboration has been developed in association with the Melbourne Recital Centre. Sound And Silence - 22 August 7.00pm To celebrate the anniversary year of the Song Company, the Artistic Director, Roland Peelman has curated a program that will convey something about the essence of our music making and its centrality to our existence. The way we perceive music now has changed quite a lot through the awareness and presence of noise in our daily lives; industrial noise, the sound of traffic, processed and amplified sound the way it is commonly used in popular music. In this concert program the Song Company celebrates the apocalyptic thundering silence but also the gentle beautiful musings of Cecilia, the patron saint of music. A Free Range Christmas - 12 December 7.00pm This concert is about animals, from beloved pets to those that never could or should be pets. It brings the ox and the donkey to life and celebrates animals from the big and furry to the small and slimy. An extravaganza of songs, carols, stories and poems which will include music from the 13th to the 21st century, popular, classical and anonymous composers, carols from France, Canada, Czech republic and Australia

The Campbelltown Arts Centre has developed a 3-year strategic program of contemporary performance works, which is focussed on the development and presentation of new work reflecting the diverse, multidisciplinary and collaborative nature of contemporary theatre and performance. The program responds to stories, issues and concerns that affect the communities of South West Sydney and supports audience development for live performance. The Campbelltown Arts Centre's Contemporary Performance Program sits with the Centre's Artistic Program which also includes, Visual Arts, Music, Education and Literature. The Campbelltown Arts Centre’s 2009 Contemporary Performance Program includes the following key projects: Comedy @ CTOWN Campbelltown Arts Centre will produce two seasons of comedy every Friday night in March and November. The program has developed a reputation in presenting the leading artists in Australian comedy. The March line up will include Adam Hills, Akmal, Wil Anderson and Anh. The November line up will include international acts that are touring Australia as part of the Melbourne International Comedy Festival. The last two seasons of comedy have been sell out seasons that have attracted a diverse cross section of the community to the Campbelltown Arts Centre. The Riot Act The Riot Act is a new contemporary performance work that investigates unrest and disturbance in disadvantaged communities. The Riot Act has been developed by Campbelltown Arts Centre in partnership with Blacktown Arts Centre and produced with support from Arts NSW and the Theatre Board of the Australia Council for the Arts. The premiere at Campbelltown Arts Centre brings to a conclusive outcome a three-year process of creative development that has included community cultural development processes as a significant component of research. Community involvement in the development of The Riot Act contributes to local audience development for a powerful new work derived from local stories.

The Tent The Tent is a contemporary performance event that incorporates installation, puppetry and video under a freestanding, portable performance venue, a tent. The performance explores a complex friendship between two male characters related through images, sound and live performance. At the heart of the show are contemporary questions of responsibility and accountability in relation to a society. The Tent premiered to sell out audiences at Melbourne’s Next Wave Festival in May 2008 and at Performance Space, Sydney’s Liveworks festival, September 2008. The Tent will be significant in developing new audiences for innovative contemporary performance in Campbelltown. Creative Development Residency – Hole in the Wall Emerging artist, Matt Prest will lead a creative team to workshop performative and narrative ideas arising from the tension between living in a city and maintaining a sense of spirituality. During the residency they will design and mock up a performance space, a room within a room, designed to affect the audience’s sense of space and perspective and reflect the thematic concerns of the piece. Creative Development Residency – The Phorena Western Sydney artist, Ahilan Ratnamohan will explore language as a tool of power in defining the existence of the foreigner. Ratnamohan will investigate the broader effects of language in Australian society and how our common perceptions affect notions of the foreigner. He will work with an ensemble of artists to devise a linguistic grid of Sydney. Children and Young People Theatre Program To ensure that opportunities for exposure to contemporary performance and theatre making are available locally, Campbelltown Arts Centre is investing in the presentation of the highest quality performance programs designed for children and young people. Special school performances supported by curricular links and learning programs and workshops designed to develop performance skills and insights into the way artists work are included in a program that introduces young people to contemporary performing arts. Over a six-week period beginning in the October school holidays Campbelltown Arts Centre will present four works that each addresses a major age group. The program opens with a show for families, Men of Steel, an award winning performance that appeals to all ages, fusing cooking, physical theatre and puppetry in a humorous examination of our consumptive society. The second week of the school holidays includes a performance for three to eight year olds, Fluff, an exploration of the world of lost toys that has successfully toured major Australian festivals. Fishers Kids includes an interactive performance for toddlers. The final play in November is most suitable for twelve to sixteen year olds. Thursday’s Child by Monkey Baa Theatre for Young People is adapted from an extraordinary novel by Sonya Hartnett. Skills Development: Aboriginal Physical Theatre Project Campbelltown Arts Centre will enter into a partnership with Legs on the Wall, Kurruru Indigenous Youth Performing Arts and local high schools to deliver a week of physical theatre workshops to local Aboriginal school students. The initial workshop program will focus on aerial and harness skills, including the use and safe handling of rigging and equipment.

The program will serve as a pilot for a more extensive program that will develop a large outdoor performance that uses the façade of the building as performance site. The initial workshop will gain the attention and interest of local Aboriginal young people and their communities. Their response to it will begin to set the structure and content of the future project and identify the supportive structures and continuity that will encourage their ongoing relationship to the project. The 2009 Contemporary Performance Program is supported through Campbelltown Arts Centre’s existing operational budgets. External support for the program has been received from the State Government through Arts NSW and the Federal Government through the Australia Council for the Arts. The development of contemporary performance is a key priority identified in Campbelltown City Cultural Plan 2005 – 2010.

Purpose

To inform Council of how the Campbelltown Arts Centre informs visitors that program content may have adult themes.

History

Council at its meeting on 14 October 2008 requested that a report be presented examining how Council can better sign post the Arts Centre when exhibitions of an adult theme are being displayed so that patrons who do not wish to view this type of exhibition are aware of the nature of the exhibition.

Report

Campbelltown Arts Centre produces a diverse multidisciplinary contemporary arts program that has both a national and international reputation for excellence for both community engagement and support for living artists. The Centre’s program examines contemporary issues that have local resonance and the content of the programs can at times be quite challenging. When Campbelltown Arts Centre program staff identifies material in a particular exhibition or performance could be confronting to visitors a strategy is developed to ensure that visitors are appropriately warned so they can decide if they want to view the material. For visual arts exhibitions that are presented in the gallery spaces two prominent warning signs are displayed for visitors leading up to the object or image. When a performance work could offend a warning is provided on the publicity material that is distributed prior to ticket sales as well as a warning at the venue prior to the performance. The Campbelltown Arts Centre has recently reviewed the size and placement of its warning signage. As a result of this review the size of warning signage will increase to be no smaller than A4 size. An additional sign will also be presented at the reception desk of the Centre to ensure that visitors are warned prior to entry into any of the gallery spaces.

Purpose

To inform Council that the Cultural Services Manager has been invited to become a board member of Accessible Arts NSW.

Report

Accessible Arts NSW is the peak arts and disability organisation in NSW which promotes and provides opportunities for people with disabilities to participate in arts and cultural activities either as audience members; through attending galleries, theatres, museums and festivals; or as participants in art, drama, music, dance and multimedia activities; and by developing as professional artists. The organisation receives support from both State and Federal Governments and provides a range of services across NSW including the following activities. • Expanding Audience Development by acting as a consultant to the arts and disability sectors

to assist them with access, marketing strategies and significant initiatives. • Supporting people with disabilities who want to become professional artists by creating

supportive environments in which artists can develop their arts practice and gain business skills.

• Training arts workers who wish to work with artists with disabilities. • Developing opportunities for people with disabilities to express their creativity. • Giving voice to the lived experience of disability by providing a forum for work produced for

and by people with disabilities and about disability. The board appointment will have a three-year tenure. This appointment is a strong recognition of the contribution that Campbelltown Arts Centre is making to the arts and disabilities sector particularly through key long-term partnerships with organisations such as NEAMI.

Purpose

To advise Council of the proposed implementation of the Overdrive Digital Library Reserve service (Overdrive) across Council’s Library Service.

Report

Overdrive is a digital media collection that allows the library to provide customers with 24-hour access to downloadable digital eBooks, audio books, music, and video through the web accessible catalogue. Overdrive has been working with digital media since 1986, moving from providing digital media in physical formats to providing digital media downloaded through the Internet as technology has progressed. In 2002, they launched the Digital Library Reserve extending their services to public libraries. Overdrive currently supplies content from hundreds of publishers with over 13,000 audio book titles, 60,000 eBook titles, 5,000 music albums, and 4,000 video titles to choose from. Through Overdrive library members will be able to access the virtual library collection from their own home, and borrow selected material at any time of the day or night. Material can be downloaded easily to most common digital devices including PCs, 3G phones, Pocket PCs, CDs, Ipods and other MP3 players. Alternatively a number of download stations will be available in libraries for people to access digital content.

Overdrive is associated with over 8,500 libraries both large and small, worldwide. American libraries utilizing the Overdrive product include New York Public Library, Los Angeles Public Library, Seattle Public Library. In Australia, Overdrive has already been implemented at the ACT Library & Information Service, Brisbane City Council Library, Yarra Plenty Regional Library and Sutherland Shire Libraries. Overdrive guarantees the Australian public library lending rights of all material made available to Australian libraries. In addition to the ability to download digital content the Overdrive product includes library specific collection development tools, such as title approval plans, and purchase order tools. The service costs $38,500 per annum for a minimum three-year subscription. The subscription would be financed through the existing collection development budget and subject to ongoing evaluation. Overdrive opens the library’s collections to a population group not currently well catered for being those who prefer to digital access to information and recreational material rather than use traditional formats. Overdrive is the only service of its type available in Australia. It also expands the range of titles that can be made available to current users and provides them with greater access choices. This would be particularly beneficial to many of the more disadvantaged groups in the community such as those reliant on Council's Home Library Service, those with print disabilities and those who, for whatever reason, find attending one of the libraries branches difficult.

Officer's Recommendation

1. That Council endorse the three year subscription, at $38,500 per annum, for the implementation of the Overdrive Digital Library Reserve Service across Council’s Library Service

2. That the contract documents between Overdrive and Campbelltown City Council be

• Minto Long Day Care has experienced a large increase in utilisation due to the centre offering

extra places in the 0-2 years room. Amarina Long Day Care has also experienced an increase in demand.

• Namut and Ingleburn centres utilisation continues to decline due to a decrease in demand for occasional care.

Key Events Staff from Community Resources and Development organises and support events during the year. Events are an important component of the activity of the section. Attendance at key events in the last quarter is as follows:

There are 23 staff and carers with a language other than English working in Council's Childrens Services. 66 children with a disability access Council's Childrens Services and there is 1 staff member with a disability working in Council's Childrens Services. ARTS CENTRE In this quarter Cultural Services developed, managed and hosted the following programs for CALD communities and people living with disabilities: CALD and Disability Programs SWYPE During this period, Campbelltown Arts Centre continued to support Mission Australia’s SWYPE workshops, involving young Pacific Community people in workshops aimed at cultural education and connection.

NEAMI Workshop Program Campbelltown Arts Centre has continued its partnership with NEAMI through the provision of a weekly open access studio and workshop program, which provides artists from the Macarthur area living with serious mental illness to continue to develop their visual arts skills in a professional and supportive environment.
