I. CALL TO ORDER:

The Chairperson, Atty. Danilo B. Fernando, called the meeting to order on the date and at the place and time stated above. Present were the members of BAC 2; Technical Working Group (1WG) except Engr. Gabriel G. sv no; and the Secretariat except Mr. Nelson T. Elento, and the prospective bidders/ •

During today's Pre-bid Conference for the Bid Project No. CTA BAC2-2019-01, Procurement of Three (3) Units Brand New Mini Buses, the three (3) invited observers, namely: Mr. Crisanto S. Frianeza, Secretary General of the Philippine Chamber of Commerce and Industry; and Mr. Edgar Magpantay, Philippine Institute for Supply Management, failed to appear despite notice; only the COA Resident Auditor representative of the Court of Tax Appeals, Ms. Rosella P. Sertdoncillo of the Commission on Audit appeared.

Atty. Danilo B. Fernando, acknowledged the presence of the members of the CTA BAC 2, the Technical Working Group (TWG), the Secretariat and the prospective bidders, namely: Mr. Ed Angel and Ms. Jenalyn Rubina both from Tracmac Marketing; Ms. Michelle Tan-Sarmiento and Mr. AJ Laxamana both from MAN Automotive Concessionaires Corporation; Mr. Elton Encina from Areza Motor Sales.; Ms. Jemalyn Sulquiano from Toyota Quezon Avenue; Mr. R.C. Perez of Legacy Trucks; Mr. Marlon Peralta of Hyundai Cabanatuan; and Mr. Dante B. Ciudad of Prince Motor Corporation.

Dir. Elsie R. Tiauzon-Forteza, provisional member, gave reminders to the prospective bidders, and advised them to keep posted for any bid bulletin or announcement that may be issued prior to the date of bid opening. All questions may be raised orally during the Pre-Bid Conference. Thereafter, all queries must be in writing and addressed to the BAC 2 Secretariat.

The bidding documents should be submitted at the Ground Floor, CTA Building I, on or before 1:00 p.m. on May 2, 2019. The bidding will be conducted through competitive public bidding using a non-discretionary " PASS" or "FAIL" criteria, and all bids must be submitted in sealed envelopes. For each bid, there should be one (1) MASTER COPY and one (1) PHOTOCOPY.

All bids above the Approved Budget of the Contract (ABC) shall automatically be rejected. The deadline for submission of bids is on May 2, 2019, Thursday, not later than 1:00 P.M.

Dir. Tiauzon-Forteza showed a powerpoint presentation and she discussed the most common mistakes to avoid in bidding; the components of the Eligibility Documents, the Technical Documents, and the Financial Documents.

Engr. Pablo gave reminders to the bidders that the Board Resolution should be attached with the Secretary's Certificate and also the requirements for the Technical Specifica~s should be cross-referenced with brochures for verification of their compliance/ o

Atty. Danilo Fernando, the Chairperson, requested Ms. Soledad Ho, the Head of the Secretariat, if she can request the prospective bidders to give also their addresses in the attendance sheet for purposes of sending the supplemental bulletins if any.

After the presentation, Atty. Margarette Y. Guzman, the Vice-Chairperson, entertained questions from the representative of the prospective bidders, as follows:

I. Q. Ms. Jemalyn Sulquiano of Toyota Quezon Avenue said that they only have AM/FM and CD in the audio requirements. They do not have AUX and USB.

A. Atty. Guzman asked, is it an optional item?

Q. Ms. Sulquiano, answered she will double-check.

A. Atty. Guzman, answered after discussing with the BAC 2 members that they will just delete the AUX and USB requirements in the Technical Specifications if found meritorious.

Q. And also, she also has a concern about the color, they only have mono-tone, not two-toned, only white color.

A. Atty. Guzman answered we will take note of that and we will discuss it with the members.

Q. Mr. Dante Ciudad said that they only offer mono-tone. However, they can make it locally, they can paint it to make it two-tone.

A. Ms. Sulquiano said that if you add color, you will have a problem with the LTO.

A. Atty. Guzman answered, we will also delete the two-toned color requirement, only one (1) color which is white.

II. Q. From Mr. Dante Ciudad of Prince Motor Corporation - He said he has a concern about the additional requirement which is at least fifteen (15) service centers within Metro Manila. However, Hyundai have only thirteen (13) service centers within Metro Manila. Instead, he is suggesting that service centers should be available nationwide not only within Metro Manila.

III. Q. Ms. Michelle Tan-Sarmiento of MAN Automotive said that they only have two (2) service centers but they can provide 24/7 mobile road assistant service within Metro Manila.

- And also about the displacement, we will request for a minimum of 3,800 cc.

- About the torque, we will request for a maximum of 1,700 rpm.

- She also said that they would like to request to adjust the delivery period to two hundred forty (240) days or eight (8) months because the units are coming from Brazil.

A. Atty. Guzman answered that the two hundred forty (240) days cannot be granted and that the BAC 2 will take note of the comments and we will discuss it.

With no other matters to be discussed, the Pre-bid Conference was adjourned at 3:20p.m.
