TO: All MPHH Regional DirectorsDistrict/City Engineers

Effective immediately, no request for the declaration

of a local road as a national road shall be submitted to

this Office for approval unless the following requirements

are fully met:

1. Evidence that the provisions of Executive Order

No. 113, series of 1955, as amended by the

Executive Order No. 621, series of 1980, including

those pertaining to the functions of the road and

right-of-way requirements, have been complied with.

2. Certification by the District/City Engineer concerned

that the local road requested to be declared as

national road is in maintainable condition with at

least a gravel surfacing.
