CORRIGENDUM/SUBSTITUTION

The “APPLICATION/PROCEDURAL GUIDELINES” as was mentioned in the tender published in newspapers onSunday, February 25, 2018 with the subject “Expression of Interest/Prequalification for HR ConsultancyFirms/Consultants", may please be modified/substituted as under:-

Expression of Interest documents containing (details of procuring agency, description of assignment providingscope of the intellectual and requisite professional services, deadline and place of submission of the Expressionof Interest and Evaluation Criteria) are available free of cost for the interested bidders which may be obtainedeither by submission of a written request or email from the address below.

The Expression of Interests, prepared in accordance with the instructions contained in the EOI documents, mustreach at the address given below on or before 02-04-2018 at 11:00 am. The Expressions will be opened inpresence of Consultants’ representatives who choose to attend at 11:30 am at HBFCL, Head Office, Karachi, 3rd

Only shortlisted firms will be issued RFP documents for soliciting Technical and Financial Proposals pursuant toRule-3 (B) “Quality and cost based selection method” of Procurement of Consultancy Services Regulations,2010.

A- Background of the Project:

House Building Finance Company Limited (HBFCL) is the pioneer housing finance institution inPakistan providing affordable housing finance solutions to the lower and middle income group of thepopulation. HBFCL employees around 450 employees in the officer and clerical/Non-clerical cadres.

During the last few years, HBFCL is engaged on implementation of modern HR policies and programsin line with best market practices in order to attract, develop and retain highly capable andmotivated human resources. As a part of continuous improvement in the process HBFCL is nowinterested to holistically review its existing human resource polices and practices with an objective toalign with best market practices. The scope of work should include but not limited to the following:

i. To conduct Search & Selection at middle and senior management level positions, ensuringselection of right person for the right job. The assignment may includes designing andplacement of advertisement for the assigned position in newspaper after having HBFCL’sapproval, collection and screening of CVs of the candidates, conduct initial interviews andrecommend suitable candidates for final interview and selection by HBFCL.

ii. To review and update HBFCL HR Policy Manual and HR Procedural Manual, keeping in viewbest market practices in the financial institutions / banks ensuring regulatory compliance.

iii. To review job descriptions (JDs) and design key performance indicators for the assignedpositions and provide technical support/assistance for evaluation of performance ofindividuals against the recommended performance indictors for at least two cycle.

iv. To assist in Company’s succession planning process for identification and selection of suitableinternal employees in Company’s talent pool and to recommend development plans for thesuccessors.

B- Eligibility Criteria:

i. The Consulting firms must be registered with income tax authorities and appear on ActiveTaxpayers List (ATL) of FBR.

ii. The Consulting firms must have minimum 5 years experience of Management Consultancy,including review, analysis, design and implementation of various HR policies in financialSector/Commercial banks/large Govt./Private Organizations / MNCs.

iii. The Consulting firms must have completed at least any of the above four assignments in atleast 5 organizations of comparable size and complexity in financial Sector/large Govt. /Private Organizations/MNCs during last 5 years.

iv. The Consulting firms should have qualified personnel in Human Resource Management wellversed with standards related to (a) Search & Selection; (b) HR Policy and Procedural Manual;(c) Performance Management System; (d) Succession Planning Process and designingdevelopment plans.

C- Document Submission:

Brochures containing details of:

i. Legal status i.e. sole proprietorship / partnership / public or private limited company /consortium with the name and addresses of proprietor / partner(s) / director (s).

ii. Affiliation with International Agencies / Institutions (if any).

iii. Experience of the company together with verifiable details of previous/current corporateclientele.

iv. CVs of Team Lead and Associates for assessment of technical/managerial capacities related tothe Search & Selection, Development of HR Policy and Procedural Manual, PerformanceManagement System and Succession Planning in financial sector/large Govt. / PrivateOrganizations/MNCs.

v. Relevant tax registration certificate/s,

vi. Affidavit to the effect that the government /semi-government or any autonomous body hasnever black listed the consulting firm.

vii. Contact person for all matters related to this EOI and his/her position in the company.

viii. History of litigation, if any.

ix. All other documents which are considered relevant to assess the capability of the consultingfirm.

Section II: Instructions to Consultants

1. Scope ofExpression ofInterest

House Building Finance Company Limited, having its Head Office, Karachiat 3rd Floor, Block C, FTC Building, Shahra e Faisal, Karachi, invites sealedInterests for “For HR Consultancy Firms / Consultants”.

2. Qualification &Eligibilities ofEntities

All the companies / consulting firms are eligible provided:

i. The Consulting firms must be registered with income taxauthorities and appear on Active Taxpayers List (ATL) of FBR.

ii. The Consulting firms must have minimum 5 years experience ofManagement Consultancy, including review, analysis, design andimplementation of various HR policies in financialSector/Commercial banks/large Govt./Private Organizations /MNCs.

iii. The Consulting firms must have completed at least any of theabove four assignments in at least 5 organizations of comparablesize and complexity in financial Sector/large Govt. / PrivateOrganizations/MNCs during last 5 years.

iv. The Consulting firms should have qualified personnel in HumanResource Management well versed with standards related to (a)Search & Selection; (b) HR Policy and Procedural Manual; (c)Performance Management System; (d) Succession PlanningProcess and designing development plans.

3. One Expressionper entity

Interested Consulting Firms shall submit only one Expression document,either individually or as a partner in a joint venture / consortium. In caseof joint venture / consortium, total similar projects will be counted assum of Lead firm and partners / associates.

4. Cost ofExpression ofInterest

The interested participants shall bear all costs associated with thepreparation and submission of its Expressions, and the HBFCL will in nocase be responsible or liable for those costs.

5. Contents ofExpression ofInterest

The contents of the Expression of Interest (EOI) Documents are listedbelow. These should be read in conjunction with any addenda.

6. Amendment toExpression ofInterestDocuments

i) At any time prior to the deadline for submission of Interests, the HBFCLmay, for any reason, whether at its own initiative or in response to aclarification requested by a prospective participant, amend the EOIdocuments. Later amendments on the same subject will modify orreplace earlier ones.

ii) Amendments will be provided in the form of Addenda to the Prequalification Documents, which will be sent in writing to all prospectiveparticipants who received the EOI Documents from the HBFCL. Addendawill be binding on participants. Participants are required to immediatelyacknowledge receipt of any such Addenda. It will be assumed that theamendments contained in such Addenda have been taken into accountby the participants in their Expressions.

In order to afford prospective participants reasonable time in which totake the amendment into account in preparing their Expressions, theHBFCL may, at its discretion, extend the deadline for the submission ofExpressions consistent with provision of Rule 27 of PPR 2004.

A. .Preparation of Expressions Documents

7. Language ofExpression ofInterests

The Expressions documents prepared by the Participants, as well as allcorrespondence and documents relating to the Expressions of Interestsdocuments exchanged by the participants and the HBFCL shall be writtenin English. Supporting documents and printed literature furnished by theparticipants may be in another language provided they are accompaniedby an accurate translation of the relevant passages in English in whichcase, for purposes of interpretation of the Expressions documents, thetranslation shall govern.

8. DocumentsComprising theExpressions ofInterests

The Expressions documents submitted by the Participant shall compriseof all the documents supporting Evaluation Criteria.

B. Submission of Interests

9. Sealing & Markingof Expression ofInterests

The participants shall seal one original and one copy of Expression ofInterest documents in separate envelopes; duly marked the envelopesas “ORIGINAL INTERESTS DOCUMENTS” and “COPY NO. [number].”

10. Deadline forSubmission ofExpressions

Expressions of Interests Documents must be received by the HBFCL atthe address specified in Request for Expression of Interest.

11. LateSubmission ofExpressions

Expression of Interests received by the Bank after the prescribeddeadline will not be entertained.

C. .Evaluation of Interests Documents:

12. Evaluation andcomparison ofExpression ofInterests

Pursuant to Evaluation Criteria contained in these documents theExpressions submitted by the participants shall be evaluated in detailas per criteria given in Section III.

13. OverridingEffect of PPR-2004

Whenever there is any conflict in these documents the stipulationsof PPR-2004 and PCSR 2010 shall prevail.

Section III – Evaluation/Qualification Criteria

1. The Evaluation of Interests documents will be ascertained totally on compliance based method.
