1) The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) toward the cost of the Tanzania Intermodal and Rail Development Project [TIRP] and intends to apply part of the proceeds for the Consultancy Services.

The Consulting services (services”) include working as Environmental and Social

Specialist, constituting Project Implementation Team, assigned with duties of assisting RAHCO in the implementation of various contract packages of TIRP. Environmental & Social

Specialist on a part-time basis who will hold primary responsibility for implementation and

monitoring of the environmental and social safeguards policies and tools associated with project

interventions, in compliance with relevant Tanzania legislation and World Bank safeguards

policies. The Senior Environmental and Social Specialist will be the central resource person in

the PIT for coordination of all environmental and social aspects related to the project.

2) Project description: The Project focuses on the rehabilitation of the Dar es Salaam –

Isaka section of the central railway line. To achieve this, the Project proposes to:

i. Re-lay 308 kilometers (km) of rails with 80 Lbs. rails;

ii. Welding of Existing 80 LB/Y track to Continuous Welded Rail covering 557km

iii. Ballast Upgrade over 117.5 of track-km to stretch the will not be relayed under current

phase

iv. Provision of 95 sets of New railway turnouts

v. Provision of rolling stock: Five (5) locomotives (3-New and 2-lease/refurbished), 44-

container carrier flat wagons, 15-ballast Hooper and i-track recording machine.

vi. Develop three (3) intermodal container terminals in the Dar port, in Ilala and in Isaka to

allow for more efficient modal transfers to and from the rail.

vii. Rehabilitate 144 bridges below 15 axle load capacity;

viii. Support sector transformation through enhancement of information technology tools,

recruitment of experts to build capacity on project implementation, strengthening of TRL

Management, conducting due diligence and development of business units and technical

assistance

ix. Other Capacity Strengthening measures for TRL, RAHCO, SUMATRA, and MoT.

3) Duration of the assignment

The duration of this assignment will be for an initial period of 1- year, with possible extension

for an additional 24- months upon a satisfactory performance review. The Contract is on full

time basis.

4) The Reli Assets Holding Company Limited (RAHCO) now invites qualified and

experienced individuals, AND NOT CONSULTING FIRMS (CONSULTANTS), to indicate their interest in providing the Services. Interested qualified and experienced individuals must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5) The evaluation criteria are: To be qualified for the position, the candidate must meet

the following minimum qualifications and experience requirements:

i. Minimum of a Bachelor’s degree in Environment, Social Sciences, Engineering or

other areas relevant to the assignment with strong analytical skills. Master degree is a

plus.

ii. Must be registered with National Environmental Management Council (NEMC) as

Environmental Engineer Expert

iii. At least 5 years of experience in environmental and social management and

monitoring of transport or similar large infrastructure works/projects; experience with

international development organizations in developing countries, preferably in Africa.

iv. Knowledge of environmental and social issues associated with large infrastructure

projects.

v. Knowledge of similar international donor funded environmental and social guidelines

and safeguard policies.

vi. Familiarity with Government of Tanzania standard procedures and practices with

regards to infrastructure construction project will be a plus; thorough understanding

of Tanzania’s environmental regulatory framework will be a plus.

vii. Fluency in English is required and good knowledge of Swahili is an advantage.

viii. Computer literacy essential.

ix. Specific expertise in the following areas would be an advantage:

a. Environmental and social assessment methods and management of

environmental assessment and social studies.

b. Assessment/Preparation of ESIAs, RPFs, RAPs and/or EMPs.

c. Experience with TOR for preparing resettlement action plans.

d. Preparation and oversight of environmental sections of construction contracts,

drawings and tender documents, and O&M manuals.

x. Computer Skills: the candidate must be computer literate in Project management soft

wares and other Microsoft Office (Word Processor, Spread sheets etc.) and any other

applications used in project management.

xi. Communication Skills and local experience: Experts Having worked in any East

Africa Countries and Excellency in both spoken and written English.

6) Only individual qualifications and experience shall be used in the selection process and that their corporate experience shall not be taken into consideration.

8) Contract will be signed with the proposed individual and not the firm. 9) Salary package ranges from $5,000 to $6,000 per month 10) The duration of this assignment will be for an initial period of 12 months, on a part-time

17) The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) toward the cost of the Tanzania Intermodal and Rail Development Project [TIRP] and intends to apply part of the proceeds for the Consultancy Services.

The Consulting services (services”) include working as Monitoring and Evaluation

Expert, constituting Project Implementation Team, assigned with duties of assisting RAHCO in the implementation of various contract packages of TIRP. The M&E Consultant will be

responsible for data collection, collating, analysis, and reporting. He/she will work in close

collaboration with other ministries and agencies and support the Project Manager to develop

appropriate M & E processes and reporting mechanisms for the project Development Objectives

(PDO) indicators and the intermediate results indicators.

18) Project description: The Project focuses on the rehabilitation of the Dar es Salaam –

Isaka section of the central railway line. To achieve this, the Project proposes to:

19) Duration of the assignment The duration of this assignment will be for an initial period of 1- year, with possible extension for an additional 24- months upon a satisfactory performance review. The Contract is on full time basis.

experienced individuals, AND NOT CONSULTING FIRMS (CONSULTANTS), to indicate their interest in providing the Services. Interested qualified and experienced individuals must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

21) The evaluation criteria are: To be qualified for the position, the candidate must meet

the following minimum qualifications and experience requirements:

xii. At least a Bachelor’s degree in Economics, Business Administration and/or Statistics

with strong quantitative and qualitative skills. Master degree is a plus;

xiii. At least 5 years of experience in project Monitoring and Evaluation with international

development organizations in developing countries, preferably in Africa;

xiv. Experience in Tanzania is an added advantage;

xv. Proven ability to analyse data and design templates for data collection;

xvi. Understanding of monitoring and evaluation concepts, tools, methods, and strategies;

xvii. Proven ability to undertake program/project evaluations; and

xviii. Thorough familiarity with statistical packages and experience in using Microsoft

office software including MS Project.

xx. Computer Skills: the candidate must be computer literate in Project Management soft

65) The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) toward the cost of the Tanzania Intermodal and Rail Development Project [TIRP] and intends to apply part of the proceeds for the Consultancy Services.

66) The Consulting services (services”) include working as Rolling Stock Specialist,

constituting Project Implementation Team, assigned with duties of assisting RAHCO in the implementation of various contract packages of TIRP. The Rolling Stock Specialist shall be

involved in securing and delivering work in the Railway and Rolling stock sector associated

with fleet maintenance, safety engineering and operations...

67) Project description: The Project focuses on the rehabilitation of the Dar es Salaam –

Isaka section of the central railway line. To achieve this, the Project proposes to:

xxxvii. Re-lay 308 kilometers (km) of rails with 80 Lbs. rails;

xxxviii. Welding of Existing 80 LB/Y track to Continuous Welded Rail covering 557km

xxxix. Ballast Upgrade over 117.5 of track-km to stretch the will not be relayed under current

phase

xl. Provision of 95 sets of New railway turnouts

xli. Provision of rolling stock: Five (5) locomotives (3-New and 2-lease/refurbished), 44-

container carrier flat wagons, 15-ballast Hooper and i-track recording machine.

xlii. Develop three (3) intermodal container terminals in the Dar port, in Ilala and in Isaka to

allow for more efficient modal transfers to and from the rail.

xliii. Rehabilitate 144 bridges below 15 axle load capacity;

xliv. Support sector transformation through enhancement of information technology tools,

recruitment of experts to build capacity on project implementation, strengthening of TRL

Management, conducting due diligence and development of business units and technical

assistance

xlv. Other Capacity Strengthening measures for TRL, RAHCO, SUMATRA, and MoT.

68) Duration of the assignment

The duration of this assignment will be for an initial period of 1- year, with possible extension

for an additional 24- months upon a satisfactory performance review. The Contract is on full

time basis.

69) The Reli Assets Holding Company Limited (RAHCO) now invites qualified and

experienced individuals, AND NOT CONSULTING FIRMS (CONSULTANTS), to indicate their interest in providing the Services. Interested qualified and experienced individuals must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

70) The evaluation criteria are: To be qualified for the position, the candidate must meet

the following minimum qualifications and experience requirements:

xxxvii. She/he must be a registered or chartered Mechanical Engineer with a degree in

Mechanical Engineering or an equivalent qualification. Postgraduate qualification in

Railway Engineering is an added advantage.

xxxviii. She/he must have a minimum of fifteen (15) years’ experience related to Railway and

Rolling stock management and operations.

xxxix. She/he must have served as a Rolling Stock Specialist or equivalent in at least three

(3) Railway and Rolling stock development projects for the past ten (10) years.

xl. Must be a person of proven honesty and integrity with no criminal record, result

oriented and proactive.

xli. A computer skill is essential

xlii. Proficiency in English is essential

xliii. Computer Skills: the candidate must be computer literate in Project management soft

wares and other Microsoft Office (Word Processor, Spread sheets etc.) and any other

applications used in project management.

xliv. Communication Skills and local experience: Experts Having worked in any East

Africa Countries and Excellency in both spoken and written English.

71) Only individual qualifications and experience shall be used in the selection process and that their corporate experience shall not be taken into consideration.

72) Official language of this Tender is English Individual not fluent in English will not be qualified.

73) Contract will be signed with the proposed individual and not the firm. 74) Salary package ranges from $6,500 to $7,500 per month

83) The Consulting services (services”) include working as Trains Operations and

Regulations Specialist, to work under Project Implementation Team, assigned with duties of assisting SUMATRA and RAHCO in the implementation of various contract packages.

The Project Train Operations and Regulations specialist will specifically assist the RAHCO

through Project Manager of the PIT and the other stakeholders responsible for the Project

activities in Train Operations and Regulations through provision of advice and documents,

and in the implementation of the project Trains Operations and Regulations system that was

agreed with the Client-RAHCO and other stake holders.

i. Bachelor's Degree in Business Administration, Transportation Studies, or related field from a

nationally accredited College or University or extensive executive level rail operations

management.

ii. Executive level experience in management of large scale transit operations including some

experience with Light Rail and Commuter Rail.

iii. Progressively responsible middle or senior management experience in rail operations, with direct

fiscal responsibility.

iv. Extensive knowledge of rail transit operations, principles and practices.

v. Knowledge of labor and employee relations techniques and procedures

vi. Strong leadership and management skills.

vii. Highly developed communication skills, both written and oral with the ability to establish and

maintain effective relationships with public officials, Board of Directors, subordinates, peers and

the general public.

viii. Excellent past record on capability to train and disseminate knowledge and experience on;

a. Ability to plan, organize and prioritize tasks.

b. Skill in developing and facilitating team work to positively affect efficiency and

productivity.

c. Ability to identify complex issues and recommend alternatives to resolve those issues.

d. Ability to use good judgment in decision making.

e. Ability to develop and maintain a diverse workforce.

f. Ability to plan, review, assigns and evaluates the work of subordinate managers.
