FR 5.276G4 About Odisha Transferable Development Right (TDR) Rules

The Odisha TDR Rules, 2015 has been notified by the State Government. This will facilitate the land owner to surrender the land affected by the amenities/infrastructure proposed in the

Development Plan in exchange of development rights which can be utilized in the non-

affected part of the plot or any other development rights may also be sold to anyone who

wishes to construct beyond the applicable base FAR.

The proposals of CDP 2010 for BDPA can be implemented through the provisions of Odisha

TDR Rules, 2015. For this purpose the authority in its 132nd meeting held on 20.02.2016

decided to notify TDR Schemes for Drains no.1-10 and four roads namely; Madanpur to

Ringroad, JaydevVihar –Nandankanan Road, Palasuni-Dadha canal side road and Ring Road.

BDA has organized a Workshop in this regard with the Stakeholders. Preparation and

validation on land schedule and maps for notification of the scheme is under process to

implement the decision of the Authority.

Town Planning Scheme

Preparation and implementation of T.P. Scheme in Bhubaneswar has been taken up under the provisions

contained in Chapter-VI of ODA Act, 1982 and Rules made there under in Chapter-VI of ODA Rules, 1983.

T.P. Scheme P.M.U has been constituted in BDA as separate branch under Planning Section. BDA has

executed an agreement with Stantec Consulting Pvt. Ltd., Ahmedabad on 02.03.2015 to provide technical consultancy for preparation and implementation of T.P. Scheme.

S.M. Consultants has been engaged for taking up topographical survey in the T.P. Scheme area and collection

of land records basing on which T.P. Schemes are to be prepared.

BDA has declared its intention u/s 23 (1) of the ODA Act, 1982 to take up 8 T.P. Schemes in Bhubaneswar on the alignment of proposed Ring Road. BDA has proposed to take up 45 T.P. Schemes in parts of 58 villages

Bhubaneswar city. It’s a very new system that started its operation from 10th Oct, 2010. Within its short period of

Note that all fibre optic SFPs shall be ordered to support minimum 25 km distance for distribution

and combination of 25km and minimum 50 km for backbone depending on the distance requirements. This shall be validated by the MSI during the design stage.

TR 6.214B The distribution switches i.e. switches installed inside field cabinets shall be industrial grade

Layer 3 Ethernet switches and shall have at least 16 10/100/1000 Base TX/FX ports with at least two (2) 10 Gigabit Ethernet Fibre SFP/SFP+ ports for backhaul connectivity.

In line with BSCL’s approach of engaging citizen, an easy to use GIS based city level portal as BhubaneswarOne is implemented. It enables citizens to know their city better and understand geographically

the nature and type features existing in the city; such as natural features, heritage areas, public amenities,

transportation networks, location based grievances and other services.

BhubaneswarOne is an enterprise wide web-based GIS solution created using ArcGIS platform and

seamlessly functions across various web & mobile devices. The application includes unprecedented array of

geo-info analytics (Know Your Ward, know your Plot, Around Me, and Themes) to enable citizens of Bhubaneswar to be aware of the public amenities and infrastructure related components available for them in

the city. GIS System will provide the complete visualization of Bhubaneswar City area with various point of

interest (POI) layers that will help city administrators & citizens to locate POI’s and get information associated with it. This solution made government data more accessible for the citizens; it not only comprises of different

map data representations for citizens to view and scrutinize but also provides citizens with avenues to truly

participate by providing feedbacks & report their grievances. To illustrate Heritage sites in the city, the power of

maps and location combined with images and narratives to create a Story Map were harnessed.
