1.0 Introduction

1.1 Procuring Entity Responsibility The Municipality of the County of Richmond is a rural area of South West Cape Breton with a population of approximately 9,700 and roughly 5,200 households. The Municipality covers 1,244 square kilometres.

1.2 Situation Overview Cape Breton Island is re-emerging as the most dynamic travel experience in Atlantic Canada. Stimulated by outstanding institutional support, a new generation of leadership, strategic intervention, mobilization and outreach by a solid group of partners – essentially Destination Cape Breton Association (DCBA), Enterprise Cape Breton Corporation (ECBC), the Province of Nova Scotia, local municipalities and regional economic development agencies – the destination of Cape Breton is determined to rejuvenate its product and experiential base as a primary means toward appealing to customers from around the world. Richmond County has recognized that it can play an integral role in this new momentum. Richmond County is situated in south eastern Cape Breton, an area associated with the St. Peter’s Canal, a legacy infrastructure initiative which connects the Atlantic Ocean to the Bras D’Or Lakes (Canada’s Inland Sea and UNESCO Biosphere Reserve); as an enclave of coves, inlets and harbours in Isle Madame; and as an area offering excellent raw product in terms of marine experiences (paddling, sailing, diving, surfing). The county is also rich with heritage, noted for its melding of Acadian, Scottish, Irish and Mi’kmaq cultures. Tourism is Richmond County is largely focused on cultural and recreational assets and opportunities. Richmond County covers 1244 square kilometres and each point in Richmond has recreational and outdoor experiences. Tourism is considered by the local economic development leadership to be one of the high potential generators for the economy of the Municipality of the County of Richmond and its residents. It is the municipality’s philosophy that it is prepared to play a strong new role in driving the tourism sector on the proviso that a cohesive partnership develops with the private sector, community stakeholders and other strategic interests (e.g. Destination Cape Breton Association, ECBC/ACOA, Nova Scotia Tourism and community tourism groups). Toward that end, the Municipality of the County of Richmond has developed a strategic plan (LEADERSHIP THROUGH PARTNERSHIP – New Directions for Tourism Development in Richmond County and a Spatial Plan with Branding elements that focus on the outdoors. The Municipality of Richmond is now prepared to move forward by issuing this Request for Proposals (RFP) seeking the services of a Graphic Designer/web designer to develop a website and Outdoors Map that highlights outdoor opportunities and assets including land and water trails, marinas, multi-purpose trails, public access to water, surfing, beaches and more.

1.3 RFP Objectives At this time, the Municipality is seeking proposals from qualified professionals to serve as Graphic Designer / Web development team for a web solution and Outdoors Mapping Project as follows:

1. Develop and mount a basic website (new landing pages and basic suites for Blueways, Isle Madame and St. Peter’s)

a. The existing website is www.capebretonblueways.com. Consultant must recommend what parts of the website are useable including the web platform.

b. St. Peter’s and Isle Madame will have their own landing pages (and URL) and also be an integral part of the umbrella site of www.capebretonblueways.com

c. The web development and graphics must be useable for mobile and app devices. (Mobile and app development may be a second phase)

d. The website must be developed in a way that it can be scalable and built on a platform that is not proprietary to the web developer.

e. The website must have a consistent look and feel with print materials. f. The website will provide an electronic version of the proposed outdoor map.

2. Develop an outdoors map/guide print publication (to be rationalized during process as individual or

combined for the 3 brands, with or without advertising) including a print run on 2,500. a. Provide incremental printing costs for quantities of 5,000 and 10,000. b. 2 sided, folding, full colour, no smaller than 18” x 26” c. Mapping graphics must be suitable for website/mobile application. d. Meet with Municipal staff to determine and coordinate the relevant information required for

the mapping project: Note: The Municipal staff will coordinate and collect the data, sites, gps coordinates, etc. for the designer.

a. Natural and Recreational assets, (not limited to): i. Biosphere, Canada’s Inland Sea ii. Rivers, Lakes and Oceans, Beaches and Parks iii. 1.5.1 Asking Questions The proponent is responsible for obtaining any needed clarification of the RFP requirements, while the RFP is open. Questions should be directed in writing to the RFP Contacts identified. Email is the preferred method of contact. Only written responses from the RFP contacts will be considered an official response. 2.0 Service Requirements

2.1 Work/ Project Description At a minimum, the following should be included in the scope of work presented in your proposal. Any additional work not presented here, but recommended by your firm, should be described in your proposal in detail.

Recommendation and Coordination of Relevant information for Outdoor Map

Please provide tentative date for Initial Meeting. The initial meeting may determine a slightly lesser or greater scope of work depending on discussions such as the inclusion / exclusion of a business directory. This may result in a budget revision.

Review available documentation and complete necessary site visits to gather information required to develop the design

The graphics created for the Brochure style map must also be useable for a layered web application.

assist with determining things, places and providing existing content). i. Consultant is responsible for writing content for printed map.

d. Mapping graphics must be suitable for website/mobile application. e. The outdoors map will not include a business directory in year 1. Consultant will provide a

recommendation as to the benefits of including a business directory or not. Communities are showing an interest in taking on the directory piece.

f. Meet with Municipal staff to determine and coordinate the relevant information required for the mapping project: Note: The Municipal staff will coordinate and collect the data, sites, gps coordinates, etc. for the designer.

2.2 Deliverables / Milestones

Project Kick-off Meeting: to review and approve tasks and timelines as well as identify and confirm milestone deliverables. Municipal Approval for Final Detailed Designs Progress Reports/Interim Reports (monthly), to be used as a checkpoint to identify how the project is progressing and to validate the work complete. Can be linked directly to the receipt of invoices and validation of invoices.

3.0 Administrative and Legal Requirements

3.1 Business Registration Proponents are required to be registered to carry on business in accordance with applicable laws.

The status of a proponent’s business registration does not preclude the submission of a proposal in response to this RFP. A proposal can be accepted for evaluation, regardless of (i) whether the company is registered, or (ii) whether its business registration is in good standing. However, a contract cannot be awarded unless the successful proponent is registered and in good standing, in accordance with applicable laws. . For information on the business registration requirements of the Nova Scotia Registry of Joint Stock Companies, please consult, http://www.gov.ns.ca/snsmr/access/business/registry-joint-stock-companies. If the proponent’s business is not required to register in Nova Scotia, the proponent will be required to submit registration from your applicable Provincial jurisdiction.

3.2 Contract After the evaluation, the successful proponent(s) will be required to sign the contract that will constitute the legal agreement with the procuring entity for this project and govern all aspects of the services/goods to be delivered. It will incorporate the relevant terms of this RFP and the provisions of the successful proposal as determined by the procuring entity, and any other terms as the procuring entity may require.

3.2.1 Contract Terms The standard services contract is attached to this RFP.

3.3 Other Important Provisions

3.3.1 Addenda and Addenda Acknowledgement Proponents are responsible to ensure that they are aware of and have complied with any addenda issued in respect of this RFP, by visiting the Provincial Procurement Services Web portal site at http://www.gov.ns.ca/tenders. Responding to this RFP may require the acknowledgement of a specific addendum or multiple addenda as part of the submission. Acknowledgement requirements, whether optional or mandatory, will be specified in the applicable addendum. The proponent must monitor the Procurement Services website for any addenda that may be issued during the open period of the RFP.

3.3.2 Additional Phases of Work If additional phases of work are required, the procuring entity reserves the right to amend the contract that was awarded under this RFP to complete additional phases of the project. Alternatively, the procuring entity reserves the right to issue a subsequent RFP to address any such additional phases. The decision whether to amend an existing contract and/or to issue a subsequent RFP is at the sole discretion of the procuring entity.

3.3.3 Constraints The ‘Personal Information International Disclosure Protection Act‘ of Nova Scotia (PIIDPA, creates obligations for the Government of Nova Scotia and its service providers when personal information is collected or use and disclosure of personal information. Provisions related to PIIDPA requirements are included in the contract terms. A copy of the Act is available online at: http://nslegislature.ca/legc/statutes/persinfo.htm

The parties acknowledge and agree that all materials and information provided to the procuring entity shall be kept confidential, subject to the provisions of the Nova Scotia Freedom of Information and Protection of Privacy Act (FOIPOPA; S.N.S. 1993, c. 5) and the laws of Nova Scotia and Canada generally. 3.3.4 Conflict of Interest

The procuring entity reserves the right to disqualify any proponent that in the procuring entity’s sole opinion has an actual or potential conflict of interest or an unfair advantage in respect of this RFP, whether existing now or is likely to arise in the future, or may permit any such proponent to continue and impose such terms and conditions on that proponent, as the procuring entity in its sole discretion may require. Proponents are required to disclose, to the RFP Contacts, any potential or perceived conflict of interest issues immediately upon becoming aware of any such conflict. 3.4 Proposal Format

3.4.1 RFP Proposal Package A complete proposal package is comprised of the elements below, presented in the order listed:

Two (2) x NSRFP Forms – this Form should be completed, signed and included in

your proposal. The business name provided under ‘Name of Company’ on page 1 of this Form should be the same name as that reflected on your company’s business registration profile.

Two (2) x Business Registration Profiles Two (2) x Declaration of Contract Intentions

Two (2) x Letters of Introduction – This should identify the proponent and be

signed by a signing officer for the proponent in order to bind the proponent to the statements made in the proposal.

One (1) Technical Response (Section 4) which includes:

One (1) Original Proposal Package – The title page should be marked with the text ‘ORIGINAL’ at the top. The Original should be left unbound. The Original and Copies should be identical (excluding any obvious differences in labelling, as noted). If discrepancies between these items are discovered during the evaluation or during the life of any contract that emerges from this RFP, the Original retained by the Procuring Entity shall be taken as the correct version and the proponent will be advised accordingly

Three (3) Copies of Proposal Package – Proposals without the correct number of copies may be rejected. The title pages for the Copies should be prepared in the same way as the title page for the Original, except these should be marked with the text ‘COPY’ at the top. One of the Copies should be left unbound. In the interest of sustainability, please refrain from using binders, binding, plastic covers, etc when submitting the proposal. One (1) Electronic Copy – Prepare an electronic copy of your proposal as a either a

Portable Document Format (PDF) file (preferably) or as a Ms-Word file, and include this in your proposal. The file name should include an abbreviated form of the proponent’s name and RFP Title. Copies must be on Electronic Media and must be virus-free. Label the electronic media with the proponent’s name and 2014 Richmond Tourism Lead Consultant

4.0 Proposal Requirements This section describes the proposal requirements to be included, which will be evaluated as per section 5.

4.1 Mandatory Criteria Proponents must demonstrate that they meet all mandatory criteria as described in section 5.3.

4.2 Technical Response

4.2.1 Executive Summary Include a 1 – 2 page summary of your understanding of the service requirements specified in this RFP. This content should be expressed in your own words and not simply recite the requirements specified in this document. Highlight the key features of your proposal. It should allow the Evaluation Team to quickly gain an overall perspective of your proposal, prior to reviewing it in detail.

4.2.2 Proposed Approach/Process and Project Plan

Describe the approach and/or process proposed to address the service requirements. Include any notable methodologies, innovative solutions, tools and techniques, and their respective suitability to this project. Proponents must approximate the number of days spent in Richmond County. Also provide a project plan that reflects your proposed approach/process and demonstrates your ability to meet the schedule requirements for this project, including any applicable milestones.

4.2.3 Qualifications and Experience Consultant Requirements:

Should demonstrate experience in producing tourism marketing media with skills in:

o Research, writing, design for print and web

o Production management for print and on-line media

o Demonstrated experience in graphic design and web development.

o Demonstrated experience in mapping for print and web applications.

Understanding of web development for social media and search engine optimization.

An understanding of content management systems for easy updates for content, graphics

and implementing additional pages.

4.2.4 Proponent References Provide three references for any work done by your firm in the past three years that is similar in nature, complexity and size to the requirements specified in this RFP. Provide the name of each project reference, along with his/her phone number, fax number and email address. The project reference information provided should identify the size of the projects conducted, as well as demonstrate the extent of your previous experience, the clients’ overall satisfaction with your services and the results achieved, including your adherence to interim and final deadlines.

4.2.5 Proposed Project Manager, Resume and References The successful proponent will be required to provide all the necessary project management to ensure the provision of the services in accordance with the requirements of this RFP. Identify the project manager proposed for this project and describe his/her experience. Include his/her resume. This should be structured to emphasize his/her relevant qualifications and project management experience in successfully managing projects of a similar size and scope to that required by this RFP. The resume should include at least two project references, including:

4.2.6 Proposed Resources, Resumes and References The proponent should be able to demonstrate that its proposed team as a whole has the experience/skills to perform the services in accordance with the requirements. Prepare the table below to identify all personnel who will be assigned to the project and contribute to (i) the routine management and/or (ii) the performance of the required services. As shown, provide each person’s name, title, role on this project, experience in this role and his/her respective employment status.

If contractors or partners are to be used for this project, they must be identified in your table. If so, describe the general range of services that the respective contractors (companies or individuals) will provide. Submit the individual resumes for each proposed resource. The resumes should be structured to emphasize their relevant qualifications and experience in successfully completed projects of a similar size and scope to that required by this RFP. 4.2.7 Management of Project Risk The following risks have been identified by the Municipality of the County of Richmond: 1. If you can’t complete the project on time. The proponent should identify the likelihood of the risks occurring, identify risk mitigation strategies for each and, in the event the risk occur, assess the impact and identify the corrective action. The proponent should identify potential significant risks not listed above and provide the risk mitigation, corrective action strategies that the proponent would take in such circumstances.

4.2.8 Sustainability Component The procuring entity is committed to purchasing goods, services, and construction in a manner that is better for our economy, our environment, and our communities. The procuring entity seeks to work with suppliers who have the knowledge and capacity to support and apply the principles of sustainability to their own operations. To help the procuring entity better understand the sustainable attributes of your proposal, all proponents must complete the sustainability assessment found in the Sustainability Assessment template. 4.3 Pricing Response

4.3.1 Per Diem / Hourly Rates

Prepare the following table for inclusion in your proposal. Identify the names of all persons who will contribute to the routine management and/or the performance of the required services, and their per diem / hourly rate. Per Diem rates are based on a seven-hour work day, and do not include taxes.

4.3.2 Travel and Project Expenses

Estimate the travel and living expenses associated with any proposed personnel who will need to travel to and from the primary work location, in order to perform the required work during the contract. Provide relevant details to support your estimates.

4.3.3 Other Expenses Estimate any other project expenses that may be incurred, once the proposed personnel are

onsite at the primary work location. These types of expenses will require prior approval from the client Procuring Entity after the contract begins and also must comply with the procuring entities standards. These should be included in your estimated costs.

5.0 Proposal Evaluation

5.1 General Information The Evaluation Team will consist of representatives of the procuring entity, and may include other representatives as deemed appropriate by the procuring entity. It is understood and accepted by the proponent that all decisions about the degree to which a proposal meets the requirements of this RFP are in the sole determination of this Evaluation Team. To assist in the evaluation of proposals, the Evaluation Team may, but is not required to:

Conduct reference checks relevant to the proposal with any or all of the references cited in a proposal to verify information regarding a proponent and rely on and consider any relevant information from such cited references in the evaluation of a proposal.

Conduct any background investigations that it considers necessary and consider any relevant information resulting there from.

Seek clarification from a proponent with respect to their proposal. Such clarification will not offer the proponent the opportunity to change or provide new information. To the extent possible, requests made by the Evaluation Team will be sent from the email addresses of the RFP Contacts.

A proposal will be examined in accordance with the evaluation process and criteria outlined in the sections below.

5.2 Evaluation Process The proposal will be evaluated using the following process:

Stage 1: Proposal will be reviewed to determine compliance with all mandatory criteria identified in section 5.3

Stage 2: Proposals that meet all mandatory criteria will be evaluated and scored using the evaluation criteria and assigned weights set out in the table in section 5.4. Proposals that do not meet the qualifying score for subtotal A set out in section 5.4 will be given no further consideration.

5.3 Stage 1 – Mandatory Criteria A proposal must meet all of the following mandatory criteria and clearly demonstrate that these are met. If a proposal fails to meet any one of these criteria, it will be deemed non-compliant and will be rejected.

1. All proposals must be submitted in Canadian dollars (CDN) exclusive of all taxes. 2. Have experience in Tourism Related projects. 3. Acceptance of attached contract terms and conditions is mandatory

5.4 Stage 2 – Evaluation Criteria If a proposal meets the Mandatory Criteria it will be evaluated using the Evaluation Criteria set out in the table below. Scores will be recorded for each criterion and a total score will be determined. Prepare the table below, inserting references to the appropriate sections within your proposal that deal with each criterion under evaluation. Criterion Weight

Appendix A: Declaration of Contract Intentions The successful proponent(s) will be expected to sign a legal agreement with the procuring entity that will govern all aspects of the services to be delivered. While the procuring entity has offered a contract for this purpose, alterations that the proponent may wish to request in its proposal may be given consideration. The proponent should prepare a declaration to inform the procuring entity of its intentions regarding the contract, as shown below. This should be prepared as a short document (preferably on a single page) and should be included in the proposal. The declaration does not need to be signed.
