CITY OF WINDER HISTORIC RESOURCE SURVEY

REQUEST FOR PROPOSAL

INTRODUCTION AND PROJECT OVERVIEW:

The City of Winder was incorporated in 1893 and has retained the small town character of its roots as a “railroad” town. It is a diverse city of roughly 13,000 residents covering 12.6 square miles and serves as the county seat for Barrow County, and is the largest city in Barrow County. The land use is characterized by a historic central business district with other business districts along the major highways. There are several historic neighborhoods adjacent to the central business district. One unique characteristic of Winder that has its pluses and minuses is that six state routes converge on downtown Winder.

Winder has a wealth of historic resources dating from the early 1800’s through the mid-century including many outstanding examples of period architecture. Currently, the city has one local historic district which incorporates the five districts listed on the National Register. Winder currently has three buildings listed individually on the national register.

In the from the mid seventies to the mid eighties, our local historical society conducted surveys which resulted in the original National Register districts as well as some individual site nominations. The City of Winder then created a local district encompassing the National Register Districts, adopted a Historic Preservation Ordinance and developed a guideline manual for the Historic Preservation Commission While this ordinance and the process is still viable today, a number of new properties have now become eligible for the National Register and the new survey needs to be conducted in a digital format.

In 2008, Verity Bank, which recently built a new building in the historic district which reflects the values and architectural integrity of the district, agreed to fund an updated historic resource survey. The goal of this project is to identify historic resources in the City of Winder Historic District that have not already been placed

placed individually on the National Register in an updated digital format. The updated survey information will be used to identify individual buildings and districts for possible listing in the National Register or Georgia Register of Historic Places, support local designations of buildings and districts, expedite environmental and historic review by governmental agencies, aid preservation and land-use planning, promote research of the city’s history and architecture, and increase awareness of, and interest in Winder’s historic buildings.

ADMINISTRATIVE INFORMATION:

The proposal must be submitted by 2:00 p.m. on Thursday, July 2, 2009. Proposals submitted after this date will not be accepted.

It is anticipated that the work will be awarded within twenty (20 days) of the due date.

The proposal will be evaluated by the following guidelines: -Completeness and clarity of the proposal. -Firm experience, members of the project team and their qualifications. -Previous historic resource survey experience. -Technical approach to the project scope. -Onsite interviews of finalists. -References. -Ability to meet schedule and price

Limitations: This Request for Proposal (RFP) does not commit the City to award a contract, to pay any costs incurred in the preparation of a response to this request, or to procure or contract for services or supplies.

The City reserves the right to accept or reject any or all proposals received as a result of this request, or to cancel in part or its entirety this RFP, to waive formalities and negotiate changes in the scope of work or services to be provided, to negotiate price and scope of work with the selected provider and to otherwise waive any technicalities, if it is in the best interest of this City to do so.

At the option of the City, applicable clauses of the proposal may be included as contractual obligations. Therefore, consultants should be prepared to be bound by their proposals. Submittal of a proposal indicates acceptance by the proposer of the conditions contained in this request. The City of Winder reserves the right to retain all proposals submitted. All proposals are public record to the extent required by the Georgia Open Records Act.

TECHNICAL REQUIREMENTS:

A. Survey Area

The survey area is bounded by the local historic preservation district of the City of Winder. All properties within the historic district will be surveyed. Properties within the historic district 50 years and older will be inventoried.

There are approximately 232 parcels in the historic district. (See attached map)

B. Stakeholders

Major stakeholders include members of the following groups: Winder residents, Winder business owners and property owners, City of Winder Mayor and Council, City of Winder Historic Preservation Commission, Barrow County Historical Society, City of Winder Downtown Development Authority.

B. Resources

The survey must be completed using the Georgia Historic Resources Survey Manual by the Georgia State Historic Preservation Office (www.gashpo.org) and the National Park Service National Register Bulletin #24 Guidelines for Local Surveys: A Basis for Preservation Planning (www.nps.org) as guides.

C. Final Report Requirements

The final historic resource survey report shall include the following components: 1) A digital photo record of all historic properties identified. Photographs shall be color thumbnails of each JPEG, no more than twelve to a page, printed on archival paper, each labeled with the property address.

2) A digital spreadsheet of properties surveyed grouped by neighborhood or commercial area which should include the following:

a) Address b) Style and type of house or building c) Contributing, non-contributing, or vacant parcel.

3) A map or maps showing the survey areas and identifying structures as contributing, non-contributing, or vacant parcel. The survey data and digital photographs will be entered in the Natural, Archaeological and Historic Resources Geographic Information online database and therefore should be in a format compatible with such entry. In addition, a digital copy will be provided to the city in shape file format, reflecting NAD 1983 State Plane Georgia West FIPS 1002 Feet as the coordinate system.

4) Each eligible property shall be documented on an individual inventory sheet that at a minimum will include the following information in electronic format:

a) Photo b) Estimated date of construction c) Number of stories d) Architectural style/type e) Construction materials f) Current use g) Condition h) Neighborhood/district/area name i) Address and parcel number

5) A survey report shall include the methodologies used to conduct the survey, a summary per neighborhood or commercial area describing findings and conclusions with an accompanying map. The findings and conclusions should include recommendations for future preservation activity, if each area or neighborhood is eligible for future national register nomination, a brief developmental history (including architecture) and an analysis of survey results. It should also be noted if there are unique or special historic resources that are specific to the City of Winder.

D. Additional Consultant Requirements

The consultant will be required to meet with the City of Winder and other relevant interested parties just prior to the commencement of the project, once the photo-documentation is completed, and before and after the final report is prepared.

The consultant will also present their findings to the representatives of the City of Winder and Verity Bank, and Historic Preservation Commission. (Total: (2) meetings). Regular phone or email consultation/updates with the city’s designated representative are expected.

E. Completion Date

The project must be completed by October 1, 2009.

PROPOSAL COMPONENTS:

A. Resumes of key personnel who will participate in the project. B. A brief statement that identifies experience with and knowledge of

conducting historic resource surveys. C. An outline explaining the proposed process to be followed in completing the

project and a time line for project completion. D. Hourly rates structure and description of scope of services. E. Firm fixed price for entire project as proposed. F. Professional references G. Samples of completed historic resource surveys or similar reports. H. Recommended format(s) of final report and associated cost of reproduction

of the report(s). I. Any additional information that you feel is necessary but has not been

requested. J. Proposed starting and completion date of the project.

Proposal is limited to fifteen (15) pages not including sample surveys.
