I. Executive Summary
The Evergreen School District #114 (“ESD”) is seeking proposals for the acquisition and
development of an approximately nine (9) acre parcel of land located at 316 NE 202nd Avenue
in Camas, WA (the “Property”).
The current comprehensive plan designation is Public Facility. The current zoning designation
is CG (General Commercial). ESD has submitted a request to the City of Vancouver to change
the comprehensive plan designation to Commercial. The chosen developer will need to finish
a comprehensive plan and zoning change process for the City of Vancouver to re‐designate the
property from a public facility zone to commercial use zone, obtain site plan approval and
building permits for the property described above.
The purpose of this Request for Proposals (“RFP”) is to solicit proposals for the purchase and
development of the Property. The School District will evaluate proposals based upon a
number of factors, including but not limited to compatibility of the proposed project with the
School District’s adjacent Union High School use, proposed purchase price, earnest money
amount, timeline for closing, reputation and experience of the developer, qualifications of key
personnel, financial capability of the developer to close on the purchase and complete the
project, and other terms and conditions. To ensure compatibility of the proposed project with
the District’s adjacent school use, the District may require restrictive covenants be placed
upon the Property prior to closing. The School District has completed the process necessary
under state statute to surplus the property and is currently in a position to sell the property as
it no longer needs the property for school purposes.
The Request for Proposals packets may be obtained in the Facilities Department, Burgundy
Complex at the Administrative Service Center or by calling the Facilities Department at
360/604‐4077.
II. About ESD
Evergreen School District No. 114 serves approximately 26,500 students in kindergarten
through 12th grade. Located in Clark County, the District operates 37 schools, including six
high schools, six middle schools, twenty‐one elementary schools, the Cascadia Technical
Academy, Home Choice Academy, and a Therapeutic Day School. Evergreen is the fifth
largest of the 296 districts in Washington State.
III. The Site
The property is located in east Clark County immediately adjacent to Union High School at 316
NE 202nd Avenue. Illahee Elementary and Shahala Middle Schools are located immediately
southwest of the site.

The site is located one‐half mile from Section 30 consisting of 640 acres of land to be
developed under the guidance of the City of Vancouver Section 30 Subarea Plan (link to

IV. Selection Process
ESD will review the responses to the RFP. It may rank developers submitting their bids and
qualifications in order of choice. It will initiate contract negotiations. If an agreement cannot
be reached with the first developer chosen, ESD may proceed to negotiate with the second
choice developer and continue through a short list of developers until an agreement is
reached.
The selection process will be managed by ESD. Deborah Ewing of Eric Fuller and Associates
will be the project lead for ESD, will direct activities during the period of proposal
consideration and will be the primary contact and source of information for developers
participating in the selection process. ESD retains the sole discretion to determine the timing,
arrangement and method of proposal presentations throughout the developer selection
process. Developers should not undertake any activities or actions to promote or advertise
their proposal.
V. Submission Requirements
In an effort to reduce the amount of paper used as part of this RFP, all responses must
include: 2 (two) copies of the complete submission and a print‐ready copy in Adobe Acrobat
PDF format or on a compact disk or flash drive. Although ESD has not set a specified page
limit for responses, we expect to receive responses that are thorough, concise and to the
point without unnecessary content.
ESD may select several developers who will be asked to interview with ESD and reserves the
right to reject any or all proposals.
Proposals must include the following information:
1. Cover Page. 2. Description of Proposed Project. To ensure compatibility and viability of the project,
please provide a conceptual site layout and location of internal circulations, parking, landscaping, and storm water facilities.

3. Price and Terms. The Proposal shall include the proposed purchase price, earnest money amount, and a timeline for closing. The Developer shall disclose any particular requirements it would need for its project.
4. Reputation and Experience. The proposal should describe the developer’s previous relevant project experience including: a. Success of comparable undertakings related to the following:
i. Economic Success (high occupancy, favorable financing experience, etc.)
ii. Overall design quality
b. Experience in commercial projects involving those uses permitted within the City of
Vancouver zoning ordinance
c. Implementation history of proposed projects in comparable undertakings
d. Experience in operating developments in a similar setting
e. Success in achieving high quality project maintenance standards
f. Timeliness of performance of proposed projects
g. Overall design quality
5. Qualifications of Key Personnel. Identify and provide qualifications of experienced of key personnel and entities associated with planning and design, including consultants to be used by developer.
6. Financial Capability. Evidence of financial strength should be provided. To the extent possible under the public disclosure laws, this information will be kept confidential. The proposal shall identify the type of legal entity with whom ESD would contract, and include supporting information regarding financial capability of the developer and the developer’s ability to obtain financing to support development of the project, including:
a. Ability to raise equity/debt funds including current relations with major lenders
b. Ability to provide for operation and maintenance
7. Public Outreach. Describe the public outreach process that will be used during the approval and permitting process, including neighborhood and surrounding business contacts.
8. References. Provide references, including contact name, number, email, etc.
VI. Purchase and Sale Agreement
The chosen developer will be expected to enter into a Purchase and Sale Agreement for the
acquisition of the property. This Purchase and Sale Agreement will be on a form that is
acceptable to the District and which includes standard school district requirements, including
but not limited to contingencies for satisfying any public notice, public hearing and appraisal
requirements.

VII. ESD Discretion, Non‐liability, Waivers and Hold Harmless
The developer, by submitting a response to this RFP, waives all rights to seek any legal remedies
whatsoever regarding any aspect of this RFP. In addition, ESD reserves the right to issue written
notice to all participants of any changes in the qualifications submission schedule, or other
schedules, should ESD determine in its sole and absolute discretion that such changes are
necessary. Finalists chosen to take part in interviews may be required to sign a hold harmless
certification.
